Mechanical IDIQ 2011 Responses to Questions #2 30 June 2011

56 Contracting Squadron will accept questions up to 4 July 2011 at 1600. Any questions submitted after this time frame will not be answered.

1. 1. In the Q&A's posted on 06/23/11, the answer to Question #11 states that we should include Attachment 3 - Past and Present Performance Information with the Past and Present Performance Questionnaires. Since Attachment 2 - Past and Present Performance Questionnaires are to be sent directly to Luke AFB from our clients, would it be acceptable for us to submit Attachment 3 - Past and Present Performance Information in Volume III - Past Performance Information, under the "Performance Surveys" section since much of the required contract information coincides with the requirements of Attachment 3?

I. Yes

2. Section 1A provides for work at Luke AFB, Gila Bend (AF Auxiliary Field) and Fort Tuthill (Flagstaff) under the same coefficient. Please provide the anticipated distribution of projects to the three (3) separate areas by dollar and or number of projects.

I. Fort Tuthill (Flagstaff) will not be covered by this IDIQ contract, only Luke AFB and Gila Bend. Most projects are anticipated to be at Luke AFB; however, it is impossible to give a distribution either in dollar or project number.

3. Section 1B provides for projects varying in size between $2,000.00 and $1,500,000.00 with the majority to be small to medium $2,000.00 to $750,000.00. Please provide the anticipated average size project and the anticipated number of projects per year.

I. The anticipated average size project is $2,000.00 to $750,000.00. Due to Luke AFB changing requirements, it is impossible to accurately estimate the number of projects per year.

4. Section 10C d & f provides that the coefficient shall include…(d) equipment customary to the trade and (f) rental equipment shall not be allowed as a direct cost to any Task Order, except under special circumstances. Please confirm that equipment such as, scissor lifts, JLG’s, boom trucks and cranes (etc) will be part of the direct costs of the work and not included in the coefficient.

I. These types of equipment, that are Task Order specific, will not be included in the coefficient. However, rental equipment that would be used on every Task Order, regardless of the work, should be included in the coefficient.

5. Section 12B provides for the use of Special Luke Item (SLI) for non Means items. Will the SLI, if required, be developed for the unique IDIQ under consideration, i.e. negotiated by the successful contractor, or will the contractor be bound by an ongoing SLI negotiated by other contractors.

I. Any SLI items required will be negotiated with the successful contractor.

6. Section 2AA states that the contractor must take any whatever measures required to assure protection of occupants’ assets. Please confirm that prior to any work in areas containing occupants’ assets; a joint inspection will be performed to define the types and condition of assets. Further at the completion of the work a closeout inspection will be performed to verify protection of the assets.

I. A joint inspection will be allowed before and after work is done in any area containing occupants’ assets.

7. Section 46 requires submission of all required material/shop drawings within 10 calendar days for approval. Please provide the Government review time.

I. The Government review time will be dependent on what is being submitted and reviewed. The contractor should take the complexity of the item being submitted into account when calculating review time. The Government will work with the contractor to meet specific needs of different Task Orders.

8. RS Means, the governing estimating tool, incorporated established wages for activities that do not change during the year. It is noted that Davis Bacon Wage rates are usually updated approximately each quarter which would serve to potentially modify the city index or the unit cost which are both set for the year. Please discuss the implementation of the Davis Bacon Wage Rates in the IDIQ and the Task Orders. For example, will the wage rates established for the beginning of the year be used throughout the year; will the Task Orders be under the wage rates in effect on award; etc.

I. RS Means is updated quarterly and 4-Clicks sends out quarterly updates to match these changes, which will update the city index. In the IDIQ, Davis Bacon Wage Rates will be in effect as of the date of award. The Davis Bacon Wage Rates will be updated if/when option years are exercised. The successful contractor will be expected to abide by the Davis Bacon Wage Rates that are in the IDIQ/Option year.
