Mechanical IDIQ 2011 Responses to Questions #1 23 June 2011

1. Which RS MEANS Unit Price Book is required for this Contract? Scope of Work, 2.E.a. states, ““RS MEANS Master Composite Bare Cost” Database will constitute the Unit Price Book (UPB) for this contract”, Scope of Work, 14.C.a. states “The MECHANICAL RS MEANS unit price book shall serve as the basis for establishing the value of the work to be performed on a unit price basis. However, the entire RS MEANS book will be used as necessary” and SF 1442 Section B will reimburse contractor for the cost of R.S. Means Facilities Construction Cost Data and R.S. Means Master Composite Data.

a. The Government is providing the Master Composite (MC) set; this is the Base standard for all IDIQs. (All RS Means Books are part of the MC)

2. Is the contractor responsible for the cost of software for the Government? Scope of Work 15.1.B states “The Government MECHANICAL Office shall be provided, at contractor’s expense (reimbursable), with the latest version of "e4Clicks Premier Project Estimating" software and the current version of "R.S. Means Master Composite" database. Two (2) user licenses will be required” and SF 1442 Section B does not have a reimbursement line item.

a. The Contractor is responsible for purchasing the Government’s use of the software and their own software. This is reimbursable under CLINS 0002, 1002, 2002, and 3002.

3. If we already have the Software to facilitate this contract, can we enter $0.00 for line items 0002, 1002, 2002, and 3002 instead of the estimate reimbursement cost?

a. No, because the proposal must cover costs for the Government software costs.

4. If we can enter $0.00 for the above line items, will these reduced costs be evaluated for award?

a. CLIN’s 0002, 0003, 1002, 2002, and 3002 have been identified and included as reimbursable, not to exceed CLIN’s. These CLIN’s SHALL NOT include a proposal value and will not be evaluated for award.

5. If engineered drawings are requested from the government, do we included these cost in our coefficient or will these cost be a priced line item?

a. If engineered drawings are requested by the Government, the contractor will price the cost out as a line item from RS MEANS and it will not be included in the coefficient.

6. Will you accept questions after 17 June 2011 at 1600?

a. 56 Contracting Squadron will accept questions up to 4 July 2011 at 1600. Any questions submitted after this time frame will not be answered.

7. In regards to the Mechanical IDIQ Solicitation FA4887-11-0004, in the statement of work it states that we are expected to inspect the site where the work is to be performed. Would it be possible to set up a time and date to inspect the site?

a. A site visit for the sample project will be held on 27 June 11 at 1000. Attendees are limited to 2 people from each company/joint venture and must submit their names in writing to the 56 Contracting Squadron, Attn: Lt Caley Cyphers, by 24 June 2011, 1630.

8. Page 53 of 62, part b states, "Offeror's shall provide a list of no more than five (5) of the most relevant contracts performed for Federal agencies, State or Local agencies and commercial customers within the last five(5) years from the date of this solicitation." It further goes on to state that, "Offeror's shall submit a consecutive list of ALL relevant present and past performance for the past five years". Is it reasonable to assume that these two lists are meant to be the same and we are to only submit a list of no more than five (5) of our most relevant contracts?

a. The wording meant that the offeror shall submit a consecutive list of the five (5) most relevant contracts.

9. Can you please verify that we are to submit Attachment 2 - Past and Present Performance Questionnaire to each of our points of contact for our five (5) most relevant contracts identified?

a. This is correct.

10. Can you please confirm that the completed Attachment 2 - Past and Present Performance Questionnaires are to be returned directly from our client to Lt. Caley Cyphers?

a. Past and Present Performance Questionnaires are to be returned to Lt Caley Cyphers from the Clients answering them.

11. Can you please verify where, within our proposal, we are to include Attachment 3 - Past and Present Performance Information?

a. Include the Past and Present Performance Information with the Past and Present Performance Questionnaires.
