MEMORANDUM FOR RECORD
SUBJECT: B848 Beacon Lighting, Invitation for Bid – Requests for Information (RFIs) Responses
1. Question 1: 1) The SOW states this opportunity is for n17 Beacon lights to be installed, but this attachment talks about linear LED lamps and retrofit LED fixtures. 2) Is this a complete retrofit of the entire office? If this is the case we need an audit of the facility to quote this entire opportunity. 3) Are the ceilings drop ceiling or hard ceiling, what type of ceilings do you have?
Answer 1: 1) UFC 3-530-01 provides a broad range of requirements for interior and exterior lighting equipment; not every part of the document will be applicable to this project. 2) This project is not a complete retrofit. It is limited to the n17 beacon lights, switches, and supporting electrical infrastructure. 3) Reflected ceiling plans have been provided.
2. Question 2: How soon did you want this project completed? Do you currently have the funds for this opportunity?
Answer 2: The period of performance for this project is 60 days. The Government has no set completion date goal for this project, but we can reasonably expect work-start to begin no later than 1 November 2022, depending on long-lead items. Completion date would be 60 days from then. The Government has an Authority to Advertise this requirement – it does not have certified funds. This means that the funds have been requested, and are technically there, but there is the possibility that funds could not be certified or given for this project.
3. Question 3: Would it be possible to get photos of the ceiling where the lights are installed and anything else electrical like the electrical panels ect?
Answer 3: Photos within the SCIF are unavailable currently. Refer to as-builts and reflected ceiling plan for ceiling, light, and electrical panel details.
4. Question 4: Can the Government provide a full set of plans/as-builts to scale?
Answer 4: Yes, see separate attachment(s).
5. Question 5: Will the government consider changing the NAICS code and size standard?
Answer 5: The Government considers the NAICS 238210 - Electrical Contractors and Other Wiring Installation Contractors to be the most appropriate for this acquisition.
6. Question 6: Does the Government require additional security systems restricting certain personnel from accessing the light switches?
Answer 6: No additional security is required for light switches. They shall be accessible to all personnel.
7. Question 7: Will the Government please identify the location of all accessible electrical rooms?
Answer 7: See as-built drawings for locations.
8. Question 8: 1) During what hours is the facility in use? 2) Is it possible to schedule time when the facility will be closed?
Answer 8: 1) The facility is in use 24 hours a day, 365 days a year. 2) It is possible to schedule downtime. October through February is preferable.
9. Question 9: Does the Government require light switches to be color coded and labeled according to the zone the switch is responsible for?
Answer 9: Yes.
10. Question 10: What percentage or monetary amount of the work will the prime contractor be responsible for performing?
Answer 10: There is no standard or expectation for a percentage of work to be completed by the prime and all potential subs. Offerors could 100% subcontract out, or 0% subcontract out. Bid as you see in the best interest of your business and the Government.
11. Question 11: Will the prime contractor have to provide and indicate key personnel per each trade performing the work or will this only be pertinent to the subcontractors?
Answer 11: This is not a bid requirement.
12. Question 12: Are there any available as-builts or historical drawings available to reference electrical panel locations, existing structural, and existing architectural conditions in proximity to the installation of the Beacon lights to further develop the design, engineering, and electrical estimate?
Answer 12: Yes, see separate attachment(s).
13. Question 13: In lieu of the Edwards Signal 50B-N5-40WH, will the LED equivalent model #51XBRFB120A be acceptable?
Answer 13: Specific model proposed is unacceptable due to audible warning feature. Beacon light must not emit sound. However, LED type lights are acceptable. Ensure light meets intent equal to “Edwards Signal 50B-N5-40WH”.
14. Question 14: Will the prime contractor be required to be in possession of any sensitive, classified, or controlled documents that will require compliance to the updated NIST/CMMC requirements?
Answer 14: As-built documents are "For Official Use Only (FOUO)". No information higher than FOUO -level are expected to be required to complete this requirement.
15. Question 15: Do I have to be a licensed contractor in the state of New Mexico as we are currently licensed in other US states.
Answer 15: Bidders do not need to be licensed in the State of New Mexico if they are licensed in another state.
16. Question 16: Do I need to hire a licensed electrical contractor in New Mexico or is a journeyman electrician acceptable?
Answer 16: The contractor should hire the personnel they feel are necessary for completing the work.
17. Question 17: Can we provide a MOP (Method of Procedure) opposed to engineering drawings...
The MOP's can be reviewed and approved by your staff as this will save 1000's on the engineering design
Answer 17: 1) Generally, conduit is required to be exposed when running SIPR comm lines through unsecure buildings. For this project, CAFB does not specifically require beacon light power to be run in exposed conduit unless necessary to meet ICD 705. However, Contractor is free to propose alternative construction methods in the interest of cost, complexity, and/or reduction of facility interruption. 2) A “MOP” document may not be used in place of Construction Drawings, only in conjunction if necessary for clarity of proposed work.
Construction Drawings are required for proper Government review of the means and methods proposed by the Contractor.
18. Question 18: Is there a preferred brand of beacon lighting fixtures or can we propose an equal model?
Answer 18: Alternative equipment may be proposed
19. Question 19: What are the requirements for temporary fencing?
Answer 19: If the KTR needs a laydown yard or staging area, they will have to fence it off.
