About this file

This solicitation is for a single construction project at Cannon Air Force Base in New Mexico with two phases. Phase one involves reconstructing sections of Taxiway Mike, totaling 102,000 square feet, replacing asphalt with Portland cement concrete and repairing adjoining hot brake pads and joints. Phase two reconstructs sections of Taxiway Delta, replacing 25,000 square feet of concrete in one section and 75,000 square feet of asphalt with concrete in another section, along with slab replacement and joint seal repair. Taxiways Mike and Delta cover a combined area of 202,000 square feet. The work stems from a 2015 pavement condition report identifying the need for repair on sections of the taxiways.

PART 1 GENERAL

1.1 PROJECT LOCATION

All work under this project will be performed on Cannon Air Force Base (CAFB) New Mexico. Work areas are identified on the enclosed drawings.

1.2 ISSUING OFFICE / NOTIFICATION OF WORK START

a. The following office is authorized to place delivery orders and will be responsible for their administration:

27th Special Operations Contracting Squadron 110 Allison Avenue

Cannon Air Force Base, NM 88103

b. The Contractor shall give at least 10 working days advance notice in writing to the Contracting Officer (CO) prior to beginning any work under this contract. The Contractor shall provide an "on-site start work" notice to the CO stating the intended construction start and completion dates. This on-site start work notice shall be in concurrence with schedules and meetings according to Section 01 32 01.00 10 PROJECT SCHEDULE, unless approved otherwise by the CO. To maintain coordination and to verify staffing of Government project key personnel, the Contractor shall notify the CO at least five working days prior to starting the on-site work, unless approved otherwise by the CO.

c. Coordinate with appropriate utility-locating agencies. A Base Civil Engineer Work Clearance Request Form AF 103 will be completed prior to any physical work taking place. AF 103 will be given to the Contractor during the pre-construction meeting. AF 103 must be signed and kept on site at all times with prime Contractor. Contractor shall schedule a meeting time to meet with each utility agency at the work site to locate affected utilities. Contractor is responsible for any associated renewals with the approved AF 103 to maintain an active form throughout construction.

d. Clearance request is not valid until signed by the approving officer (Block 18 of AF 103). Approving officer will not sign until all locates are marked and all utility-locating agencies' signatures are on the form.

e. For excavation work: Work shall commence within 30 calendar days after the approving CO's signature, otherwise clearance request is invalid and a new request is required. Notify CO immediately if new utilities were installed by others and not marked after all initial locates are made.

f. Contractor shall maintain all marked utilities in the field once they are initially marked by each utility agency. If markings are damaged, Contractor shall request new locates and shall give the locating agency 48 hours to perform the new locates.

g. Expenses for time and materials to perform repeat locates shall be borne by the Contractor, unless otherwise approved by the approving

SECTION 01 01 00 Page 3 officer.

h. Cost to do the repeat locates will be deducted from the final invoice.

In cases where utilities were marked late in the year and operations had to be shut down for winter, marked utilities would still have to be maintained by the Contractor by placing stakes or transcribing the marks on a drawing. When construction resumes, Contractor shall re-mark the site and may request verification of utility locations at no additional cost to him. (Off-Base utility- locating agencies might request additional cost for repeat locates.)

1.3 WORK SCHEDULE

a. Work Hours: Work hours on this project shall be limited to Monday through Friday, between 0700 - 1600 hours, excluding federal holidays, unless approved otherwise in writing by the CO. The Project phasing requires work outside the standard work hours to limit impacts to Runway operations, and concrete paving may require work performed during night hours due to temperature/weather. The outside of standard work hours/days shall be closely coordinated with the CO, Operations Manager, and other key Base Project personnel prior to any work being performed (see below for additional requirements).

b. Should the Contractor desire to work other than these hours, the Contractor must request approval in writing at least 10 working days in advance. For emergencies, 24 hours prior to the period of the intended deviation, but not later than Friday 0900 hours for working on the weekend. The Contractor shall not deviate from standard work hours unless permitted to do so in writing by the CO.

4. AFI 91-203, Air Force Consolidated Occupational Safety Instruction

b. The primary CAFB directive is CAFBI 32-201.

c. These directives may be reviewed at the Base Civil Engineering offices, Building 355, 506 North Air Commando Way, Cannon Air Force Base, NM 88103.

d. Prior to using any open-flame devices or welding equipment, the Contractor and subcontractor personnel performing this type of work shall be certified per the requirements of AF Form 592, USAF Welding, Cutting and Brazing Permit. Certification training is provided by appointment and can be scheduled by contacting the CAFB Fire Department at (575)784-4852.

Final physical arrangement shall be as determined by the Contractor, subject to the CO's approval. However, design of future modifications of the facility may require accurate information as to the final physical arrangement of items and location of utilities, which are shown only schematically on the Drawings.

2. Show on the job set of Record Drawings, by dimension accurate to within 1 inch (25 mm), the centerline of each run of items as described below. Clearly identify the item by accurate note such as "cast-iron drain", "galv. water pipe," etc. Show, by symbol or note, the vertical location of the item ("under slab," "in ceiling Plenum," "exposed," etc.). Make all identification sufficiently descriptive that it may be related reliably to the Specifications.

3. Deliver Record Drawings to CO within 30 working days after completion of the work on each Delivery Order.

Hot Brake and Holding Aprons are to receive partial depth spall and crack sealing repairs. Remarking of Taxiway M, Hot Brake Apron, and Holding Apron will also be included in the scope of this project. A new electrical lighting system will be provided to accommodate salvaged light fixtures. Pavement will be compatible with the applicable Department of Defense (DoD), Air Force, and installation design standards.

In addition, local materials and construction techniques shall be used where cost effective.

1.2.2 Location

The work is located at the Cannon Air Force Base, Clovis, New Mexico, approximately as indicated. The exact location will be shown by the Contracting Officer.

b. Have materials, equipment, and personnel required to perform the work at the site prior to the commencement of the work.

c. The Portions of Taxiway J and the SOF Apron will remain in operation during the entire construction period. Closed portions of Taxiway J and the SOF Apron are limited to adjacent pavement with Taxiway L.

Runway 13/31 will remain open during Phase 1 construction. During phases 2 and 3 of construction, Runway 13/31 will have a displaced threshold installed by the Contractor to maintain operations safely while construction work is adjacent to the existing Runway pavement.

Throughout Phases 1 through 3 of construction, Taxiway L will be closed. The Contractor must conduct his operations so as to cause the least possible interference with normal operations of the activity.

d. Permission to interrupt any Activity roads, railroads, or utility service must be requested in writing a minimum of 10 working days prior to the desired date of interruption.

e. The work under this contract requires special attention to the scheduling and conduct of the work in connection with existing operations. Identify on the construction schedule each factor which constitutes a potential interruption to operations.

The following conditions apply:

(1) The Runway 13/31, Taxiway J, SOF Apron, and Taxiway L pavement closures or aircraft operations limits (i.e.: Displaced Threshold) shall follow the project phasing as indicated within the project plans, or as approved by the Contracting Officer.

SECTION 01 14 00 Page 3

(2) Emergency services, including Fire and Security Forces, shall have access to airfield pavements at all times. The Contractor shall perform work according to the project phasing, as indicated in the plans, to maintain emergency serves access to the airfield.
