SECTION L - INSTRUCTIONS, CONDITIONS, AND NOTICES TO OFFERORS
1. GENERAL INFORMATION
IT IS THE INTENT OF THE GOVERNMENT TO USE COMPETITIVE PROCEDURES AS SET FORTH IN
FAR 14.5 - TWO STEP SEALED BIDDING.
Two-step sealed bidding is a combination of competitive procedures designed to obtain the benefits of sealed bidding in acquisitons requiring technical proposals, particularly those for complex items. It is conducted in two steps:
1. Step One consists of the request for submission, evaluation, and (if necessary) discussion of a Technical Proposal. No pricing is involved. The objective is to determine the acceptability of the services offered. It is the proper step for clarification of questions relating to technical requirements.
a. The Government reserves the right to award without discussions. Offerors should submit technical proposals that are acceptable without additional explanation or information.
b. Only one technical proposal may be submitted by each Offeror.
c. The Government may make a final determination regarding a proposal's acceptability solely on the basis of the proposal as submitted.
d. The Government may proceed with the second step without requesting further information from any Offeror;
however, the Government may request additional information from Offerors of proposals that it considers reasonably susceptible of being made acceptable, and may discuss proposals with their Offerors.
e. Evaluations shall be based on the criteria in the request for proposals. Proposals shall be categorized as --
i. Acceptable;

ii. Reasonably susceptible of being made acceptable; or
iii. Unacceptable.
f. Any technical proposal which fails to conform to the essential requirements or specifications of, the request for technical proposals shall be considered nonresponsive and categorized as unacceptable.
g. A notice of unacceptability will be forwarded to the Offeror upon completion of the proposal evaluation and final determination of unacceptability.
h. The Contracting Officer may proceed directly with Step Two if there are sufficient acceptable proposals to ensure adequate price competition, and if further time, effort, and delay to make additional proposals acceptable and thereby increase competition would not be in the Government's interest. If this is not the case, the Contracting Officer may request bidders whose technical proposals may be made acceptable to submit additional clarifying or supplementing information. The Contracting Officer shall identify the nature of the deficiencies in the proposal or the nature of the additional information required. The Contracting Officer may also arrange discussions for this purpose.
i. In initiating requests for additional information, the Contracting Officer shall fix an appropriate time for bidders to conclude discussions, if any, submit all additional information, and incorporate such additional information as part of their technical proposals submitted. Such time may be extended at the discretion of the Contracting Officer. If the additional information incorporated as part of a proposal within the final time fixed by the Contracting Officer establishes that the technical proposal is acceptable, it shall be so categorized.
Otherwise, it shall be categorized as unacceptable.
j. When a technical proposal is found unacceptable (either initially or after clarification), the Contracting Officer shall promptly notify the Offeror of the basis of the determination and that a revision of the proposal will not be considered after conclusion of Step One. Upon written request, the Contracting Officer shall debrief unsuccessful Offerors.
k. Late technical proposals are governed by FAR 52.214-23 - Late Submissions, Modifications, Revisions and Withdrawals of Technical Proposals under Two-Step Sealed Bidding.
l. If it is necessary to discontinue two-step sealed bidding, each Offeror shall be notified in writing. When Step One results in no acceptable technical proposal or only one acceptable technical proposal, the acquisition may be continued by negotiation.
2. Step Two involves the submission of sealed priced bids by those who submitted acceptable technical proposals in Step One.
a. Only bids based upon technical proposals that are determined to be acceptable, either initially or as a result of discussions, will be considered for award; and
b. Each bid in the second step shall comply with the drawings and specifications and must be based on the bidder's own technical proposal.
c. Bids submitted in Step Two will be evaluated and the award made in accordance with FAR Subparts 14.3 - Submission of Bids and Subpart 14.4 -- Opening of Bids and Award of Contract.
3. TYPE OF CONTRACT AND NUMBER OF AWARDS
a. It is anticipated that one award will be made from this solicitation and that the award will be made on or about
28 September 2020.
b. The award from this solicitation will be a Firm-Fixed-Price type contract with a Period of Performance (PoP) of 210 calendar days.
4. BASIS OF AWARD
After bid opening in Step Two, only one award will be made to the responsive, responsible bidder whose bid offers the lowest overall price to the Government.
5. ELIGIBILITY FOR CONTRACT AWARD
Must be a Service Disable Veteran Owned Small Business concern.
In accordance with the requirements of FAR Part 9, no contract shall be entered into unless the Contracting Officer ensures that all requirements of law, executive orders, regulations, and all other applicable procedures, including clearances and approvals, have been met. This includes the FAR requirement that no award shall be made unless the Contracting Officer makes an affirmative determination of responsibility. To be determined responsible, a prospective prime contractor must meet the General Standards in FAR Part 9 and any special standards set forth in the solicitation.
6. PRE-PROPOSAL SITE VISIT
A pre-proposal site visit is scheduled for 9 July 2020 at 2pm (MT). Due to COVID-19 precautions, only two representatives will be permitted to participate and must follow the State of New Mexico's public health guidance. Participants will meet at the Cannon AFB Visitors Center no later than 1:45pm (MT). If interested in participating, please contact 2d Lt Kasheka Codner at kasheka.codner@us.af.mil no later than 7 July 2020 at 9am (MT).
The purpose of this site visit is to visit the site, clarify the requirements of the project and terms of the solicitation, and to answer any questions concerning the solicitation. All questions must be in writing and emailed to 2d Lt Kasheka Codner at kasheka.codner@us.af.mil no later than 14 July 2020 at 9am (MT).
Remarks and explanations provided at the site visit shall NOT qualify the terms of the solicitation and requirements. Unless the solicitation is amended in writing by the Contracting Officer, it will remain unchanged.
Should an amendment be issued, normal procedures relating to the acknowledgment and receipt of solicitation amendments shall apply.
7. AMENDMENT OF SOLICITATION PRIOR TO CLOSING
The Government reserves the right to revise or amend the Specifications, Drawings, or the solicitation prior to the proposal closing time. Such changes will be communicated by amendments to the Request for Proposal (RFP) and posted to the Contract Opportunities on https://beta.sam.gov. Offerors must acknowledge all amendments in their proposal (Volume I), either by completing SF-1442 Block 19, providing signed copies of the amendments with their proposal, or by a separate letter which includes a reference to the solicitation and amendment numbers.
8. RELATIONSHIP BETWEEN INSTRUCTIONS AND EVALUATION
Your attention is directed to the functional relationship between Sections L and M of this solicitation. Section L provides information for the purpose of organizing the proposal and is not intended to be all-inclusive. Section M describes evaluation factors for award. Since the Government evaluation of proposals will cover areas identified in Section M, proposals shall address all such areas of evaluation.
2. INSTRUCTIONS TO OFFERORS
THE AWARD WILL FOLLOW COMPETITIVE PROCEDURES AS SET FORTH IN FAR 14.5 -- TWO
STEP SEALED BIDDING.
Volume I- Contract Documentation
The Offeror shall submit the SF-1442 with all required fill-ins.
Section A: SF-1442 with completed blocks #14, #15, #16 (if different than block #14), #17, #19 if amendments have been issued, and #20a, #20b, #20c. An authorized official of the firm must sign SF-1442 block 20b.
*Note: Bid Bonds provided in Step Two
Section B: Do NOT provide any pricing or pricing information in Step One.
Section I-K: Complete appropriate fill-ins and certifications.
Volume II- STEP ONE - Technical Proposal Submission
TECHNICAL PROPOSALS SHALL BE SUBMITTED ELECTRONICALLY NO LATER THAN 2:00 PM
MT ON THURSDAY, 6 AUGUST 2020.
The Technical Proposal must be signed by an official authorized to bind your organization and must stipulate that it is predicated upon all the terms and conditions of this Request for Proposal (RFP).
1. Technical Proposal ELECTRONIC Submission
The Technical Proposal shall be submitted via email to Jessica Baker at jessica.baker.12@us.af.mil AND 2d Lt Kasheka Codner at kasheka.codner@us.af.mil.
a. Offerors are solely responsible for submitting proposals and any modifications or revisions so as to reach the Government office designated above by the date and time specified in the solicitation. If your proposal is not received by the date and time specified in the solicitation, it will be considered a "Late proposal", in accordance with FAR Clause FAR 52.214-23 - Late Submissions, Modifications, Revisions and Withdrawals of Technical Proposals.
2. Creating and Naming Electronic Files
a. Create one Adobe Portable Document Format (PDF) file of your Technical Proposal, including all attachments. The Technical Proposal should be created in a PDF format that enables word searches to the maximum extent practicable. Forms and/or documents requiring signature(s) may be scanned, but must be merged into the Technical Proposal PDF file.
b. File naming convention: The filename for your Technical Proposal shall include the name of the Offeror, the solicitation number and the type of proposal.

3. Cover Page and Table of Contents
a. Cover Page
The following information shall be provided on the first page of the Step One Technical Proposal:
Solicitation Number and Title Commercial and Government Entity (CAGE) code Data Universal Numbering System (DUNS) Number Tax Identification Number (TIN/EIN) Date of submission Name, Address, Telephone and email addresses of Point of Contact (POC) and person (s) authorized to negotiate on the Offeror's behalf with the Government in connection with this solicitation Name, title, and signature of person authorized to sign the proposal. Proposals signed by an agent shall be accompanied by evidence of that agent's authority

4. Divided Sections, Formatting and Page Limitations
a. Divided Sections
In addition to the Cover Page and Table of Contents, the Technical Proposal shall consist of divided sections, as set forth below.
1. Dividers between sections shall clearly identify the following section by title, i.e. SECTION 2: Project Execution Plan. The dividers shall state only the Section title and no other information.
2. Sections shall be organized in the following order:
SECTION 1: Staffing
Description: The Offeror shall demonstrate an effective approach for hiring personnel that will pass NCIC Background Check. Demonstrates an effective approach to ensure continuity of services during personnel absences.
Instruction: Provide a plan that meets the requirements specified in Section M of this solicitation.
SECTION 2: Project Execution Plan
Description: The Offeror shall demonstrate an understanding and comprehension of, and adherence to the project documents (i.e. SOW, SOMS, Specifications, Drawings, etc.)
Instruction: Provide a Plan that meets the requirements specified in Section M of this solicitation. At a minimum, include the following:
1. Project Progress Schedule (AF 3064) and Gantt Chart
2. Narrative supporting the project schedule
b. Formatting for Proposal
1. Proposals shall not include links to internet web site addresses (URLs) or otherwise direct readers to alternate sources of information.
2. Proposals shall be typewritten with Times New Roman, 12 point font size to the maximum extent practicable.
3. Margins must be at least one inch (1" on all sides).
4. Proposals shall be single spaced and consecutively paginated.
5. Where used, provide direct and specific cross-references to other sections of the proposal (i.e., referenced information in one location to another must be clear).
6. Charts, tables and/or matrices can be created in sheets not exceeding 11" x 17"; however, it is the Offeror's responsibility to ensure that all PDF copies are legible.
7. Proposals shall refrain from using flashing/flickering text and/or animated text and be free of background images or watermarks.

c. Page Limitations
1. The total page count of the Technical Proposal shall not exceed forty (40).
2. The total page count DOES NOT INCLUDE:
Cover page;

Volume III- STEP TWO - Invitation for Bid (IFB) Submission
Offeror's determined Technically Acceptable in Step One to move to Step Two will be notified via email.
The IFB Submission (inclusive of sealed bid and business related information) must be signed by an official authorized to bind your organization and must stipulate that it is predicated upon all the terms and conditions of this IFB.
IFB Submissions shall be delivered on the SF-1442, Section B.
1. IFB Submission
The IFB Submission shall be submitted electronically via email to Jessica Baker at jessica.baker.12@us.af.mil AND 2d Lt Kasheka Codner at kasheka.codner@us.af.mil.
a. Offerors are solely responsible for submitting IFB Submissions and any modifications or revisions so as to reach the Government office designated above by the date and time specified in the solicitation. EEVALUATION OF PROPOSALS
The Government will evaluate proposals in accordance with the factors set forth in Section M of the SF-1442 document.
The Evaluation Factor and Subfactors will be evaluated based upon the written responses by the Offeror.
STEP ONE - TECHNICAL PROPOSAL INSTRUCTIONS
The evaluation will be based on the demonstrated capabilities of the prospective Contractor in relation to the needs of the Government as set forth in the solicitation and in strict conformance with the evaluation factors listed in Section M.
The Offeror's Step One Technical Proposal submission shall be in strict conformance with the sections and format structure described herein under this Section L.
The Offeror shall provide the requested information in a brief and succinct manner, presenting information clearly and concisely. Submissions that do not follow these instructions, or otherwise include documentation that is difficult to read, may result in a lower evaluation rating.
Technical Proposals in excess of forty (40) pages will be evaluated on the first forty (40) pages only.
The Technical Proposal information shall reflect a clear understanding of the nature of the work being undertaken.
STEP TWO - INVITATION FOR BID (IFB) SUBMISSION INSTRUCTIONS
Step Two involves the submission of sealed priced bids by those who submitted acceptable technical proposals in Step One.
In Step Two, bidders shall comply with the Final Construction Documents (Statement of Work, Drawings, Specifications, etc.) and the bidder's Technical Proposal. Bids submitted in Step Two will be evaluated and the awards made in accordance with FAR subparts 14.3 and 14.4
