Primary Training Ranges OM&S Government Responses to Industry Questions for RFP
ID Reference Question/Comment Response
Reference SOW 3.6.1.2 Please clarify if Juniper Butte Integrated Natural Resources
Management Plan (INRMP) is a required document?
It is mandatory in knowing prohibited activities on range and how management of range natural resources affects range operations. (SEE Referenced INRMP 2000 and MHAFB WFMP)
Reference SOW 3.6.1.2 Does Juniper Butte Integrated Natural Resources Management Plan (INRMP) state any minimum number of firefighters the range O&M contractor must have present at Juniper Butte to open the range and keep it open?
The original INRMP dated 2000, called for 7 firefighters to be present during the fire threat season. The requirement has been moved to the Wildland Fire Management Plan and calls for "Enough firefighting personnel during fire season to operate every piece of equipment simultaneously for an immediate and comple attack on a wildfire using every available capability." JBR has the following fire equipment:
2 x 250 Gallon Slip‐Ons 1 x 1200 Gallon Pumper Truck 1 x 3000 Gallon Tanker Truck Case Tractor with Disk (SEE Referenced INRMP 2000 and MHAFB WFMP)
Reference SOW 3.6.1.2 Must the contractor comply with this minimum number listed in this document?
See Question 2
Reference SOW 3.6.1.2 If Juniper Butte Integrated Natural Resources Management Plan (INRMP) state any minimum number of firefighter the contractor must have present at Juniper Butte to open the range and keep it open what is that minimum number?
See Question 2
Reference SOW 3.6.1.2 Is there any other directive that states what the minimum number of firefighters must be?
See Question 2
Reference SOW 1.3 Hours of Operation and Table 1‐2
The note #4 says “five consecutive work days” Does the mean Monday to Friday or will the Government interpret that to also be Tuesday to Saturday or Wednesday to Sunday? Please clarify
It can be any that are listed in the question. Mon‐Fri are predominately used, any other schedule is a rare exception.
Reference SOW 1.3 Hours of Operation and Table 1‐2
If the five consecutive work days can be other than M‐F please clarify how that relates to the 132 annual weekend hours which is assumed to be Saturdays and Sundays?
The purpose of the weekend hours are to support host wing special activities and known UTA weekend fly days for Guard and Reserves.
Historically this was accomplished with AOH, but the workload is an established requirement and is being shifted to FFP. (See Range Utilization Data)
Reference SOW 1.3 Hours of Operation and Table 1‐2
Please clarify how hours are counted during the day. For example if the first flight was at 0800 and the last flight was at 2200 is that a 14 hr day counted as part of the 60 hr work week? If not please clarify and provide an example to clear understanding.
The Range Operating Agency (owning wing) publishes the operating hours for the range. Example 0800‐2200‐ Mon‐ Thur. 0800‐1200 Fri.
The operational day begins at 0800 even if the first flight is not scheduled until later in the day. Published hours are historically static for B&G and may change quarterly for ESS operations. Hours per week are used in the SOW instead of published hours to provide maximum flexibility to wing commanders. Note the answer to question 6. (See Range Utilization Data)
