FA486119RA009 SABER
RFI’s
1. I am writing in reference to Solicitation No. FA486119RA009, Nellis/Creech AFB SABER. The SF 1442 states that “competition will be limited to certified HUBZone firms with a bona fide place of business located within the geographic area services by the Small Business Administration Region 9.”
However, the original synopsis does not restrict competition to firms located within Region 9.
Moreover, HUBZone small business set-aside contracts are not typically restricted to a particular geographic region. Please confirm if competition will be restricted as stated in the SF 1442, or if any qualified HUBZone certified firm may submit a proposal in response to this solicitation.
Government Response: Please see Amendment 01 of this solicitation posted on FBO.
2. In order to reduce burden on our customers will the Government please consider allowing previously completed PPQs to be included in our proposal?
Government Response: Please note that PPQ submissions are only required for projects that do not have completed reports in the Contractor Performance Assessment Reporting System (CPARS). In the absence of complete CPARS, offeror’s shall provide a PPQ in accordance with Section L. In accordance with Section L, Para 2(a), “Non-conformance with the instructions provided in this ITO may result in an offeror being ineligible for award.”
3. We are unable to open Attachments 21-26 and receive an error message stating the file is damaged and cannot be repaired; please provide.

Government Response: Offeror’s are required to provide all applicable attachments to provide a complete 35% design that includes all the required elements listed in Attachment 4, SABER Specifications, (paragraph 4.j.1 Statement of Work, paragraph 4.i Cost Proposal, paragraph 4.j.3 Design Drawings, and paragraph 4.k.2 35% Design) for RKMF 19-0080- Repair Restrooms and Infrastructure 99 FSS Bldg 20.
22. Section L, 4. Organization, c. Cost or Pricing Information – The requirement states “All cost or pricing information shall be addressed ONLY in the Cost/Price Proposal and Contract Documentation volumes. Work-hour estimates and material kinds and quantities may be used in other volumes only as appropriate for presenting rationale.” However, Volume 1, Demonstration Project Proposal requires a complete cost estimate for the demonstration project. Please confirm that cost information can be included in Volume 1 to meet this requirement.
Government Response: Yes. Per Volume 1, a complete cost estimate in accordance with Attachment 04, SABER Specifications is required.
23. Section L, Volume 1, Demonstration Project Proposal – The demonstration project requires “A complete cost estimate in accordance with Attachment 04, SABER Specifications.” The example e4clicks cost estimate provided in Attachment 04 shows bare costs along with Las Vegas CCI and a coefficient for Nellis 10-50 miles. Should we assume the same information (CCI and a coefficient) should be applied and included in our demonstration project cost estimate?
Government Response: No. Offeror is responsible for submitting their own coefficients as part of Volume 2- Cost/Price Proposal. In accordance with Attachment 04, SABER Specifications- City Cost Index (CCI), the CCI for task orders will use the most current published CCI for Las Vegas, Nevada.
24. Section L, Volume 1, Demonstration Project Proposal – In regards to the demonstration project proposal cost estimate, what coefficient (unrestricted area, standard/non-standard working hours, controlled area, restricted area) should be applied?
Government Response: In accordance with Attachment 04, SABER Specifications- City Cost Index (CCI), the CCI for task orders will use the most current published CCI for Las Vegas, Nevada. An Offeror is responsible for submitting coefficients against line items in Attachment 01, Price Schedule, for work encompassing situations in each line item to include unrestricted area, standard/non-standard working hours, controlled area, and restricted areas.
25. Section L, 4. Organization, h. Electronic Copies – The requirement states “The electronic copies of the proposal shall be submitted in a format readable by Microsoft (MS) Word 2010(r), MS Excel 2010(r), MS-Project 2010(r), and MS-Power Point 2010(r) as applicable.” Will the government please allow submission of proposals in Adobe pdf format? This format will make it easier to provide drawings, schematics, estimates, progress schedules, graphic representations, etc.
Government Response: See Solicitation Amendment 7. Adobe PDF format will be acceptable.
26. Section L, 4. Organization, h. Electronic Copies – Please confirm offerors can provide 35% design documents in Adobe pdf rather than Microsoft programs to meet the requirements in Volume 1, Demonstration Project Proposal.
Government Response: See Solicitation Amendment 7. Adobe PDF format will be acceptable.
27. Section L, Volume 1, Quality Control Plan – item d. requires identification of key quality control personnel (with no overlapping duties and responsibilities). Further, Attachment 04 requires employment of a QC manager for the sole purpose of QC duties and this person is not allowed to perform Program Manager functions. Please provide additional QC staffing requirements/expectations for QC officers and/or specialty inspectors given the estimated annual volume of $20M.
Government Response: Please complete Quality Control Plan in accordance with Section L, Volume 1.
28. Section L, Volume 2, Section B and Attachment 01 Price Schedule – The Section B requirement states, “The Offeror shall provide a price or coefficient for all line items in Section B of the Solicitation. This shall be submitted as an Excel spreadsheet” However, Attachment 01 Price Schedule is also provided as part of the RFP package.
a. Are offerors required to complete both Section B and Attachment 01 Price Schedule?
b. If both Section B and Attachment 01 are required to be completed, should offerors assume that Attachment 01 line items should be totaled and the sum included in the applicable Section B row?
c. Please confirm offerors can prepare an Excel Spreadsheet for Attachment 01 Price Schedule rather than the simple Section B table.
Government Response: See Amendment 7. The Offeror shall provide a price for all line items in Section B of the Solicitation. The prices in Section B are based on corresponding aggregates of Attachment 1 – Price Schedule. See item descriptions in Section B for details.
29. Attachment 01 – Pricing Schedule includes coefficient line items for Nellis AFB and Creech AFB but does not include line items for Range 63 and Point Bravo. Please clarify if these locations should have separate line items or if they are included within the Creech AFB line items
Government Response: Per Attachment 04, SABER Specs, Other Items Covered Under Contractor’s Coefficient-“Due to the remote locations of Creech AFB, Range 63, and Point Bravo, an increase in labor, transportation and other costs is expected. However, a separate City Cost Index (CCI) does not exist in those areas. In order to account for these price increases, the Contractor shall use location-specific design fees and coefficients. One set of design fees and coefficients shall be used exclusively for projects at Nellis AFB, and another set of design fees and coefficients shall be used exclusively for projects at Creech AFB, Range 63, and Point Bravo”. Therefore, projects at Range 63 and Point Bravo will utilize coefficients and design fees as established by the awarded SABER under Creech AFB line items.
30. Attachment 41 - Teaming List is provided as a part of the RFP but there are no instructions provided in Section L as to its submission within the proposal. Do we need to submit Attachment 41 – Teaming List? If so, please clarify what volume should include this attachment.
Government Response: See Solicitation Amendment 7 for updated Volume 3, Para b.
31. Section L, Volume 3, Recent/Relevant Contracts – The requirement states “Offerors shall submit information on up to six (6) recent contracts from the prime contractor considered most relevant in demonstrating performance abilities on the SABER. In addition, Offerors shall include up to three (3) recent contracts performed by each teaming partner and/or joint venture partner considered most relevant, in demonstrating their ability to perform the SABER.” In the event that a JV prime contractor does not have any contract experience, is it acceptable to use projects from either JV entity to meet this 6-contract requirement in addition to providing 3 contracts performed by each JV partner?
Government Response: Please see Amendment 7 Section L, Volume 3- Past Performance. Offerors shall submit information on up to six (6) recent contracts considered the most relevant in demonstrating their abilities to perform on the SABER. If an offeror is submitting with a teaming partner and/or joint venture partner, Offerors shall include up to three (3) recent contracts performed by each teaming partner and/or joint venture partner considered most relevant, in demonstrating their ability to perform the SABER.
In addition, Per 13 CFR § 126.616(f) “When evaluating the past performance and experience of an entity submitting an offer for a HUBZone contract as a joint venture established pursuant to this section, a procuring activity must consider work done individually by each partner to the joint venture as well as any work done by the joint venture itself previously.”
32. Section L, Volume 3, Recent/Relevant Contracts – Is it acceptable and relevant to submit overall SABER/JOC/IDIQ contracts in Volume 3 to satisfy the Recent/Relevant Contract requirements?
Government Response: Please see Solicitation Section’s L & M for definitions of Recent and Relevant.
33. Section L, Volume 3, Recent/Relevant Contracts – Please confirm that the submission of SABER/JOC/IDIQ contracts performed as the Prime Contractor will be considered more relevant than a single, multi-discipline task order/project.
Government Response: The Government will conduct the Relevancy Assessment in accordance with M.
34. Section L, Volume 3, Past Performance Questionnaires (PPQ) – Is it acceptable to submit a previously completed PPQ for contracts that do not have a CPAR to alleviate the burden of contract references completing a new PPQ for each individual procurement effort?
Government Response: Please note that PPQ submissions are only required for projects that do not have completed reports in the Contractor Performance Assessment Reporting System (CPARS). In the absence of complete CPARS, offeror’s shall provide a PPQ in accordance with Section L. In accordance with Section L, Para 2(a), “Non-conformance with the instructions provided in this ITO may result in an offeror being ineligible for award.”
35. Attachment 04 – SABER Specifications, 4. Project Estimating/Design Ordering Procedure – Please define the level of magnitude/extent of design that makes up a 35% design?
Government Response: 35% design level requirements are defined in Attachment 4 SABER Specs.
36. Attachment 04 – SABER Specifications – Please provide the minimum staffing levels/expectations for the overall SABER contract?
Government Response: The Government does not require minimum staffing levels.
37. Attachment 04 – SABER Specifications – Is there a blanket bond requirement for this contract?
Government Response: Please see Solicitation, Attachment 2, Section L, Volume 1- Technical, Bonding Capability. “The offeror shall demonstrate its capability to provide payment and performance bonds to meet the maximum task order amount ($2,000,000) as well as a potential aggregate amount of $20,000,000 from an acceptable surety in accordance with FAR 28.202 Acceptability of Corporate Sureties, reflecting sufficient bonding capability.”
38. Who negotiates the task orders from the Government side? Is it the expectation that subcontractors and suppliers will attend and participate in the negotiation process, or will the Prime Contractor (SABER contractor) be allowed to handle this without 2nd tier participation?
Government Response: A Contracting Officer will negotiate on behalf of the Government. No limitation on attendees from the Prime Contractor’s end, however the Prime Contractor will be held liable for any/all contractual agreements.
39. Confirm that the intent is to either award a design effort at 10% or 35%, but never both for the same task order?
Government Response: Confirmed.
40. How frequently will the CCI be updated for estimation purposes? More specifically, will the CCI changes on the contractor’s estimates be updated quarterly or annually. If annually, will this be take place at contract award anniversary or another annual milestone?
Government Response: For application of CCI during initial task order estimate, see Attachment 4 SABER Spec, Para 13(b)(2)(a). For CCI updates, see Attachment 04, SABER Specifications Para 4(i)(5).
41. Will the Government provide a tax exemption certificate for either material or sales tax?
Government Response: No.
42. Will the government supply historical data for yearly expenditures on the previous SABER, i.e.… maintenance, repair, alteration, mechanical, electrical, heating/air conditioning, demolition, painting, asbestos remediation, paving and earthen work for industrial/office buildings and/or infrastructure?
Government Response:
43. Will the government supply a percentage breakdown for the types of work completed on previous SABER and/ or anticipated on the new contract?
Government Response: The Government does not possess this information and is unable to forecast future breakdowns.
44. It has been stated in the specs “Personnel and equipment entry may be subject to delays due to security processing.” Will the contractor be allowed to add to the task order cost to cover this additional cost on a case by case basis?
Government Response: Any requests for equitable adjustment due to significant delays must be evaluated by and approved by a Contracting Officer.
45. Will the government please indicate if the seed project will be awarded to the apparent low bidder?
Government Response: The seed project will be awarded to the offeror determined to be the best value to the government in accordance with Attachment 3 - Section M.
46. Will the government please release the incumbent’s name and winning coefficient?
Government Response: FA486117DA200 is the contract number and Weldin, LLC is the incumbent.
Specific coefficients are considered protected information.
47. Will the government provide a historical representation on the type of work performed on the SABER over the last 1, 2 or 5 years?
Government Response: Please see Historical Data in Attachment 7.
48. Will the government provide a historical data on what time of year most of the work is to be performed?
Government Response: Please see Historical Data in Amendment 7.
49. Is it the government’s intent to have a full 100% design drawing for the identified 35% design task order? The outlined requirements are typical of complete design efforts and are far more than a typical 35% Simplified project.
Per the Solicitation, a 35% design will be necessary to confirm technical acceptability as part of Volume 1- Technical. Please also see Attachment 04, SABER Specs, on what is considered technically acceptable for a 35% Design.
50. Full design analysis is typically done by Architects, is it the intent of the government to incorporate this level analysis on 35% drawings?
Per the Solicitation, a 35% design will be necessary to confirm technicality as part of Volume 1- Technical. Please also see Attachment 04, SABER Specs, on what is considered technically acceptable for a 35% Design.
51. Which quarter of the City Cost Index should be used for proposal purposes?
Government Response: In accordance with Attachment 04, SABER Specifications- City Cost Index (CCI), the CCI for task orders will use the most current published CCI for Las Vegas, Nevada.
52. Per the SABER Specifications, the contractor is to provide 6 licenses for pricing/estimating software
(4Clicks or equal). Will the government allow us to purchase this software via the GSA Schedule? The price quoted from 4Clicks for this SABER is nearly $8,000 per license (per year). When priced on the GSA Schedule, the same software license is priced at just over $4,300 per license (per year). If the government would authorize us to purchase this via the GSA Schedule, there would be a savings of just over $21,000 per year.
Government Response: The Government will not authorize you to purchase via GSA Schedules.
53. Attachment 30, Schedule, is a protected file. How do we open this file so that we can start the schedule? Please advise.
Government Response: Please see Amendment 2 for any re-uploads of attachments.
54. What percentage of task orders should offerors assume will be at Creech AFB?
Government Response: This information is not available. Task orders will be issued in accordance with FAR 52.232-18 Availability of Funds. Please see Historical Data in Amendment 7.
55. What percentage of task orders should offerors assume will be at Range 63 and Point Bravo?
Government Response: This information is not available. Task orders will be issued in accordance with FAR 52.232-18 Availability of Funds. Please see Historical Data in Amendment 7.
56. Will the government please provide the percentage and dollar value breakdown between the amount of work performed at each AFB, Nellis and Creech
Government Response: This information is not available. Task orders will be issued in accordance with FAR 52.232-18 Availability of Funds. Please see Historical Data in Amendment 7.
57. What quantity of male/female temporary restroom facilities are required?
Government Response: The following information shall reflect the overall quantities for water closets, urinals, lavatories, and baby changing tables: Provide 80% of the current quantity of standard water closet for men, provide 80% of the current quantity of standard urinals for men, provide 80% of the current quantity of standard lavatory for men, provide 80% of the current quantity of ADA water closet for men, provide 80% of the current ADA urinals for men, and provide 80% of the current quantity of ADA lavatory for men. Also; provide 80% of the current quantity of standard water closet for women, provide 80% of the current quantity of standard lavatory for women, provide 80% of the current quantity of ADA water closet for women, and provide 80% of the current quantity of ADA lavatory for women.
Additionally; provide 1ea.-baby changing station for each men restroom and 1ea-baby changing station for each women restroom; for the temporary restroom facilities. Changes have been made to line item
9.4.31 and 9.4.32 of the SOO.
58. Please define the preferred location of the temporary restroom facilities and the location of available/preferred power connection for these facilities. Please note that each facility (male & female) will require substantial power to support HVAC equipment, depending upon the size of the facility. Each will also require sufficient perimeter clearance to accommodate a wheelchair ramp.
Government Response: The location for the temporary restroom facilities shall be on the rock area located to the North or North East of Bldg. 20 across from Fitzgerald Blvd. The temporary restroom facilities shall be self-sufficient for potable water and sewage containment. There shall be no connections to the Base Water System and Sewage System. The temporary restroom facilities shall be allowed to be connected to the Base Electrical System. Accessibility Standards shall be applied in your setup location design/planning for the temporary restroom facilities. Changes has been made to line item 9.4.31 and 9.4.32 of the SOO.
59. Please stipulate the project limit(s) for repair or replacement of the sanitary sewer outside the building perimeter. Note that the as-built drawings show the sewer lateral exiting the building at the west end of the west wing, with a short (18’ long) section of VCP (vitrified clay pipe) connecting to the “existing 8 inch sewer”. Is the “existing 8 inch sewer” a part of the work? If so, to what extent in each direction?
Government Response: The Contractor shall determine from their investigation of the sewer line whether it is still a functional sewer line. From their investigation, if it is determined that the existing sewer line is not a functional sewer line, then the Contractor shall develop the method to making the non-functional sewer line into a functional sewer line.
60. Of what material is the “existing 8 inch sewer” constructed, as shown on the as-built drawings?
Government Response: The Government is unable to confirm the material the 8 inch sewer is constructed of. Please refer to the provided As-Built Drawings.
61. Please provide data on invert elevations for existing sewer lines, particularly at ground level and outside the building perimeter.
Government Response: Please refer to the provided As-Built Drawings.
62. We note that the SOO indicates working hours overlap the building’s operating hours. We anticipate much of the required work will be noisy, require movement of large quantities of both demolished and new materials via public entrances/exits, or be otherwise disruptive, and of necessity in very close proximity to the major operations and public areas. What is the Government’s intent regarding restricting working hours to nights and weekends in order to avoid disruption of ongoing operations?
Government Response: The Contractor will need to set up a meeting with User, 99 CONS, and 99 CES to discuss possibly extending working hours.
63. The SOO makes specific reference to requirements for design and installation of communications, access control, intrusion detection, and fire sprinklers. However, none of these systems was observed as being present in any of the restrooms/area of work. Please clarify the degree to which these systems will be required under the demonstration project’s task order.
Government Response: Please disregard any references to the requirements for design and installation of communications, access control, intrusion detection, and fire sprinklers. These items shall not be part of this project requirements. All references to access control and intrusion detection and fire sprinkler mentioned under Section 5 DRAWINGS STANDARDS has been removed from the SOO. However all information under Section 7.1 Advance Notification shall remain as a part of this Task Order and all Task Orders.
64. The SOO requires the Contractor to provide both Lead Bearing Paint (LBP) and Asbestos Containing Materials (ACM) test reports, mitigation plan, and to execute mitigation of any discovered hazardous materials. In the interest of competitive bidding during the SABER proposal process, please provide a Basis of Bid assumption regarding the presence of these materials, with the understanding that actual testing and the resulting scope will be subject to change after award, depending upon field verified conditions.
Government Response: The Government understands that actual abatement quantities cannot be clearly verified until actual testing. The Government is assuming that the required quantity of abatement is as follows: Linear Feet quantity shall be 210LF and Square Feet quantity shall be 6,000SF.
This shall include both Lead Bearing Paint and Asbestos Containing Materials.
65. Is the Contractor to assume that the existing clearances and configurations of toilets, urinals, partitions, and lavatories complies with applicable accessibility standards, and the installation of new toilets, urinals, partitions, and lavatories in these locations will meet current accessibility standards and be acceptable to the Government, including new grab bars, dispensers, and other accessories per current requirements? Please note that initial observations at the pre-proposal site visit and examination of the Government-provided as-built drawings suggests that not every existing condition meets current standards, and that implementation of the most current design standards for accessibility could necessitate substantial reconfiguration of the restrooms, including the deletion of some fixtures. For example, the original spacing of the urinals in the men’s restrooms is insufficient to accommodate privacy screens at an accessible urinal. Therefore, it is essential that the Government’s priorities for fixture quantities versus meeting current accessibility be defined.
Government Response: Meeting the Accessibility Standards shall supersede meeting fixture quantities.
The contractor shall meet the Accessibility Standard while seeking to maintain the current fixture quantities if possible.
66. Paragraph 9.4.27 stipulates installing new lateral sewer lines, while other paragraphs in Section 1 suggest that repair of laterals, in lieu of replacement, is an option. Please clarify if replacement of sewer laterals under the ground floor slab is the only acceptable approach.
Government Response: The Government requires replacement of the sewer lines. The correction has been made under Section 1 (PROJECT SCOPE STATEMENT). The Government is only requesting replacement/new for lateral and vertical sewer lines .
67. Please clarify if non-invasive repair of under-slab waste lines will be acceptable, such as the use of trenchless pipe re-lining. This approach will significantly mitigate disruption of ongoing operations in the building. Note that this question also relates to the fixture units to be used in calculating pipe sizes and slopes.
Government Response: The Government is only requesting replacement/new for all vertical and lateral sewer lines.
68. Paragraph 9.4.28 stipulates replacing sewer vent lines only “…up to the roof deck.” Please clarify if new roof jacks and vent pipes above roof level are required. If so, please provide full information on the existing roof, the status of its warranty, the warranty holder, and any other information applicable to installation of new work that will impact the existing roof membrane.
Government Response: The contractor shall be responsible for the investigation, verifying, development, and design for repair/replacement of the sewer lines, vent stack piping, and the hot and cold supply lines.
The Government does not have the above mentioned documents.
69. Please stipulate the quantity of men’s and women’s restroom facilities (toilets, urinals, and lavatories) to be provided in the temporary restrooms provided by the Contractor during the period of construction, per paragraph 9.4.29.
The Government answer to RFI 13 has been fully provided in line item 9.4.31 and 9.4.32 of the SOO.
70. For the purposes of sizing the repair/replacement of sewer lines and vents, is it acceptable for the Contractor to use water and waste volumes based on fixture units established by current codes, in lieu of simply replacing existing on a size-for-size basis? We note that all new fixtures will provide substantially lower water flow, hence total fixture units, than the conditions used in the original design. Appropriately sized waste pipe will enhance water flow and movement of solids.
Government Response: Please use current Codes, Regulations, Policies, Orders, UFCs, Standards, and etc.
