SECTION SF 30 BLOCK 14 CONTINUATION PAGE

The following items are applicable to this modification:

SECTION SF 1449 - CONTINUATION SHEET

SUMMARY OF CHANGES

1. Incorporate revised Performance Work Statement (PWS), dated 17 Jan 2013 and Summary of PWS Changes, Attachment 1.

2. Incorporate the Not-to-Exceed (NTE) Costs for the Travel CLINs (0160, 1060, 2060, 3060, and 4060) in the amount of $10,000.00 each.

3. Incorporate the following changes to Section 6a – Addendum to 52.212-1 Instructions to Offerors:

a. Paragraph 12.1, Instructions for Volume I – Past Performance Information is changed to:

12.1. The Past Performance Volume and Past Performance Questionnaires (PPQs) are due 31 Jan 2013, 5:00 EDT. Closing date for receipt of the Technical and Price Proposals is 11 Feb 2013, 5:00 EDT. It is the responsibility of the offeror to ensure the Contracting Office receives the past performance information. Past Performance Information shall be provided in a format that facilitates an easy assessment according to the past performance evaluation criteria in Section 7, Evaluation Criteria, of this solicitation. Specific guidelines and requirements about volume content and format are provided in this section.

b. Paragraph 12.5 PPI Contents, Subparagraph D.2, Subcontract:

Change “Company/Organization Name” to read: “Customer/Agency Name”.

c. Section 13.2. Paragraph E.2. Subfactor B: Training, Management and Approach. Add Aspect 3 as follows:

Aspect 3. The contractor shall submit the required Instructor Training and Certification Plan. The plan shall describe the proposed approach to provide for personnel that are qualified, trained and certified to successfully accomplish PWS requirements as described in PWS paragraph 1.3.5.

d. Paragraph 14.1, Instructions for Volume III – Price Proposal.

Change second to the last sentence to read: The Travel and New Mexico Gross Receipts Tax CLINs will not be evaluated for pricing. Offerors shall not change the pre-established NTE amounts for the Travel CLINS.

4. Incorporate the following change to Section 7 – Evaluation Criteria:

a. Section 4.2. Paragraph 4.2.2. Subfactor B: Training, Management and Approach. Add Aspect 3 as follows:

Aspect 3: Instructor Training and Certification Plan. This aspect is acceptable when the offeror’s proposed plan demonstrates the following:

1. Clear and effective approach for how employees will be trained, certified and how continuation training will be conducted to meet PWS and aircrew currency requirements.

5. Incorporate FAR Clause 52.222-17, Nondisplacement of Qualified Workers Under Service Contracts IAW FAC 2005-64 implementing Executive Order (EO) 13495 effective 18 Jan 2013. FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executives Orders – Commercial Items, was also revised adding FAR 52.222-17. The full description/text of FAR 52.212-5 will be incorporated into the resultant contract.

6. All other terms and conditions of the subject solicitation remain unchanged.

SECTION 6A - ADDENDUM TO 52-212-1

INSTRUCTIONS TO OFFERORS

Section 6a ADDENDUM TO 52.212-1 - INSTRUCTIONS TO OFFERORS – COMMERCIAL ITEMS ( Feb 2012)

52.215-1 Instructions to Offerors—Competitive Acquisition. (Jan 2004)

Period for Acceptance of Offers: Paragraph (c) of this provision is hereby changed to read 180 calendar days.

Notice to Offerors: Funds are not presently available for this effort. No award will be made under this solicitation until funds are available. The Government reserves the right to cancel this solicitation, either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs.

1. GENERAL INSTRUCTIONS

1.1. This section of the RFP provides general guidance for preparing proposals as well as specific instructions on the format and content of the proposal volumes. The offeror's proposal must include all data and information requested in the RFP. The offeror shall comply with the solicitation requirements as stated and the PWS. The offeror’s proposal must reflect a thorough understanding of the services required and display a logical development of the offeror's plans to implement all tasks.

1.2. ONLY THE MINIMUM AMOUNT OF INFORMATION REQUIRED TO PROVIDE FOR PROPER EVALUATION IS REQUESTED. EFFORTS SHOULD BE MADE TO KEEP OFFERS AS CONCISE AS POSSIBLE WITH THE EMPHASIS BEING ON PROVIDING INFORMATION ESSENTIAL FOR PROPER EVALUATION. The proposal shall be clear, concise, and shall include sufficient detail to provide for adequate evaluation and for substantiation of the validity of stated claims. Submitted documents must contain adequate information to enable the evaluation board to fully ascertain offerors capability to perform contract requirements, must meet the requirements of the RFP, and must address the evaluation factors for award.

1.3. All information contained in the proposal that an offeror feels is proprietary should be labeled “Source Selection Information—See FAR 2.101 and 3.104.”

1.4. Offerors shall acknowledge awareness of all amendments to the solicitation by signing and dating Page 1 of each Standard Form 30, Amendment of Solicitation/Modification of Contract, and including it in Volume 3, Price, of the proposal.

2. FORMAL COMMUNICATIONS

2.1. Any formal communication shall be submitted in writing (via email) to the POCs below. It is the offeror’s responsibility to confirm receipt of all formal communications.

3. PRE-PROPOSAL CONFERENCE

3.1. The pre-proposal conference will be held at 16 Training Squadron, 897 W 6th St. Bldg 513, Holloman AFB, NM 88330 on 12 Dec 2012 starting at 0900 hours (MT) Mountain Time. Offerors desiring to attend the conference must pre-register by COB 05 Dec 2012.

3.2. Registration. The number of attendees shall not exceed 3 per company or 5 per joint venture/partner arrangement. The registration information shall include the name of the individual attending, company name and phone number, and social security number of each attendee for security purposes and access to the base. The Government requests this information under the authority of 10 U.S.C. 8013. Offerors must submit their pre-registration notification by e-mail to Ms. Imelda Reantaso and Capt Cindy Alexander.

3.3. Advance Questions. Questions concerning this solicitation should be submitted under separate cover, clearly marked as "Advance Questions" to include solicitation number, name of person submitting the question(s), company name and phone number. Each question should reference the specific section, paragraph and/or attachment number of the solicitation or PWS (as applicable). These questions must be received by ACC AMIC/PKB not later than COB, 05 Dec 2012 in order for an appropriate response to be given at the conference. Please submit your advance questions and registration information by email to Ms. Imelda Reantaso and Capt Cindy Alexander.

3.4. Remarks and Explanations. Remarks and explanations at the conference shall not alter the terms and conditions of the solicitation unless the solicitation is formally amended. Any oral statements by Government representatives shall not be binding upon the Government; the CO will make all necessary changes in writing via an amendment if required. If an offeror discovers discrepancies or omissions in any portion of the solicitation, the matter should be submitted in writing and provided to the CO not later than ten (10) days prior to the proposal due date.

4. SUBMISSION OF PROPOSALS

4.1. The original proposal and copies as specified in this document shall be sent to the issuing office listed in

Block 9 of Standard Form (SF) 1449; Solicitation, /Contract/Order for Commercial Items; on or before the date and time specified in Block 8 of SF 1449. Please mark all packages as follows:

4.2. Offerors are cautioned to strictly comply with all instructions within this solicitation to ensure submission of a complete proposal. Failure to furnish a complete proposal at the time of proposal submission may result in the proposal being considered non-responsive to the Government and eliminated from consideration for award. If the proposal is received late, the Government will retain the unopened proposal. However, the proposal will not be evaluated or considered for award.

5. PROPRIETARY INFORMATION

5.1.Offerors are requested to mark all information contained within any portion of the proposal as proprietary information, which in the offerors opinion, is not releasable under the Freedom of Information Act (FOIA).

6. AMENDMENTS

6.1. Include acknowledgement of all amendments to the solicitation.

7. PRICE COMPETITION

7.1. The CO has determined there is a high probability of adequate price competition for this acquisition so offerors are cautioned to submit their best pricing and technical information up-front. Upon examination of the initial offers, and if in the CO's opinion, adequate price competition exists, no additional cost information will be requested and certification under FAR 15.406-2 will not be required. However, if at any time the CO determines that adequate price competition no longer exists, offerors may be required to submit “Other than cost and pricing data” to the extent necessary for the CO to determine the reasonableness and affordability of the proposed price.

8. PARTNER ARRANGEMENT (If Applicable)

8.1. If a partner arrangement or joint venture is contemplated, provide complete information as to the arrangement, including any recent and relevant past performance information (as required) on previous partner arrangements with same partner. If this is a first time joint effort, each party to the arrangement must provide a list of past and present recent and relevant references.

9. SUBCONTRACTOR CONSENT (If Applicable)

9.1. Past performance information concerning subcontractors and partners cannot be disclosed to a private party without the subcontractor's or partner's consent. Since past performance information is proprietary source selection information, the prime contractor must submit, with their proposal, subcontractor's/partners consent for the Government to disclose its past performance information to the prime during exchanges and debriefs. The completed consent form(s) should be submitted as part of Volume I, Past Performance. (See Attachment 1)

10. PROPOSAL PREPARATION INSTRUCTIONS

10.1.The following instructions prescribe the format for proposals, and describe the approach to be used for the development and presentation of the proposal data. The proposal shall include all of the information requested in the specific instructions. Failure to include all information requested may adversely affect the evaluation and may result in a determination that the proposal is non-responsive. A proposal that merely reiterates or promises to accomplish the requirements of the PWS will be considered unacceptable. A proposal that is orderly and sufficiently documented will enable the Government to easily understand the proposal and perform a thorough and fair evaluation of it. The Government may incorporate into the contract by reference or full text portions of the successful offeror’s proposal as revised and supplemented through the final proposal revision that is submitted in response to the solicitation.

10.2. Proposal Volumes. Proposals shall be prepared in three (3) separate and distinct volumes:

Volume I – Past Performance

Volume II – Technical

Volume III – Price

10.3. Proposal Format. Specific guidance regarding format and content is discussed in the following paragraphs. The Government will only read/evaluate the maximum number of pages allowed. All pages provided by the offeror in excess of the stated limitations will be returned to the offeror unread. The proposal content shall be formatted as follows:

a. Text: Single-spaced and printed on single-sided paper - no duplex

b. Font Size: Microsoft Office Word, Times New Roman, 12 font

c. Margins: One Inch (1”) left, right, top and bottom

d. Paper Size: 8½” x 11” with a background color of white or ivory stock only

e. Page Numbering: Sequential (i.e., 1 through 100)

Note: The font size requirement does not apply to charts, (i.e., Workload Manning Charts); however the font size must be reasonable and easily readable.

10.4. Legal Size Paper/Fold-Outs. Any page within the proposal over the standard 8½” x 11” size paper shall be kept to a minimum, and only used where a table or other graph cannot be accommodated by a single 8½” x 11” page. Any text included in the fold-out shall be directly related to the fold-out contents. Fold-outs will be counted as the appropriate number of pages based on the number of folds (i.e., fold-outs with one fold shall count as one page; each additional fold counts as one additional page). All material shall be contained within the page limit identified for each volume.

10.5. Electronic Copies. Electronic copies shall be submitted on CD-ROM, CD-R or DVD using Microsoft Office 97 through Microsoft Office 2007 or Adobe PDF Version 8 or earlier, except for Volume III, Price Proposal, Section 3 of the RFP. Section 3 shall be submitted in Microsoft Excel format only. Offerors may use JPEG for charts or screen shots. Offerors shall name files using standard naming conventions (i.e., filename.doc for MS Word, filename.xls for MS Excel, filename.PDF for Portable Document Format, etc.). Do NOT submit any documents in PDF format that are copied as “images” or Windows Photo Gallery etc. PDF files shall enable textual search and copy functions. Each volume shall be in a single searchable, editable file and stored in a folder that corresponds to the proposal volume it represents. The files shall be named in an unambiguous manner, using plain language text, which facilitates the evaluator’s ease of accessing the files for evaluation. Offerors shall insert the file name in the header of each document. All disks shall be virus checked prior to submission. Replacement disks will be required to update the final proposal resulting from any discussions should they occur. Electronic copy(s) of all proposal information is required for each volume. Information submitted in the electronic format shall not exceed the page limits stated below for each hard copy volume. If there are variances between the paper copy and the electronic copy, the paper copy will take precedence.

10.6 Copies and Page Limit. Evaluators will only read up to the maximum number of pages specified. If the page limit is exceeded, the excess pages will be removed from the proposal and returned unread to the offeror. Copy requirements and page limitations are as follows:

10.7. One copy of each Volume shall be marked “Original”. Page limitation is subject to exclusions stated in the paragraph titled “Exceptions” below. Further, the Government will not include the following in the page limitation: Cover page(s), title pages or tables of contents, tab/section-divider pages, technical definition page(s), organizational chart, acronym list, cross reference matrix. Note: These pages will be counted if they contain any other information, (i.e., diagrams, extraneous data, etc). Pages marked “This page intentionally left blank” will also not be counted.

11. EXCEPTIONS

11.1. If the offeror finds it necessary to take exception to any of the requirements specified in this solicitation, clearly indicate such exception(s) in the appropriate volume along with a complete explanation of why the exception was taken and what benefit accrues to the Government. All substantive exceptions to the solicitation requirements and supporting rationale shall be identified as such and consolidated into an overview section of the subject volume. An overview section is only required if the offeror takes exception to any requirement in the solicitation (the overview section will not be included in the proposal page limitation described above). While offerors may propose exceptions to the solicitation requirements, the Government is not obligated to accept such offers. Any change to the requirement as a result of accepting an exception shall be reflected within the resultant contract.

11.2. In the event the offeror takes no exception to the stated requirements, a statement to this effect shall be included at the front of the subject volume.

12. INSTRUCTIONS FOR VOLUME I--PAST PERFORMANCE INFORMATION.

12.1. The Past Performance Volume and Past Performance Questionnaires (PPQs) are due 31 Jan 2013, 5:00 EDT. Closing date for receipt of the Technical and Price Proposals is 11 Feb 2013, 5:00 EDT. It is the responsibility of the offeror to ensure the Contracting Office receives the past performance information. Past Performance Information shall be provided in a format that facilitates an easy assessment according to the past performance evaluation criteria in Section 7, Evaluation Criteria, of this solicitation. Specific guidelines and requirements about volume content and format are provided in this section.

12.2. Past Performance Information (PPI) Contract References. Offerors may provide information for a maximum of four (4) different contracts and/or task orders for which they served as the prime contractor, a subcontractor, a partner, or a joint venture partner that are recent and relevant as defined in this solicitation. In addition, the offeror may provide PPI for a maximum of four (4) different contracts and/or task orders for each proposed subcontractor, proposed partner, and/or proposed joint venture that are recent and relevant as defined in this solicitation. To clarify, if an offeror has two subcontractors or partners, the offeror may submit four references as prime and 4 for each subcontractor for a total of up to 12 references.

12.3. Past Performance Recency. For past performance consideration, recency for this solicitation is defined as performance occurring within three (3) years from the date of issuance of this solicitation and shall not be less than six months of performance . References for contracts with less than six months will not be considered.

12.4. Past Performance Relevancy. Offerors shall submit performance information on contracts they consider relevant to this effort. This information should include rationale supporting their assertion of relevance. Offerors are required to explain what aspects of the contracts are deemed relevant to the proposed effort, and to what aspects of the proposed effort they relate. When applicable, categorize and cross reference the relevance of the information into the specific relevancy criteria as defined in Section 7, Evaluation Criteria, of this solicitation.

12.5. PPI Contents. The offerors shall submit a Past Performance Volume containing the following sections (at a minimum):

A. Table of Contents

B. Glossary of Abbreviations and Acronyms – Each volume shall contain a glossary of all abbreviations and Acronyms used, and with an explanation for each. Glossaries do not count against the page limitations for their respective volumes.

C. Summary – Describe the nature or portion of the work on the proposed effort to be performed by the offeror and any proposed subcontractor, partner, and/or joint venture partner(s). 4. Subcontractor Consent - Past Performance Information submitted for a Subcontractor without a Subcontract Consent will not be read or evaluated and will be returned to the offeror. (See paragraph 11. Contractor Consent). Offeror shall submit consent letters executed by each subcontractor, partner, and/or joint venture partner authorizing release of past performance information.

G. Organization Structure Change History - Many companies have acquired, been acquired by, or otherwise merged with other companies, and/or reorganized their divisions, business groups, subsidiary companies, etc. In many cases, these changes have taken place during the time of performance of relevant present or past efforts or between conclusion of recent past efforts and this source selection. As a result, it is sometimes difficult to determine what past performance is relevant to this acquisition. To facilitate this relevancy determination, include in this proposal volume a chart or schedule describing all such changes in the organization of your company. As part of this explanation, show how these changes impact the relevance of any efforts you identify for past performance evaluation/performance confidence assessment. Since the Government intends to consider present and past performance information provided by other sources as well as information provided by the offeror(s), your chart or schedule should be both specifically applicable to the efforts you identify and general enough to apply to efforts for which the Government receives information from other sources.

12.6. Past Performance Questionnaires (PPQs). When completed CPARS or similar reports are submitted to reflect past performance data, a Past Performance Questionnaire (PPQ) is not required. Offerors without formal documented Government Contractor Performance Assessment Reports (CPARS), shall send a Past Performance Questionnaire (PPQ) to each performance reference cited. The PPQ shall be sent directly to the Government or commercial POC identified in the Past Performance Volume (see Appendix 2).

12.7. Past Performance Information from Other Sources. Past performance information for contracts not listed by the offeror and/or past performance information for contracts of planned subcontractor (s) may also be evaluated. References other than those identified by the offeror may be contacted by the Government and the information obtained during such contact used in the evaluation of the offeror’s past performance. While the Government may elect to consider data obtained from other sources, the burden of demonstrating relevancy and providing current, accurate, and complete past performance information rests with the offeror.

12.8. The Government may ask questions of, conduct interviews with, and/or request additional performance information from any of the past performance references submitted as part of the offeror’s proposal. Past performance information may be obtained from sources such as the Government’s Past Performance Information Retrieval System (PPIRS), questionnaires tailored for the subject requirement, the Defense Contract Management Agency, interviews with Program Managers, COs, and Award Fee Determining Officials, and other sources known to the Government. Available information from previous source selections or contractor capability assessments may be used if the information is recent and relevant. The recency and relevancy of the past performance information are important in determining the contracts, programs, and efforts that will be reviewed. The Government reserves the right to obtain more past performance data from any source that it deems appropriate.

13. INSTRUCTIONS FOR VOLUME II—TECHNICAL.

13.1. To facilitate the evaluation, the Technical Volume should be specific, detailed, and complete to clearly and fully demonstrate that the offeror has a thorough understanding of the requirements for the accomplishment of the effort. Statements that the offeror understands, can, or will comply with the PWS (including Air Force (AF) publications, technical requirements, etc.); statements paraphrasing the PWS or parts thereof (including applicable AF publications, technical data requirements, etc.); and phrases such as “standard procedures will be employed” or “well known techniques will be used” etc., will be considered unacceptable. Offerors should note that data submitted prior to the proposal submission including data submitted for current contracts and other solicitations will not be considered in the Government’s evaluation. Therefore, such data should not be relied upon nor incorporated in the Technical Proposal by reference. Offerors shall address the requirements noted in this section by imperative verbs regardless of whether such requirements are preceded by “the offeror shall”. The offeror’s proposal shall at a minimum be prepared in a form consistent with the Technical Criteria set forth in Section 7, Evaluation Criteria, of this solicitation. All information that the offeror deems appropriate to address for this factor and its subfactors must be included in the proposal in an orderly format. The Technical Volume shall address all the technical subfactors.

13.2. Technical Contents

A. Table of Contents - A table of contents shall be included and each subfactor/aspect/section shall be clearly marked and tabbed for easy reference. The pages shall be numbered in a consistent manner as stated under Proposal Preparation Instructions.

B. Glossary of Abbreviations and Acronyms - Each volume shall contain a glossary of all abbreviations and acronyms used, and with an explanation for each. Glossaries do not count against the page limitations for their respective volumes.

C. Executive Summary - Included in this volume is the offeror’s Executive Summary (limit is 2 pages).

D. Cross Reference Matrix - Each volume shall be written on a stand-alone basis so that its contents may be evaluated without cross referencing to other volumes of the proposal. Information required for proposal evaluation which is not found in its designated volume will be assumed to have been omitted from the proposal. Cross-referencing within a proposal volume is permitted where its use would conserve space without impairing clarity. The offeror shall fill out the cross reference matrix indicating the proposal reference information as it relates to the RFP, PWS, and CLIN references found therein.

E. Technical Subfactors - The purpose of this section is to allow the offeror to set forth in the most comprehensive manner its understanding of the program requirements and to demonstrate its ability to meet the evaluation requirements of Section 7, Evaluation Criteria; Factor II, Technical. In this section the offeror shall present a clear and concise description of how it plans to meet contract requirements. The offeror shall describe the performance standards that have been established in each area and explain how performance standards will be met or exceeded. This section shall not contain any pricing data. The Technical Section shall be completed as follows:

E.1. Subfactor A: Management Approach and Manning Workload Analysis.

Aspect 1: Management Approach. Provide an organizational structure detailing line(s) of authority, to include subcontractors and teaming partners. Provide an explanation of the functional relationships and roles and responsibilities that will ensure effective communication procedures both within the company and with the government to effectively execute the PWS requirements. Explanation of your key personnel positions (i.e., program management office personnel, on-site management personnel, etc.) and an explanation of how you will meet PWS paragraphs 4.2.4.1.1 – 4.2.11.

Aspect 2: Manning Analysis. Provide a detailed manning workload analysis /methodology that depicts the proposed labor categories, skill level, and number of personnel for both full and part time positions. Address all direct, non-direct, and ancillary work hours. Offerors shall use the charts provided at Solicitation, Attachment 3.

E.2. Subfactor B: Training Management and Approach.

Aspect 1: Training Management. Provide a detailed Training Workload Management Plan that meets PWS paragraph 1.3.4. Include methods, innovations, and policies for managing the training program to include methods for mitigating scheduling risks associated with workload fluctuations.

Aspect 2: Training Management System/Learning Management System (LMS/TMS). Provide processes for managing the MQ-1/9 training program as described in PWS paragraph 1.2.3.5.

Aspect 3. The contractor shall submit the required Instructor Training and Certification Plan. The plan shall describe the proposed approach to provide for personnel that are qualified, trained and certified to successfully accomplish PWS requirements as described in PWS paragraph 1.3.5.

E.3. Subfactor C: Courseware Development Approach, Instructional Systems Development Plan (ISDMP), and Quality Control Plan.

Aspect 1: Courseware Development Approach, ISDMP. Provide an ISDMP that meets PWS paragraph 1.3.3. Describe the employment of Instructional Systems Development (ISD) principles and processes throughout the lifecycle of the training system, and methods/procedures used in the application of the ISD process for tracking courseware development milestones. Provide method for validating courseware effectiveness. Reference AF Handbook 36-2235, Information for Designers of Instructional Systems.

Aspect 2: Quality Control Plan. Provide a Quality Control Plan that meets PWS paragraph 1.3.3.1. Describe how Quality Control will be integrated into the overall management structure to ensure timely and accurate deliverables and processes.

E.4. Subfactor D: Transition Plan & Contractor Furnished Equipment.

Aspect 1: Transition Plan. Provide:

1. Effective processes to meet PWS paragraph 1.3.1.

2. Milestone chart with phased timelines for implementation to ensure transition is completed to support on-time full contract performance.

3. Identification of personnel for interfacing with the incumbent contractor at each site.

4. Approach for hiring, training, and certifying non-incumbent personnel in the event hiring goals are not met.

Aspect 2: Contractor Furnished Equipment. Provide a detailed list of Contractor Furnished Equipment that meets PWS paragraph 3.5.

14. INSTRUCTIONS FOR VOLUME III—PRICE PROPOSAL

14.1. The offeror shall complete Section 3 of the solicitation (Schedule of Supplies and Services (CLINS)) by inserting the price elements (unit price and extended amount) for all Firm Fixed Price (FFP) contract line item numbers (CLINS), including Optional CLINS, Phase-In, Base, and all Option years. For ease of administration, all pricing should be rounded to whole dollar amounts. Cost Reimbursable Travel and New Mexico Gross Receipts Tax CLINS: A Not to Exceed (NTE) amount has been pre-established for the Travel CLINS. These pre-established amounts are to be included in the offerors proposal. On page 4 of the RFP, offerors are required to complete item No. 11 for their G&A costs to be applied towards cost reimbursable CLINS. The New Mexico Gross Receipts Tax CLINS amounts are to be determined at a later date and should be left blank. The Travel and New Mexico Gross Receipts Tax CLINS will not be evaluated for pricing. Offerors shall not change the pre-established NTE amounts for the Travel CLINS. The price proposal shall also contain the following:

14.2. Complete in its entirety the "Offeror" portion of the Standard Form 1449. An official having authority to legally bind the company contractually must sign and date the Standard Form 1449. One copy of the Standard Form 1449 must bear an original signature and if applicable, all amendments. Failure to acknowledge any amendments to the solicitation can result in an offeror being deemed nonresponsive. Award CANNOT be made to a nonresponsive offeror. Note: Be sure to sign and date where required.

14.3. Supporting Price Backup Data. Certified cost or pricing data is not required. However, supporting price backup data is requested. This data should explain the methodology used in developing proposed CLIN prices. Supporting data includes, at a minimum, breakdown (by CLIN) of labor (labor category, number of positions and productive hours), breakout of Other Direct Costs (ODC), direct and indirect rates, and subcontract costs. Supporting data may be submitted in a format selected by the offeror. The Government reserves the right to request additional pricing information after receipt and evaluation of proposals.

14.4 Representations and Certifications. Complete the required Representations and Certifications or indicate if information is contained in the Online Representations and Certifications (ORCA) located at https://orca.bpn.gov

15. DEBRIEFING OF OFFERORS.

15.1. Debriefings are conducted with the goal of identifying to unsuccessful offerors where changes can be made to improve future source selection participation.

15.2. Successful or unsuccessful offerors may request debriefings by providing a written request to the Procuring CO. Debriefings shall be conducted in accordance with FAR 15.505(a) (1) for pre-award debriefings and FAR 15.506(d) for post-award debriefings.

16. DISPOSITION OF UNSUCCESSFUL PROPOSALS

16.1. In compliance with FAR Subpart 4.8, the Government will retain one hard copy of all unsuccessful proposals; all additional copies will be destroyed by the Government.
