Questions from Industry for the Draft RFP and Draft PWS MQ-1&9 CAT/CWD Solicitation FA4890-13-R-0001

1. General. We have found conflicting information between the Draft RFP (Dated 10 Oct 2012) and the Draft PWS (Dated 4 Oct 2012) with regards to the Facility Clearance requirement.

According to Clauses Incorporated by Full Text - 5352.215-9000 FACILITY CLEARANCE (MAY 1996) The offeror must possess, or acquire prior to award of a contract, a facility clearance equal to the highest classification stated on the Contract Security Classification Specification (DD Form 254) attached to this solicitation. The above clause is in contrast to the information provided in the PWS, which states: 4.3.1.12. Facility Clearance. The contractor shall possess or obtain a facility clearance at the classification level of TOP SECRET prior to performing contract work. The Government shall request a facility clearance if the contractor does not possess a facility clearance. Being that companies cannot hold a facility clearance until a contract requires such, this is a de facto past performance requirement, and while many companies possess a facility clearance, some do not currently have a contract that requires a clearance at this level. We request the Government commit to the option in the PWS (paragraph 4.3.1.12) which states the contractor shall possess or obtain a facility clearance at the required level, prior to contract work and not have the requirement to hold that clearance prior to contract award. We have contacted DSS and determined that upgrading our current Facility Clearance to the appropriate level is possible within the timeframe available.

ANSWER: AF Clause 5352.215-9000 will be removed from the RFP and the PWS will provide the terms and conditions for the facility clearance requirement.

2. General: Given that the Government is projecting a full and open competition, what percentage of the work should the bidders set aside for Small Business IAW the AF’s Small Business Goals?

ANSWER: 20% - See Local Instruction titled “Small Business Subcontracting Goals” in Section 4a of the RFP.

3. General: Would the Government’s evaluation of bidders’ utilization of Small Business be enhanced with the submission of a Small Business Subcontracting Plan in support of FAR 252.219-7003?

ANSWER: Clause 52.219-9 Alt I is selected under clause 52.212-5; which means only the successful offeror will have to submit a Small Business Subcontracting Plan. The plan will then be reviewed and approved prior to contract award.

4. General: The Government’s 16 Nov notice to vendors indicates a plan to release the final solicitation on 4 Dec. This same notice request vendors submit questions NLT 5 Dec. To thoroughly review the 200+ page solicitation by 5 Dec is problematic. Request the Government extend the opportunity to ask questions to 14 Dec which follows the scheduled 12 Dec Pre-proposal conference.

ANSWER: The original draft RFP was posted to FBO on 10 Oct 12, providing sufficient time for questions from industry. Due to pending clearances, the RFP could not be issued on the original planned date of 20 Nov 12. The draft RFP posted with these Q&A’s is 99% complete and the RFP will be posted once business clearance is received. In addition, offerors can direct questions regarding the RFP to Ms. Reantaso or Capt Alexander until the RFP due date.

5. Draft RFP Section B, and PWS 4.1.

Which CLIN does the Government want the bidders to reflect the cost for the Site Managers? Given the Government’s requirements for Site Managers, the associated cost should be allocated to the site in which the Site Manager is performing work as opposed to a general overhead pool allocation which increase the AF’s total cost should a site be eliminated in the future.

ANSWER: Allocation of direct labor in price proposals shall be determined by each offeror.

6. Draft RFP Section B, and PWS 1.2.3.5.

Which CLIN does the Government want the bidders to allocate the cost for TMS/LMS services?

ANSWER: Allocation of the cost for TMS/LMS services in price proposals shall be determined by each offeror.

7. Draft RFP Optional CLIN 1010:

This CLIN lists Creech MQ-1 CT PMATS (para A2.2.2.2) which has been deleted in the PWS. Is this in error?

ANSWER: No, this work was deleted from the requirement.

8. Draft RFP Optional CLIN 1015:

This CLIN lists Creech MQ-9 CT PMATS (para A3.2.2.2) which has been deleted. Is this in error?

ANSWER: No, this work was deleted from the requirement.

9. Draft RFP, Section 4a, Required Insurance; and, PWS 4.2.4.1 Page 145 PWS page 33:

Due to the nature of live flying training, should the contractor carry aviation insurance to cover the operation of aircraft and the risks associated with aviation? If so, what amount should the contractor carry?

ANSWER: Yes, see the Local Instruction titled “Required Insurance” in Section 4a of the RFP.

10. Draft RFP Section 5 page 148, PWS 1.2.1 and Appendix 1:

Section 5 includes the Holloman CBA addendum adding a special qualification pay for pilot and sensor instructors who are qualified and performing work as Standardization Evaluation Flight Examiner (SEFE). However, the PWS is silent with respect to a requirement for pilot or sensor operator instructor to perform SEFE duties. Please clarify, is there a PWS requirement for SEFE qualified pilot and sensor operator instructors and if so, what is the projected workload level of effort?

ANSWER: There is no requirement in this PWS for contractor instructors to perform SEFE duties.

11. Draft RFP, Section 6, para. 12.3 and Section 7 para 4.1.8.1, page 155 and 173 Please clarify. Section 6 states references with less than one year will not be considered; Section 7 states that references with less than six months will not be considered.

ANSWER: Section 6 para 12.3 was corrected to “References for contracts with less than six months will not be considered”.

12. Draft RFP, Section 6, para 12.5, E, 2 Page 156 Please clarify. Should the offeror submit CPARs for the entire contract period of performance or just for the last three years of the period of performance?

ANSWER: Past performance information shall adhere to the time parameters established for past performance recency, which is within three (3) years from the date of issuance of the solicitation and shall not be less than six months of performance.

13. Draft RFP, Section 5, para E, 12.6, page 157 Please confirm our understanding: if an offeror presents a past performance that has a CPAR(s), the offeror is not required to send the PPQ to the Government CO/PM.

ANSWER: That is correct, if CPARS information is available, then the PPQ is not required.

14. Draft RFP, Section 5, para 13.2, F, page 158 Please clarify. The paragraph implies that the RFP includes “Aspect 2” in Section 7, Evaluation Criteria; yet, Section 7 doesn’t mention Aspect 2 for Subfactor A, Manning Requirements and Analysis.

ANSWER: All technical subfactors were moved to para E and Subfactor A was restructured.

15. Draft RFP Section 6a Para 10.6 page 154 Volumes references listed in the notes under the table do not match the Volume titles in the table.

ANSWER: The volume numbers were corrected.

16. Draft RFP Section 6a, Para. 12.6 page 157 The referenced paragraph states that “ offerors without formal documented Government Contractor Performance Assessment Reports (CPARS) shall send a Past Performance Questionnaire (PPQ) to each performance reference cited.” Is this requirement specifically applicable to those referenced contracts that do not have accompanying CPARS?

ANSWER: Yes

17. Draft RFP, Section 7, para 4.2.2 Subfactor B, Aspect 3, G, PWS 1.2.3.5.6., page 175 and 9 Should the offeror include options to purchase additional capability, license, maintenance support, etc. in the pricing volume; if so, does the Government prefer a specific representation?

ANSWER: Para 1.2.3.5.6 is deleted.

18. Draft RFP, Section 5, para 13.2, F RFP, Section 7, para 4.2.1 Subfactor A pages 158 and 174 Please define the terms “direct, non-direct and ancillary” as related to workload analysis.

ANSWER:

- Direct time is the time the instructor is actually providing instruction.

- Indirect and ancillary time is defined as filling out grade sheets, required contractor training or any other required activity that does not involve direct time.

19. Draft RFP, Section 7, para. 4.2.1 Subfactor A page 174 Please clarify. This paragraph provides instructions to determine “indirect” workload hours. Is this the same requirement as “non-direct” as noted in Section 5, para 13.2, F?

ANSWER: Yes.

20. Draft RFP, Section 7, para 4.2.2 Subfactor B, Aspect 3, D, page 175 Please clarify. Does the Government desire a TMS/LMS SIPRNet solution in addition to a NIPRNet solution?

ANSWER: Yes, see PWS para. 1.2.3.5.

21. Draft RFP, Section 7, para 4.2.2 Subfactor B, Aspect 3, E, page 175 Will the Government establish a bidder’s library to include the “local site operating procedures” so that the offers can design and price a solution?

ANSWER: No, there will not be a bidder’s library. All interested parties will have the opportunity to see representative examples of documents while at the pre-proposal conference.

22. Draft RFP, Collective Bargaining Agreements (CBAs) Background: There is no reference in the RFP to the Service Contract Act (SCA), 41 U.S.C. §§ 351-358, and Title 29 Code of Federal Regulations, Part 4, “Labor Standards for Federal Service Contracts.” Section 4 (c) of the Act provides that a successor Contractor must pay wages and fringe benefits (including accrued wages and benefits and prospective increases) to service employees at least equal to those agreed upon by a predecessor contractor under a Collective Bargaining Agreement (CBA).

How long must the contractor maintain the existing CBA wage and fringe benefit requirments of the predecessor’s CBA? Please confirm that after that period, that CBA wages should be flatlined through FY2018?

ANSWER: Clauses 52.222-41 and 52.222-43 are checked in 52.212-5 and address SCA requirements.

23. General, PWS: Is the Crew Training and Operations Management System (CTOMS) a GOTS, COTS or vendor owned product? Is CTOMS proprietary in nature? The PWS makes several references to CTOMS implying mandatory use; however, the AF does not list CTOMS on the AF approved evaluated product list (EPL).

ANSWER: The Govt reviewed the PWS for the improper references and found one CTOMS reference and it was corrected to TMS/LMS. CTOMS is a contractor-owned product and its software is proprietary. All data within the software is government-owned.

24. PWS Para 1.2.2 Is or will there be a full complement of courseware at the beginning of the performance period? What is the maturity level of any areas not yet completed?

ANSWER: Yes, there will be a full complement of courseware from the Syllabi identified in the PWS Appendix 2. at the beginning of the performance. As identified in the PWS Para A6.7, CWD Workload, the table identifies what the contractor will be responsible for developing, reviewing and revising in each performance year.

25. PWS Para 1.2.2.2.

Will the Government establish a bidder’s library to include the existing courseware so that the offerors can use to determine workload factors?

ANSWER: No, there will not be a bidder’s library. All interested parties will have the opportunity to see representative examples of documents while at the pre-proposal conference.

26. PWS Para 1.2.2.8 For ICW development, does the Government have a preferred SCORM standard?

ANSWER: Bidders will use SCORM standard 4.2 or the most current version at the time the RFP is published.

27. PWS Para 1.2.3.5.

a. Does the Government currently use a TMS/LMS environment to meet requirements?

ANSWER: The MQ-1/9 CAT/CWD currently has a contractor-produced TMS/LMS to manage the training programs as described in PWS para. 1.2.3.5.

b. How many TMS/LMS licenses does the AF require at start-up?

ANSWER: A contractor requires the number of licenses to fulfill the PWS requirements based on the approach they take for the TMS/LMS.

c. Is the contractor maintaining an existing TMS/LMS system or providing a new one?

ANSWER: The successful offeror is expected to provide their own system as the current TMS/LMS software is contractor-owned by the incumbent. The data in the TMS/LMS is Govt property.

d. Who makes the current TMS/LMS?

ANSWER: The current TMS/LMS software is owned by the incumbent.

e. When does the government expect the TMS/LMS solution to be in place? In other words, what is the PoP for the TMS?

ANSWER: The goal of the TMS/LMS is to be operational at the start of the contract. The govt expects that each offeror will specifically outline the TMS/LMS proposed and a timeline for it to be fully operational. Any proposed schedule should provide a timeline that is not later than 6 months from contract start.

f. Please define the PEX features the offeror should design a TMS/LMS interface to support remotely piloted aircraft operations?

ANSWER: PEX has the following features: Scheduling, Training (Qualification and Continuation), Stan/Eval functions, Go/No-Go, ARMS interface, testing etc. Additional insight to gain an understanding of how/what we use it for can be explained and/or demonstrated during the PPC.

g. Will the Government establish a bidder’s library with the PEX source documentation that allows the offeror to analyze and design a PEX interface with the offeror’s TMS/LMS solution?

ANSWER: No, there will not be a bidder’s library. All interested parties will have the opportunity to see representative examples of documents while at the pre-proposal conference.

h. Is the TMS/LMS government or contractor provided equipment?

ANSWER: All TMS/LMS equipment as well as proposed software will be contractor provided and meet the requirements in 1.2.3.5.

28. PWS Para 1.2.3.5.7.

Should “All TMS/LMS database(s), data and files…” read “All TMS/LMS database data and files” or does the Government desire to own the database hardware and software along with the data and files?

ANSWER: Offerors shall use their own TMS/LMS hardware and software to accomplish system they desire to meet the requirements of PWS para. 1.2.3.5. The government will own all data and files in the TMS/LMS. The contractor owns the specific hardware and software used to meet the PWS requirements.

29. PWS Para 1.2.3.7. Training System Media Chart, “Training Task List (TTL).

Will the Government provide this TTL or will it have to be developed?

ANSWER: New para's 1.2.2.9. and 1.2.2.10. and Appendix 1 para A6.9 are added to the PWS to define contractor responsibilities for Syllabus and TTL work.

30. PWS Para 1.2.4.3. This paragraph discusses Schedulers at all sites. At Creech, March and Hancock the schedulers are exercised in the Basic CLINs. At Holloman the schedulers are exercised in the Optional CLIN 1037 (para A4.5.7, HAFB Admin Support Workload), although they are detailed in para A4.5.4 Basic Workload. Is this correct?

ANSWER: Optional CLIN 1037 was removed from the RFP. Scheduling at Holloman is still required per PWS para 1.2.4.3.2. and CLINs XX23.

31. PWS Para 1.2.4.4.

The PWS identifies the requirement for a Joint Interface Control Officer (JICO) (Holloman AFB only) but there is no workload identified in Appendix 1 of the PWS.

Is this a day staff position M-F or a crew watch stander position requiring 24/7/365 support? Could the Government please identify the required workload and notional duty day for this position?

ANSWER: The JICO position is considered support so see PWS para 4.5.1. for hours of operation.

32. PWS Para 1.2.4.8.

This paragraph discusses Administrative Support (Stan/Eval) for Holloman AFB only. Is this workload listed under Optional CLIN 1034 (A4.5.4) or CLIN 1035 (A4.5.5)?

ANSWER: This workload has been deleted from the requirement.

33. PWS Para 1.2.4.9.

This paragraph discusses Administrative Support (Training). Is this position exercised as Optional CLIN 1036 (A4.5.6)?

ANSWER: This workload has been deleted from the requirement.

ANSWER: This workload has been deleted from the requirement.

35. PWS Para 1.3.3.

The PWS requires delivery of the Instructional Systems Development Plan (ISDMP) concurrently with our proposal. Section 6a, instructions to offerors, Para. 13.2.1 only specifics the Transition Plan. Does the government require the ISDMP to be delivered as part of our proposal or as a separate document delivered concurrently under separate cover?

ANSWER: Yes, as part of the proposal. It will be included in the total page count requirement. Section 6a will be adjusted.

36. PWS Para 1.3.4.

The PWS requires delivery of the Training Workload Management Plan (TWMP) concurrently with our proposal. Section 6a, instructions to offerors, Para. 13.2.1 only specifics the Transition Plan. Does the government require the TWMP to be delivered as part of our proposal or as a separate document delivered concurrently under separate cover?

ANSWER: Yes, as part of the proposal. It will be included in the total page count requirement. Section 6a will be adjusted.

37. PWS Para 1.3.5.

The PWS requires delivery of the Instructor Training and Certification Plan (ITCP) concurrently with our proposal. Section 6a, instructions to offerors, Para. 13.2.1 only specifics the Transition Plan. Does the government require the ITCP to be delivered as part of our proposal or as a separate document delivered concurrently under separate cover?

ANSWER: Yes, as part of the proposal. It will be included in the total page count requirement. Section 6a will be adjusted.

38. PWS Para 1.4.1.

Is there a formal Syllabus in place for routine CT? If so, what is the maturity level? Is or will CT be a significant part of daily training?

ANSWER: No, there are no syllabi for CT training. The CT referred to in para. 1.4.1. states that contractor personnel must maintain the level of currency (i.e. takeoffs, landings) consummate with their instructor qualifications.

39. PWS Para 1.4.1.2.

Is the “Special Training” requirement included or excluded from the workload estimates noted at Appendix 1?

ANSWER: Para 1.4.1.2. from the draft PWS was removed and the new para 1.4.1.2. references CRM.

40. PWS Para 1.4.1.3.

ANSWER: Crew Resource Management is not included in Appendix 1 tables. This is an example of ancillary training that the contractor is responsible maintaining to remain current and qualified. This training is approx 2 hours once every two years. See para 1.4.1.3.

41. PWS Para 1.4.2.

Is the “Special Training/Testing/Conference Attendance” requirement included or excluded from the workload estimates noted at Appendix 1?

ANSWER: Para 1.4.2. is excluded from the workload estimates in Appendix 1.

42. PWS Para 1.4.3.

Is the “Intelligence Oversight” requirement included or excluded from the workload estimates noted at Appendix 1?

ANSWER: Intelligence Oversight is not included in Workload estimates. Training takes approx 45 minutes of training per year for each instructor by taking one 30 minute online training course and a 15 minute briefing. This is also consider part of ancillary training.

43. PWS Para 3.3.7.

a.Should this paragraph be realigned under 3.4 as Contractor Furnished Equipment?

ANSWER: Section 3 was updated and this paragraph was moved to the Contractor Furnished Equipment section.

b. What requirement is the Government referring to where the contractor should provide the “hardware and software equipment including server and switch computer equipment as required by the Base Communications Squadron (CS) to attach to the Base furnished router.”?

ANSWER: The contractor is required to provide the hardware and software for the LMS/TMS. This equipment must comply with local Communication Squadron approved equipment.

c. Paragraph indicates the contractor is responsible for the hardware, software, including server and switch computer equipment. Is there a requirement to purchase and maintain additional computers? If so, how many and what capabilities are required?

ANSWER: The contract is required to purchase the amount of computers to meet the PWS requirements and their proposed support plan.

44. PWS Section 4.

Please correlate the labor categories in the PWS Section 4 with the labor categories specified in the Collective Bargaining Agreement. While a logical conclusion can be drawn for the CBA pilot and sensor operator instructor labor categories, bidders cannot map the PWS-CBA positions with 100% accuracy without additional Government information. As an example, several of the installations have a requirement for a Scheduler. The CBA for that geographical area identifies a Lead Scheduler and Ops Scheduler positions; yet, the PWS does not specifically call for a Lead or Ops scheduler.

ANSWER: Since this acquisition is performance-based, each offeror shall establish direct labor based on the requirements in the PWS and RFP.

45. PWS Para 4.2.3.

a. What education level do the employees need to have to successfully perform? Most of the positions noted in paragraphs 4.2.4.1 through 4.2.13.1 do not have a specified education level. Please clarify which positions require a particular education level; knowing the education level assists bidders in properly classifying the labor categories IAW Dept of Labor standards thereby enhancing pricing accuracy.

ANSWER: Contractor employees must meet the requirements outlined in the PWS. Education levels are identified for some positions and not others. In cases where no specific education level is identified, as long as a person meets the qualifications of the position identified in the PWS they are considered qualified.

b. How much experience is needed to successfully perform? A few of the positions noted in paragraphs 4.2.4.1 through 4.2.13.1 do not have a specified minimum years of experience. Please clarify which positions require a particular experience level; knowing the experience level assists bidders in properly classifying the labor categories IAW Dept of Labor standards thereby enhancing pricing accuracy.

ANSWER: The PWS identifies the level of experience. If no experience is identified, they must just meet the position qualifications listed in the PWS.

46. PWS Para 4.2.4.1.2

a. Is there an experience “recency” standard imposed to qualify as an instructor?

ANSWER: No. A change will be made to the PWS para. 4.2.4.1.1 and 4.2.4.1.2. that states that it is highly desirable that instructors have been qualified in an MDS within the past 5-years.

b. Referring to Qualifications, are we right in assuming that the Government will be the final approval authority on the qualifications and hiring of new instructor personnel?

ANSWER: Yes, the government will review the qualifications of each new personnel to ensure that they meet the applicable qualifications for their responsibilities per PWS Para. 4.2.3.

c. Does the Government expect this proposal to include a cadre of dedicated simulator (PMATS) console operators?

ANSWER: No, it is the contractor’s decision as to whether they want to meet the workload requirements in the PWS Appendix 1 with dedicated personnel or have personnel that also are instructors etc as per PWS Para 1.2.1.

47. PWS Para 4.2.4.1.3 (3) and (4).

Is the attendance of training day, wing safety meetings, DIP, and DISO requirements included or excluded from the workload estimates noted at Appendix?

ANSWER: Attendance at training days, Wing safety Meetings, DIP and DISO are not included in workload estimates.

48. PWS Para 4.2, 4.2.9 (1), 4.3.1.1, 4.3.1.7.

Will the Government be able to provide the offeror a list for personnel security clearances for each position identified in 4.2 and subparagraphs for proper workload and cost analysis as noted in paragraph 4.2.9 (1) and 4.3.1.7?

ANSWER: The minimum security clearance required for all personnel will be Secret.

49. PWS Para 4.3.1.1.; 4.3.1.2.; 4.3.1.7.; 4.3.1.12.

Please identify which positions require a security clearance. Knowing which positions require security clearances enhances pricing accuracy.

ANSWER: PWS para 4.3.1.12. states, “Contractor employees must have a Secret clearance as a minimum…”

50. PWS Para 4.3.1.1.; 4.3.1.7.; 4.3.1.12. Please identify which positions require Top Secret/SCI access (other than those at the USAF WS). Knowing which positions require this security clearance significantly enhances pricing accuracy.

ANSWER: There is one position at Holloman that requires a TS/SCI clearance, the Joint Interface Control Officer .

51. PWS Para 4.3.1.1 Contract Performance.

Contract performance is restricted to Creech AFB, NV, Holloman AFB, NM, March AFB CA, and Hancock Field ANGB NY. Does the government require that all contractor performance to include CWD be accomplished at one of the training locations or can it be accomplished in a secure contractor facility?

ANSWER: If a contractor proposes an authorized “reach back” capability to assist in CWD, the proposed solution on how they will meet the PWS requirements will be evaluated in the technical evaluation.

52. PWS Para 4.5.1.

This paragraph as stated creates a situation in which bidders are left to their own estimate of the total performance hours to be priced, especially for non-exempt labor categories. This requirement results in apples to oranges comparisons of prices, vs. a level playing field. The unlimited nature of this paragraph creates a risk to the MQ-1/9 training mission. Please provide clarification.

ANSWER: Paragraph changed to read:

4.5.1. Academic, Training Device and Flying Instruction. Academic, training device and flying instruction and PMATS support shall normally be scheduled between 0600 hours and 2200 hours Monday through Friday, exclusive of Federal legal holidays (paragraph 4.4.2.). Operating hours may be adjusted (i.e., shifted) by the TQPC when necessary to support operational and/or training requirements. If weekend training or training outside normal scheduled times is required and/or operating hours are adjusted, the TQPC shall provide notification to the contractor a minimum of 48 hours in advance for weekends, and 12 hours for normally scheduled workdays.

53. PWS Para 4.5.4. Government Training Days.

Is the requirement for contractors to attend briefings and training included in the workload factors noted at Appendix 1?

ANSWER: No.

54. PWS Para 4.8. SMALL COMPUTER EQUIPMENT CONFIGURATION

a. What is the current set up (type of computers used)?

ANSWER: The type of computer used is up to the contractor. All computers must be on the current Air Force Integration Center Approved products list IAW with PWS para 4.8

b. Who are the computers to be used by, instructors, and students?

ANSWER: Computers purchased by the contractor are for use by the contractor unless the contractor proposes purchasing computers for student use.

c. Once computers are purchased for this program who will own them, the government or the contractor?

ANSWER: The contractor owns the computers they purchase for this effort. Any data on the computer will be purged prior to a computer being removed.
