| Based on Government release 20 April 2012 (Question # 4) the Government has significantly changed staffing requirements since the initial release of this RFP. Is it truly the intent of the Government that any supervisor (which could include someone who works for an assessable (2.5.3.1.2) unit lead yet is supervising staff) must meet a higher standard (2.5.3.1.3) than their assessable unit lead (2.5.3.1.2)? Or a person who is leading a team not performing directly on an assessable unit team must now meet a higher standard than those in 2.5.3.1.3? The intent seems to significantly limit the contractor’s ability to staff the program, and thus reducing the efficiency of the programs leadership team and subsequently increasing the cost to the Government. We understood the intent for TO leads to have more experience/qualifications than the assessable unit leads based on the original solicitation (original PWS reference 2.5.3.1.2), however now it appears the intent has changed significantly, can the Government clarify? For example in sustainment an assessable unit lead may manage 7 related packages (per 2.5.3.1.2-more than 3 related) and yet a person who manages two staff on another portion of the program must meet the more stringent standard of 2.5.3.1.3. |
| The Government changed the order of paragraphs 2.5.3.1.2 and 2.5.3.1.3 again to reflect the hierarchical levels of management / key personnel from 2.5.3.1.1 to 2.5.3.1.3 and to clarify the roles at each level. Please see changes to referenced PWS paragraphs (highlighted) on pages 9 and 10 of the ID/IQ PWS. |
