Attachment 53- FA486119RA009 Revised SABER RFIs
****RFI responses below supersede RFI responses previously contained in Attachment 52. RFI responses in Attachment 52 that are not noted in Attachment 53 remain unchanged. Questions #144- 148 are RFIs received after due date and were determined allowable at the sole discretion of the Contracting Officer per Solicitation, Section L, 2. General Information, d.
24. Section L, Volume 1, Demonstration Project Proposal- In regards to the demonstration project proposal cost estimate, what coefficient (unrestricted area, standard/non-standard working hours, controlled area, restricted area) should be applied?
Government Response: In regards to the demonstration project, please use coefficient for 0001AA, Unrestricted Area Standard Working Hours for Ordering Period 01.
42. Will the government supply historical data for yearly expenditures on the previous SABER, i.e.… maintenance, repair, alteration, mechanical, electrical, heating/air conditioning, demolition, painting, asbestos remediation, paving and earthen work for industrial/office buildings and/or infrastructure?
Government Response: Please see SABER Historical information contained in Amendment 7.
57. What quantity of male/female temporary restroom facilities are required?
Government Response: The following information shall reflect the overall quantities for water closets, urinals, lavatories, and baby changing tables: Provide 80% of the current quantity of standard water closet for men, provide 80% of the current quantity of standard urinals for men, provide 80% of the current quantity of standard lavatory for men, provide 80% of the current quantity of ADA water closet for men, provide 80% of the current ADA urinals for men, and provide 80% of the current quantity of ADA lavatory for men. Also; provide 80% of the current quantity of standard water closet for women, provide 80% of the current quantity of standard lavatory for women, provide 80% of the current quantity of ADA water closet for women, and provide 80% of the current quantity of ADA lavatory for women. Additionally; provide 1ea.-baby changing station for each men restroom and 1ea-baby changing station for each women restroom; for the temporary restroom facilities. Additionally; the location for the temporary restroom facilities shall be on the rock area located to the North or North East of Bldg. 20 across from Fitzgerald Blvd. The temporary restroom facilities shall be self-sufficient for potable water and sewage containment. There shall be no connections to the Base Water System and Sewage System. The temporary restroom facilities shall be allowed to be connected to the Base Electrical System. The Accessibility Standards shall be applied in your setup location design/planning for the temporary restroom facilities. Changes have been made to line item 9.4.30 of the SOO.
59. Please stipulate the project limit(s) for repair or replacement of the sanitary sewer outside the building perimeter. Note that the as-built drawings show the sewer lateral exiting the building at the west end of the west wing, with a short (18’ long) section of VCP (vitrified clay pipe) connecting to the “existing 8 inch sewer”. Is the “existing 8 inch sewer” a part of the work? If so, to what extent in each direction?
24 September 2019
Government Response: The project limit for repair/replacement of the sanitary sewer outside the building perimeter is from the building line to the first sewer manhole downstream of the Bldg. 20 sewer line lateral. However; the Contractor shall determine from their investigation of the sewer line (snaking and camera) whether it is damaged in any way and not a fully functional sewer line. From their investigation, if it is determined that the existing sewer line is not a fully functional sewer line, then the Contractor shall use non-destructive repair methods such as trench pipe-relining without excavating the damaged piping. If the identified damaged to the sewer piping beyond the foot print of Bldg. 20 cannot be repaired through non-destructive means and a complete replacement is required then the new piping shall be “SDR-35” and at a minimum the same size as the existing sewer line. The nearest manhole supporting Bldg. 20 is located on the West side of the North Wing near the Transformer and Pavilion area. NOTE: The sewer line under Bldg. 20 (lobby and office areas) shall be Slip-lined except for the foot print area of the men and women restroom and janitor’s closet. The sewer line under the foot print of the men and women restroom, and janitor’s closet shall be completely replaced.
61. Please provide data on invert elevations for existing sewer lines, particularly at ground level and outside the building perimeter.
Government Response: The Government is unable to confirm the data on invert elevations for existing sewer lines. Please refer to the provided As-Built Drawings.
62. We note that the SOO indicates working hours overlap the building’s operating hours. We anticipate much of the required work will be noisy, require movement of large quantities of both demolished and new materials via public entrances/exits, or be otherwise disruptive, and of necessity in very close proximity to the major operations and public areas. What is the Government’s intent regarding restricting working hours to nights and weekends in order to avoid disruption of ongoing operations?
Government Response: The contractor’s proposal should reflect normal week day working hours.
64. The SOO requires the Contractor to provide both Lead Bearing Paint (LBP) and Asbestos Containing Materials (ACM) test reports, mitigation plan, and to execute mitigation of any discovered hazardous materials. In the interest of competitive bidding during the SABER proposal process, please provide a Basis of Bid assumption regarding the presence of these materials, with the understanding that actual testing and the resulting scope will be subject to change after award, depending upon field verified conditions.
Government Response: The Government understands that actual abatement quantities cannot be clearly verified until actual testing is completed. Historical information indicates that the ceramic tiles in the restrooms were installed using an asbestos mastic material. For bidding purposes, approximately 900 SF of asbestos abatement by removal should be included in the proposal. If additional hazardous materials are discovered during construction, the contract shall be modified post award for the abatement of the additional hazardous materials.
65. Is the Contractor to assume that the existing clearances and configurations of toilets, urinals, partitions, and lavatories complies with applicable accessibility standards, and the installation of new toilets, urinals, partitions, and lavatories in these locations will meet current accessibility standards and be acceptable to the Government, including new grab bars, dispensers, and other accessories per current requirements? Please note that initial observations at the pre-proposal site visit and examination of the Government-provided as-built drawings suggests that not every existing condition meets current standards, and that implementation of the most current design standards for accessibility could necessitate substantial reconfiguration of the restrooms, including the deletion of some fixtures.
For example, the original spacing of the urinals in the men’s restrooms is insufficient to accommodate privacy screens at an accessible urinal. Therefore, it is essential that the Government’s priorities for fixture quantities versus meeting current accessibility be defined.
Government Response: Only one men’s and one women’s restroom in Building 20 shall be required to fully comply with ADA requirements. If it is not possible to meet all ADA requirements without reducing the number of fixtures, the contractor shall maximize the number of fixtures possible while meeting ADA requirements.
66. Paragraph 9.4.27 stipulates installing new lateral sewer lines, while other paragraphs in Section 1 suggest that repair of laterals, in lieu of replacement, is an option. Please clarify if replacement of sewer laterals under the ground floor slab is the only acceptable approach.
Government Response: The Government requires replacement of the sewer lines within the footprint of both men and women’s restroom under the concrete slab of the first floor, laterals under the second floor and laterals under the third floor restroom. In addition, the laterals for the janitor’s closets on all three floors shall also be replaced. Sewer lines which extend pass the bathroom project area (i.e. adjacent administrative areas) shall be repaired using non-destructive repair methods such as trench pipe-relining. Note: water fountains or other areas outside of the restrooms and janitor closets shall not be included in the replacement of the sewer lines.
67. Please clarify if non-invasive repair of under-slab waste lines will be acceptable, such as the use of trenchless pipe re-lining. This approach will significantly mitigate disruption of ongoing operations in the building. Note that this question also relates to the fixture units to be used in calculating pipe sizes and slopes.
Government Response: The use of non-invasive repair of under-slab waste lines and exterior sewer laterals is acceptable outside of the bathroom renovation areas. Within the bathroom project area, the under-slab waste lines will be replaced.
68. Paragraph 9.4.28 stipulates replacing sewer vent lines only “…up to the roof deck.” Please clarify if new roof jacks and vent pipes above roof level are required. If so, please provide full information on the existing roof, the status of its warranty, the warranty holder, and any other information applicable to installation of new work that will impact the existing roof membrane.
Government Response: The sewer vent lines shall be replaced up to and through the roof deck. The existing roof is a single-ply TPO roofing system consisting of a thermoplastic polyolefin membrane.
The roof was installed in 2000 and the warranty expired in 2010.
69. Please stipulate the quantity of men’s and women’s restroom facilities (toilets, urinals, and lavatories) to be provided in the temporary restrooms provided by the Contractor during the period of construction, per paragraph 9.4.30.
Government Response: See response to RFI #57.
71. Please clarify if any work is required relative to the waste pipe serving the Science Laboratory shown on the as-built drawings in the east wing on the third floor. Unless otherwise directed, we will assume the only work is repair of this waste line’s connection into the main sewer lateral beneath the ground floor.
Government Response: The only work for the waste pipe serving the Science Laboratory is the repair of this waste line’s connection into the main sewer lateral beneath the ground floor. During construction, please cap-off the waste pipe serving the Science Laboratory as close as possible to the main sewer lateral to ensure no waste water backs up into the Science Laboratory in the event of a backup of waste water. In addition, the sink drains in the Science Laboratory should be covered/marked “out of service” during the construction phase of the project.
72. The SOO makes no mention of any work to repair or replace hot or cold water supply lines, other than to provide connections to new/replacement fixtures. Please confirm that this scope does not include any repair or replacement of hot or cold water supply.
Government Response: The contractor shall replace all Hot and Cold supply water lines to the bathroom fixtures and janitor’s closets next to the women restrooms. The replacement of All Hot and Cold supply water lines has been added in Section 1 under PROJECT SCOPE STATEMENT. Also identified under line item 9.5.34.
73. Please confirm that all waste piping is to be cast iron.
Government Response: All waste piping shall be ABS for above slab and shall be SDR-35 for all below slab laterals. Corrections are updated under line item 9.5.2 of the SOO.
74. In paragraphs 9.5.15 and 9.5.16, definitions of required controls were to be provided at the pre-proposal site visit. These were not provided. Please provide.
Government Response: Definitions of required controls were not provided at the pre-proposal site visit. Please refer to the (Nellis-Creech Lighting Requirements 2019-01-22 Appendices) of the latest Nellis and Creech AFB Installation Facilities Standards (IFS) Lighting Requirements dated 22 January 2019.
75. Please stipulate the locations and quantity of counters and cabinets required in paragraph 9.5.23.
Please clarify that these cabinets are subject to design features as required to meet accessibility standards (with knee space at the accessible lavatory or in a women’s lounge).
Government Response: The contractor shall design the remodeling/layout of all men and women restrooms. The counter tops shall be part of the lavatories design layout. The contractor shall incorporate the requirements for cabinets, counter tops, and back splash identified in paragraph 9.5.25 into their remodeling design of all restrooms. Only one men’s and one women’s restroom is required to meet ADA requirements/standards.
77. Paragraph 9.4.3 requires demolition and removal of all doors, frames, and hardware. Please confirm that this includes the existing doors from the restrooms into the corridors.
Government Response: This requirement under paragraph 9.4.3; include the existing doors from the restrooms into the corridors.
78. Paragraphs 9.5.31 and 9.5.32 indicate that existing door frames are to be prepped and painted, which is in conflict with the scope of work defined in paragraph 9.4.3. Please clarify if the entire door assembly, including door slabs, frames, and hardware, is to be removed and replaced with new.
Government Response: Paragraph 9.5.31 and 9.5.32 will be revised to indicate that all doors, door frames, door hardware, and doorway transition areas shall be replaced for all men and women restrooms on all three floors.
79. To what degree does the work described in the SOO extend to the Janitorial Closets located immediately adjacent to the women’s restrooms on all three floors?
Government Response: The sink, water supply lines and drain lines in the janitor’s closet shall be replaced.
81. The scope of work is requiring work to meet ADA standards, in the absence of the sketch mentioned previously and no reduction of plumbing fixtures we do not see how we can comply with current IBC Codes for water closet handicap restroom standards. Please advise if we are to keep the same number of fixtures or design to ADA standards that could reduce the number of fixtures available.
Government Response: Only one men’s restroom and one women’s restroom is required to meet ADA standards. Please design the ADA one men’s restroom and one women’s restroom to most current ADA and applicable standards.
82. SABER Specifications; Paragraph 32, subparagraph d, item (5), it calls for a sheet size (33”x 44”), this is not a standard size sheet. Is Arch E 36” x 48”, Arch E1 30” x 42” or ANSI E 34” x 44” acceptable size?
Government Response: The Government shall allow the submittal of either ANSI “E” (34”x44”) or ANSI D (22”x34”) as the acceptable size for the full sheet. However the Government shall retain the option to determine per Task Order; which ANSI full sheet size; that shall be used for the As-Built.

These manholes were not identified during the site walk, nor are they identified in the as-built drawings provided for building 20. Can this information be provided for quantifying purposes?
Government Response: The nearest manhole is located on the West side of the North wing of Bldg.
20; near the Transformer and the Pavilion area.
117. Attch_49-_SOO_for RKMF_1900-80, In the Statement of Objectives under section 1 scope page 2 of 9 a sketch is mentioned as being provided. “When complete, the project shall be as shown below (both in the attached sketch and work description)”. There is no sketch provided in the design packages that could be found for bldg. 20. Is there a sketch available?
Government Response: Please disregard the statement about an attached sketch. It should have only referenced the “Project Scope Statement and Work Description”. Under Section 1 SCOPE, the reference to a sketch has been removed. No sketches shall be provided.
118. Attch_49-_SOO_for RKMF_1900-80, Section 9, Page 5 of 9, It states the offer is to provide results for the ABS LBS testing prior to award of project. How can the offeror provide results for testing in advance of award? Is the true intent to provide results after award?
Government Response: See RFI #64 response.
120. Atch_50-_B20 As- Built, Pages 128. 129, and 130 of 139 drawings contain the following call out “See ¼ SCALE PLAN, SHT42”. Is this sheet available to the offeror’s? It was not contained in the As-Built.
Government Response: Attachment 50 As-Built Drawings; additional As-Built Drawing are being provided.
121. The drawing size is said to be “E”, would it be possible to use “D” as well? The “D” size scales a half size print to a true half size. It also is easier to open, use and store being slightly smaller.
Government Response: The Government shall allow the submittal of either ANSI “E” (34”x44”) or ANSI D (22”x34”) as the acceptable size for the full sheet. However the Government shall retain the option to determine per Task Order which ANSI full sheet size shall be used for the As-Built. The half sheet size shall be C (17”x22”) or B (11”x17). Corrections has been made to Attachment 04 SABER Specifications.
122. Calculations are required with the designs. Would it be allowable to use cut sheets of equipment for their calculators, rather than attempt to rework them precisely?
Government Response: Cut sheets of equipment for their calculations shall be allowed in-lieu-of reworking them precisely.
123. All the men’s bathrooms appear to be too small to incorporate the requested changes. In order to meet ADA in the men’s restrooms, there will need to be a removal of one (1) sink and one (1) urinal.
How would the government like to proceed?
Government Response: If a reduction in the quantity of urinals and sinks is required for the single men’s restroom and single women’s restroom to meet the minimum ADA requirement; then the Government is in agreement.
124. Requesting approximate building occupancy and traffic flow.
Government Response: The building occupancy and traffic flow information is not available. The goal is maintain the same number of fixtures within the restrooms unless a reduction in fixtures is required for modifying the restrooms to be ADA compliant. In order to try and maintain the current quantity of fixtures in each Men and Women restroom; the design shall only meet the minimum distance around each water closet, urinal, and lavatory to meet Code compliant. There shall only be a reduction in the quantity of water closets, urinals, and lavatories; is when it is absolutely necessary to meet Code compliant (such as required distance between two fixtures or fixture and wall).
125. Looking for clarification on the third party plumbing requirements. Is it the intent to bring in city or state inspectors for QA check?
Government Response: City and/or state inspectors are not required for this task order. The Government recognizes that the Contractor’s Quality Control Representative shall provide the QC Report/Document to the Government reflecting the method of testing and the testing results for (pressure and leaks) of installed Sewer, Vent Stack Piping, and Supply Water Lines. For the sewer, vent stack and supply water lines; an independent 3rd party individual shall not be required.
127. Attachment 04 – SABER Specifications, 4. Project Estimating/Design Ordering Procedure, i. Cost Proposal references “Subdivision 01-54-39 – Construction Equipment, excluded in its entirety.” In researching this specification number, it does not appear in the RSMeans book. Can you please clarify/confirm the number reference?
Government Response: This is a Typo; please disregard. Subdivision 01-554-39 has been removed.
Changes have been made to Attachment 04 SABER Specifications.
130. Attachment 04 – SABER Specifications – Are there available lay-down areas for an office trailer, material storage/staging, trash dumpsters, etc.? Should we assume space is available within base boundaries or off the base?
Government Response: Currently there is not a pre-identified lay-down area. However; the Base does allow for a lay-down within the boundaries of Nellis AFB. A specified lay-down location around Bldg. 20 for this Project shall be identified upon award of this Project.
132. Will the government allow any “dual-hatting” of the Superintendent, SSHO or QC Manager positions, or will all three personnel be required on all Task Orders. Would the government consider dual-hatting these positions on the lower cost task orders? Any additional information regarding this requirement/intent will aid in the development of our coefficient.
Government Response: Yes. Dual-hatting is allowed but the Contractor is still required to fully meet all responsibilities for each of the positions.
134. For the annual estimating software training requirements- please specify the number of government attendees who will require training.
Government Response: Training shall be provided for 12 attendees total. This government response shall be added to Attachment 04 SABER Specifications Contractor-Furnished Equipment/Supplies, Cost Estimating Software/Hard Copy Requirements- 13 (a)(4)(v).
136. Please clarify how many individuals with Line Badge Escort privileges are expected/required?
Paragraph 33 from Attachment 04 reads, “4 & 20 for Nellis AFB and 8 for Creech”. Is this to be interpreted as 24 at Nellis and 8 at Creech?
Government Response: These numbers “4 & 20” refers to the controlled area numbers on Nellis AFB;
meaning any escort must obtain an escort badge for area “4” and area “20”. The number “8” refers to the controlled area number on Creech AFB; meaning any escort must obtain an escort badge for area “8”. Individuals who are badged as an escort shall not escort more than 10 individual for the controlled area. The escort must maintain accountability and visibility of all contractors under their escort. Updates have been made under Section 33 to Attachment 04 SABER Specifications.
138. Per the specs, the power in some areas of work is “Private” and contractor will have to negotiate.
Will the contractor be allowed to add to the task order cost to cover this additional cost on a case by case basis?
Government Response: Any negotiated item or price with Valley Electric Association, Inc. must be approved by the Government prior to task order award.
139. Will the government please state the required qualifications of the escorts?
Government Response: Any individual who is required to escort within restricted areas on Nellis, Creech or any of its properties; shall have at a minimum a Secret Clearance or higher as required by the specific restricted area. See revised Chapter 33 para (a) of Attachment 04 SABER Specifications for further information.
140. Attch_4_Saber Specs_13MAY19, Page 56 of 68, AIRFIELD RESTRICTIONS, Para. a, it states possible escorts may be active duty, DOD civilian personnel and retired military”. Are there other options that allowed specifically contractor personnel whom can attain this privilege?
Government Response: Yes. See revised Chapter 33 para (a) of Attachment 04 SABER Specifications for further information.
141. Attch_4_SABER SPECS_13MAY19. Page 65 i. Controlled AREA it states the contractor will always be under escort. Is the contractor to provide this escort, or will the Government? Approximately what percentage of the yearly task orders are in this area?
Government Response: In cases in which the Government cannot approve Free-Zone requests, or provide Government escorts, the SABER Contractor shall be required to provide escorts. The Government cannot reasonably forecast the number of projects within controlled and/or restricted areas.
142. Attch_4_SABER SPECS_13MAY19. Page 67 aa. Restricted Work Area it states the Contractor shall be escorted to and from the work site by Government representative. Does the offeror need to assume they will be charged for this escort?
Government Response: See revised Chapter 39 para (aa) of Attachment 04 SABER Specifications for revised definition. However, in cases in which the Government provides escorts for work within restricted areas, the Contractor is not required to reimburse the Government. It’s important to note that a Contractor’s failure to provide escorts when required by the Government would be considered a violation of the contract terms.
RFIs Received After Due Date:
144. We understand the Government’s response to question 132 that a Superintendent / SSHO / QCM may not be “dual-hatted”. May the Superintendent also serve as the Escort for Controlled/Restricted Areas?
Government Response: See revised answer to question 132. Dual-hatting is allowed but the Contractor is still required to fully meet all responsibilities for each of the positions.
145. Please confirm that Escorts will be required for both Controlled and Restricted Areas?
Government Response: In cases in which the Government cannot approve Free-Zone requests, or provide Government escorts, the SABER Contractor shall be required to provide escorts for both Controlled and Restricted Areas.
146. For individuals applying for Escort (Red Badge) privileges/status- how long does the background check take and what is the cost for this?
Government Response: The Government will not obtain/process security clearances on behalf of contractor personnel. Therefore the Contractor shall provide escorts that possess the required security clearance. Typical sources for escorts include active duty; retired military; DOD civilian personnel; and sub-contracted services which provide personnel who possess the appropriate security clearances to obtain the necessary restricted area badges. See revised Chapter 33 para (a) of Attachment 04 SABER Specifications for further information.
147. Is there a resource pool of candidates that hold Escort Badging status that are available to the Contractor (e.g. Retired military personnel on base, local business that provides this service, etc) – if so, can the Government share this information?
Government Response: Typical sources for escorts include active duty; retired military; DOD civilian personnel; and sub-contracted services which provide personnel who possess the appropriate security clearances to obtain the necessary restricted area badges. See revised Chapter 33 para (a) of Attachment 04 SABER Specifications. However, it would not be appropriate for the Government to recommend specific contractors to fulfill these services.
148. CLINs 0001/2/3/4/5AI request extended pricing for 1,000 Days of Escort requirements. Is the contractor to expect 1000 days of Escort requirements per year? We are challenged with making this amount of (estimated) days concur with the projected award volume for each area (as shown in CLINs 0001/2/3/4/5 – AA/AB/AC/AD/AE/AG/AH. More specifically, if Escorts are only required for work performed in Restricted Areas then the anticipated volume between Nellis and Creech represent 2.6M in annual volume or 13% of the annual representation of 20M.
Government Response: The only times the Contractor would be expected to provide escorts are in cases in which the Government cannot approve Free-Zone requests, or provide Government escorts.
The Government cannot reasonably forecast the number of projects within controlled and/or restricted areas that the Contractor will be required to provide escorts. The estimate of 1000 days of escort requirements represents a ceiling within each ordering period.
