Primary Training Ranges OM&S Government Responses to Industry Questions for RFP
ID Reference Question/Comment Response
Paragraph 4.8.3 of the EAFB Addendum calls out the
Battlefield Communications Simulator System, (BCSS)
The BCSS is not mentioned anywhere in the SOW including the Tech Exhibits, SOW text, EC Service Summary or section C-6. Will the Government clarify whether or not the BCSS is in fact in use at Belle Fourche and if so, add it to the Tech Exhibits, Section C-6, and the EC Service Summary?
The BCSS should have been listed in the SOW. The government has corrected this oversight and will issue amendment #4 to the RFP to incorporate the BCSS into the necessary documents.
Paragraph 4.8.3 of the EAFB Addendum calls out the
Battlefield Communications Simulator System, (BCSS) will the Government consider providing usage information for the BCSS?
The system does not have frequency clearances at this time, so the system is not operational. The government does expect some increase in RC-135 activity when the system becomes operational.
Paragraph 4.8.3 of the EAFB Addendum calls out the
Battlefield Communications Simulator System, (BCSS)
Does the BCSS, if in use, use the same radios as normal site communications or does it contain or use additional communications equipment
The BCSS is in reality a type of radio transmitting system operating in HF, VHF and UHF. Operators have access to current site radios for communication with aircraft.
54 CLIN 0022, X020, SOW 2.13
Why does the cost reimbursement for fuel carry no burden when the procurement processes for the service providers are the same for fuel as any other procurement action?
The Government is assuming a high level of risk due to the volatility of fuel prices. Actual costs for fuel will be allowed with no additional burden applied.
