Continuation of Questions from Industry after the Pre-Proposal Conference held 12 Dec 12 and before Receipt of Proposals dated 11 Feb 13 As of 8 Feb 13 NOTE 1: The PWS Summary of Changes dated 17 Jan 13 was missing some of the changes when it was originally posted to FBO with Amendment 1. It was updated accordingly in Amendment 2 to add the missing changes and posted to FBO on 24 Jan 13 to incorporate all changes made to the PWS through Amendment 1.
NOTE 2: The questions from industry posted to FBO on 4 Feb 13 resulted in Amendment 3 that updated the PWS.
NOTE 3: No amendment will be issued as a result of the following questions from industry posted to FBO on 8 Feb 13.
42. Question: Clarify if the following positions are not included in the CBAs “Rate of pay” table: Registrar, Training Specialist, CSA and Console Operator.
ANSWER: Note these positions were negotiated in the CBAs as the following:
1. Registrar – Listed as an Ops Scheduler on the Holloman’s CBA and as a Lead Scheduler at Creech.
2. Training Specialist – Listed as Lead Schedulers on the CBAs.
3. Certified System Administrator – Included under the Graphic Artist/Illustrator classification.
4. Console Operator – Not under the CBA.
43. Question: Should it be assumed that Pilot Instructor/SME or Sensor Operator/SME will only be paid SQP when performing the duties associated with that SQP category vice on all hours performed on the contract once fully qualified? If not, can the government clarify how the 2 FTEs identified in PWS A.2.2.5.1. should be compensated based on the 25% Mission Pilot/SO, 25% L/R Pilot/SO, 30% simulator and 20% academic guidance that was provided.
ANSWER: Once an employee qualifies for SQP pay according to the CBA, he/she receives the higher wages on all hours paid.
