RFP 7-1 Basis for Contract Award
This competitive best value source selection will be conducted using the Lowest Price Technically Acceptable (LPTA) source selection process.
Will the government consider using the Best Value source selection process rather than the Lowest Price Technically Acceptable (LPTA) source selection process, whereby a cost / technical tradeoff would be allowable during the source selection process? Given the multiple complexities associated with Air Force accounting treatments, systems, and processes, as well as the interrelationships between outstanding assessable units, the Air Force would greatly benefit from retaining a firm that submits a technically superior proposal, which demonstrates a proven ability to successfully defend Air Force judgments against potentially differing views from Federal regulators at the highest level.
The Government has determined LPTA as the most appropriate best value approach given all the facts.
Rather than require Top Secret Facility Clearance for the Offeror and all subcontractors, would the government consider requiring Top Secret Facility Clearance for the Offeror and only those subcontractors performing work that requires Top Secret Clearance?
TS/SCI facility clearance only required for Prime Contractor.
3
Task Order 0002 PWS 2.7.3, Pages 4&5 of 13
The Performance Locations in Section 2.3 do not identify AF MAJCOM HQ locations, but Section 2.7.3 requires the Contractor personnel to provide support at or near each AF MAJCOM HQ location. Will the Contractor be required to provide work space for their personnel near each AF MAJCOM HQ location or will the government provide work space at or near each AF MAJCOM HQ location?
Paragraph removed in task order 0002.
4
Task Order 0003 PWS 2.7.3, Page 4 of 12
Task Order 0002 is for SBR requirements and Task Order 0003 is for E&C requirements, but paragraph 2.7.3 in both Task Orders mention the performance of SBR and E&C requirements. If the government's intention is to have people work across SBR and E&C requirements with respect to MAJCOMs, would the government consider moving this requirement to Task Order 0001 , Project Management, so the Offeror can bid a price that covers SBR and E&C work across MAJCOMs.
Paragraph removed in task order 0003.
5
TO 0003 PWS 2.7.5, Page 5 of 12
Rather than validate obligations, does the government intend to have opening E&C quantities validated as part of Task Order 0003, especially given that obligations beginning balances are being reviewed as part of Task Order 0002.
Paragraph removed in task order 0003.
6
TO 0003 PWS 2.7.6, Page 5 of 12
Paragraph 2.7.6 is identical in Task Order 0002 and Task Order 0003. It seems unlikely that the Air Force has the same number of JVs related to the SBR and E&C each year, so is it possible that these are combined SBR and E&C totals? If so, will the government please disclose a separate number for the JVs related to the SBR and a separate number for the JVs related to E&C, so the Offeror can appropriately estimate the level of effort between the Task Orders?
These are the total number of JVs performed on behalf of the Air Force. Less than 0.5% of JVs are E&C related.
7
PWS, ID/IQ 5.2.3, Page 13 of 30
Should the referenced paragraph on the Statement of Budgetary Resources Audit Readiness and Sustainment PWS be 2.8.3 rather than 2.6.3?
Updated to 2.8.3.
8
PWS, ID/IQ, Table 7, Page 27 of 30
Please confirm that the attached template should be used only for "additional" task orders (other than Task orders 001-003).
Added, “The Government may attach the template at Table 7 for task order price proposals (does not include task orders 0001, 0002 and 0003 which will be priced at the ID/IQ level).” At the end of 9.1.3.7.
9
PWS, Task Order 0001, 2.7
As the requirement of this task order does not require technical accounting/auditing experience, will the Government consider adding additional labor categories for personnel assigned to this task order?
The Government is now allowing offerors to propose up to 12 labor categories for this effort. The Government will not define any labor categories.
10
PWS, Task Order 0001, Table 1, Page 7 of 11
Can the government please validate the PWS paragraph references included within the table?
Updated with correct references and removed deliverables that will be accomplished under a separate contract.
11
PWS, Task Order 0002, 2.8.3, Page 7 of 13
a) Can the government provide any additional information regarding these special programs that would allow the respondents to properly scope the level of effort (e.g. Size of the programs, estimated number of transactions)? b) Do the JV Historical Information included on Table 1 of the PWS include JVs performed in relation to these programs?
a) The Government cannot provide any additional data on Special Programs. It is simply part of the overall SBR effort and each action required for SBR. Special Programs do not have separate FIPs or requirements; there are just associated clearance requirements for this part of SBR Audit Readiness and Sustainment.
b) The JV information provided is all inclusive of the entire Air Force. The numbers reflect the total JVs performed. As one progresses through the year, the review and reconciliation requirements for JV should diminish.
12
PWS, Task Order 0002 & Task Order 0003, 2.9.3,
Is there an expectation that the contractor will perform sustainment phase activities from the Wright Patterson Air Force Base, OH?
It is up to offerors to propose place of performance.
13
PWS, Task Order 0002, Table 2, Page 9 of 13
Can the government please validate the PWS paragraph references included within the table?
Corrected.
14
PWS, Task Order 0003, Table 2, Page 9 of 12
Can the government please validate the PWS paragraph references included within the table?
Corrected.
15
Draft RFP, Paragraph 6-5.4.5, Page 29 of 45
In an effort to comply with DoD goals of paperless exchange of information, will the Government consider eliminating the proposal hard copy and CD delivery requirement and accept electronic submission of the proposal (via email)?
The Government has reviewed this question; the requirement has remained as is.
16
Draft RFP Section 7-7.3.1.1, Technical Subfactor - Management Plan, 4th (of 5) Bullet, Page 30 of 45
This bullet addresses the requirement for an explanation of the procedures that will be implemented to manage subcontractor, teaming partner and associate contractor relationships. We assume the reference to teaming partner allows Contractor Teaming Arrangements as defined at FAR 9.601(2).
Question: Is this correct?
Yes, Contractor Teaming Arrangements are allowed. The bullet referenced also addresses how to manage subcontractors, RFP Sec 4a-7, and Associate Contractor Agreements (ACA), RFP Sec 4a-3.
17
Draft RFP, Paragraph 7-1.2.1, Page 41 of 45
In addition to the evaluation factors for the technical portion of the response identified within paragraph 7-3.1 and related subparagraphs, does the Government expect that the technical response to also include the Contractor's understanding of the PWS requirements including the requirements of PWS for task orders 001-003?
The Technical criteria have been updated to specifically address task orders 0001, 0002 and 0003.
There is no reference to the General Fund or to WCF. Further, the attached AF SBR Acceleration Plan specifically relates to the General Fund SBR only. Are assertion packages for both required? Thus creating double the amount of assertion packages listed in the PWS? Would the inclusion or exclusion of these Funds significantly change the PWS?
Task order 0002 covers General Fund (GF) SBR. AFMC has responsibility (outside of this contract or any associated task orders) for preparing Working Capital Fund (WCF) work products. Task order 0001 now includes a line item for reviewing WCF finished work products prepared (outside of this contract or any associated task orders) by the WCF office.
Does the PWS apply only to Regular AF personnel, processes, and systems, or does it include the Air National Guard and AF Reserve systems and processes as well?
ANG and AFR data is included in all applicable Assertion Packages.
Added ID/IQ PWS paragraph 1.3.5, which states, “Note: All efforts include Air National Guard and Air Force Reserve.”
In general, the document is confusing related to T&M versus FFP. If we are updating the FIP daily why is there a need for a WAR and MSR? If we are FFP and delivering product does it matter if the Government (2.7.4) is closed due to weather? Some items like closure/MSR/WAR imply a T&M environment to “justify what we are doing,” while others seem to be FFP and deliverable focused. Clarification is required.
In general the document references systems, FISCAM capabilities, and that assertions will include systems. The document provides a list of systems requiring FISCAM assessments but the document does not address the length of time to gain access to the systems, nor how many systems have already had FISCAM assessments completed or who completed these assessments (i.e., Certified Information System Auditors (CISA), system administrators or program offices, AFAA personnel). Will the Government provide these details if they continue towards a FFP environment?
· The Monthly Status Report is no longer a requirement; however, the FIPs and remaining WAR serve difference purposes to management.
· The Government closures information is provided for those performing on-site work where Government personnel must be present.
· More current FIPs will be provided with the Final RFP to help offerors ascertain progress on assertion packages.
· The government recognizes that there will be a delay dealing with contractor access; however, the Government plans to provide needed documents until that access is granted.
21
Task Orders 0002 and 0003, PWS 2.7.2.2 & 2.1.1.2
If the Government has not completed discovery on multiple assessable units, how does the AF know that it has identified all potential “deal breakers?” Will anticipated level of effort information be available to the contractor for remediation of the “deal breakers?”
The Deal breakers are determined by OUSD(C). The Deal breakers relate to certain tasks within the FIPs. If you complete the FIP tasks, then you complete the Deal breakers. Contractors will only be held accountable to Deal Breakers applicable to a task order as identified in existing FIPs. If new assertion packages/ assessable units are discovered, new task orders will likely result.
22
Task Orders 0002 and 0003, PWS 2.7.6
Section 2.1.4 “validating beginning balances,” how far back does the AF anticipate going back to confirm values, one year? Two years? More? Or has the Government defined a date that the balance will be “assumed” to be correct and only validate data and transactions from that date forward?
The date for beginning balances would be the Financial Statement period and appropriation length.
23
Task Orders 0002 and 0003, PWS 2.7.6
How many JVs are system generated, how many are generated by manual intervention? Does this include pre and post-Trial Balance JVs? Within how many IT environments are JV created?
FY10: 3,801 system generated; 5,464 manual FY11: 3,709 system generated, 5,295 manual
24
Task Orders 0002 and 0003, PWS 2.7.7.1
Of E&C and SBR, will the Government not require substantive or KSD testing as well?
The Government follows OSD Guidance in determining whether or not to perform various forms of testing.
25
Task Orders 0002 and 0003, PWS 2.7.7.3
What will the Government acceptance processes consist of? Who will perform the review? How long should the vendor assume the Government’s piece of the process will take?
Completed Assertion Package will be delivered to the COR once the Contractor has conducted its review. Anticipated time for Government review is 10 business days.
26
Task Orders 0002 and 0003, PWS 2.7.8.3
How long will the Government review take?
Anticipated time for Government review is 10 business days.
27
Task Orders 0002 and 0003, PWS 2.7.8 & 2.7.9
How many reviews are anticipated per package per month?
To be determined during Contract performance (see FIPs for expected timelines). There are approximately five (5) meetings each month per assertion package that discuss FIP status.
28
Task Orders 0002 and 0003, PWS 2.7.10
Isn’t the sustainment process to move them into A-123 and ICOFR? Will the vendor be responsible for all A-123 maintenance and testing? Will the vendor be responsible for determining the nature, timing, and extent of sustainment procedures or simply executing Government plans? For the packages that have already been issued or received clean opinions what has the Government done to move them into an A-123/ICOFR sustainment mode?
· Work may be performed within the ICOFR office, or within the Audit Readiness office, as proposed by the offeror.
· The Government will set the sustainment schedule.
· A determination will be made at the time the package is set to move into sustainment.
· The Mandatory Documentation Tables of the SBR and E&C TOs explain those that are under sustainment; the FIPs provide anticipated completion of other efforts that may be complete by contract award.
29
Task Orders 0002 and 0003, PWS 2.7.11
How can the Government “assert” on the “to-be” environment? Until the “to-be” environment is fully functional how can process flows and internal controls be documented or testing completed?
The AF will be implementing DEAMS over the next 5 years. The DEAMS process is the “to-be” environment. IC or testing will not be performed on “to-be” environment, but as-is environment until DEAMS is being utilized within that accessible unit.
Added, “…once DEAMS (developed under a separate contract) is implemented and utilized within the applicable assessable unit.” To the end of the sentence.
30
Task Orders 0002 and 0003, PWS 2.7.12
This paragraph is misleading. If you have a deficiency with no possible corrective action, it does not necessarily mean that you can’t assert. The level of deficiency and resulting impact will have to be considered when making that determination. Further “to meet assertion milestones,” some Government fixes may not be able to be resolved “to meet assertion milestones.” If complete re-mapping of USSGL accounts in GAFS-R is required, how long will it take the Government to accomplish or would it even be considered?
This paragraph defines that the contractor will recommend executable corrective actions. If contractor is unable to recommend executable corrective action, then contractor should define deficiency and explain in detail anything that may delay or preclude assertion with recommended resource and timeline requirements. The key here is impacts to OUSD(C) completion dates.
31
Task Orders 0002 and 0003, PWS 2.7.12.1
What about “Significant Deficiencies” or “Audit Deficiencies?”
The list of items provides are possible forms of deficiencies (this the inclusion of, “may take the form of, but are not limited to”), and not an all inclusive list. If, in performance, the contractor identifies “Significant Deficiencies” or “Audit Deficiencies” the PWS requires that the contractor follow the steps detailed in the parent paragraph.
32
Task Orders 0002, PWS 2.8.1.1
The AF SBR Acceleration Plan also lists Rescissions and Non-Expenditure Transfers, both of which are not included in this listing. The plan also states these were asserted to – why are they not included here?
They were asserted to and found immaterial, therefore, were not audited. If over the life of this contract these items become material and sustainment is required, a new task order may be issued.
33
Task Orders 0002, PWS 2.8.1.1
FBWT is listed here as part of the SBR. Is FBWT not a part of the Balance Sheet? Further, the AF Acceleration Plan lists “FBWT Reconciliation” not the actual FBWT balance. What are the next steps to ensure the number on the Balance Sheet is correct?
Funds Balance with Treasury (FBWT) is a line on the Balance Sheet.
34
TO 0002, PWS 2.8.1.1
To complete “Financial Statement Compilation/ Reporting” is significantly more than SBR. Is the Government’s intent to include all financial reporting processes by 2014? Or will this be a phased assertion that would require reissuing?
The AF will be asserting the entire SBR by 2014. A number of assessable units may receive examinations prior to the entire SBR assertion. Not all Assessable Units will receive an examination prior to asserting the SBR as a whole.
35
TO 0002, PWS 2.8.3.1
Additional criteria is not specified in the PWS, but which are often associated with such programs, such as experience with classified activities, security clearances that include special access provisions, secure reporting chains, etc. Are these required for this piece of work? Will reviewers require similar clearances? How will information be reported? Will Special Program assertion effort due dates mirror those for the non-Special Program FIPs?
Special Programs will assert in conjunction with SBR assessable units. Special Programs information will be released upon contract award to winning offeror. Reviews of Special Programs material will require applicable clearances as specified in TO 0001. The Special Programs due dates are those specified in the SBR FIPs.
36
TO 0002, PWS 2.8.1
The AF SBR Acceleration Plan also includes Weapon System Spares – AF Managed, which is not included in this listing, is this intentional or will a package be required?
This is intentional and will not be covered under this contract.
37
TO 0003, PWS 2.8.1
According to the AF SBR Acceleration Plan General Equipment and Government Furnished Equipment are part of the same assertion. Which document is correct?
The Acceleration Plan has two separate FIPs with separate assertion dates for General Equipment (GE) and Government Furnished Equipment (GFE) – see Acceleration Plan pages 40 & 42. Task order 0003 lists all FIPs currently developed; GE and GFE are listed separately.
38
Task Orders 0002 and 0003, PWS 2.8.1
Is military construction included in any of these assessable units?
MILCON is part of Vender Pay for the SBR.
39
Task Orders 0002 and 0003, PWS 2.8.1
Does the contractor have any responsibility in connection with performance of inventories? If so, in addition to trying to scope this work, a whole new series of access issues come into play.
Contractor may perform inventory inspection type testing work under this contract.
40
IDIQ PWS 2.4
Is the intent an “independent” or “integrated” product team?
Updated to “Integrated.”
41
IDIQ PWS 2.5.1.2
Certified Internal Auditor (CIA) certification seems completely irrelevant to the needs of the Government. The AF isn’t reviewing its internal G&A or Overhead Costs. Also all of the skills required for this certification are covered by those with CPA licenses. Recommend removal of this certification.
Added, ‘as required’ at end of this item.
42
Section 4.1.3 SBR, E&C and PM TOs, Table 1 Deliverable 7
Verbal and electronic notification to the COR within 3 hours of identification. Written recommendations and corrective actions required to meet FIP and AF Acceleration Plan milestones/ timelines within 8 hours of identification. The requirement is 3 hours for identification of issues. Does this include final identification of the magnitude of the issue and/or just the initial identification of issues as testing progresses prior to determination of the magnitude of the issue? If something significant is identified developing “the right recommendations” may take more than 8 hours of time. This appears to be a time table to “get an answer quick” not “get the right answer,” we highly suggest increasing this time to at least 48 hours.
3 hours for immediate notification. COR or Director may authorize additional time to develop recommendations.
Changed ID/IQ PWS paragraph 7.3 to read, “Any issue that impacts the Contractor’s ability to meet FIP and AF Acceleration Plan milestones/timelines requires verbal and electronic notification to the COR initially identifying the nature of the issue within three (3) business hours of identification. In these instances, the Contractor shall then provide written recommendations and corrective actions required to meet FIP and AF Acceleration Plan milestones/timelines within eight (8) business hours of identification, unless otherwise approved in writing by the applicable COR.” Adjusted Deliverables tables on same subject in all task orders accordingly.
43
Section 4.1.3 SBR, E&C and PM TOs, Table 1 Deliverable 8
“every 24 hours.” This seems to be extreme. Currently the AF updates weekly, Army and Navy update monthly. Updating every 24 hours seems to be an excessive burden on the vendor and the Government leads – we recommend weekly updates.
No longer listed as deliverable in any task orders.
44
Section 4.1.3, PM TO 0001
“within 4 months of contract award.” There is currently an AFI governing this process and it is required to be completed by the Accounting Liaison and Resource advisors three times per year. If the AF staff has complied with their own regulations and has only been able to reduce this to 1600 items, 4 months seems unachievable. Request this be changed to 6-8 months. Also, will the vendor and the AF be attempting to clean the ODL simultaneously or will the AF stop performing this task for this period? Further the vendor can only document what should occur with the transaction/obligation, DFAS must process the request for anything to actually drop off of the listing. Will DFAS processing time be outside of the 4 month requirement? Further, we understand DCMA has a significant backlog of reviewing contracts for close out. Will the vendor be held accountable for items not processed because of DCMA backlog? Will the AF approach DCMA and offer funding or manning assistance to get our backlog of contracts reviewed and therefore reducing the number of open obligations? The references 2.5.2 or 2.5.4 (in the table) do not correspond to these items. Where can additional details on these deliverables be found?
This requirement has been removed from this PWS.
45
Section 4.1.4
There will be thousands of requests for information or support from hundreds of Government personnel. This process seems to be an excessive administrative burden for both the Government and the vendor.
Timelines are critical to this effort. The Government chose to include 4.1.4 to allow the contractor to raise the issue if said contractor has requested data and the government has not responded or is delaying the contractor from meeting tasks within the FIPs.
46
Attachment FIAR_Spt_TO 0001_PM_Spt_PWS: page 9 of 11, Table 2
Services Summary, last row, states: “Performance is acceptable when there are no adverse impacts to cost, schedule, or performance.” Please confirm that this refers only to contractor-caused impacts.
Added underlined text, “Performance is acceptable when there are no contractor caused adverse impacts to cost, schedule, or performance.” Corrected in all PWSs
47
Attachment FIAR_Spt_TO 0001_PM_Spt_PWS: page 11 of 11, embedded attachment “WAR Template:”
Does the Government intend for the WAR by person, rather than by assertion area?
The WAR shall be organized and submitted by assessable unit to identify accomplishments and task by person who performed. Added underlined text, “The Contractor shall prepare and submit a Weekly Activity Report (WAR) by assessable unit in…”
48
Attachment FIAR_Spt_TO_0002_SBR_PWS: page 5 of 13, Section 2.7.3
“…These Contractor personnel shall provide support at or near each AF MAJCOM HQ location.” This is inconsistent with Task Order 0003: Sections 2.3 and 2.4. Can clarification be provided? Will this be supported with TDY? Do contractors have to provide dedicated support for each Air Staff Functional that participates in FIP/FIAR also?
MAJCOM liaison support is captured in task order 0001; direct MAJCOM support will be in separate task order (s).
49
Attachment FIAR_Spt_TO_0003_EC_PWS: page 3 of 12, Section 2.1
“Achieve audit readiness for the 12 currently identified assessable units with developed FIPs under the E&C of Mission Critical Assets in time to achieve assertion by 30 September 2015.” Section 2.8.1 says “13 assessable units” but lists 12. Please clarify.
Corrected to 12.
50
IDIQ PWS
Need clarification on Maintain Stable Workforce Objective. Is there a timeframe or is it for any given time period? What does this mean? Just open positions? Turnover rate?
The “Threshold” in the Service Summaries Table explains this Services Summary item. Details for how to calculate the lapse rate are in the template in the Deliverable item referenced with this Services Summary item.
51
Task Order 0003, page 4 Section 2.7.2.1
“Government will track the status of assertion packages.” Please clarify. Is the vendor responsible for the delivery of the packages and information to/from external parties?
The contractor will deliver Assertion Packages to Government CORs and/or PMO, as advised in course of contract performance.
52
Task Order 0003, Page 5 Section 2.7.5
“Validate obligations to ensure Beginning Balances are accurate.” For the E&C packages, are we specifically referring to validating the beginning balances within the APSR or will this require analysis of the budgetary support elements of the obligations to anticipated purchases prior to their acquisition?
Paragraph removed from task order 0003.
53
Task Order 0003, Page 6 Section 2.7.12
“Where deficiencies (see subparagraphs) exist, the Contractor shall recommend executable corrective actions to meet assertion milestones.” Is this CAP development in conjunction/coordination with the functional component that will be implementing the changes?
Whatever seems most appropriate to address the issue and stay on target to meet milestones or minimize any impact to milestones.
54
Task Order 0002, Section 2.1, Page 3
Does the timeline of 15 March FY 2014 assume OUSD validated assertion or does this represent the draft assertion package requiring OUSD validation?
Changed to 31 March 2012, which represents the date that AF would be delivering SBR assertion package to OUSD(C) for review.
55
General
Based on our review of all of the Solicitation documents, it is our understanding that the Government is NOT asking offerors to provide a technical approach to performing work (either at the IDIQ or task order levels). Please confirm that a technical approach is neither required, nor evaluated.
The Technical approach includes all task orders. See Subfactor 1 – Management/Staffing Plan.
56
The Draft RFP, IDIQ PWS, and the three TO PWS
The Draft RFP, IDIQ PWS, and the three TO PWSs make repeated references to key personnel, however there are no instructions detailing what specific key personnel information (e.g., resumes, engagement organization charts, key personnel bios, etc.) is required and/or where this information should be included in offeror proposals. Please also confirm that key personnel resumes will be excluded from the 25-page Volume I limit.
Added Government-identified key personnel to ID/IQ contract paragraph 2.5.3 and subparagraphs. Offerors may also propose additional key personnel. Technical page limit increase to 35 pages.
57
Attachment FIAR_Spt_IDIQ_PWS: Section 2.5.4, page 9 of 30
“Contractor Identification. Each contractor employee shall, while on duty, wear in plain view on the upper portion of his outer garment a metal or plastic identification badge to be furnished by the contractor, containing the company name, employee name, and the section where the employee works.” Is this a new AF requirement?
It may not be AF-wide; however, there are far too many times when contractor personnel are in meetings, etc. and do not properly identify themselves and Government personnel don’t ask attendees to identify themselves as Contractors. This will remain a requirement of this contract.
58
Task Orders 0002 and 0003, Section 2.3, page 4
Should additional work sites/locations be identified during assertion efforts, how will the Government address the needs for additional work sites? Via modification to existing TOs? For example, DFAS locations or MAJCOMs.
The extent of any additions/changes (to include additional performance locations) will be addressed on a case-by-case basis with the CO to determine if the changes dictate no change to the task order, a task order modification, or warrant creation of a new task order.
59
General to the RFP
1. Within the RFP there appear to be requirements being placed on the vendor that may be considered inherently governmental. When the AF goes under audit, the Entity Level Control structure will receive audit scrutiny. If the auditor feels that the AF has allowed the contractor to make management decisions, this could lead to audit findings related to Entity Level Controls. In order to protect the AF, we suggest that the RFP language be revisited in the areas listed below.
0. Task Orders 0002 and 0003, Section 2.7.2, page 4: “Provide evidence that all Key Control Objectives (KCO) are met IAW FIPs, FIAR Guidance, and AF Acceleration Plan.” Vendors can and should obtain/collect audit evidence and evaluate the evidence in relation to the supportability of KCOs and overall audit readiness; however, a vendor under this contract cannot and should not be responsible for “providing the evidence for the auditability.”
0. Task Orders 0002 and 0003, Section 2.7.2.1, page 4: “Perform the Discovery, Corrective Action, Evaluation, and Assertion Phases identified in FIAR Guidance for each FIP (Assertion Phase not required for Sustainment).” Vendors can and should obtain/collect audit evidence and evaluate the evidence in relation to the supportability of overall audit readiness; however, a vendor under this contract cannot and should not be responsible for all aspects of all phases of audit readiness. For example, with the referenced text below, corrective action plans (CAP) should be developed by the functional owner (the Government office/organization with the power to cause change) of the issue in coordination with audit readiness support (vendor and/or Government). The contractor can assist, validate the CAP will resolve the noted deficiency, and provide audit readiness guidance, but should not be the sole/single source of CAPs completion.
1. Task Orders 0002 and 0003, Section 2.7.12, page 6: “Where deficiencies (see subparagraphs) exist, the Contractor shall recommend executable corrective actions to meet assertion milestones. In those cases where executable corrective action is not deemed possible, notify the Functional Owner/COR of any actions that may delay/preclude assertion, with recommended resource/timeline requirements.”
1. Task Orders 0002 and 0003, Section 2.7.7.1, page 5: “Assertion and sustainment documentation include system and process flow documentation, risk analysis, control analysis, internal control testing, and evaluation of testing, and CAP including documentation of manual workarounds and compensating controls involved in the development of these packages.”
0. Task Order 0002, Section 2.8.2, page 7: “Overarching Consolidated Statement of Budgetary Resources (SBR). The Contractor shall achieve audit readiness for assertion and sustain of an audit ready state for an overarching, consolidated SBR assertion. Audit readiness shall be complete by 31 March 2014. The COR for this portion of the effort is located in the SAF/FMPA office in the NCR.” The vendor can provide support in documenting and assessing audit readiness, but cannot speak for management related to the achievement of audit readiness through assertion.
a) Changed to, “Obtain, collect and evaluate audit evidence to support Key Control Objectives (KCO) and overall readiness IAW FIPs, FIAR Guidance and AF Acceleration Plan so that the Government can provide evidence that all KCOs are met.”
b) Added, “Assist the Government in performance of the Discovery, Corrective Action…” at the beginning of referenced paragraphs.
i. Added, “Where deficiencies…exist, the Contractor shall work with applicable Government personnel to recommend executable…” in referenced paragraphs.
ii. This falls under maintaining documentation; there isn’t anything inherently Governmental about that.
c) Changed referenced paragraph to, “The Contractor shall provide support in documenting and assessing audit readiness and sustainment to assist the Air Force in achieving and maintaining an audit ready state for an overarching,…” in task order 0002.

“Overarching Consolidated Statement of Budgetary Resources (SBR). The Contractor shall achieve audit readiness for assertion and sustain an audit ready state for an overarching, consolidated SBR assertion. Audit readiness shall be complete by 31 March 2014.” Will this include financial reporting for only the SBR statement? Or both the SBR statement and related footnotes?
Changed to, “…maintaining an audit ready state for an overarching, consolidated SBR and related footnote (only one footnote to the SBR) assertion.”

Final Draft RFP, Section 6-6, page 29
“EXCEPTIONS. In order for a proposal to be responsive and considered for award, it must be submitted as an unequivocal offer to perform without exception to the terms of the solicitation.” Does the Government mean by this statement that there are to be no assumptions? For example, if we are not allowed to write an assumption on Government responsiveness or review times to meet deadlines, will the Government provide average review times so we can accurately price the FFP LOE pieces?
Removed unequivocal in referenced sentence.
"EXCEPTIONS" refers to the offeror agreeing to all of the terms and conditions of the solicitations, i.e. clauses, special clauses.

“To facilitate the Government’s past performance evaluation, Offerors shall include in this proposal volume a detailed “roadmap” describing all such organizational changes (if applicable), to include specific names and dates.” Please confirm that this applies only to the prime. If so, can we use this page count for something else if not needed?
Changed to, “To facilitate the Government’s past performance evaluation, Offerors shall include in this proposal volume a detailed "roadmap" describing all such organizational changes (if applicable), to include specific names and dates within the recency period, for each company (Prime and/ or Subcontractor on this effort) with a PPI reference.”
Page counts relate only to applicable areas, as specified in table at 6-8.1.

Contents, states that for 3 – Past Performance Information (PPI): “Program Details [are] limited to five (5) pages.” Please confirm that this means each PPI reference form (Section 6, Attachment 1) completed and included in the proposal is limited to five (5) pages, for a maximum total of twenty-five (25) pages for Section 3 – PPI.
Five (5) pages per PPI reference.

General
As discussed in previous questions, the ability to FFP many of the requirements detailed in the PWS poses a challenge. The Government does not plan for delays, cannot know how many meetings or hearings will be scheduled to cover audit readiness topic areas, etc. The PWS requirements below provide additional examples of functions that should be considered for T&M.
1. Task Orders 0001, 0002, and 0003, Section 4.1.4: “Meeting the contract performance schedule is critical to the success of this requirement. Thus the contractor shall notify in writing the applicable COR, Quality Assurance Manager (QAM), and CO at any point during contract performance if they believe the Government has not provided requested information in a reasonable amount of time or if the information provided does not meet accuracy or completeness needs for continued successful performance. Appropriate Government personnel will then work to resolve the situation and final resolution and dispensation will be documented for the record by the CO.”
1. Task Orders 0002 and 0003, Section 2.7.9, page 6: “Assist in any oral or written presentation required in the review and approval process for each assertion package (see AF FIAR Support ID/IQ PWS paragraph 1.2 and subparagraphs).”
1. Task Orders 0002 and 0003, Section 2.7.12-2.7.14, page 6: “Where deficiencies (see subparagraphs) exist, the Contractor shall recommend executable corrective actions to meet assertion milestones. In those cases where executable corrective action is not deemed possible, notify the Functional Owner/COR of any actions that may delay/preclude assertion, with recommended resource/timeline requirements. Deficiencies may take the form of, but are not limited to:
· Material weakness or misstatement
· Transactions that are not captured under one of the assessable units
· Unidentified assessable units
· Lack of required data or lack of access to required data to support efforts.”
T&M and LH would not be approved as part of an acquisition strategy for this effort.
65
Task Orders 0002 and 0003, Section 2.1
Please verify that this concludes audit readiness or audit liaison support for the SBR after 9/30/2014 and for E&C after 9/30/2015. Should pricing be developed with these two cut off dates in mind? Will audit liaison or sustainment support be under a separate TO?
1. Task Order 0002, Section 2.8.3.1, page 7-8: “Special Programs Clearance Requirements. This portion of the SBR audit readiness effort requires Top Secret/Sensitive Compartmented Information (TS/SCI) clearance and the Contractor shall adhere to the Joint Air Force-Army-Navy (JAFAN) security manuals to ensure compliance for all personnel working this parallel effort. This work will occur at Government-designated facilities that meet the TS/SCI and JAFAN in the NCR.” Special Programs assertions may require altered review protocols due to the sensitivity of the subject matter. Has the AF developed these protocols with OSD? How should a vendor look to price this work if these have not been developed? What review times should be assumed by the Government for these packages?
1. Task Orders 0001, 0002, and 0003, Section 4.1.3, Table of Contract Deliverables: Work products outlined in Figures 14 through 24 of paragraph 3.A.5 of the FIAR Guidance dated December 2011. How will changes to the FIAR Guidance affect active Task Orders?
1. Task Order 0002, Section 2.8.1.2, page 7 (similarly, Section 2.8.2 of TO 0003): “These FIPs will follow the same methodologies as existing FIPs. Once FIPs are developed (Government anticipates completion prior to ID/IQ award) for these assessable units (and any others identified in the course of contract performance for which FIPs are not yet developed), the Government will issue a separate Task Order(s) for new assessable units.” How should vendors address this in their pricing? AUs that are listed in the RFP TOs, but do not have FIPs? Should they be included or excluded in pricing? In other words, are they considered “new” or existing for this RFP?
In the draft PWSs, the SBR task order ended with the 30 September 2014 date and the E&C of Mission Critical Assets task order ended 30 September 2015, with follow-on task orders expected for sustainment for the remaining performance timeframe. The final PWSs take both task order 0002 and task order 0003 out to 29 July 2017.
2. AF is developing an approach with OSD, DoDIG, AFAA and Special Programs. Examinations are not covered work under this contract. Review times of completed packages are performed after the assertion package compilation is performed. The Government estimates two (2) weeks for review.
2. There is no way to predict changes to the FIAR Guidance or how the Government will react. The extent of any additions/changes will be addressed on a case-by-case basis with the CO to determine if the changes dictate no change to the task order, a task order modification, or warrant creation of a new task order.
2. These paragraphs are provided for information only as the Government realizes there may be additional areas identified that required FIPs. If there is not an existing FIP, the work is not included or expected in the two audit readiness and sustainment task orders (0002 or 0003). Any new work requiring a FIP will be issued under separate task order(s).These paragraphs are provided for information only as the Government realizes there may be additional areas identified that required FIPs. Any new work requiring a FIP will be issued under separate task order(s).

Small Business Plan
A 30% small business utilization is extremely large. Would the Government consider lowering the number to a number similar to what the AF achieved in its last posted statistics (17%)? It seems unrealistic when over the last five years the AF has not exceeded the 23% goal to put the burden of delivery in a FFP environment on the prime contractor to exceed all AF goals for Small Business Utilization.
The Small Business participation is now a requirement (vice a goal) of 25%.
67
Table 8 of the ID/IQ PWS
Requires Minimum Education/Certification of CPA for the Partner/Principal/Director Labor Category and a CISA for the Senior Systems Manager/ Senior Systems Consultant Category. Will the Government consider reducing this requirement to “desired”? Not all personnel serving in these labor categories will be in roles that directly relate to skill sets provided by a CPA or by a CISA. We do agree that some (but not all) personnel in this labor category should require a CPA (Technical Leads providing policy and standards advice). For example, on contracts as complex as this, project leadership tasks including maintaining schedule, cost, deliverables, staffing plans, organizational charts, and leadership to 200 personnel may not require a CPA but may require 20-25 years of leadership experience and satisfy all other requirements. Another example would be someone who has a CPA and has been performing FISCAM audits for 20 years who is not a CISA (since CISA has only been around since the 1990s) under these guidelines would be considered “not qualified” for the labor category.
The Government is no longer providing labor categories and associated qualifications; those will be part of an offeror’s proposal.
68
Table 8 of the ID/IQ PWS
Minimum experience tables do not allow for personnel with subject matter expertise. For example, on a “MILSTRIP assertion” package to complete discovery in minimal time it would benefit the Government to have a “MILSTRIP expert” on the team. All of the senior labor categories seem to require audit experience or leadership in “related projects.” Would the Government consider allowing the vendor to modify the labor categories or relax the requirement in order to allow the best proposal to be submitted? This approach could save the Government time and money in the long run.
The Government is no longer providing labor categories and associated qualifications; those will be part of an offeror’s proposal.
69
Table 8 of the ID/IQ PWS
Does not have a “Staff Accountant” as traditionally found on all GSA Schedules held by CPA firms. It seems the Government will significantly overpay if all testing is to be performed by staff with a minimum of two years of experience or staff members with no degree and one year of experience. This is a significant cost increase to the Government not to be able to use qualified junior personnel to complete simple testing of sample data. Will the Government consider adding a labor category for both Staff Accountant (B.S. in Accounting, no experience) and Staff II (B.S. in Accounting, one year of experience) labor categories to the PWS?
The Government is no longer providing labor categories and associated qualifications; those will be part of an offeror’s proposal.
70
Table 1 of the PWS for Task Order 0001
References to the PWS appear to be off. For example, FMSuite/Open Document Listing (ODL) Clean-up references PWS paragraph 2.5.4. PWS paragraph 2.5.4 of the Task Order PWS doesn’t exist and paragraph 2.5.4 of the IDIQ PWS is related to “Contractor Identification,” please clarify.
Corrected. Also removed those that don’t apply (see previous).
71
Table 1 of the PWS for Task Order 0001
FMSuite/Open Document Listing (ODL) Clean-up: If this task will remain in the true FFP environment can the Government provide the following information so we can accurately price:
1. How many current transactions are on the ODL?
1. How many are over 60 days old?
1. How many are over 180 days old?
1. How many are over 1 year old?
1. How many are over 2 years old?
1. How many are older than 3 years?
1. When was the last ODL certified by the AFDW ALO office completed?
1. Can a copy of the most recent ODL certification be provided?
If this information cannot be provided will the Government consider moving this task to its own separate Task Order as FFP LOET or T&M, or include in Task 0002 or Task 0003?
Task removed from this requirement.
72
General
If this effort is approximately 200 personnel the WSR format provided by the Government would create a 50-70 page deliverable due every week. If this is FFP LOET would the Government consider reducing to the team level (in lieu of individuals) in order to reduce significant administrative burden on the contractor and decrease the cost to the Government?
WAR is provided at the assessable unit level, not for the program as a whole.
Since the competition is limited to CPA firms would the Government consider allowing use of GSA labor categories and pricing in lieu of its own developed labor categories? This would allow increased flexibility and overall lower priced bids to the Government since the GSA schedules have already been vetted/tested/approved.
The Government is no longer providing labor categories and associated qualifications; those will be part of an offeror’s proposal.
74
ID/IQ PWS, Section 9.3
Will Task Orders 0002 and 0003 be “negotiated” after award of the ID/IQ prior to beginning work? If so, why are they included in the price evaluation? If not, will the vendor’s price be the “negotiated price” referenced in Section 9.3?
The first three task orders will be awarded at or immediately following award of the ID/IQ contract. Rates, numbers of personnel and numbers of personnel proposed for each labor category for each task order will be negotiated as part of the ID/IQ source selection.
75
Section 2.7.3 of the SBR PWS and Section 2.7.3 of the E&C PWS
This effort seems duplicative and would cause the Government’s cost to double at each MAJCOM. Would the Government consider moving this task to the PMO Task Order or making MAJCOM support its own Task Order to reduce cost and allow the vendor to fill with one person at each MAJCOM instead of two (currently required to comply with the PWS)?
MAJCOM Liaison support moved to task order 0001.
76
Security Clearance
The Offeror and subcontractors shall possess a Top Secret Facility Clearance as granted by the District Industrial Security Clearance Office (DISCO) prior to the RFP closing date. The Government will not sponsor Offerors for a DISCO Top Secret Security Clearance. If a subcontractor will not perform activities for the “special” programs, is there a requirement for them to possess a Top Secret facility clearance? Outside of the “special” programs it seems that only a Secret Facility Clearance should be required. This also significantly reduces the amount of small businesses that can participate since most only possess a Secret Facility Clearance. Will the Government reduce this requirement to only the prime?
It has been changed to only the prime contractor.
77
Draft RFP, Section 6-7.3.1.2 Subfactor 2: Organizational Conflict of Interest (OCI) Plan.
The AF is requesting OCI plans for past work in providing audit, opinions, and/or attestation services to the AF, and those resulting from teaming arrangements. CPA firms are required by our governing bodies, AICPA, State Boards of Accountancy, Government Accountability Office, etc., to maintain and monitor independence in order to remain in good standing and remain eligible to issue audit and/or attestation opinions. As this RFP is seeking advisory and not audit or attestation services, there is no risk to the Government requiring mitigation or OCI resolution. The risk resides solely with the CPA firm to comply with governing bodies’ independence, other relevant ethical requirements, and their own Quality Control infrastructure as required by Statements on Quality Control Standards Number 8, A Firm’s System of Quality Control (Redrafted): http://www.aicpa.org/Research/Standards/AuditAttest/DownloadableDocuments/QC-00010.pdf. Because of the nature of the work being procured, any CPA firm participating in this work should no longer provide audit or attestation engagement services to the AF. Based on this information, is it realistic for the OCI portion to consist of 1/3 of the evaluation criteria of the technical factors? Would the Government consider removing this section as part of the technical factor and simply ask the vendor to provide an OCI plan if one is required based on other work being performed? Wouldn’t a more meaningful technical evaluation be a staffing plan to include resumes of key personnel?
The Government has reviewed this question; the requirement has remained as is.
The Subfactor 1 Technical criteria have been updated to reflect a more staff-based approach.
78
Section 6-7.3.1.1 of the RFP
Asks the vendor for the ability “to hire.” Shouldn’t the successful offeror be able to display current staff between them and their team to staff the program? With a LPTA approach it seems this is adding significant risk to the Government program and schedule. Would the Government consider increasing this to a “tougher standard” than proving a company has the “procedures to hire and retain?”
The Subfactor 1 Technical criteria have been updated to reflect a more staff-based approach.
