Question
Response

Block 8 of SF 1449 &

Section 6-5.4.5

In Block 8. of Standard Form 1449, the closing date states: “04:00 PM 24 Apr 2012”. In the table contained in Section L.6-5.4.5 Organization/Copies/Page Limit on page 32, the closing date states “23 April 2012 4:30 PM EDT”. Please confirm the due date and time for submission.
Proposals are due no later than 24 Apr 2012, 4:00 PM EDT. Paragraph 6-5.4.5 is corrected in Amendment 0001.
2
SF 1449, Section 7-3.2.3 Relevancy, page 46 0f 48.
In the rating and definition table for NOT RELEVANT, there is not definition number 2. Please clarify and/or provide.
This was a numbering error and is corrected in Amendment 0001.
3
DD 254
Will a separate DD 254 (Contract Security Classification Specification) be issued for each Task Order or will the DD 254 for the IDIQ apply across the board?
A blanket 254 will be issued for the entire contract.
4
Paragraph 5.2.3 in the IDIQ PWS, Paragraph 3.4.1 in the Task Orders 0001/0002/0003 PWS
“Prior to performance, all Contractor personnel involved in the Special Programs portion of this requirement (see Task Order 0002, Statement of Budgetary Resources Audit Readiness and Sustainment PWS paragraph 2.8.3 and subparagraphs) shall possess a Top Secret/Sensitive Compartmented Information (TS/SCI) security clearance and must adhere to the Joint Air Force-Army-Navy (JAFAN) security manuals.”

The Draft DD 254 (Block 10, Items e.1 and f) states that Special Access Program will be required but Not SCI. Please clarify.

A Top Secret facility clearance is required and a TS/SCI clearance is required for all personnel with access to or working on the Special Programs piece of the SBR requirement (whether as part of task order 0001 or task order 0002). An updated version of the Draft DD 254 will be posted with Amendment 0001.

Block 1a. has been changed to Top Secret

Block 10, Items e.1 & 2 have been checked “YES”

5
AF_FIAR_Spt_IDIQ_Pricing_Table.xlsx
The Pricing Table Excel file labeled “1_-_AF_FIAR_Spt_IDIQ_Pricing_Table.xlsx” seems inconsistent in the formulas to bring forward the hourly rates from the IDIQ tab to each of the Task Order tabs. Rows 12 through and including 77 on each of the TO Tabs do not bring forward the correct hourly rates in Column E from the IDIQ Tab, Column E. Please advise.
All rates pull forward from the “IDIQ Proposed Labor Rates” Tab in the Amendment 0001 Pricing Table.
6
SF 1449, page 38, ATTACHMENT 1, Past Performance Information (PPI) Reference Sheet
“Explain how past performance experience on this reference is relevant for each subfactor/aspect under the Technical Factor in Section 7, including any unique attributes that demonstrate relevancy in this effort.

Instructions: Provide evidence to support how the contract reference has relevant experience and demonstrates the ability to perform AF FIAR Support PWS requirements, and explain how the referenced contract is relevant IAW the relevancy definitions at 7-3.2.3.1.“ It is our understanding that “subfactor/aspect under the Technical Factor” refers to “7-3.1.1 Technical Subfactors” which covers Subfactor 1: Management/Staffing Plan, Subfactor 2: Organizational Conflict of Interest (OCI) Plan, and Subfactor 3: Transition Plan.

It is also our understanding that “IAW relevancy definitions at 7-3.2.3.1” refers to the table under section 7-3.2.3.1 that includes 1) Financial statement audit and audit readiness support within the DoD, 2) Application of Federal Information System Controls Audit Manual procedures for a federal agency, 3) Experience with FIAR Guidance resolving complex audit issues and developing assertion packages, and 4) Experience managing multiple tasks and programs at multiple locations simultaneously.

Please confirm this is correct, and that the Government expects us to respond to the technical subfactors AND the relevancy definitions in the PPI Reference Sheet.

That is correct.

7
SF 1449, Section 3 - Schedule of Supplies and Services, pages 6 and 7, Item number 0004 and 0005
The draft RFP did not include CLINs 0004 or 0005 for Data Software and Software Licensing Fees. Also, in review of the PWS documents provided in the Final RFP, the requirement for these items seems absent, which prevents offerors from being able to price these CLINs accurately. Please confirm the need for these CLINs.
CLIN 0004 relates to the Data Accession List (DAL), Exhibit B, and would be an offeror’s proposed cost to report the data information quarterly only if an offeror was going to develop data during contract performance. Any data developed for the FIAR effort would have to be identified to show the government rights to the data. CLIN 0005 relates to charges/fees an offeror would propose for the data rights. These fees may not apply to all offerors.

General
Will the Air Force please consider making the contract a multi-award contract? This will provide the Government with a number of significant benefits, notably:

0. Competition at the task order level, which can provide flexibility, allowing the Government to select based on “best value” for more complex tasks, and LPTA for less complex tasks

0. The Government will have access to a broader pool of qualified personnel across various geographical locations to support the Air Force FIAR effort

0. The Air Force will have lower exposure to Organizational Conflict of Interest (OCI) issues allowing for greater flexibility to use a group of qualified contractors.

The Air Force did consider making this ID/IQ a multiple award contract but determined that a single award ID/IQ is in the Government’s best interest.

9
SF 1449, Page 6 of 48, Section 3 - Schedule of Supplies and Services (CLINS)
CLIN 0004 states: “The contractor shall provide the data / software in accordance with the documents set in the ID/IQ PWS, and Section 5, Exhibit A- Contract Data Requirements List (DD Form 1423-1).” Please confirm that this CLIN is related to Attachment 8, and refers to the “Data Accession List.”
This is correct.

This is now Exhibit A to RFP Amendment 0001.

10
RFP Page 6 of 48, Section 3 - Schedule of Supplies and Services (CLINS)
CLIN 0005 is “Data / Software Licensing Fee.” Please clarify this CLIN, specifically:

a. What is the reason for inclusion/intent for this CLIN?

b. Are offerors required to provide this CLIN?

c. The CLIN also states: “The contractor shall provide a sample license as part of its proposal.” Please confirm that the sample license should be included as an attachment to the Price Volume.

· The intent of this CLIN is to ensure that the government can get the government purpose rights to any data developed during the FIAR contract. For instance, if a contractor developed a better procedure to do data mining then the government would be able to use those procedures within the government or for future contracts.

· Offerors may propose as determined appropriate with respect to this CLIN.

· The sample license should be included as an attachment to the Price Volume in Part B, as now reflected in Amendment 0001.

11
RFP Page 28 of 48, 52.209-7 & Responses to Industry Questions (Received 12-23 Mar 12) 26 Mar 12 Page 13 of 21, Question 91
Please clarify where within the proposal offerors are required to complete clause (b).

The Offeror shall put an “X” in either ( ) has or ( ) does not in the clause itself.

By putting an “X” in “( ) has,” the Offeror is stating that all information that has been entered in the Federal Awardee Performance and Integrity Information System (FAPIIS) is current, accurate, and complete.

12
RFP Page 32 of 48, 6-5.4.4 Electronic Copies
Please clarify the requirements in this section:

a. Are offerors to submit one CD-ROM or CD-R that contains electronic versions of all three volumes?

b. Conversely, are offerors to submit three CD-ROM or CD-R (one per volume)?

c. If the latter, are offerors required to store each file in a “folder that corresponds to the proposal volume it represents.”

d. This section states: “Each volume shall be in a single searchable file.” Please confirm that this requirement does not apply to Volume III (Price), which will consist of Microsoft Excel and narrative (Microsoft Word or PDF) information, including an electronic copy of the signed SF 1449.

Offerors shall submit a single CD-ROM or CD-R that includes all three volumes. Offerors shall name files in an unambiguous manner, using plain language text, which facilitates the Government’s ease of accessing the files for evaluation, using standard naming conventions (e.g., Offeror name-volume name). Each volume shall be in a single searchable file, with copy/paste capability, and stored in a folder that corresponds to the proposal volume it represents. Offerors shall NOT submit any documents in PDF that cannot be electronically searched (except those requiring scanned signatures).

13
RFP Page 32 of 48, 6-5.4.5 Organization/

Copies/Page Limit

The Closing Date listed in this Section (23 April 2012) conflicts with the Closing Date on the SF 1449 (24 April 2012). Please confirm the correct Closing Date.
See answer to Question #1.
14
RFP Page 33 of 48, 6-7.3.1.1
Offerors are required to: “complete the table at ID/IQ PWS Appendix D, Table 9 - AF FIAR Support Labor Category Descriptions.” Please confirm that this Table will not count toward page limits.
This table will be counted in the page count, which was increased from 25 to 35 pages in the Final RFP posted on 23 Mar 12.
15
RFP Page 33 of 48, 6-7.3.1.1
Offerors are required to submit a Staffing Plan that: “Clearly identifies Key Personnel… and required expertise and credentials.” Please clarify this requirement, specifically:

a. Are offerors required to identify Key Personnel by name?

b. Conversely, are offerors required only to identify the types of/minimum qualifications (expertise and credentials) for Key Personnel?

c. Does the Government wish to review resumes? If so, please confirm that resumes will not count toward page limits.

Key personnel do NOT need to be identified by name and the government does NOT require resumes. Identify key personnel by expertise and credentials. As previously addressed in response to questions posted with the final RFP on 23 Mar 12, key personnel are not necessarily tied to a full labor category such that a group of key personnel may belong to a certain proposed labor category, but not all personnel in that labor category will necessarily be key personnel. This is at the discretion of the offeror.

16
RFP Page 33 of 48, 6-7.3.1.2 & RFP Page 36 of 48, 6-9.2.7
The contracting office specifically lists audit-related services as an area that contractors should consider for OCI evaluation purposes. The government does not specifically list any other type of services that contractors should consider for OCI. Is there a particular concern that the contracting office holds regarding audit services (which inherently require independence)? The contracting office has not specifically requested OCI determinations for other services that contractors may provide directly to the Air Force, which could also present OCI concerns. These services may include developing requirements, supporting the implementation of Air Force financial management systems, or performing the operation of these systems. The contracting office has also not specifically asked for evaluation of any prior contractor support that may have involved developing the Air Force audit readiness strategy and FIP plans. Would the contracting office kindly elaborate on this distinction and on the need for contractors to specifically elaborate on all current and prior work in Air Force financial management and audit readiness related to this procurement that could cause an OCI concern?
Offerors are expected to identify any work that could be a potential OCI issue for the FIAR requirement.

Paragraph 6-9.2.6 (formerly 6-9.2.7) has been further expanded in Amendment 0001.

17
RFP Page 35 of 48, 6-9.2
There is no 6-9.2.1. Please confirm that no information has been omitted.
No information was omitted; the numbering is corrected in Amendment 0001.
18
RFP Page 36 of 48, 6-9.2.6.1
This section states: “Using the Small Business Subcontracting Requirements Spreadsheet in Section 5, identify the percentage of intended business and teaming partners/subcontractors with which the Offeror intends to accomplish the subcontracting requirements.” Should offerors submit the electronic version of this information in Microsoft Excel?
Yes, similar to Attachment 3, Subcontracting Plan Example Spreadsheet, of the RFP.
19
IDIQ PWS Page 9 of 32, 2.5.3.1.1
“A Certified Public Accountant (CPA) by examination, licensed by the appropriate state licensing authority” is required for “All Contractor senior executive support personnel who: (1) oversee the entire project; (2) provide primary interface with client management personnel regarding strategic (vice task order specific) issues; and (3) serve as the final authority in the conduct of engagements and full responsibility for the work performed, including overall project management and final review.” Would the Government consider modifying this requirement as it relates to the IT/FISCAM tasks? These types of tasks are traditionally led by a professional with a Certified Information Systems Audit certification vice a CPA.
Amendment 0001 includes, “A Certified Public Accountant (CPA) by examination, licensed by the appropriate state licensing authority OR CISA for FISCAM senior executive support personnel;”
20
Attachment 8 Page 1 of 1, Contract Data Requirements List
Remarks, states: “(5) SEE PWS PARAGRAPH 1.2.4.1 AND CDRL A001 ATTACHMENT 1 FOR GUIDANCE.”

a. The IDIQ PWS does not have a paragraph 1.2.4.1. Please clarify this reference.

CDRL A001 Amendment 0001 includes the correct reference of ID/IQ PWS paragraph 7.5.1.

Please provide CDRL A001 Attachment 1.

In Amendment 0001, the CDRL A001 Block 16 reads “See ID/IQ PWS Paragraph 7.5.1 and Data Item Description Exhibit B for guidance.

22
Attachment 4 - FIAR Spt IDIQ FINAL PWS.docx, page 26 of 32
Embedded attachment entitled “SecDef Audit Memo – 10.12.11” cannot be opened. Will the Government please provide an independent copy of this attachment?
Amendment 0001 includes a readable copy of the SecDef Audit Memo, corrected to 10/13/11 vice 10/12/11.
23
SF-1449, Box 8 & Section 6-5.4.5, Page 32 of 48
Box 8 of the SF-1449 states that offers are due 04:00 PM 24 Apr 2012. Page 32 of 48 of the RFP, Section 6-5.4.5, however, states that the Closing Date is 23 April 2012 4:30PM EDT. Please clarify the proposal due date and time.
See response to Question #1.
24
SF 1449, Sections 6-3.2 and 6-3.3.1 Pg. 31 of 48
Require a statement that “your proposal… is good for 110 calendar days” and offeror POC information, respectively. Is it acceptable for offerors to include this information in a transmittal letter to the proposal? If so, please confirm that the transmittal letter is excluded from any page limitations.
This statement shall be in an offeror’s proposal and is included in the page count. This information should take up minimal space.
25
Task Order 0002 PWS, Section 2.9.1.1, and Appendix B
Task Order 0002 PWS, Section 2.9.1.1, and Appendix B list Fund Balance with Treasury (FBWT) as an assertion package in sustainment. Please clarify whether this is the FBWT Reconciliation as noted in the AF Acceleration Plan. If so, will assertion of FBWT balances be a separate FIP?
FBwT is included in the Net Outlays Assessable Unit.
26
Task Order 0002 PWS, Section 2.9.1.1
Lists Travel (PCS-Civilian) and Travel (PCS-Military) as assessable units, yet there is not an associated FIP attached for either within Appendix B of Task Order 0002. Please clarify.
The applicable FIPs are attached. However, work on Travel (PCS-Civilian) and Travel (PCS-Military) has not begun yet. The contractor would be responsible for completing and working these FIPs.
27
Task Order 0003 PWS, Section 2.9.1
Lists Cruise Missiles as an assertion package, and the AF Acceleration Plan notes that it was asserted June 30, 2011. However, the Cruise Missiles FIP attached in Appendix B of Task Order 0003 does not appear to be updated to reflect that the assertion was completed. Please clarify.
Cruise Missiles package is currently under examination and will only require sustainment upon completion. FIP has been removed from task order 0003 PWS in Amendment 0001.
28
Task Order 0003 PWS, Section 2.9.1
Lists Aerial Target Drones as an assertion package, but the FIP attached in Appendix B of Task Order 0003 for Aerial Target Drones has Uninstalled Missile Motors in the header once the file is opened. Further, the AF Acceleration Plan notes that Aerial Target Drones was asserted June 30, 2011. Please clarify.
Aerial Target Drones package is currently under examination and will only require sustainment upon completion. FIP has been removed from task order 0003 PWS in Amendment 0001.
29
Task Order 0003 PWS, Section 2.9.1
Lists Weapons System Spares-Contractor Managed/AF Possessed as an assertion package, but the FIP attached in Appendix B for this item has Weapons System Spares-Contractor Managed/Contractor Possessed in the header once the file is opened. Can an updated FIP for Weapons System Spares-Contractor Managed/AF Possessed be provided?
This error is corrected in Amendment 0001.
30
ID/IQ PWS Page 5 para 1.2.6
Lists Ramstein AB Germany as a Performance Location. Will the Government submit the contract for approval of Technical Expert Status Accreditation (TESA)? Where is the Government in the process for TESA approval for this contract? Since there is currently no task order for this support, upon award of a TO will reimbursement for COLA be in accordance with JFTR or State Department guidance be negotiated? Will the Government approve use of all Government facilities (PX/BX/Commissary/DODDs Schools)?
MAJCOM Liaison work covered under Task Order 0001 will be performed in the NCR. Direct MAJCOM support requiring performance on site at MAJCOMs, and any associated clearance requirements, will be determined on future task orders.
31
SF 1449, Page 35 para 6-9.2.5
In accordance with DoD 5220.22-M, National Industrial Security Program Manual (NISPOM), dated February 28, 2006, Chapter 2, Sections 1 and 2, which provided specific guidance regarding Facility Clearance Level (FCL) and Personal Clearance Level (PCL), is it the Government’s intent to require a TOP SECRET Facility Clearance Level (FCL since no TS/SCI FCL exists) with the capability of providing cleared contractors up to and including TOP SECRET/SCI Personal Clearance Level (PCL)?
The requirement is to possess a TOP SECRET Facility Clearance Level (FCL) with the capability of providing contractors up to and including TOP SECRET/ SCI Personal Clearance Level (PCL).

Block 1a. of the DD Form 254 has been changed to Top Secret

Paragraph 6-9.2.5 in the RFP has been updated in Amendment 0001.

32
SF 1449, Page 47 para 7-3.2.6
In the case of an offeror without a record of relevant past performance or for whom information on past performance is not available or so sparse that no meaningful past performance rating can be reasonably assigned, the offeror may not be evaluated favorably or unfavorably on past performance (see FAR 15.305 (a)(2)(iv)). Therefore, the offeror shall be determined to have unknown past performance. In the context of acceptability/unacceptability, “unknown” shall be considered “acceptable.”

Based on the above paragraph, if a vendor chooses not to submit PPIs will the vendor be determined to be “acceptable” and not be penalized?

Offerors will be evaluated as per the guidance in Section 7 of the Solicitation.

33
ID/IQ PWS page 9, para 2.5.3
Key Personnel: Based on the information in 2.5.3 it appears the Government is determining not only which positions should be key but also directing the staffing approach. This severely limits the Offerors staffing flexibility and potential cost savings to the Government, and appears to be inconsistent with the Government’s approach including requirements for Firm Fixed Priced CLINs and the use of LPTA. Will the Government consider removing the specific requirements for key personnel? We suggest asking Offerors to propose their staffing plans including key personnel in accordance with best practices. Included as part of this request, would the Government consider removing the requirement for separate managers for each assessable unit and allow the vendor to come up with a customized staffing approach?
The government has determined that these key personnel positions will be critical to the success of the FIAR. The government will not remove the separate manager requirement for each assessable unit.
34
IDIQ PWS, Sections 2.5.3.1.1 and 2.5.3.1.2
In an effort to strengthen the leadership team, would the Government consider “softening” the personnel requirements in Sections 2.5.3.1.1 and 2.5.3.1.2 of the IDIQ PWS so contractors can bring former senior AF financial management leadership and/or superior PM skills in to balance the CPA technical expertise. While there is no doubt CPAs are required in all of the technical positions, this “best of both worlds” approach could provide the Government with:

· Immediate understanding of landscape

· Leveraged relationships in user community and across MAJCOMs

· Strengthened communications (Air Force speak)

· PM skills that are based on deliverables not financial statements.

See answers to Questions #19 and #51.

35
Responses to Industry Questions, Question 104
The Government’s answer to Question 104 states: “overtime will not be reimbursed under this contract.” Does the Government’s response mean the contractor will be limited to 40-hour work weeks on FFP LOE Tasks? This will limit the vendor’s ability to provide a reduced cost to the Government, in that, if a task requires a percentage of an FTE. Not allowing overtime would cause the contractor to staff a whole body instead of simply allowing an existing body to work a few extra hours. Please note, the term overtime should not mean “time and a half,” but rather simply reimbursing the contractor for every hour worked. Based on this information will the Government consider allowing the vendor to bid the best staffing/pricing solution to the Government and remove the “overtime” reference? Can the vendor assume the reference to “overtime” will not apply to FFP tasks?
The contractor will not be limited to a 40-hour work week. No overtime can be charged to the contract. Contractors will not be reimbursed at an hourly rate. The firm fixed price level of effort will be agreed to upon contract award. The contractor will be paid monthly for that level of effort. The contractor will not bill on an hourly basis.
36
SF 1449
The RFP identifies five Contract Line Item Numbers (CLIN). CLIN 0001 is for FFP services and CLIN 0002 for FP LOE Services. Based on information contained in the draft RFP, is TO 1 still FFP? Are TOs 2 and 3 still FFP LOE? Will all TOs use CLIN 3 for Travel?
Task Order 0001-- FFP

Task Order 0002 & 0003 – FFP LOE

Task Order 0001, 0002, & 0003 will use CLIN 0003 for Travel.

All task orders will have a mix of CLINs – typically one for labor (0001 or 0002), as a minimum; use of CLIN 0003 will be dependent on whether or not the task order includes a travel requirement.

37
SF 1449
Also concerning the CLIN structure, what about pricing of data/software under CLIN 0004 and Data/Software Licensing Fee under CLIN 0005? CLINS 0004 and 0005 are identified as FFP CLINs in the RFP (p. 6), but there doesn’t appear to be any place for offerors to identify amounts in the pricing sheets. Where and when do offerors propose FFPs for CLINS 0004 and 0005?
See answer to Question #7.
38
Pricing Table
The pricing sheets seem to give equal weight to FFP and FFP LOE TOs. If the FFP LOE TOs will be able to be modified after award this seems inappropriate and will allow vendors to bid smaller teams knowing that when they run out of hours the Government must increase funding for the work to continue. Will the Government consider providing a minimum number of staff or increasing the weight of the FFP portion of the bid?
The FFP LOE task orders will not be modified to increase the level of effort later. For any new work a new task order has to be justified, solicited and awarded.
39
General
The FAR defines FFP LOET as:

· 16.207 Firm-fixed-price, level-of-effort term contracts

· 16.207-1 Description.

A firm-fixed-price, level-of-effort term contract requires:

· The Contractor to provide a specified level of effort, over a stated period of time, on work that can be stated only in general terms

· The Government to pay the contractor a fixed dollar amount.

Based on this information, since the Government can only define the work in general terms, will the vendor be able to increase/decrease staff based on workload during execution? If Government review times are longer than anticipated will the vendor have the opportunity to modify or increase funding and staffing levels to stay on schedule? For work as loosely defined as “MAJCOM liaison support” will the vendor have the opportunity to negotiate and increase personnel once the Government more accurately defines the requirement?

The level of effort must be agreed upon at contract award. This will be the total price for the level of effort paid monthly. For any new work, a new task order would have to be justified, solicited and awarded.

The Government’s response to Question 127 indicates that the amounts provided in the pricing sheets for travel are Not-To-Exceed (NTE) amounts. Can offerors propose lower amounts or is this a “plug amount”? What happens if the Government directs travel and the NTE has been reached?
It can be considered a “plug amount.” The NTE travel will be identified in each task order. The government cannot direct travel if the NTE has been reached. There has to be money on the contract for travel to take place.

General
Can offerors assume the Government has determined LPTA based on the definition provided in the March 2011 DoD Source Selection procedures policy, which states the following: “The Government would not realize any value from a proposal exceeding the Government’s minimum technical or performance requirements, [because this requirement is for] commercial or non-complex services or supplies which are clearly defined and expected to be low risk”? Based on the scope of work, the DoD’s attempt to become audit ready, and the work complexity, is LPTA the best method for purchasing these services and achieving these goals?
The Government has determined LPTA as the most appropriate best value approach given all the facts.

TO 0001, Section 2.3.1
Is the intent to require on-site contractor support at Wright-Patterson AFB for all items on the task order? If not all, which ones? Is this support expected to be permanent, or will TDY travel be utilized to meet expectations at Wright-Patterson?
Where the PWSs list Ongoing Performance, means that contractor personnel will work from those locations. TDY support may also be required.
43
TO 0001, Section 2.3.2
TO 0001, Section 2.3.2: Current language states that PM support “may be required” at AFAFO (Denver) and DFAS-CO. Will support for these locations be executed under a separate task order if deemed necessary? Is this support expected to be permanent, or will TDY travel be utilized?
See response to Question #42. Support for these locations is included in this contract as deemed appropriate in the offeror’s proposal or in the course of contract performance. If additional effort is discovered in the course of performance that justifies an additional task order, the Government and the Contractor will negotiate those details at that time.
44
TO 0001, Section 4.2.3, Table 2 & Responses to Industry Questions, Question 43
“FIP Status Management / Maintain accurate FIPs.” Per the Government’s answer to Question #43, this is no longer listed as a deliverable in any task order. Please revise this reference in Section 4.2.3, Table 2.
No reference remains.
45
TO 0002 and 0003, Section 2.10
COR for sustainment noted to be located at Wright Patterson AFB. Will contractor support be required to be at this location? Expected to be TDY or permanent?
See answer to Question #42.
46
TO 0002, Section 2.3
Performance required at NCR, Wright Patterson, AFAFO (Denver), and DFAS-CO. How should the contractor determine LOE, permanent or TDY, at each location? Which items on the task order? At certain phases of an assertion?
See answer to Question #42. Based on information provided in PWSs and attachments, offerors should be able to determine appropriate location(s) of work.
47
TO 0003, Section 2.3
Performance required at NCR and WPAFB. How should the contractor determine LOE, permanent or TDY, at each location? Which items on the task order? At certain phases of an assertion?
See answer to Question #46.

Pricing Table
The Government provided pricing model only allows a vendor to provide FTEs by labor category by year. Since the staffing requirements will change monthly due to testing, completion of packages, and other reasons, will the Government consider requiring vendors to include in Volume III Price, FTE by labor category by month by year for all ordering periods? This would allow vendors to show a clear understanding of the requirements and provide clear insights to services delivered, rather than just a yearly total by labor category.
The government will not change this requirement.
49
General
Because the Government has not finalized its A-123 and sustainment approaches for completed packages will the Government consider removing sustainment from TO2 and TO3 and issuing a “pure sustainment” TO?
The Government has considered this query and will not change this requirement (sustainment will remain as part of Task Orders 0002 and 0003). If additional effort is discovered in the course of performance that justifies an additional task order, the Government and the Contractor will negotiate those details at that time.

Responses to Industry Questions, Question 123
In its answer to Question 123, the Government states “the Contractor will assist in FISCAM performance; and in reviewing submitted documentation to systems determined by the Government requiring FISAM reviews.” The Government also provided the AF Statement of Budgetary Resources (SBR) Audit Acceleration Plan with guidance related to “the 64 systems impacting the Statement of Budgetary Resources (Page 59 last paragraph).” Of the 64 systems only 42 are owned by the AF. Is it the AF’s intent to complete FISCAM reviews only on AF systems by SBR assertion dates? On all systems by SBR assertion dates? Also, can the Government provide a list of E&C systems that must have FISCAM reviews completed and the completion date for those reviews?
The contractor will not be responsible for supporting FISCAM efforts on non-AF systems.

The embedded PowerPoint slide provides the systems for E&C. This has been added to Appendix B of the ID/IQ PWS.

ID/IQ PWS, Subsections 2.5.3.1.1 and 2.5.3.1.2
Requires that key personnel possess “financial statement audit experience.” The Government is not, however, asking for a financial statement audit to be performed, rather, it is requiring that assertion packages be developed. Will the Government consider alternative experience related to assertion package development – experience that appears to be highly relevant to this procurement and its objectives such as program management skills in Task Order #0001?

If so, would the Government suggest revising Subsections 2.5.3.1.1 and 2.5.3.1.2 to read as follows:

“2.5.3.1.1 All Contractor senior executive support personnel who: (1) oversee the entire project; (2) provide primary interface with client management personnel regarding strategic (vice task order specific) issues; and (3) serve as the final authority in the conduct of engagements and full responsibility for the work performed, including overall project management and final review shall possess:

· A Certified Public Accountant (CPA) by examination, licensed by the appropriate state licensing authority;

· A minimum of ten (10) years of financial statement audit experience; and

· Experience performing financial statement audits in DoD, federal agencies, or commercial Fortune 400 organizations

OR

· Twenty (20) years of financial management experience

· Fifteen (15) years of program management experience

· Or any combination of the above

2.5.3.1.2 All contractor personnel who supervise contractor personnel and/or oversee Statements (SBR or E&C of Mission Critical Assets, for instance) shall possess:

· A CPA by examination, licensed by the appropriate state licensing authority OR an advanced degree (master’s or above), in an area pertinent to the work performed, from an accredited institution;

· Eight (8) years of progressive experience in leading financial management services and related projects;

· Experience performing financial statement audits in DoD, federal agencies, or commercial Fortune 400 organizations; or Fifteen (15) years of program management experience or financial statements.”

Amendment 0001 changed to, “A minimum of ten (10) years of financial statement audit experience OR ten (10) years of AF Financial Management experience (or combination thereof equaling ten (10) years) within the last 15 years;”

General, Past Performance
With the aggressive assertion goals established by the department and the AF, in addition to financial statement audit experience the use of SMEs could provide the AF with valuable skills to assist with meeting these dates. Would the AF consider allowing 10 years of AF FM experience in lieu of financial statement audit experience?
See answer to Question #51.

General, Subcontracting
What small business categories does the Government constitute as receiving credit under the category of “Small Disadvantaged Business?”
Small disadvantaged businesses are defined in the Small Business Act.
54
Responses to Industry Questions, Question 66
“Small Business participation is now a requirement (vice a goal) of 25%.” However, the RFP attachment entitled “Proposal Small Business Subcontracting Requirements Goals” lists a total small business contract goal of 35%. Will the Government please revise this spreadsheet to reflect the current requirement of 25%?

The RFP attachment # 3 entitled “Subcontracting Plan Example Spreadsheet” has been corrected. An updated version of Attachment #3 will be posted in Amendment 0001. The attachment is now entitled “Proposal Small Business Subcontracting Requirements” and the spreadsheet reflects the requirement of 25%.

T.O. 0002 & 0003, Section 2.8.6.1
FIP Management may require use of Microsoft Project. – Will the government provide MS project on their GFE laptops or is the contractor required to provide MS project?
MS Project is loaded on the government laptops requiring use of MS Project.
56
General
The status of assertions in the mandatory supplemental documentation attachments shows the percentage complete at 0% across the board? However, some of the start and finish dates are in 2010. Does the government have a current project management WBS for the mandatory supplemental documentation?
FIP percentage changes for supplemental documentation ONLY occur when testing is complete. There is no intermediate percent change until that time.
57
SF 1449, Paragraph 4a-6, p.24
If the work streams of a given task order are segmented in such a way so that a subcontractor is not providing judgment or recommendations to the government, or have access to weakness analysis or recommendations, would that segmentation provide sufficient protections against potential conflicts of interest in the design development, implementation operation or sustainment of any system or deliverable downstream based on the recommended solution to that weakness?
This question cannot be answered without knowing the details of each work stream and how they are specifically segmented or the details of the recommended solution to that weakness. More information would have to be provided to properly asses an OCI issue. OCI will be addressed on a case-by-case basis.
