MARKET RESEARCH

Questionnaire for Small Business Concerns

For

57th Wing USAF Weapons School

Contract Aircrew Training

And

Courseware Development (CAT/CWD)

Air Combat Command, Acquisition Management Integration Center (ACC AMIC), Joint Base

Langley-Eustis, VA, anticipates procuring a follow-on contract for the provision of services for the WEAPONS SCHOOL Contract Aircrew Training and Courseware Development

(CAT/CWD). As part of the Government’s continuous information exchange with Industry while formulating the acquisition strategy, the Government requests your assistance in determining if this requirement should be set-aside 100% for small business concerns under the auspices of Federal Acquisition Regulation (FAR) Part 19.

In order for the Contracting Officer to make a determination to set-aside any acquisition, there must be a reasonable expectation that offerors can satisfactorily perform contract requirements and that award will be made at fair market prices. Total set-asides cannot be made unless such a reasonable expectation exists. The Government believes it is mutually beneficial to all interested parties to make this determination as early as possible in the acquisition process. If your firm intends to submit a proposal as a Prime contractor for this effort, you must respond to the following questions/requests regarding your experiences, capabilities, and intentions. Please limit your entire response to all questions/requests to 10 pages. The Government is not requesting technical and/or management proposals at this time. Your responses will be used in the formulation of an acquisition strategy solely for the Market Research purposes of the

Government. If you have any questions or concerns regarding this matter, please e-mail your questions to Ms. Catherine Artis, Contract Manager, catherine.artis@us.af.mil.

1) Do you intend to submit a proposal as a prime contractor for this requirement?

2) Submit evidence of experience and ability to provide program management of a large and technically complex WEAPONS SCHOOL Contract Aircrew Training and Courseware

Development (CAT/CWD) services type contract. Provide references and points of contact.

3) Please include brief information on your company’s technical and financial resources to be able to meet the program requirements of this nature and size as detailed in the documents posted to the Federal Business Opportunities website.

4) Please address your company’s ability to manage and integrate subcontract efforts.

5) Include evidence of your company’s ability to provide program management of sites at geographically-dispersed locations for Contract Aircrew Training and Courseware mailto:catherine.artis@us.af.mil

Development (CAT/CWD) for services similar to those in the Performance Work Statement

(PWS).

6) Specifically address the up-front capital investment and ability to hire qualified personnel, Instructional System Development (ISD) Management Plan experience and Quality Control capabilities to provide and maintain an inspection system that meets the Government’s inspection/quality requirements.

7) Submit a statement that your company is certified and qualifies as a small business concern as specified for service industries with North American Industry Classification

System (NAICS) Code 611512, Flight Training, with a corresponding size standard of

$27.5M in average annual receipts (usually is the average of the concern’s receipts for the last three completed fiscal years). If you are requesting a set-aside action other than a small business set-aside, please identify the appropriate set-aside program for which you wish to be considered.

8) Do you possess a facility clearance equal to the highest classification stated on the draft DD

Form 254?
