FA4890-15-R-0007 Draft RFP Questions/Comments
Questions
1. Reference PWS 2.2.1 requires the contractor to fill vacancies within 30 days. Since this is a performance based contract, why is there a requirement to fill a position within a specific timeframe if all performance metrics are being met? There are a number of circumstances that may drive more than 30 days to fill a position and simply filling a vacancy in a set time may not contribute to overall mission success. Please clarify.
The 30-day requirement to fill vacancies was removed from PWS Section A
Paragraph 2.2.1
2. Reference PWS 2.2.1.1 and 3.2.1. PWS 2.2.1.1 states the contractor should have a
Supervisor at each site. PWS 3.2.1 indicates there should be a Supervisor and Assistant at each site. Please clarify the requirement.
Revised PWS to require a Site Lead and assistant Site Lead at each operating location. Ensured continuity between PWS Section A Paragraph 2.2.1.1 and 3.2.1.
3. Reference PWS 1.12 covers FCF and Ferry Flight Option. Please clarify if FCF support is required only at the CRF with Ferry to the OLs or if the OLs also require FCF support on site.
Functional Check Flights will be performed at Holloman AFB, NM.
4. Reference PWS 1.13 requires contractor to provide initial and recurring aircraft familiarization training for approximately 175 Government personnel at each OL.
Request clarification that this includes training for 175 personnel annually at 4 OLs, or approximately 700 Government personnel annually, and no familiarization training is required at Holloman AFB.
We revised the PWS to indicate a requirement for aircraft familiarization training for approximately 375 Government personnel at the CRF and approximately 30 per OL annually.
5. Reference PWS 2.2.1.3 Personnel Qualifications states that a portion of the contractor’s proposal may be incorporated into Appendix L, Certifications and Qualifications, yet the
Government provided Appendix L with the draft solicitation stating the minimum qualifications and certifications. Request clarification that there is not a requirement for contractors to propose minimum qualifications and certifications, and that the qualifications included in the Government provided Appendix L are in fact the minimum qualifications.
We have revised the PWS Section A Paragraph to read as follows:
2.2.1.3 Personnel Qualifications. Contractor personnel shall be properly trained, qualified, and certified as required by applicable portions of AFI 21-101 CAF SUP I and Appendix L, Contractor Certifications and Qualifications. Provide qualified personnel in sufficient numbers to supervise and perform all services required by this PWS. All costs associated with employee training in order to meet the requirements of this PWS are the sole responsibility of the Contractor except as outlined in Para. 2.4.3.1. The Government reserves the right to audit technician qualifications at any time to ensure a qualified workforce.
Also revised the Appendix L title to Contractor Minimum Certifications and
Qualifications
6. Reference PWS 2.5.3.4 Request clarification for whether the contractor is responsible for establishing and maintaining hazardous waste accumulation points. Establishing a hazardous waste accumulation point is typically a Government responsibility and the
Government provides the necessary equipment. Request further clarification of responsibility for disposal of hazardous waste from the accumulation points, also typically a Government responsibility.
The contractor will have an accumulation/staging area where they collect small amounts of hazardous waste (usually cleaning solutions, oil, paints, rags, etc.
from residual waste created throughout the day/week) until base HAZMAT collects the waste. HAZMAT will provide guidance on location and what’s required (i.e., barrels, large trays to prevent spillage, etc.).
PWS Paragraph 2.5.3.4 is revised as follows:
Hazardous Waste Accumulation Point. Establish and maintain hazardous staging collection points for hazardous wastes generated under this contract IAW host base Hazardous Waste Management Plan and Air Force Pamphlet (AFPAM) 32-
7043, Hazardous Waste Management Guide. The Government is responsible to establish hazardous waste collection points and for disposal of waste.
7. Reference PWS 3.3.12.1 the last sentence references a Government approved contractor facility as indicated in Para 3.3.12.4. Perhaps the intended reference should be to Para 3.3.12.3 Strip and Repaint as Para 3.3.12.4 describes Paint Condition of
Static Display Aircraft.
Revised PWS Section A Paragraph 3.3.12.1 to read:
3.3.12.1 Corrosion Control Facility Limitations. The CRF corrosion control facility is limited to plastic media blasting of AGE and aircraft sub-assemblies. Chemical stripping is limited to small parts. Aircraft will be sanded for top-coats. Aircraft requiring full strips must be sub-contracted to a Government approved contractor facility as indicated in Para. 3.3.12.3.
8. Reference PWS 3.8.1.6 the paragraph references AGE equipment listing in Appendix K.
There does not appear to be an AGE equipment listing in Appendix K at this time.
The Government will post the Total AGE workload data to FBO
9. Reference PWS 3.8.1.12 the second sentence states; “Modification of existing systems up to 220 man-hours will be accomplished through a cost reimbursable CLIN (XX42)”.
The draft CLIN structure briefed at Industry Day did not include a CLIN X042. Perhaps the reference is intended to be CLIN X032.
The CLIN XX42 was inadvertently missing from the CLIN schedule and Industry
Day briefing. The CLIN schedule is now revised to include CLIN XX42
10. Reference PWS 4.3.2 the Security Clearance Requirements identified in Appendix O do not include the FCF pilots. Request clarification that FCF pilots should have a security clearance at the Secret level.
FCF pilots will require a secret security clearance. Appendix O is updated and will be re-posted to FBO
11. Reference PWS 4.3.2 the paragraph refers to the Defense Industrial Security Clearance
Office (DISCO) as the organization that conducts security investigations. In 2012, the
DoD Consolidated Adjudication Facility (DoD CAF) became the organization responsible for processing security investigations for all service branches and industry. Contractors request security clearances through the Defense Manpower Data Center (DMDC)
Personnel Security & Assurance Division using the Joint Personnel Adjudication System
(JPAS).
We have researched security clearance procedures and have revised the PWS.
The Defense Security Service conducts security investigations for facility clearances. The DoD Central Adjudication Facility determines the levels of personnel clearances (Top Secret, Secret, Confidential) granted to qualified personnel. The contractor shall request clearances for personnel requiring access to classified information within 15 days after receiving a facility clearance or, if the
Contractor is already cleared, within 15 days after contract award. Due to costs involved with security investigations, requests for Contractor security clearances shall be kept to an absolute minimum necessary to perform contract requirements.
12. Reference PWS 4.4.3.1 the last sentence requires the contractor to provide a consolidated monthly report for all purchases made per CLINs XX32/XX33/XX34. These
CLINs do not appear to match the draft CLIN structure briefed at Industry Day.
The correct CLIN #s are XX29, XX30, XX31 and XX32. The PWS has been corrected
