About this file

This is a Performance Work Statement (PWS) for a complete audio visual and video teleconferencing system to be installed in the JRC Conference Room at 27 SOCONS, Cannon Air Force Base, New Mexico, with a 90-calendar-day completion requirement from award date (document dated September 17, 2026).

The system must enable users to connect a Government laptop via a single USB-C connection at the podium and utilize integrated cameras, microphones, loudspeakers, televisions, and a projector with Microsoft Teams, Zoom, Webex, or other Government-approved conferencing platforms without requiring a dedicated room codec. The contractor must provide and install all equipment including a USB-C podium interface, 4K presentation switcher, audio processor with echo cancellation, two professional PTZ cameras with privacy controls, eight commercial ceiling loudspeakers, three table-mounted and two ceiling array microphones, two 105-inch televisions, a short-throw 5K-lumen projector, wired touch panel, professional AV podium, and lockable equipment rack with UPS and surge protection. All electronic equipment must be 889, 2Git, and TAA compliant. The contractor must verify existing electrical service and network availability, install all components at Government-approved locations with proper cabling management, and provide comprehensive documentation including equipment lists, design plans, as-built drawings, and cable lists. Testing must demonstrate complete system functionality including video conferencing on multiple platforms, display routing, audio coverage across all eight loudspeakers, camera controls and tracking, touch panel operations, and two-hour continuous operation without intervention. The contractor must provide one instructor-led user training session (up to two hours) and a separate administrator walkthrough, along with a one-year warranty covering all provided equipment, materials, programming, installation, and workmanship with one-business-day acknowledgment and five-business-day on-site service response for issues that cannot be resolved remotely. The contractor must possess all required OEM authorizations and certifications for installation, configuration, and support of proposed equipment, with all items sourced through OEM-authorized distribution channels. Key deliverable milestones include equipment list submission with the quote, project schedule within 10 days of award, design plan within 20 days of award, installation completion by day 70, testing and training targeting days 70-85, and final documents within 10 days of testing completion (no later than day 90).

1. Overview

The Government needs a complete, easy-to-use audio visual and video teleconferencing system for the JRC Conference Room. The contractor must provide the equipment, installation, programming, testing, training, documentation, and one-year warranty needed for a working system.

The main feature is a single wired USB-C connection at the podium. A user will connect a Government laptop and use the room cameras, microphones, loudspeakers, televisions, and projector with

Microsoft Teams, Zoom, Webex, or another Government-approved conferencing program. A dedicated room codec is not needed.

2. What the System Must Do

• Connect a Government laptop through one clearly marked USB-C cable at the podium.

• Use the installed cameras, microphones, and loudspeakers as normal laptop audio and video devices.

• Send laptop content to either television, both televisions, the projector, or all displays at the same time.

• Provide clear, full-duplex audio throughout the room without persistent echo, feedback, hum, or dead areas.

• Provide two stable pan-tilt-zoom camera views with at least 1080p video, presets, and automatic framing or presenter tracking.

• Provide a simple wired touch panel for startup, shutdown, display selection, camera selection, volume, and microphone mute.

• Return to normal operation after a routine shutdown, restart, or brief power interruption without contractor assistance.

• Operate without required cloud services, recurring subscriptions, or remote manufacturer access.

3. Government Provided Equipment
