About this file

This is a Performance Work Statement (PWS) for a complete audio visual and video teleconferencing system installation at the JRC Conference Room, 27 SOCONS, Cannon Air Force Base, New Mexico, with a 90-calendar-day completion deadline from contract award.

The system must enable users to connect a Government laptop through a single USB-C cable at the podium and access integrated cameras, microphones, loudspeakers, televisions, and a projector for use with Microsoft Teams, Zoom, Webex, or other Government-approved conferencing platforms without requiring a dedicated room codec or cloud services. Key requirements include: two professional pan-tilt-zoom cameras with 1080p minimum video and automatic framing/presenter tracking; full-duplex audio throughout the room without echo, feedback, or dead areas; a simple wired touch panel for system control; and automatic recovery from shutdown or power interruption. The contractor must provide equipment including a USB-C podium interface, 4K presentation switcher, AV-over-Category 6 transmitters/receivers, audio processor with echo cancellation, multichannel amplifier, eight commercial ceiling loudspeakers, conference and array microphones, two professional PTZ cameras, camera switcher with USB video selection, wired touch panel, professional podium/lectern, lockable equipment rack with UPS, two 100-inch flat-panel televisions, and all necessary installation materials. All electronic equipment must be compliant with regulations 889, 2Git, and TAA, and approved for Air Force network systems. The contractor must possess or obtain OEM authorizations and certifications to sell, install, configure, integrate, and support all proposed equipment through authorized distribution channels using new, genuine OEM equipment eligible for full manufacturer warranty and support. Installation deliverables include project schedule (due within 10 days), design plan with signal-flow drawings and cable routes (due within 20 days), completion by day 70, Government-witnessed testing and training between days 70-85, and final documentation including as-built drawings and configuration backups (due by day 90). Testing must verify laptop connection, video conferencing platform functionality, display output to all screens, microphone and loudspeaker performance, camera operation with privacy controls, touch panel controls, and two-hour continuous operation without failure. The contractor must provide one two-hour instructor-led user training session and a separate administrator walkthrough, along with a one-year warranty covering all contractor-provided equipment, materials, programming, and installation, with acknowledgment of warranty requests within one business day and on-site service within five business days when remote restoration is not possible. Contractor personnel requiring base access must complete identity verification and background vetting procedures coordinated by 27th Special Operations Security Forces Squadron, with Government providing required sponsorship.

1. Overview

The Government needs a complete, easy-to-use audio visual and video teleconferencing system for the JRC Conference Room. The contractor must provide the equipment, installation, programming, testing, training, documentation, and one-year warranty needed for a working system.

The main feature is a single wired USB-C connection at the podium. A user will connect a Government laptop and use the room cameras, microphones, loudspeakers, televisions, and projector with

Microsoft Teams, Zoom, Webex, or another Government-approved conferencing program. A dedicated room codec is not needed.

2. What the System Must Do

• Connect a Government laptop through one clearly marked USB-C cable at the podium.

• Use the installed cameras, microphones, and loudspeakers as normal laptop audio and video devices.

• Send laptop content to either television, both televisions, the projector, or all displays at the same time.

• Provide clear, full-duplex audio throughout the room without persistent echo, feedback, hum, or dead areas.

• Provide two stable pan-tilt-zoom camera views with at least 1080p video, presets, and automatic framing or presenter tracking.

• Provide a simple wired touch panel for startup, shutdown, display selection, camera selection, volume, and microphone mute.

• Return to normal operation after a routine shutdown, restart, or brief power interruption without contractor assistance.

• Operate without required cloud services, recurring subscriptions, or remote manufacturer access.
