| 15 | Past Performance- Due to the highly technical nature of the project, can the government expand on the evaluation criteria so the Prime Contract can demonstrate managing a DoD airfield pavement project and the key airfield paving subcontractor demonstrates specific criteria, such as construction of DoD/FAA Airfield Portland Cement Concrete (PCC) paving project with a minimum of 20,000 CY and 14 inch thick. | The Government is not changing what is required by the RFP at this time. | |

| 19 | Ref Solicitation Section M - Evaluation Factors for Award, II. Proposal Evaluation, pg 60, D. Volume III Past Performance, General and Past Performance Assessment | Airfield concrete paving is a very specialized trade that requires proven experience to provide the government with the best results. We recommend the following additional evaluation factors be added to qualify the PCC paver on each proposal. 1. Experience with Airfield PCCP of at least 14" thick. 2. Experienced airfield PCCP of at least 25,000 cubic yards. 3. Experience with airfield PCCP in high desert conditions comparable to Cannon AFB. | The Government expects vendors to submit relevant airfield projects within the magnitude and based on the SOW, specifications, and drawings. |
| 20 | Ref L and M | The Past Performance Submissions section (pg 51) of the solicitation states that past performance is evaluated using up to (3) relevant projects for the prime and (1) relevant project from each critical subcontractor. This could result in up to (4) or (5) total project submittals. However, the next line states, if more than (3) projects are submitted, only the first (3) projects will be considered for evaluation. Furthermore, in the Past Performance Assessment section (pg 61), item #3, Critical Subcontractors, it states that evaluation of the offeror's past performance will not include past performance of any subcontractors. Can the Gov't provide clarification of how many total projects will be evaluated and under what circumstance projects from critical subcontractors will be considered for evaluation? | An amendment will follow to state that past performance will include the present/past performance of any subcontractor(s) when they perform major or critical aspects of this requirement. Per Section L, paragraph D, the offeror shall submit present and past performance information for itself and any joint venture member, as well as each proposed critical subcontractor in accordance with the format contained in the past performance information sheet. Furthermore, no more than three in total relevant projects for the prime and no more than one per critical subcontractor. The reference where section L states that only the first three projects will be considered, it is referring to the prime. |
