ReferenceQuestionAnswer
1RFPIs past performance required for Critical Subcontractors? The RFP says Submit no more than three (3) in total relevant projects for the prime and no more than one (1) per critical subcontractor. However no more than 3 projects are allowed to be submitted. Based on the SOW we could have 3-4 Key Subcontractors. Please verify, if we are required to submit past performance for Key Subcontractors?Yes, past performance is required. However, If an offeror has no past performance history of relevance, the offeror must state affirmatively it possesses no past performance history of relevance. Per Section L, paragraph D, the offeror shall submit present and past performance information for itself and any joint venture member, as well as each proposed critical subcontractor in accordance with the format contained in the past performance information sheet. Furthermore, no more than three in total relevant projects for the prime and no more than one per critical subcontractor. The reference where section L states that only the first three projects will be considered, it is referring to the prime.
2RFPCan the government please eliminate the requirement for a PPQ if a CCASS already exists for the project. DoD clients continually state to us that the DoD official evaluation is in the CPARS system and a PPQ should not be required.PPQ is for additional inforomation that is not in CPARS, however, vendors will not be eliminated on the basis of PPQ.
3Section M“Critical Subcontractors: The evaluation of the offeror's/joint venture members' present/past performance WILL NOT include the present/past performance of any subcontractor(s) even though they may perform major or critical aspects of this requirement.” Can the government please elaborate on this statement in Section M. If we provide past performance for Critical Subcontractors, will be evaluated? An amendment will follow to state that past performance will include the present/past performance of any subcontractor(s) when they perform major or critical aspects of this requirement.
4REF ATT 1 SOW Paragraph 5Please provide a description of the base supplied runway closure crosses for the taxiways? Installation method?Reference Taxiway Delta Drawings, Sheet GC141, the KTR installs and re-locates the crosses, the base just supplies
5REF ATT 1 SOW Paragraph 17-Please verify if you want the entire site surrounded by lighted low profile barricades, or are they to be placed as indicated on the drawings. As indicated on the drawings
6REF Mike & Delta Specification 01 01 00-1.13.i-Confirm escorts will be provided by the Government. No esorting will be required at this time. Processing freezone request.

Please clarify if the CQC and SSHO can be dual-hatted.The QC manager may serve as SSHO as long as they meet the requirements and qualifications of both.
13Delta 01 35 26-1.5.1.1.1States that the SSHO can also serve as Quality Control Manager. Mike 01 45 00.00 10-3.4.2 states the QC Manager shall have no other duties. Please clarify if the CQC and SSHO can be dual-hatted.The QC manager may serve as SSHO as long as they meet the requirements and qualifications of both.
14Mike Specification 32 11 36.13Lean Concrete Base Course…please advise where this is indicated in the drawings.Refer to Drawings, sheets labeled Typical Sections
15Past Performance- Due to the highly technical nature of the project, can the government expand on the evaluation criteria so the Prime Contract can demonstrate managing a DoD airfield pavement project and the key airfield paving subcontractor demonstrates specific criteria, such as construction of DoD/FAA Airfield Portland Cement Concrete (PCC) paving project with a minimum of 20,000 CY and 14 inch thick. The Government is not changing what is required by the RFP at this time.
16REF Mike Drawing CD102 Inset-How thick is the existing asphalt pavement to be removed at the service road? Is the removed asphalt to be removed to the abandoned runway? The asphalt is approx 4". The asphalt in question is to be removed starting from the South East corner of the abandoned runway heading East.
17Ref Attachment #14 PPQCan past performance projects with completed CPARS utilize the CPARS instead of the current PPQ's for these projects?PPQ is for additional inforomation that is not in CPARS, however, vendors will not be eliminated on the basis of PPQ.
18Ref Solicitation Page 61 & 62Since this is a Small Business set-aside solicitation, is the Small Business subcontracting section required to be completed for this proposal? When the clauses were contained in the submitted contracts the assessment will consider whether the past performance demonstrated the offeror's/joint venture members' (and critical subcontractor's, if applicable) compliance with FAR 52.219-8, Utilization of Small Business Concerns, or FAR 52.219-9, Small Business Subcontracting Plan, when these clauses were contained in the submitted contracts.
19Ref Spec Section 01 45 00Can the proposed QC Manager position have construction and airfield project experience as a replacement for the college degree?Specifications have been updated to state the following: The CQC manager may use 10 years of airfield/airport construction experience in lieu of graduate degree.
20Ref Solicitation Section M - Evaluation Factors for Award, II. Proposal Evaluation, pg 60, D. Volume III Past Performance, General and Past Performance AssessmentAirfield concrete paving is a very specialized trade that requires proven experience to provide the government with the best results. We recommend the following additional evaluation factors be added to qualify the PCC paver on each proposal. 1. Experience with Airfield PCCP of at least 14" thick. 2. Experienced airfield PCCP of at least 25,000 cubic yards. 3. Experience with airfield PCCP in high desert conditions comparable to Cannon AFB.The Government expects vendors to submit relevant airfield projects within the magnitude and based on the SOW, specifications, and drawings.
21Ref L and MThe Past Performance Submissions section (pg 51) of the solicitation states that past performance is evaluated using up to (3) relevant projects for the prime and (1) relevant project from each critical subcontractor. This could result in up to (4) or (5) total project submittals. However, the next line states, if more than (3) projects are submitted, only the first (3) projects will be considered for evaluation. Furthermore, in the Past Performance Assessment section (pg 61), item #3, Critical Subcontractors, it states that evaluation of the offeror's past performance will not include past performance of any subcontractors. Can the Gov't provide clarification of how many total projects will be evaluated and under what circumstance projects from critical subcontractors will be considered for evaluation? An amendment will follow to state that past performance will include the present/past performance of any subcontractor(s) when they perform major or critical aspects of this requirement.
225352.242-9000 - Contractor personnel are required to wear or prominently display installation identification badges or contractor-furnished, contractor identification badges while visiting or performing work on the installation. Are we required to furnish identification badges? If no, is there any costs to the contractor for the government issued identification badges and/or vehicle permits?Contractors will receive Base Access Badges free of charge.
23Construction Requirements - Bullet 8. The Contractor shall ensure that all employees comply with all security requirements imposed by Cannon Air Force Base (CAFB) when entering, occupying and departing the base. All contractor personnel shall be screened for security clearances as determined by CAFB.Can CAFB security clearance criterion be provided to us?A pre-construction meeting will be held after award where CAFB Security Forces Squadron personnel will provide a Base Briefing regarding security requirements.
24Section 01 01 00 - Reasonable amounts of water, electricity and other utilities are available to the Contractor at no cost. What should we consider "reasonable" and "at no cost" for the following items? Water: We will require water for Dust Control, Asphalt Milling, Compaction of Subgrade, Compaction of Base Course, Asphalt Roller/Compactors, concrete saws, pavement marking removal, cure removal prior to pavement marking, daily equipment cleanup and for incorporation into Portland Cement Concrete mix. Minor Electricity: We require 3 each 200 amp disconnects for our Field Office and Testing Laboratory trailers. Major Electricity: We require 600 Kilowatt power to run our Concrete Batch Plant.Specifications in section 01 01 00, 1.7 Utilities have been updated. Water is available to the Contractor at no cost. However, the Contractor should account for all electric costs. The Contractor shall include any temporary utility connections, within the project scope of work.
25Section 01 01 00 - The Government will provide an on-base outdoor area for the Contractor's main storage area as depicted in the project Drawings. Limit storage in this area to the materials and equipment that pertain to this contract. The project Drawings depict an area already in use and not sufficient to contain our required Concrete Batch Plant nor store all the materials required to produce PCC on-site. We will require an area approximately 600 ft. by 500 ft. Can an area of those dimensions be provided to us on a map of the Base with an approved haul route? We also require the Concrete Batch Plant Mixer to be approximately 8' higher than the Concrete Delivery Truck, can driving ramps be excavated at the Concrete Batch Plant Site?Refer to the SOW to see batch plant location, also depicted in Taxiway mike drawings. That site is not in use.
26Section 01 11 00 - Contact local utility locating service a minimum of 10 working days prior to excavating, to mark utilities, and within sufficient time required if work occurs on a Monday or after a Holiday.Does NM811 (NM One-Call) provided locating and marking services at Cannon AFB? Or can you provide a list of utility providers within the project and staging area limits? The 27 SOCES Work Clearance Request will be provided and will have the process outlined to coordinate with the installations agencies and the NM811 for locating utilities.
27Section 32 11 20 - Place the base course(s) so that the completed section will be a minimum of 2 feet wider, on all sides, than the next layer that will be placed above
it.This specification differs from what is depicted in the typical section of the Drawing Sheets CP301 and CP302. Please clarify whether or not the actual quantity will be paid or whether neat line quantity will be paid?Specifications take precedence over drawings.
28Section 32 11 23 - Place the base course(s) so that the completed section will be a minimum of 2 feet wider, on all sides, than the next layer that will be placed above
it.This specification differs from what is depicted in the typical section of the Drawing Sheets CP301 and CP302. Please clarify whether or not the actual quantity will be paid or whether neat line quantity will be paid?Specifications take precedence over drawings.
29Section 32 12 15.13 - Perform profilograph testing using an approved California profilograph and procedures described in ASTM E1274.Given the nature of the Taxiway Shoulder Asphalt piece work depicted on Drawing Sheet CP101, will profilograph testing still be required?Base does not have authority to waive Unified Facilities Specifications. Contractor should address in contractor's quality control plan how it will achieve Surface Smoothness requirements. See UFGS 32 12 15.13, 1.5.4 Surface Smoothness.
30Section 32 13 14.13 - Up to 10 days, but not more than 60 days, prior to construction of the concrete pavement, construct a test section as part of the production paving area at an outer edge as section of the same depth as the course which it represents. The underlying indicated on the drawings. Construct test section of the same depth as the course which it represents. The underlying grade or pavement structure upon which the test section is to be constructed is required to be the same as the remainder of the course represented by the test section. (continue to 1.4.6.1) Construct the test section consisting of one paving lane at least 400 feet long and to the same thickness as the thickest portion of pavement shown on the Drawings. Construct at the same lane width as that required for use in the project.Given Phase 1 is only about 180-feet in length it will be impossibe to construct the whole 400-feet in Phase 1. Would it be feasible to schedule and construction Phase 2 first? This would also allow increased time for required testing and approval without prolonging the closure of Runway 04-22. If Phase 1 has to be completed first, where would you like the test section to be constructed?27 SOCES does not object the interchanging of phases, however, a test section should be completed prior to the commencement of ANY of the phases to ensure proper quality control and outline any discrepancies. The location of the test section should coordinated first through the Project Manager and Airfield Operations.
31Section 32 13 14.13 - Provide aggregate with a satisfactory service record in freezing and thawing of at least 5 years successful service in three concrete paving projects. With Cannon AFB being the only purchaser/entity using locally produced 650-Flex Portland Cement Concrete could the Air Force provide us with copies of the approved Concrete Mix Designs submitted over the past 5 years?27 SOCES does not have Concrete Mix Designs for the past 5 years. It is the Contractor's responsibility to follow the UFGS guidelines to develop a proper mix design.
32Section 32 13 14.13 - Locate the batching and mixing plant off Government premises no more than 15 minutes haul time from the placing site. This seems to be contrary to Drawings as well as previously detailed specifications. Given Cannon AFB Security measure, (time to inspect delivery vehicles), coupled with specified time constraints for Concrete Mixer discharge to Placement it was our understanding our portable Concrete Batch Plant would be allowed on Cannon AFB property. Will our concrete delivery trucks be allowed to bypass Cannon AFB Security to ensure prompt delivery of batched concrete?Must be determined by 27 SOSFS (security forces squadron), but the contractor should take into account, within their quality control plan, inspection times for their vehicles.
33Drawings - Phased Haul RoutesOnce a Concrete Batch Plant Site is located can alternate haul routes be established? It would be our request to limit or reduce the Foreign Object Damage (FOD) exposure. An alternative route may be suggested but it is not guranteed to be accepted.
34Drawings - B. Low profile barricades with amber flashing lights will mark areas under construction. We just wanted to verify that Amber Flashing Lights were required as we are currently using Red Flashing lights on our current FAA/Air Force project.Per Airfield Ops, red flashing lights are acceptable.
35Drawings - Size B, Class I Light BasePlease verify whether this is an L-867 base can not and L-868 base can?L867 base can
36Section 32 13 14.13 - Store aggregate at the site of the batching and mixing plant avoiding breakage, segregation, intermixing or contamination by foreign materials. Store each size of aggregate from each source separately in free-draining stockpiles. Provide a minimum 24 inch thick sacrificial layer left undisturbed for each aggregate stored on ground.A minimum of 24 inches of sacrificial aggregates seems extreme; If we are required to bring in this sacrificial material will we be required to remove it from the site at the completion of the contracted work as well?Yes
37Drawings - General - Pre-DemolitionIt appears it may be necessary to install a temporary electrical connection on Runway 04/22 and Taxiway R across Taxiway Delta during each Phase of Construction to keep edge lights operational. Can you please verify and if temporary connections are required, could you provide necessary information?Yes, the taxiway Romeo will need to remain operational. Refer to Taxiway Mike drawings for temporary connection information.
38Section 32 13 14.13 - Up to 10 days, but not more than 60 days, prior to construction of the concrete pavement, construct a test section as part of the production paving area at an outer edge as indicated on the drawings. Construct test section of the same depth as the course which it represents. The underlying section of the same depth as the course which it represents. The underlying grade or pavement structure upon which the test section is to be constructed is required to be the same as the remainder of the course represented by the test section. The equipment used in construction of the test section is required to be the same equipment to be used on the remainder of the course represented by the test section. Use the test section to develop and demonstrate the proposed techniques of mixing, hauling, placing, consolidating, finishing, curing, initial saw cutting, start-up procedures, testing methods, plant operations, and the preparation of the construction joints. Perform variations in mixture proportions, other than water, if directed. Operate and calibrate the mixing plant prior to start of placing the test section. Use the same equipment, materials, and construction techniques on the test section proposed for use in all subsequent work. Perform base course preparation, concrete production, placing, consolidating, curing, construction of joints, and all testing in accordance with applicable provisions of this specification. Three days after completion of the test section, provide eight cores at least 6 inches in diameter by full depth cut from points selected in the test section by the Government. Construct the test section meeting all specification requirements and being acceptable in all aspects, including surface texture, thickness, grade, and longitudinal and transverse joint alignment. Failure to construct an acceptable test section necessitates construction of additional test sections at no additional cost to the Government. Remove test sections allowed to be constructed as part of the production pavement which do not meet specification requirements at no expense to the Government. If slipform paving is performed and is unable to construct an acceptable test section, repair or replace the slipform paving equipment, or paving completed using fixed-forms and equipment compatible with them and allowed by the specification. Do not commence production paving until the results on aggregates and concrete, including evaluation of cores, and all pavement measurements for edge slump, joint face deformation, actual plan grade, surface smoothness and thickness have been submitted and approved. Pavement accepted as a production lot will be evaluated and paid as specified in PART 1 GENERAL.The requirement to construct a "Test Section" seem unnecessary given the fact that if the section does not meet contract specifications it must be removed similar to any of the other non-spec products incorporated into the project. The potential government delays in processing or analyzing the "Test Section" adds unnecessary, non-productive time to the contract price, for our crews and equipment sitting idle. While the first 400 feet of production could be designated as the "Test Section", could we continue scheduled operations, while the government inspects and scrutinizes the designated Test Section?27 SOCES/CEOER advises against the removal of the test section which is against the best interest of the Government. The removal of the test section may be in violation of the UFGS and the installation does not have the authority to waive the UFGS. Contractor should address in contractor's quality control plan how it will achieve applicable requirements.
39Attachment 12The Construction Cost Estimate – The contractor is directed to breakdown all division cost by Labor and Materials. Where are we supposed to capture the equipment and other direct cost for this proposal?Attachment 12 has been updated.
40Attachment 12 - Construction Cost Estimate BreakdownDATE and LOCATION does not track from "SUMMARY" Sheet. Can we manually enter the proper information?Yes you can manually edit
41Attachment 12 - Construction Cost Estimate BreakdownUnder which column do we apply Equipment costs and Supply cost?Attachment 12 has been updated.
42Attachment 12 - Construction Cost Estimate BreakdownTo what level do the "GENERAL REQUIREMENTS" in each division need to be broken down? (Does each position/labor category need to be broken out?)Using the new updated Attachment 12 will clear up this question.
43Attachment 12 - Construction Cost Estimate BreakdownWe envision only Divisions 1, 2, 3, 26, 31, 32 & 33 to be necessary. For the purpose of simplification can we hide or delete the unnecessary tabs?Yes you can hide unnecessary tabs
