CHAPTER 4
ELECTRONIC COMBAT RANGE (ECR)/ELECTRONIC SCORING SITE (ESS)
4.1. Purpose. Snyder ESS provides realistic Surface-to-Air threat environments along with feedback, and aircrew debriefing capabilities.
4.2. Scheduling.
4.2.1. Submission and Approval Procedures. 7 BW users should use internal scheduling procedures. Off-Base users should send schedule requests by e-mail to 7OSS.A3SSOPSSCHED@DYESS.AF.MIL, or call DSN 461-2243/3663/3665, Fax 461-4158.
4.2.2. Cancellations. Unit scheduling functions are required to release any scheduled activity time that will not be used. Contact 7 OSS/OSO (DSN 461-2243/3663/3665) and Snyder ESS (DSN 461-8921/23) to request cancellation. Snyder ESS will monitor the Dyess schedule web page periodically for cancellations, but limited manning does not permit continuous monitoring of the schedule
4.2.3. Short Notice Operations Cancellation. Any scheduled activity that is cancelled with less than 24 hours from scheduled time will be considered a short notice cancellation.
4.2.4. No-Shows. Any scheduled activity time that is not used, and is not cancelled at least 15 minutes prior to the scheduled time, will be considered a “No-Show.”
4.2.5. Normal Hours of Operation. Normal hours of operational vulnerability will be defined by 7 OSS and changes in vulnerability will be submitted to the contractor at least one (1) month in advance. Current vulnerability hours are posted on the 7 OSS Airspace and Ranges CoPs https://www.my.af.mil/afknprod/ASPs/docman/DOCMain.asp?Tab=0&FolderID=OO-OP-AC- 89-14&Filter=OO-OP-AC-89 under the Snyder Range Information folder. Contact 7 OSS/OSR DSN 461-3666 Airspace and Ranges office if experiencing difficulty with the CoP web site.
4.2.6. Additional Requests. The contractor will provide additional requested support to the maximum extent possible. For other requests (i.e. bootleg activity) Snyder ESS will make every attempt to accommodate requests that do not impact or interfere with previously approved missions.
4.2.7. Additional Operation Hours (AOH). A finite number of hours are available for activity that is not within normal vulnerability hours. AOH hours are normally reserved for Operational Readiness Inspections/Evaluations and specialized training missions. AOH hours are processed through 7 OSS/OL-A (DSN 461-8910/11) and the contractor. Two weeks advance notice of AOH activity is recommended. All other requests should be made ASAP and will be supported, if possible. The Quality Assurance Evaluators (QAE) will receive and coordinate AOH requested with the contractor and notify ACC/A3AR. Once the site confirms AOH is supportable, QAEs will notify the requesting unit, 7 OSS/OSO (Wing Operations Scheduling Office) and 7 OSS/OSR (Airspace and Ranges Office).
4.2.8. Exercise Hours. Exercises, ORIs, OREs, UCIs and specialized training missions may require short-term modifications to the Normal Hours of Operation. This will be coordinated between the contractor, site QAEs and 7 OSS two weeks in advance whenever possible.
4.3. Events. N/A.
4.4. Restrictions. See Para 2.2.
4.5. Communications. Snyder ESS operates on a primary UHF frequency of 283.725 MHZ.
4.5.1. Pre Operations Checks. Verify site GRC-171s (primary and secondary) are operational prior to the start of the scoring day. Use Local Work Cards, the contractors’ Primary Training Ranges checklists and technical orders to verify the following:
4.5.1.1. Complete checkout on UHF equipment. Verify frequencies, receiver squelch levels, and all front panel reading. Cross check readability between primary and secondary radios. Perform an additional readability check at initial call-in with aircrews or whenever radios are in question.
4.5.1.2. Monitor the communications recorder during radio readability checks to insure voice activation is working properly and recorder is recording satisfactorily. Accomplish these checks during pre-operations check and at start of each shift.
4.5.1.3. Verify all applicable clocks are set to the correct time using the WWV receiver. Verify clock accuracy at the start of vulnerability period, shift change, and periodically throughout the shifts.
4.5.1.4. Verify all operator positions and stations for inter-site radios (AIC-25) are functioning properly. If used, ensure remote keying of radios are functioning correctly.
4.5.1.5. Monitor aircraft communications. Site does NOT have AIR TRAFFIC CONTROL AUTHORITY. You may relay information when asked by the aircrews or Area Control Centers, but site personnel do not have the authority to issue, change, or cancel any Area Control Center clearances. Site will be identified with the call-sign “Snyder Electronic Scoring Site”.
4.5.1.6. The following IFF requests are strictly forbidden: Request a change in Mode 1 or 3 code settings. Request that the aircraft go to "STANDBY" in Mode 3.
4.5.1.7. Site may transmit "Giant Zero" when requested by MUTES. FAA or air crews may request "CEASE BUZZER" to threat operators. After the completion of each training run, controllers will query aircrews for any weak or undetected signals.
4.6. Tactics. Only verbal Chaff and Flare calls may be employed on the Snyder Range. No actual releases may be accomplished. Aircraft flying within 3 miles of the MUTES or Mini MUTES may cause temporary loss of the aircraft track due to equipment limitations.
4.7. Operations. Operations procedures for EW or use of multispectral targets are listed below.
4.7.1. EW and Target Activity Requests. Pre-call-in information can be transmitted to the site in the following ways: online (at http://nellis.ahntech.com), by fax (DSN 461-8903 or commercial 325-574-2086), or by phone (DSN 461-8921/23/10/11 or commercial 325-696- 8921/23/10/11).
4.7.2. Pre/Post Operations Equipment Checks. Perform necessary equipment calibration and pre-operational checks prior to each vulnerability period using applicable Work Cards, Technical Orders, or Operator’s Manuals and the contractors PTR checklists. Turn equipment on in sufficient time to allow the systems to stabilize. Perform an additional pre-operational check at changeover if there is sufficient time without interfering with site operations. If aircraft activity makes it impossible to do a thorough pre-operational check, consider MUTES or Mini MUTES signals Red under the following parameters:
4.7.2.1. The scan patterns are not correct.
4.7.2.2. The pulse width or pulse repetition interval is incorrect.
4.7.2.3. ERP falls below Technical Order specifications.
4.7.2.4. A signal cannot be tuned to its assigned and cleared representative threat frequency.
4.7.2.5. A signal cannot be radiated due to frequency restrictions. The signal will be considered Red for scenario purposes only and not for maintenance purposes.
4.7.2.6. A signal does not operate for at least half of the engagement.
4.7.3. Initial Site Contact. At first contact or prior to start of the activities with the site the following information should be given to the site Communicator: call sign, confirmed activity, EW requested, target attacks, or both. Users requiring IR-signature targets must inform the communicator so the targets can be activated and warmed up prior to start of activity.
Communicators will ask or confirm IFF Mode 3 transponder code and request that aircraft use both top and bottom IFF antennas to facilitate reliable tracking. Communicators will confirm location and IFF code if aircraft is not displayed on the Situational Awareness System (SAS).
When aircraft starts run they should announce “FIGHT’S ON” or make an IP call.
4.7.4. Site will provide EW activity IAW the received call-in sheet provided by the aircrew unless otherwise directed and coordinated by the owning wing. Unless otherwise directed by the aircrew or wing, the site will provide Mini MUTES scenarios to complement requested MUTES scenarios. NOTE: Mini MUTES will not be used during check rides.
4.7.5. At the end of the requested activities, the Communicator will verify the aircrew was able to see requested signals. Verify any additional activity and if there isn’t any, clear the aircraft off range and ensure that all IR targets are turned off.
4.8. Simulators. The primary threat emitters and simulators at Snyder ESS are as follows:
4.8.1. AN/MST-T1A MUTES is a radar simulator capable of simultaneously emitting five signals from a total inventory of over 100 signals. The MUTES tracks modes 1, 2, or 3 IFF; therefore, aircraft maneuvers will not defeat the MUTES.
4.8.2. AN/MST-T1 (V) Mini-MUTES, consists of a main site Master Control Group and up to five remote emitter units (REUs). REUs are IFF trackers that come in different configurations to simulate different specific threats. A typical REU has two to four transmitters capable of creating most of the associated MUTES signals of that threat. REU threat signals can be used to compliment MUTES activities, or operated independently.
4.8.3. Snyder ESS has several multispectral targets (Identified in Paragraph 2.1.1.2).
4.9. Feedback. RIIS/ITAS post mission reports consist of emitter on/off times, threat domes, and beam positions. This data is uploaded to https://afkm.wpafb.af.mil/community/views/home.aspx?Filter=OO-OP-AC-30 under individual mission folders for debriefing access. This data package does not include aircraft flight path information. Flight path data is provided from onboard aircraft recording systems and downloaded into the ITAS debriefing station. If further information is needed on the ITAS debrief station, or onboard recording systems contact RIIS Operations Center 3770 Duffer Dr Nellis AFB, NV 89191-7001, DSN 348-5604 or Commercial 702-653-5604.
