T-38 AMP Centralized Repair Facility Site Visit
Official Questions
1. Six or seven aircraft in the heritage air park are currently in need of paint. Will they be painted before start of new contract? Or will this additional work be negotiated?
General requirements concerning the static display aircraft at the Holloman AFB
Heritage are outlined in the PWS Paragraph 3.3.12.6. A portion of this paragraph identifies the paint requirement as follows, “Paint aircraft as required and approved by the Government to maintain appearance IAW AFI 84-103, U.S. Air Force Heritage
Program, T.O. 1-1-8, and T.O. 35-1-3. Maintain a database recording full paints and touch-ups.” The painting of the static display aircraft is a much less precedence than inspection, maintenance and painting of the active AMP aircraft. The T-38 AMP
Contractor Director of Maintenance in concert with the Government Program
Manager would develop a plan to paint aircraft on a non-interference basis to the AMP flying, inspection and maintenance plan. Two aircraft should be painted before initiation of the new contract. Appendix K has projected workload data for Heritage
Park aircraft per paint.

2. Which shops currently have electronic TOs and which will have electronic by start of new contract?
All support shops will have electronic TO capability by new contract start
3. TC Max tool control need to know number of sight licenses and implementation schedule…location specific
The T-38 AMP does not currently utilize TC Max. If, as expected, after new contract start, TC Max is implemented, the government will assign a reasonable transition timeline for conversion. All required site licenses would be purchased by government. If the implementation/transition to the new system created contractor costs the government would review justification and negotiate as necessary.
4. Are T-38As going to be upgraded with Martin Baker seats?
There are no official plans currently to convert the T-38 AMP T-38A/Bs to the
Martin Baker seats.
5. Will there be a follow-on site visit to an OL?
We have scheduled a site visit to the Langley operating location 15 Oct 100-1130. A memo providing general information and registration requirements was posted to
FBO 11 Sep 15.
6. Egress/chute re-pack and time-change items—Are chutes worked at Holloman or
Edwards? Does that pertain/apply to the new Martin Baker seat? Will on the T-8C be equipped with the new Martin Baker seat?
Egress/chute re-pack and time change items are government provided at Holloman and the OLs for the T-38A/Bs. The 4 T-38C will all have Martin Baker seats by the time the new contract begins. Martin Baker chute re-packs and time change items are accomplished at Edwards. Only the T-38Cs have/will have Martin baker seats.
7. Does the Battery Shop support customers other than the T-38 community?
The Holloman CRF Battery Shop services 10 Helicopter Ni-Cad batteries for the
Army Air Directorate (White Sands Missile Range, 1 C-12 lead acid battery for the
96 Test Group.
8. Will the Government consider re-addressing the “code-1” criteria as a measure for success and incorporate “code-2” criteria?
The government has re-evaluated the Metric against historical data and plans to utilize it in the new contract. Code 2 issues will have minimal impact.
