Mechanical IDIQ 2011 Responses to Questions #3 5 July 2011
The 56th Contracting Squadron will not accept any more questions regarding the Mechanical IDIQ. Any questions already submitted will be answered before the closing of the proposal acceptance date.
1. The SF 1442, part 13B states that a bid bond is required; however, I didn't see a requirement in the RFP to submit a bid guarantee. Please confirm if a bid guarantee is required.
I. 56 Contracting Squadron has approved a Determination and Finding that waives offerors’ requirement to submit Bid Bonds with their proposal.
2. Page 53 of 62, under Part III - Past Performance Information, part B - Performance Surveys of the RFP states that, "Relevant contracts include projects consisting of any performance on mechanical construction projects involving repair, alteration, or new construction of mechanical systems and subsystems as well as contract compliance in supplying indefinite delivery indefinite quantity construction services with a total contract value of at least $1,000,000.00." In our experience we have found that the majority of mechanical projects are smaller in dollar value than $1,000,000. In light of this, is it reasonable to assume that the requirement for a contract value of at least $1,000,000 is in reference to the overall contract value of an IDIQ or IDIQ-type contract and is not required for individual mechanical projects?
I. In regards to past performance, relevant contracts can be IDIQs that are valued $1,000,000.00 or more, but must be mechanical in nature. An example would be another mechanical IDIQ. Also, Task Orders, for non mechanical IDIQs over $1,000,000.00, but mechanical in nature can also be used as relevant contracts. The above examples may be used as relevant contracts, as well as other examples already given in the Mechanical solicitation.
3. Page 59 of 62 states that in order for a project to qualify as Very Relevant, "the past/present performance effort must involve mechanical work with a dollar amount equal to or greater than $1M". However; in the Q&A's posted on 6/30/11, the answer to Question #3 states that the anticipated average size project is $2,000 to $750,000. In light of this, would the Government consider lowering the dollar amount for Very Relevant projects from $1 million to $750,000?
I. The Government will not change any of its grading structure.
4. In the Q&A's posted on 6/30/11, the answer to Question #3 states that the anticipated average size project is $2,000 to $750,000. Under the Performance Confidence Assessment (Pages 59 and 60 of the RFP), will the Government consider all projects valued between $2,000 and $750,000 "Very Relevant" rather than using a tiered relevancy of Very Relevant, Relevant, Somewhat Relevant and Not Relevant in regards to dollar value?
I. The Government will not change any of its grading structure.
