STYLE GUIDE

1.1 GENERAL INFORMATION.

1.1.1 The Style Guide is used to coordinate the format for all final deliverables. The contractor must coordinate their proposed style with the Government Subject Matter Experts (SME’s) to ensure all applicable areas are included, and the style is acceptable. The Style Guide will be used by the Government SME’s to ensure all areas are delivered and will provide some continuity between personnel. The Style Guide will provide the contractor with a known acceptable standard. Any changes in style must be pre-coordinated and approved with the Government SME’s and incorporated in to the guide. The Style Guide shall consist of the following:

1.2 GOVERNMENT REQUIREMENTS:

1.2.1 The government SMEs will provide all specific requirements for each deliverable. Each deliverable will have the government’s expectations and constraints listed. This will address any format corrections to ensure errors are not repeated.

1.2.2 Distribution and Deadline for the deliverables: The government shall have at least 3- 10-day periods for review and acceptance/rejection. Corrections may be submitted at any time during the 10-day periods. The deadline to complete corrections will be according to their scope, but will be within (5) working days of the Government’s feedback. Any changes must be coordinated and approved by the government.

1.2.3 Samples: As required deliverables will have a sample acceptable product. It will show the accepted format, font, spacing, titles, and sections etc.

A1

A1 COURSEWARE DELIVERY SCHEDULE

A1.1 Courseware Delivery Schedule (CDS). The contractor will develop, coordinate, and produce a definitive CDS that will identify the milestones and time phasing of courseware delivery that will occur during the next fiscal year.

A1.2 Authoritative Reference: None.

A1.3 Format and Content. The report will be in contractor format subject to approval of the CWSME.

A1.4 Frequency and Milestones. The contractor will provide the initial CDS to the CWSME during Phase In but no later than 30 days prior to performance. For subsequent option years, the contractor will provide the CDS to the CWSME annually no later than 30 calendar days prior to the beginning of each fiscal year in which it is to be effective. The CWSME will have 15 calendar days to notify the contractor of acceptance of, or the required modifications to, the CDS. The CDS will be updated as necessary to accommodate out-of-cycle or urgent action courseware development.

A2 LESSON STRATEGY REPORT

A2.1 Lesson Strategy Report.

A2.1.1 This report describes the instructional strategies, subject matter content, instructional materials formats, and other guidance for authoring and producing the training materials for each lesson. It is used to guide the design of lessons and to prepare the lesson plan/presentation.

A2.2 Authoritative reference: None.

A2.3 Format. The report shall be in contractor format and follow United States Air Force Weapons School Courseware Development Standards, Conventions and Guidelines.

A2.4 Content. The report shall include the following:

A2.4.1 Introduction. This section shall provide a brief description of the purpose and expected application of the Lesson Strategy Report.

A2.4.2 Description: This section describes the lesson strategy for all instruction included in the lesson.

Lesson strategies should ensure trace-ability to the training requirements. AFMAN 36-2234 should be used for guidance. Each lesson strategy shall include:

A2.4.3 Title, classification, signatures of the author and approving authority, and date.

A2.4.4 Organization and Format. This section shall describe the organization and format of the lesson and segment strategies. It shall list the headers or section designators that are used, explain what each one means, and describe the type of information that is found under each. A key shall be used to explain the symbols. This explanation shall be supported with one or more illustrative examples. The lesson strategy shall exhibit trace-ability to the courseware development process and shall include:

A2.4.4.1 Lesson Reference Number. The lesson strategy shall consist of a reference number, a unit and lesson number referenced from syllabus.

A2.4.4.2 Lesson Title. The lesson shall have a short title description of the subject to be covered that is taken from the syllabus lesson title.

A2.4.5 Lesson Media. The medium or media shall be identified for each lesson. For lessons with multiple media, objectives for each medium shall be indicated.

A2.4.6 Lesson Overview. A brief overview of the content of the lesson shall be provided for the lesson authors, subject matter experts (SMEs), and students. Included should be an explanation of the why the lesson is required, how is it related to the previous lessons, and how it fits into the total program.

A2.4.7 Learning Objectives. This section shall describe the type of learning required for each lesson objective and learning event. A strategy for each lesson, learning event, activity, and testing procedure shall be provided. Each objective should have a sequence number to indicate its order of presentation.

A2.4.8 Unit and Lesson Relationship. The unit map shall contain a listing showing the sequences and relationship among lessons in the instructional unit. The lesson shall include an outline showing the hierarchical relationships among the lesson objectives.

A2.4.9 Lesson Design Strategy. This section shall describe decision making processes and strategies to be used in designing and implementing the presentation of material and testing student mastery of the subject matter. Specific strategies shall include methods of interaction, testing, and remediation. Segments to be tested shall be identified and the method of testing defined. Training, learning and branching strategies shall also be included, when required. All section parts used shall be appropriately labeled and sequenced under the section part title, e.g., percentage of drill and practice, demonstration, and simulation. The lesson design strategy shall identify the conventional techniques, practices, principles, or procedures to be used throughout the design and development of the lesson. The following information shall also be provided:

A2.4.10 Type of Behavior. A statement of what the student must do in order to show mastery of the objective, e.g., remember, use aided, or use unaided.

A2.4.11 Generalities. This section shall include the facts to be memorized, the critical attributes of a concept, the steps to follow in applying a rule or prototype, or the cause and effect relationship of a principle.

A2.4.12 Instance Production. A description of each type of scenario that is to be included in the examples, practice, and test items shall be provided.

A2.4.13 Test Items. This section shall provide the type of test and the approach for feedback and remediation based on the lesson design strategy. A list of the test items to be used in minimum acceptable passing criteria for the lesson or segment. A list of examples and practice exercises to be used in support of the instruction of the generality shall also be provided.

A2.5 Relationship with Other Documents.

A2.5.1 The lesson strategy report contains the format and content preparation instructions for the data product generated by the specific and discrete task requirement as delineated in the contract.

A2.5.2 Frequency and milestones. Milestones with deadlines for the preparation and delivery of the lesson strategy report shall be identified in the contractor's approved courseware development schedule.

A2.6 Distribution and Deadline.

A2.6.1 The government will have 30 days for review and acceptance/rejection. Corrections may be submitted at any time during the 30 day period. The deadline to complete corrections will be according to their scope but will generally be within (5) working days of the government’s feedback. The government will not review lesson strategy reports unless the contractor is having difficulty delivering an acceptable product on the first submission.

A3 COURSE SYLLABUS

A3.1 Course Syllabus

A3.1.1 Course syllabus. The contractor will provide administrative support to update, revise and publish syllabi for each formal course. The government will provide required syllabus data, schedules, course flows and descriptions. The contractor will compile and format data for publication.

A3.2 Authoritative references: Air Combat Command instruction (ACCI) 36-2252 is the authoritative reference.

A3.3 Format. Format will be as specified by the authoritative references and United States Air Force Weapons School Courseware Development Standards, Conventions and Guidelines.

A3.4 Content. ACCI 36-2252 is the authority for the content of the syllabus. Included are the following:

A3.4.1 The general organization to include a cover, an introductory page, a summary of revisions, a table of contents, and chapter titles and structure.

A3.4.2 Specific tables to be included.

A3.4.3 Special instructions. Specific special instructions IAW ACCI 36-2252.

A3.4.4 Frequency and milestones. Each course syllabus is reviewed annually for required changes, updates and revisions. Syllabus changes normally follow the annual/18 month syllabus conference; however, the government may request administrative support to publish out-of-cycle syllabus changes. The contractor will revise and incorporate changes into the syllabi as required.

A3.5 Distribution and Deadline.

A3.5.1 Initial distribution and deadline. Initially, each syllabus will be prepared in draft, and one hard copy will be provided to the CWSME. The government will have 30 days for review and acceptance/rejection.

Corrections may be submitted at any time during the 30-day period. The deadline to complete corrections will be according to their scope but will generally be within seven (7) days of receipt.

A3.5.2 Interim distribution and deadline. Accepted syllabi will be prepared in final printed form and as a digital file, and three printed copies and one digital file will be provided to the appropriate training and courseware CWSMEs within 10 days of notification of acceptance of the draft. The interim syllabus will be forwarded to ACC for final approval.

A3.5.3 Final distribution and deadline. ACC-approved syllabi will be copied and distributed by the contractor according to the distribution scheme listed in each syllabus within five (5) days of notification by the training and courseware SMEs of ACC syllabus approval.

A4 SYLLABUS REVIEW REPORT

A4.1 Syllabus Review Report

A4.2 Authoritative references: Air Force Handbook (AFH) 36-2235, volume 3, chapters 5 and 6, Air Combat Command Instruction (ACCI) 36-2252, and other references are the authoritative references.

A4.3 Format. Format narrative shall be as determined by the contractor and follow United States Air Force Weapons School Courseware Development Standards, Conventions and Guidelines.

A4.4 Content. The report shall include the following:

A4.4.1 Purpose. An overview of the student profile expected to be achieved as a result of successful course completion.

A4.4.2 Prerequisites. An overview of the student's profile and experience is required as a minimum for entry into the course. Refer to AFH 36-2235, Volume 3, page 62 for suggested contractor tasks to arrive at student prerequisites. The contractor may refer to the current syllabus if it is adequate and no change is anticipated.

A4.4.3 Course content.

A4.4.4 Mission Analysis. A review of the requirements necessary for the performance of graduate missions to include task statements arranged by hierarchical relationships. Refer to AFH 36-2235, Volume 3, page 59 for suggested contractor tasks to perform a mission analysis.

A4.4.5 Task Analysis. A review of the tasks required to perform the identified missions of the graduate.

Refer to AFH 36-2235, Volume 3, page 60 for suggested contractor tasks to perform a task analysis.

A4.4.6 Objective Analysis. A listing of broad criterion-reference objectives (CROs) for each task as identified by the task analysis. Refer to AFH 36-2235, Volume 3, page 64 for suggested contractor tasks to perform an objective analysis.

A4.4.7 Academic, Simulator and Flying Phase Identification. A clustering and sequencing of objectives into an overall course structure.

A4.4.8 Individual Academic and Simulator Lesson and Flying Mission Identification. A number, title, and description to include instructional mode of each component part of the course.

A4.4.9 Course Map. A symbolic flow chart showing the sequencing of the academic, simulator and the flying phases. Refer to ACCI 36-2252, Attachment 9 for a suggested format.

A4.4.10 Management Flow Chart. A table listing by training day the sequence of the academic, simulator and flying phases to include the resources required for each. Refer to ACCI 36-2252, Attachment 10 for a suggested format.

A4.4.11 Course resources.

A4.4.11.1 Flying inventory. A table listing flying missions by phase that includes support sorties, direct UE support, and range requirements. Refer to ACCI 36-2252, Attachment 6 for a suggested format.

A4.4.11.2 Weapons Inventory. A table listing flying missions by phase that includes the weapons load-out by type and quantity. Refer to ACCI 36-2252, Attachment 7 for a suggested format.

A4.4.12 Course integration.

A4.4.12.1 Core analysis. A listing of those academic, simulator and flying component parts of a course that are common to other existing courses.

A4.4.12.2 Review Impact on Integration. A summary of the impact of this syllabus review on the academic, simulator and flying components of other courses.

A4.4.13 Summary.

A4.4.13.1 Summary of Changes. Specific list of changes to the existing course resulting from the implementation.

A4.4.13.2 Coordination of Changes. An implementation plan identifying specific tasks, milestones, and responsibilities to implement the revised/redesigned course.

A4.5 Relationship with other documents.

A4.5.1 The Syllabus Review Report (SRR) is the fundamental analysis that leads to the content of the course syllabus and lesson overviews. It is highly integrated with the objectives and mission analysis report.

A4.6 Frequency and milestones.

A4.6.1 A SRR shall be prepared for each syllabus review conducted by the contractor. Milestones with deadlines for the preparation and delivery of each SRR shall be identified in the contractor's approved Courseware Development Schedule (refer to SOW).

A4.7 Distribution and Deadline.

A4.7.1 Initial distribution and deadline. Initially, the SRR shall be prepared in draft, and three copies shall be provided to the CWSMEs. The government will have 30 days for review and acceptance/rejection.

Corrections may be submitted at any time during the 30 day period. The deadline to complete corrections will be according to their scope but will generally be within seven days of receipt.

A4.7.2 Final distribution and deadline. Each accepted SRR shall be prepared in final, and one hard copy shall be provided to the appropriate TSMEs within five days of notification of acceptance of the draft.

A5 PHASE MANUAL

A5.1 Phase Manual. The contractor will prepare and deliver a Phase Manual for each flying phase identified.

A5.2 Authoritative Reference: None.

A5.3 Format. Format will be as specified by the government and follow United States Air Force Weapons School Courseware Development Standards, Conventions and Guidelines.

A5.4 Content. The report will include the following:

A5.4.1 The general organization will include a cover, a table of contents, chapters, and attachments.

A5.4.2 Chapter 1, Administration, will include the broad objectives of the phase, ordering of tasks within the phase, coordination of academics required as pre-requisites for mission tasks, required resources, and the coordination required to obtain the resources.

A5.4.3 Chapter 2, Mission Descriptions, will include the same information as appears in the chapters of the syllabus associated with device training and flying training. This includes the flying mission title, aircraft configuration, mission objectives, and mission tasks. In addition, the responsibilities of the instructor in terms of tasks and of the student in terms of behavioral objectives will be identified as instructions for mission execution. Finally, procedures and techniques that are not available in other references, or which contribute to effective learning, will be detailed.

A5.4.4 Attachment 1, Glossary of References, Abbreviations, Acronyms, and Terms, will ordinarily be divided into appropriate sections with all such elements identified.

A5.4.5 Additional attachments may include the following: phase briefings, check lists, line-up cards, and supplementary mission information.

A5.5 Relationship with other documents.

A5.5.1 Each syllabus-identified flying phase will have a phase manual.

A5.5.2 The generation of a new syllabus will always result in the generation of new phase manuals.

A5.5.3 The change of a syllabus flying training or device training phase will always result in the generation of a changed phase manual.

A5.5.4 Frequency and milestones. Phase manuals will be prepared in conjunction with each new or revised syllabus. Milestones with deadlines for the preparation and delivery of each phase manual will be identified in the contractor's approved courseware development schedule.

A5.6 Distribution and Deadline.

A5.6.1 Initial distribution and deadline. The government subject matter experts and contractor personnel will prepare draft phase manuals to permit 45 days for review, acceptance, and distribution before implementation. Three hard copies of each will be provided to the CWSMEs. The government will have 30 days for review and acceptance/rejection. Corrections may be submitted at any time during the 30-day period. The deadline to complete corrections will be according to their scope but will generally be within seven (7) days of receipt.

A5.6.2 Final distribution and deadline. Each accepted phase manual will be prepared in final, and one hard copy will be provided to the appropriate TSMEs within five (5) days of notification of acceptance of the draft, and prior to implementation

A6 LESSON OVERVIEW

A6.1 Lesson Overview. The contractor will prepare and deliver a lesson overview for each academic lesson identified in each course syllabus.

A6.2 Authoritative reference: None.

A6.3 Format. Format will be as specified by the government and follow United States Air Force Weapons School Courseware Development Standards, Conventions and Guidelines.

A6.4 Content. The report will include the following:

A6.4.1 The lesson overview is a specific listing of all of the particulars of a lesson as it appears in the academic inventory of a syllabus. The lesson overview provides the tie of the Criterion-Referenced Objectives (CROs) identified in the Objectives and Media Analysis Report to the behavioral objectives listed for a lesson.

A6.4.2 As a minimum, the lesson overview will include the lesson number, lesson title, lesson office of primary responsibility (OPR), the courses that include the lesson, the primary instructor, the secondary instructor, the lesson duration, the instructional type(s) in the lesson, the security classification, the lesson description, the behavioral objectives and where (page/paragraph or slide) the objectives are covered in the presentation, lesson assignments, the means of evaluation (if any) for the lesson, references available for the student to review lesson material, and special classroom requirements necessary to aid instruction.

A6.5 Relationship with other documents.

A6.5.1 The syllabus academic inventory identifies lessons by number, title, description, instructional mode, and duration. Each identified lesson will have a Lesson Overview.

A6.5.2 The Lesson Overview has no separate existence of its own but is an integrated part of the Lesson Study Guide for a lesson.

A6.5.3 Changes in the numbers of courses that include a particular lesson, or changes in the primary or secondary instructor can result in frequent reviews of Lesson Overviews. Generally these reviews coincide with the generation of the Lesson Study Guide for a lesson.

A6.5.4 Frequency and milestones. Because lesson overviews have no separate existence from the lesson study guides, the frequency of producing updated lesson overviews is directly related to the frequency of producing lesson study guides—they are produced as required by work order.

A7 LESSON PLAN

A7.1 Lesson Plan.

A7.1.1 The contractor will prepare and deliver a Lesson Plan for each academic lesson identified in each course syllabus.

A7.2 Authoritative reference: None.

A7.3 Format. Format will be as specified by the government and follow United States Air Force Weapons School Courseware Development Standards, Conventions and Guidelines.

A7.4 Content. The report will include the following: introduction, motivation, body, summaries and closing.

A7.4.1 The lesson plan provides a textual outline of the lesson to include instruction that fully prepares the student to meet each lesson behavioral objective. In general, the material in the outline will support the bulleted information that appears in the multimedia presentation.

A7.4.2 The lesson plan serves as a script to explain the introduction of learning aids such as models of equipment, film, or videotapes. It shows the sequencing of these aids as well as the learning purpose of introducing these aids.

A7.4.3 The lesson plan may also include reference information for facts that appear in the presentation and examples of calculations either worked during the lesson or used to support equations or the outcome of equations that appear in the presentation.

A7.4.4 The lesson plan should be sufficiently complete as to guide an instructor who is not the primary instructor of that lesson through the teaching of that lesson.

A7.5 Relationship with other documents.

A7.5.1 Each lesson identified in a syllabus will have a Lesson Plan.

A7.5.2 Because the Lesson Plan is determined by the lesson behavioral objectives, there is a direct relationship of the Lesson Plan to the Lesson Overview.

A7.5.3 Because the Lesson Plan is generated from the presentation software, there is a direct relationship of the Lesson Plan to the presentation order of information.

A7.5.4 Frequency and milestones. A lesson plan will be prepared for each presentation designed or revised by the contractor. Lesson plans will be prepared concurrently with presentations and will be delivered with presentations. Milestones with deadlines for the preparation and delivery of each lesson plan will be identified in the contractor's approved courseware development schedule.

A7.6 Distribution and Deadline.

A7.6.1 Initial distribution and deadline. Draft submission will be one hard copy prepared from the digital file, and it will be submitted to the appropriate CWSMEs along with the lesson binder and other lesson documents for lessons that have presentations. The government will have 30 days for review and acceptance/rejection. Corrections may be submitted at any time during the 30-day period. The deadline to complete corrections will be according to their scope but will generally be within seven (7) days of receipt.

A7.6.2 Final distribution and deadline. Accepted lesson plans will be prepared in final, and one original hard copy will be posted to the master lesson file in the archives with a digital copy posted to the WS lesson database that is available to the appropriate TSMEs within five (5) days of notification of acceptance of the draft.

A8 LESSON PRESENTATION PACKAGE

A8.1 Lesson presentation

A8.1.1 Lesson presentation. The contractor will prepare and deliver a lesson presentation for each academic lesson identified in the syllabus as having an instructional mode of lecture or seminar in whole or in part. The lesson presentation will conform in all respects to the lesson plan.

A8.2 Authoritative reference: None.

A8.3 Format. Format will be as specified by the government in United States Air Force Weapons School Courseware Development Standards, Conventions and Guidelines.

A8.4 Content. The presentation will include the following:

A8.4.1 Text. Bulleted statements in outline form will be used to reinforce the learning concepts present in the lesson plan and the lesson objectives as stated in the lesson overview.

A8.4.2 Drawn graphics. Text will be supported by illustrations whenever possible. All primary-learning concepts will be supported by illustrations, charts, or graphs that use color, animation and dimensionality.

A8.4.3 Scanned images. Presentations will include images scanned from color photographs whenever feasible. Where appropriate, the use of digital still photographs or digitized video is also encouraged.

A8.5 Relationship with other documents.

A8.5.1 The lesson presentation software is the placeholder for the lesson plan. As a consequence, the sequencing of the lesson plan is the sequencing of the presentation.

A8.5.2 The lesson presentation will include all of the objectives in the lesson overview and support them with text, graphics, and scanned images.

A8.5.3 The lesson presentation software generates the primary bulk of the lesson study guide.

A8.5.4 Supporting graphics inserted into the presentation digital file will be separately archived as master files in their original digital format if other than that of the presentation software application.

A8.5.5 Frequency and milestones. A presentation will be prepared for each syllabus lesson identified as having an instructional mode of lecture or seminar in whole or in part. Milestones with deadlines for the preparation and delivery of each lesson presentation (whether new, review, or revision work) will be identified in the contractor's approved courseware development schedule.

A8.6 Distribution and Deadline.

A8.6.1 Initial distribution and deadline. The presentation will be submitted as a draft digital file with the hard copy lesson plan and will be submitted to the CWSMEs. The government will have 30 days for review and acceptance/rejection. Corrections may be submitted at any time during the 30-day period. The deadline to complete corrections will be according to their scope but will generally be within seven (7) days of receipt.

A8.6.2 Final distribution and deadline. Each accepted lesson presentation will be posted to the master lesson file in the archives with one digital copy placed into the WS lesson database that will be provided to the appropriate TSMEs within five (5) days of notification of acceptance of the draft.

A9 INSTRUCTOR GUIDE

A9.1 Instructor Guide.

A9.1.1 This document outlines the learning objectives, presentation techniques, media, and equipment for each lesson in a course, which does not have a lesson plan and presentation. It is used to guide the instructor or to control the design of machine-implemented instructional direction. An Instructor Guides will be developed for all IQT & MQT lessons and CT courseware for which lesson plans and presentations have not been developed.

A9.2 Authoritative reference: None.

A9.3 Format. The instructor guide shall be in contractor format and follow United States Air Force Weapons School Courseware Development Standards, Conventions and Guidelines.

A9.4 Content.

A9.4.1 The document shall contain instructor information to support stand-up instruction. This is further described below. . Each instructor guide will contain quiz items (why is this required, what if there isn’t a final academic test). A10 LESSON STUDY GUIDE

A10.1 Lesson study guide.

A10.1.1 The contractor will prepare and deliver a lesson study guide for each academic lesson that has a presentation. Lesson study guides will conform in all respects to the lesson presentation.

A10.2 Authoritative reference: None.

A10.3 Format. Format will be as specified by the government and follow United States Air Force Weapons School Courseware Development Standards, Conventions and Guidelines.

A10.4 Content. The study guide will include the following:

A10.4.1 The general organization will be a cover, the Lesson Overview page, printed copies of the lesson presentation slides, and attachments.

A10.4.2 Attachments may consist of any printed material that supports the learning concepts of the lesson.

A10.4.3 Alternate content. The AGOS or other courses may choose to lay out its Lesson Study Guide in a different fashion. The government will provide specific guidance.

A10.5 Relationship with other documents.

A10.5.1 The Lesson Overview is included as a printed page in the Lesson Study Guide.

A10.5.2 The Lesson Presentation is included as printed copies of slides in the Lesson Study Guide.

A10.5.3 Supporting graphics placed into the Lesson Study Guide digital file will be separately archived as Master Files in their original digital format.

A10.5.4 Frequency and milestones. A lesson study guide will be prepared for each presentation. This means that master file lesson study guides are prepared on a work order basis in cycle with work done on presentations. Duplications of the master file lesson study guide are prepared on a work order basis in conjunction with the scheduling of the lesson using the lesson study guide.

A10.6 Initial distribution and deadline

A10.6.1 Initial distribution and deadline. Draft submission of the master lesson study guide file will be one hard copy prepared from the digital files, and it will be submitted to the appropriate CWSMEs along with the lesson binder and other lesson documents for lessons that have presentations. The government will have 30 days for review and acceptance/rejection. Corrections may be submitted at any time during the 30-day period. The deadline to complete corrections will be according to their scope but will generally be within seven (7) days of receipt.

A10.6.2 Final distribution and deadline. Accepted lesson study guide master files will be prepared in final, and one original hard copy will be posted to the master lesson file in the archives with a digital copy posted to the WS lesson database that is available to the appropriate TSMEs within five (5) days of notification of acceptance of the draft.

A11 STUDENT HANDBOOKS

A11.1 Student handbooks.

A11.1.1 The purpose of the student handbook is to serve as the course textbook for each training course.

The handbook serves as the textual reference material of blocks of instruction for the course. The subject material of each course identified in a syllabus as having an instructional mode of lecture or seminar is expected to be presented in a student handbook. Although some student handbooks may be so specific as to serve as technical reference material for only a single lesson, most student handbooks are organized around blocks of instruction (e.g., aircraft systems, et cetera). SMEs generate the text for student handbooks. The support required is to provide project coordination, edit the text, unify the work of multiple SMEs, add appropriate graphics, and layout the result as a unified whole. Contractor personnel will produce, update, review, and revise student handbooks to support academic training covered under this contract. Student handbooks will support formal course programs and may be used for resident and/or non-resident training. The contractor will provide SMEs for all of the lessons and handbooks the contractor is responsible for producing, updating, reviewing, and revising. The contractor will prepare and deliver student handbooks that, as a group, serve as reference material for all lessons that cannot otherwise be readily referenced in a commercially available book or official government document. The contractor will work with government SMEs to determine the consolidation of student handbook subjects so that a series of courses with the same subject matter may use one handbook

A11.2 Authoritative reference. None.

A11.3 Format. Format will be as specified by the government and follow United States Air Force Weapons School Courseware Development Standards, Conventions and Guidelines.

A11.4 Content. The report will include the following:

A11.4.1 Student handbooks are organized around subject themes. Generally, the material from several lessons will be incorporated into a single student handbook that represents these lessons.

A11.4.2 Text. The text is used as a reference source for subject matter information in the same way that a college textbook serves as a reference for a college course.

A11.4.3 Drawn graphics. Text will be supported by illustrations whenever possible. All primary subject topics will be supported by illustrations, charts, or graphs that utilize color and dimension.

A11.4.4 Scanned images. Handbooks will include images scanned from photographs or existing illustrations whenever feasible. Digital still photographs are encouraged.

A11.5 Relationship with other documents.

A11.5.1 Student handbooks are standalone documents that may or may not use the sequencing of learning concepts from lesson plans or presentations. However, graphics or images prepared for handbooks may be equally of use imbedded in presentations or as attachments to lesson study guides.

A12 TEST PACKAGE

A12.1 Test package.

A12.1.1 The contractor will prepare and deliver examination packages for each lesson identified in the syllabus as being an examination lesson. The contractor will prepare examination blanks, examination keys, and a supporting reference document that ensures conformance of examination questions in all respects to lesson overview objectives.

A12.2 Authoritative reference: None.

A12.3 Format. Contractor format is acceptable.

A12.4 Content. The package will include the following:

A12.4.1 The general organization of the examination package will be an examination results form, an examination item analysis form, a critique analysis form, a cover for each examination, the examination, and the examination critique form.

A12.4.2 The examination will test from the behavioral objectives of the lesson. Each question will be written at the same taxonomy level as the objective.

A12.4.3 An answer key will be developed by the contractor that matches the lesson objective against the question, gives the correct answer, assigns a point value for the correct answer, and gives a point scheme for partially correct answers.

A12.5 Relationship with other documents.

A12.5.1 The syllabus identifies which lessons are examination lessons, and the lesson overview identifies the behavioral objectives that will be tested.

A12.6 Frequency and milestones.

A12.6.1 Examination packages/questions are prepared on an as requested by work order basis in cycle with work done on lesson plans of testable lessons. Duplications of the master file examination package are prepared on an as requested by work order basis to conjunction with the scheduling of the lesson using the examination.

A12.7 Initial distribution and deadline

A12.7.1 Initial distribution and deadline. Initially, the examinations/question sets and answer keys will be prepared in draft, and one copy of each will be provided to the appropriate CWSMEs. The government will have 30 days for review and acceptance/rejection. Corrections may be submitted at any time during the 30-day period. A12.7.2 Final distribution and deadline. Each accepted examination package/question set and answer key will be prepared as final digital master files. Examination packages will be prepared 10 days in advance of the scheduling of the examination lesson.

A13 COURSEWARE REVISION SUMMARY REPORT

A13.1 Courseware Revision Summary Report. The contractor will prepare and deliver a courseware revision summary report for each academic lesson programmed for revision. The report will be submitted as part of the lesson package.

A13.2 Authoritative reference: None.

A13.3 Format. Format will be as specified by the government.

A13.4 Purpose. The courseware revision summary report will serve as a summary of the work completed during the revision process.

A13.5 Content. The report will include the following:

A13.5.1 As a minimum, the courseware revision summary report will include the lesson number, lesson title, lesson office of primary responsibility (OPR), the number of slides, the date completed, the level of effort (i.e. new, revision, or survey), the areas worked (i.e. technical accuracy, graphics, objectives, format, layout, etc.) during the revision along with the percent of total effort each required, a narrative summary of the work completed with any historical information that may be useful, and a list of any deviations from format standards and justification for them.

A13.6 Relationship with other documents.

A13.6.1 The courseware revision summary report will be submitted for each piece of courseware scheduled for revision in the CDS.

A13.6.2 The courseware revision summary report has no separate existence of its own but is an integrated part of the lesson package.

A13.7 Frequency and milestones. Because courseware revision summary reports have no separate existence from the lesson study guides, the frequency of producing revision summary reports is directly related to the frequency of revising the associated courseware—they are produced as required by work order.

A14 CONTRACTOR'S PROGRESS, STATUS, AND MANAGEMENT REPORT

A14.1 Contractor's progress, status, and management report

A14.2 Authoritative reference: None.

A14.3 Format. Format will be narrative as determined by the contractor.

A14.4 Content. The report will include the following:

A14.4.1 A front cover sheet that includes the contractor's name and address, the contract number, the nomenclature of the program, the date of the report, the period covered by the report, the title of the report, the serial number of the report, the security classification, and the name of the issuing government activity.

A14.4.2 A description of the progress made against milestones during the reporting period.

A14.4.3 The results, positive or negative, obtained related to previously identified problem areas, with conclusions and recommendations.

A14.4.4 Any significant changes to the contractor's organization or method of operation, to the project management network or to the milestone chart.

A14.4.5 Any problem areas affecting technical or scheduling elements, with background and any recommendations for solutions beyond the scope of the contract.

A14.4.6 Any problem areas affecting cost elements, with background and any recommendations for solutions beyond the scope of the contract.

A14.4.7 Any trips and significant results.

A14.4.8 The contract schedule status.

A14.4.9 Any plans for activities during the following reporting period.

A14.4.10 The name and telephone number of the person who prepared the report.

A14.4.11 Appendices for any necessary tables, references, photographs, illustrations, and charts. Include a manning chart listing all filled positions, employment status, and employment prerequisite qualification in the first report of the FY, update as required in subsequent reports.

A15 CONFERENCE MINUTES

A15.1 Conference Minutes. Conference minutes provide documentation of technical information provided, and decisions and agreements reached, at meetings.

A15.2 Authoritative reference. None.

A15.3 Format. Contractor format in compliance with “The Tongue and Quill” is acceptable.

A15.4 Content. The minutes shall include the following information:

A15.4.3 Identification of the acquisition (system, equipment, contract number) for which the meeting was held.
