Primary Training Ranges OM&S Government Responses to Industry Questions for RFP

ID Reference Question/Comment Response

Reference SOW 3.6.1.2 Please clarify if Juniper Butte Integrated Natural Resources

Management Plan (INRMP) is a required document?

It is mandatory in knowing prohibited activities on range and how management of range natural resources affects range operations. (SEE Referenced INRMP 2000 and MHAFB WFMP)

Reference SOW 3.6.1.2 Does Juniper Butte Integrated Natural Resources Management Plan (INRMP) state any minimum number of firefighters the range O&M contractor must have present at Juniper Butte to open the range and keep it open?

The original INRMP dated 2000, called for 7 firefighters to be present during the fire threat season. The requirement has been moved to the Wildland Fire Management Plan and calls for "Enough firefighting personnel during fire season to operate every piece of equipment simultaneously for an immediate and comple attack on a wildfire using every available capability." JBR has the following fire equipment:

2 x 250 Gallon Slip‐Ons 1 x 1200 Gallon Pumper Truck 1 x 3000 Gallon Tanker Truck Case Tractor with Disk (SEE Referenced INRMP 2000 and MHAFB WFMP)

Reference SOW 3.6.1.2 Must the contractor comply with this minimum number listed in this document?

See Question 2

Reference SOW 3.6.1.2 If Juniper Butte Integrated Natural Resources Management Plan (INRMP) state any minimum number of firefighter the contractor must have present at Juniper Butte to open the range and keep it open what is that minimum number?

See Question 2

Reference SOW 3.6.1.2 Is there any other directive that states what the minimum number of firefighters must be?

See Question 2

Reference SOW 1.3 Hours of Operation and Table 1‐2

The note #4 says “five consecutive work days” Does the mean Monday to Friday or will the Government interpret that to also be Tuesday to Saturday or Wednesday to Sunday? Please clarify

It can be any that are listed in the question. Mon‐Fri are predominately used, any other schedule is a rare exception.

Reference SOW 1.3 Hours of Operation and Table 1‐2

If the five consecutive work days can be other than M‐F please clarify how that relates to the 132 annual weekend hours which is assumed to be Saturdays and Sundays?

The purpose of the weekend hours are to support host wing special activities and known UTA weekend fly days for Guard and Reserves.

Historically this was accomplished with AOH, but the workload is an established requirement and is being shifted to FFP. (See Range Utilization Data)

Reference SOW 1.3 Hours of Operation and Table 1‐2

Please clarify how hours are counted during the day. For example if the first flight was at 0800 and the last flight was at 2200 is that a 14 hr day counted as part of the 60 hr work week? If not please clarify and provide an example to clear understanding.

The Range Operating Agency (owning wing) publishes the operating hours for the range. Example 0800‐2200‐ Mon‐ Thur. 0800‐1200 Fri.

The operational day begins at 0800 even if the first flight is not scheduled until later in the day. Published hours are historically static for B&G and may change quarterly for ESS operations. Hours per week are used in the SOW instead of published hours to provide maximum flexibility to wing commanders. Note the answer to question 6. (See Range Utilization Data)

9 Reference SOW paragraph 3.1.11 SOW paragraph 3.1.11 states that Avon Park will have 7 Large Force Exercises (LFEs) but Table 2 workload estimate paragraph 7 it shows 5 LFEs. Can you clarify which is accurate?

SOW paragraph 3.1.11 contains the accurate count of LFEs. (Will post Amemdment to RFP at a later date). "The contractor shall support seven (7) LFEs per year."

FA4890‐11‐R‐0012 Page 1 of 6 3/16/2012

10 Reference SOW TOC on page # i

SOW TOC on page # i says “2.2 Snow Removal” yet in the SOW text Snow Removal is shown 2.1.11 on page #21 of the SOW and 2.1 in the Text is listed as “2.2 REAL PROPERTY (FACILITY) MAINTENANCE AND REPAIR” on the same page #21. Likewise on page # i of the SOW Real Property (Facility) Maintenance and Repair is listed as 2.3.

Will these errors be corrected?

Will be update in an Amendment to the RFP at a later date. No error pointed out has any impact on the SOW requirements.

Reference SOW paragraphs 3.1.4.3,

3.2.2.2.3.1 and definitions page 89

SOW paragraphs 3.1.4.3, 3.2.2.2.3.1 and definitions page 89 make reference to back up scoring and M2 equipment. A comment was made at the Holloman site visit that PTR no longer has M‐2s. What is the back up scoring equipment referred to in the SOW?

Para 3.1.4.3 will be updated in an Amendment to the RFP at a later date. M2 scoring is maintained as a backup system

Which B&G ranges have the back up scoring equipment, if any?

M2 scoring is maintained as a backup at Poinsett and Grand Bay

13 Reference SOW 1.7 and Table 1‐3

We interpret Paragraph 1.7 to mean that the Transition Plan will be included as part of the PMP on Day 1 of the Period of Performance which is clearly not logical as Transition is now over. Section L‐

8.4.1.2 (while it doesn’t say “plan”) requires the effective inclusion of a Transition Plan within the Proposal. Furthermore, Table 1‐3 (page 18 of the SOW) does not reference the Transition Plan (SOW 1.7.5) as a Deliverable at any point but does include the paragraph reference incorrectly identified as the Quality Control Plan (SOW 1.8). Should the Transition Plan (paragraph 1.7.5) be identified as preceding the PMP?

Transition Plan will be due 14 calendar days after contract award. SOW is updated to reflect the change. Will be updated in an amendment to the RFP at a later date.

14 Reference SOW 1.7 and Table 1‐3

Table 1‐3 (page 18 of the SOW) does not reference the Transition Plan (SOW 1.7.5) as a Deliverable at any point but does include the paragraph reference incorrectly identified as the Quality Control Plan (SOW 1.8). Should Table 1‐3 reflect the QC Plan as a deliverable and renumber the identifier as 1.8?

The table has been updated to reflect the correct para identifier for the Quality Control Plan and to add the Transition Plan. Will be updated in an Amendment to the RFP at a later date.

15 Reference SOW Section C‐3 Are all Grand Bay range maintenance requirements included in Section C‐3 of the current SOW?

Grand Bay Range maintenance requirements are in C‐2, C‐3 and TE‐2.

Requirements may not be spelled out that are specifically listed in AFI‐ 13‐212.

16 Reference SOW Section C‐6 Will the Government clarify the mandatory requirement for TPX54 Technical Orders and verify whether or not the TPX‐54 is present and in use at Snyder?

TPX‐54 Technical Orders are not required. C‐6 will be updated to clarify. Will be updated in an Amendment to the RFP at a later date.

17 Reference SOW Section C‐6

Section C‐6 contains a list of Technical Orders for the TPS‐63 system and lists them as mandatory. The TPS‐63 system is not shown under any location as in use and is not contained in any workload estimate. Will the Government please clarify the mandatory requirement for the TPS‐63 series of Technical Orders and clarify whether or not the TPS‐63 system is actually in use on this contract?

TPS‐63 Technical Orders are not required. C‐6 will be updated to clarify. Will be updated in an Amendment to the RFP at a later date.

Reference SOW Section C‐4, Chapter 1, Para.

4.2

TO 00‐33‐1001 is not listed in Section C‐6 as either Mandatory or Advisory. Will the Government please clarify its status?

Actual Technical Order is 00‐33A‐1001. It is mandatory for EC locations.

Will be updated in an amendment to the RFP at a later date.

FA4890‐11‐R‐0012 Page 2 of 6 3/16/2012

Reference SOW Section C‐4, Chapter 1, Para.

4.1

The equipment list in para. 4.1 contains the term MSCT. The term MSCT is not listed in either the Definitions or Acronym list. Will the Government please explain this term?

Para 4.1 and Acronym list will be updated to define MSCT. MSCT is a Multi‐source correlation Tracker which is a system used to take multiple types of positional feeds as a pointing source for threat systems. Will be updated in an Amendment to the RFP at a later date.

20 Reference SOW Section C‐3, Para. 3.6.2.3

If the Government chooses to exercise the Holloman RCO requirement, would the same firefighter/EMT requirement apply during Class A manned operations? If so, will the Government clarify the paragraph wording to reflect that?

Para 3.6.2.3. wording will be changed to clarify that the requirement would apply to Class A operations. Will be updated in an Amendment to the RFP at a later date.

Reference SOW Section C‐4, Chapter 1, Para.

4.3.3

AFI 10‐602 is listed as superseded by AFI 63‐101 on the Air Force e‐ publishing site. Will the Government please update the reference in both Para. 4.3.3 and Section C‐6 of the SOW?

The reference has been deleted in its entirety. Will be updated in an Amendment to the RFP at a later date.

Reference SOW, EC Services Summary PO11 and PO20

Section C‐6 of the SOW doe not list any discernable documentation pertaining to operation and maintenance of the Joint Threat Emitter. Will the Government provide information relevant to operations and maintenance of the Joint Threat Emitter and update Section C‐6 accordingly?

The Joint Threat Emitter is also known as the TSQ‐T10. C‐6 mistakenly listed the TPT‐T1(V). C‐6 will be updated to clarify. Will be updated in an Amendment to the RFP at a later date.

Reference SOW Section C‐3, Para. 3.1.9.3 and Schedule B

Schedule B does not contain a CLIN entitled "Work Requests" yet work request is called out in Para 3.1.9.3, Grand Bay Portable Threat Operations. Will the Government please clarify what is meant by the term "work request" in this context? If deemed necessary, will the Government include a reimbursable CLIN in Schedule B against which to invoice these requirements?

Work Request language deleted. Will be updated in an Amendment to the RFP at a later date.

Reference SOW Section C‐3, Para. 3.1.9.1 and Para. 3.1.9.3

Both paragraphs are addressing the subject of Portable Threat Emitters yet they have different set‐up and shut‐down times stated.

If "Portable Threat Emitters" in both paragraphs are referring to RWR LTE's, shouldn't the set‐up and shut‐down times be similar?

Will the government please clarify any differences between Portable Threat Emitter operations at Dare County versus Grand Bay Range?

Para 3.1.9.3 specifically spells out requirements for Grand Bay that are different than the Dare County Requirements in 3.1.9.1

25 Reference Schedule B AOH CLINs 0012, 1010, 2010, 3010, 4010, and 5010

Since there are two different sets of rules for manning Mountain Home Ranges, namely Fire Season and not Fire Season, will the Government allow a bidder to submit two different prices for AOH relative to Mountain Home Ranges?

Juniper Butte Range is not used for AOH during Fire Season. Par 1.4 updated to reflect requirement. Offerors will not be allowed to submit two different prices. Will be updated in an Amendment to the RFP at a later date.

26 Reference RFP Section L‐10.2 Is there a requirement for a teaming partner or subcontractor to provide backup data, cost buildup information, etc. as a sealed package to the government?

There is no requirement for Teaming Partner or Sub Ktr to submit to the Government as a separate package. The requirement covered under L‐10.2 is for the Prime Contractor and must include breakout of subcontractor/Teaming Partner Costs. Supporting data may be submitted in a format selected by the offeror. Thus, the offeror can choose whether their Subs/Teaming Partners send separate backup data.

27 Reference SOW Table of Contents

Section C‐2 references Snow Removal as 2.2, however within the section it is paragraph 2.1.11 and 2.2 is Real Property (Facility) Maintenance & Repair. Also there is a 2.4 Refuse Collection that is not in the TOC. Could the government clarify the correct numbering scheme?

See Question 10.

FA4890‐11‐R‐0012 Page 3 of 6 3/16/2012

28 AFI 13‐212, para 2.5.14

AFI requires each Range Operating Authority to publish a Range Supplement and post it on a DoD‐accessible range web page (para 2.4.13). To allow for an accurate staffing and work proposal where can these range web page links be located and can they be accessed from a non‐DoD computer? If unable to access from a non DoD computer, where can the information (to include range imagery) be obtained?

Will post all supplements to FEDBIZOPS.

29 SOW Paragraph 3.6.1 – 3.6.1.3.1 Where can table 6.12‐2 of the “Integrated Natural Resource Management Plan” be obtained from?

SOW has been updated to remove all reference to the Integrated Natural Resource Management Plan. Will be updated in an Amendment to the RFP at a later date.

30 The MHAFB WFMP (November 2007) page 9

MHAFB states “During fire season, have on hand enough trained personnel to operate all water tenders simultaneously, if conditions warrant a maximum response.” Page 13 States “Enough firefighting personnel will be on site during fire season to operate every piece of equipment simultaneously for an immediate and complete attack on a wildfire using every available capability.” These two statements conflict as all equipment stated are not water tenders. This has a definite impact on manning. Which statement is correct?

SOW has been updated to define the equipment that must be operated. Will be updated in an Amendment to the RFP at a later date.

31 Page 9 of the MHAFB WFMP MHAFB gives a variable fire season. As this is a FFP proposal can a definitive time frame be provided?

SOW has been updated to to provide a definitive time. Will be updated in an Amendment to the RFP at a later date.

What type of connection is on the GFE trailers at Grand Bay? (Pintle Hook, Ball Hitch, gooseneck, 5th wheel)

Ball Hitch

During the Site Visit it was stated by the Government Rep that high cost assess such as Forklifts and Tractors would be GFE. This appears to be true at all sites except Grand Bay. Were these items omitted from or are they Contractor provided?

The list of GFE vehicles and heavy equipment in the SOW are all that are present at Grand Bay. All other heavy equipment for Grand Bay will be contractor provided.

34 What is the distance between Saylor Creek and Juniper Butte? 40 miles

35 Is GSA vehicle leasing approved on this contract?

GSA vehicle leasing is NOT approved on this contract. Fixed Price Contractors are only eligible to use GSA Fleet vehicles and related services if approved by GSA (see FAR 51.201(c) and 41 CFR 101‐39.202(d)). DoD 4500.36R prohibits DoD contractors from obtaining GSA fleet vehicles and related services for use in performance of any contract other than a cost‐reimbursement contract.

36 Is the Bulldog site manned at all times or only during the exercises mentioned in the workload estimate?

The Bulldog facility is primarily used as a staging area for Mini‐MUTES and TRTG maintenance and TRTG operations. Mini‐MUTES in the Bulldog area are operated remotely from Poinsett Range.

37 RFP Section M, M‐3.3.3.2 what is meant by “positive” performance and how is it measured?

"Positive" performance is performance which does not meet the definition of "Adverse Past Performance" in section M, M‐3.3.6.

Section M.3.3.6 explains how adverse past performance will be addressed.

SOW Para. 3.6.1 /MHAFB Wildland Management Plan (WFMP) Pg. 14

Request the Government reconcile and clarify the GFE equipment provided against that required by the MHAFB WFMP specifically pertaining to the requirement to have two motor graders at Saylor Creek, one 2.5 ton pumper truck with 1200 gallon tank at Saylor Creek and two 1‐ton trucks with 250‐gallon and 350‐gallon slip‐on tanks at Saylor Creek. The GFE listing at TE‐5 shows that one 2.5 ton truck located at Juniper Butte, 2 F‐ 450 Pickups with slip‐on tanks located at Juniper Butte and only one motor grader located at Saylor Creek

SOW has been updated to remove all reference to the Wildland Fire Management Plan. Will be updated in an Amendment to the RFP at a later date.

39 SOW B&G Services Summary

PO05 Range Target Maintenance & Construction lists an MPP of 25% for Avon Park. Is the Government's intention to have the PTR contractor perform this function at Avon Park versus the BOS contractor?

No. The Workload estimate shows strafe pits are maintained by this contract. Please note clarification of strafe targets on North Conventional Range. Will be updated in an Amendment to the RFP at a later date.

40 SOW B&G Services Summary

B&G Services Summary PO07 Roads, Grounds, and Firebreak:

Maintain improved/unimproved roads, firebreaks, fences, and grounds. (C‐2.1, 2.4, 3.5). The MPP is listed as 12% for Avon Park.

Is it the Government's intention that the PTR contractor perform this maintenance effort versus the current Avon Park BOS contractor?

No. The Workload estimate shows ground maintenance to be accomplished at Avon Park.

SOW EC Services Summary and Poinsett EC Workload estimate

EC Services Summary PO016 Maintain assigned range equipment (AN/MSR‐T4) TRAINS shows an MPP for PE of 11% and an MPP for PT of 0%. Page 111 of the Services Summary lists the abbreviation for Poinsett ECR as PT. The MPP for PO016 is apparently in agreement with the Poinsett Workload estimate. Will the Government please clarify what the MPP for PE at 11% represents?

PE Removed. Will be updated in an Amendment to the RFP at a later date.

42 SOW EC Services Summary

PO015 Maintain assigned range equipment (AN/MST‐T1A) MUTES.

This item has an MPP listed for PE of 18% and PT of 14%. Page 111 of the EC Service Summary lists the abbreviation for Poinsett ECR as PT and there is no abbreviation of PE listed.

Will the Government please clarify the abbreviation PE and clarify exactly what MPP percentage pertains to MUTES at Poinsett ECR?

PE Removed. Will be updated in an Amendment to the RFP at a later date.

43 SOW EC Services Summary

PO01 Site Operations. (Qualified Manpower requirements) The MPP for Poinsett for this item does not contain any percentage.

Will the Government please clarify the MPP for this item?

It is 4%. Will be updated in an Amendment to the RFP at a later date.

44 SOW EC Service Summary PO24

PO24 MPP lists GP at 4%.

Assuming GP means Granite Peak, will the Government please update the EC Services Summary to remove all reference to GP?

Removed. Will be updated in an Amendment to the RFP at a later date.

45 SOW Section C‐1, Table 1‐2

The mentioned table lists Avon Park, Belle Fourche ESS, Poinsett EC and B&G, RIIS, and Snyder ESS as optional sites.

Will the Government please explain the rationale for listing these as optional and provide some assurance that if a site in not exercised during one contract option year, that it will not be exercised in any subsequent year? Due to the nature of the equipment maintained on these sites, bringing a site back on‐line after closing it down presents a nearly insurmountable risk to the contractor. Once the trained/qualified workforce is dispersed, it will be very difficult to reconstitute a trained/qualified workforce within any reasonable timeframe. Can the Government assure bidders that the situation described above will not occur?

These sites are listed as "optional" due to uncertainty of funding due to the requirement to operate under Continuing Resolutation Authority (CRA). If an optional CLIN is not exercised duirning the Base Year, the government does not intend to exercise the otptional CLINS in the Option Years. If the decision is made to reopen a site in later years it will have to be separately negotiated due to the pre‐existing conditions changing.

FA4890‐11‐R‐0012 Page 5 of 6 3/16/2012

Does Avon Park, which is a Class B/C range, utilize a remotely located RCO?

A Class B/C range by definition does not have a RCO. Scoring systems for the south conventional range are located in the former RCO tower.

Collective Bargaining Agreements Previous CBAs included an employee seniority listing which included original hire date. This is important for new offerors in order to know who much non‐productive labor to build into their pricing. Can seniority listings for each location be provided?

IAW FAR 52.222‐41(n) Seniority list. Not less than 10 days prior to completion of any contract being performed at a Federal facility where service employees may be retained in the performance of the succeeding contract and subject to a wage determination which contains vacation or other benefit provisions based upon length of service with a Contractor (predecessor) or successor (29 CFR 4.173), the incumbent Prime Contractor shall furnish the Contracting Officer a certified list of the names of all service employees on the Contractor’s or subcontractor’s payroll during the last month of contract performance. Such list shall also contain anniversary dates of employment on the contract either with the current or predecessor Contractors of each such service employee. The Contracting Officer shall turn over such list to the successor Contractor at the commencement of the succeeding contract.

RFP Attachment 5 Price Sched (PTR OM+S Summary" tabCells E102 and G102)

Will the Government please confirm the formulas in cells E102 and G102 on the PTROM+S Summary tab are calculating transition costs properly?

RFP, Attachment 5, Pricing Schedule Row 102 of the PTR OM&S Summary Tab has been updated. Offerors should use the revised Pricing Schedule Attachment 5 with submission of their proposals.
