STATEMENT OF WORK (SOW)
Replace Primary and Secondary Electrical Distribution Phase 3 2 July 2020

1. PROJECT INFORMATION:
A. PROJECT NUMBER: CZQZ 13-1130
B. PROJECT TITLE: Replace Primary & Secondary Electrical Distribution Phase 3 FY20
C. PROJECT LOCATION: Cannon Air Force Base (CAFB), New Mexico (NM)
2. DESCRIPTION OF PROJECT:
PROJECT BACKGROUND: The existing power distribution system connecting Cannon AFB and the Chavez Military Family Housing (MFH) area is approximately 60 years old and in need of replacement. The existing system crosses the Burlington North Santa Fe (BNSF) railway and U.S. Highway 60-84.
The contractor shall replace the overhead distribution system with an underground system. The underground system shall be installed via boring and trenching and shall meet specifications referenced in this SOW and in the design Drawings dated 14 Feb 2020. Additionally the work to be completed shall meet standards of the governing agency when it falls outside of the jurisdiction of the Air Force (including but not limited to BNSF/Jones Lang LaSalle (JLL), New Mexico Department of Transportation (NMDOT), New Mexico Department of Safety, Xcel Energy, Blue Stake/NM811 and the Eastern New Mexico Water Use Authority (ENMWUA)).
3. GENERAL PROVISIONS:
A. The Contractor shall provide all labor, equipment, and materials required to complete the project. All work shall comply with all applicable standards, including, but not limited to, local building codes, environmental requirements, applicable UFC’s and UFGS instructions and specifications, CAFB Specifications, NMDOT and BNSF requirements. The Contractor shall include information on each type of equipment, i.e. cut sheets from the manufacturer.
B. The Contractor must comply with all of the following standards and specifications including but not limited to:
1. CAFB Contractor Base Briefing Pamphlet- 2016
2. CAFB Specification Section 01 57 19 Temporary Environmental Controls
3. CAFB AEC CAD Standards 6.1- 2019
4. CAFB As-built Submittal Guidelines- 2014
5. NFPA 70 National Electric Code
6. NFPA 101 Life Safety Code
7. Burlington Northern Santa Fe Utility Accommodation Policy
8. NMDOT District Two Permit Requirements
C. PROJECT SCHEDULE- Provide a complete project schedule including all significant project milestones. Schedule shall clearly identify all long lead procurement submittals, pre-construction submittals, permitting, pre-construction meeting, definable features of work, anticipated outages, estimated installation time in the BNSF right of way for which a flagman* will be required, estimated demolition time in the BNSF right of way for which a flagman* may be required, inspections and testing, project closeout including DD1354, training and O&M, and final inspections. Must clearly identify critical path. Schedule shall be submitted using an AF Form 3064. In addition the contractor shall submit a Gantt chart. The project schedule shall be supported by a project narrative included in the contractor’s proposal.
*See Section 4.D.2 of this SOW for more information on BNSF expenses and requirements.
D. Government estimated Period of Performance is 210 calendar days.
E. SECURITY - The contractor and its employees (to include subcontractors and their employees) shall be able to gain and maintain base access for the duration of the project. The contractor and its employees shall apply for and be credentialed to access CAFB and the Chavez MFH area in order to perform all tasks required to complete this project. Access can be attained by submitting a base request form a minimum of five (5) business days prior to arriving on base.
Request most current base access form from the Contracting Officer.
The base perimeter(s) shall not be breached by persons except through a security checkpoint (Main Gate, Portales Gate, Chavez MFH Gate). If there is damage to the installation perimeter the contractor shall notify the Construction Manager (CM) or Project Manager (PM) immediately.
F. PRE-CONSTRUCTION SITE SURVEY - Prior to the start of any on-site construction activities, the contractor shall:
1. Conduct a project site condition survey with the 27th Special Operations Civil Engineering Squadron (SOCES) CM NLT 10 days prior to work start.
2. The contractor shall note the condition of trees, shrubs, grassed areas, concrete, and any structural damage that may exist immediately within or adjacent to work site.
3. The contractor shall field verify all dimensions or examine unseen connections before ordering materials or performing any work.
G. WORK CONFORMANCE - The work area will be confined to the applicable areas as listed in this SOW. All work must conform to the current provisions of the local building codes, environmental requirements, applicable UFC’s and specifications, CAFB Specifications. It is the contractor’s responsibility to initiate and maintain contact and coordination with external agencies and ensure work also conforms to the standards of the applicable agency when work falls outside of the installation perimeter(s).
H. SUBMITTAL REGISTER - Provide submittals and maintain the Submittal Register throughout project construction period of performance, as required by UFGS Specifications Section 01 33 00, Submittal Procedures. This list of submittals is not all-inclusive; other submittals and forms may be required by the current CAFB Contract documents. Contractor shall submit the Master Submittal Register to Contracting within fourteen (14) calendar days after the Notice to Proceed (NTP).
Additional submittal requirements can be located in the provided AF Form 66 (Schedule Of Material Submittals). The documents and instructions provided only apply to Air Force requirements, additional submittals may be required by external agencies. For requirements from external agencies it is the responsibility of the contractor to contact those agencies and meet their requirements.
I. BASIS OF DESIGN - Any brand name items listed in this SOW and Drawings are intended as a Basis of Design (BOD) only.
The contractor may substitute a product, or products, for the brand name items as long as the substituted product(s) meet the minimum performance standards established by the listed salient characteristics. Refer to UFGS Specification requirements. An ‘Or Equal’ product shall be submitted with the initial proposal and will be reviewed for technical acceptability.
The contractor is responsible for how the substituted product(s) affect the design and schedule of the project. 27 SOCES will review the substituted products for General Conformance only. All substituted products will be reviewed for compliance with the ASTM & UFGS Design Standards & Environmental regulation compliance and any other review processes that are applicable to this project.
As a part of 27 SOCES review process for substituted products, and prior to the substituted product being used or installed, the contractor must demonstrate in writing that the substitution will meet all project requirements listed above.
J. DD Form 1354 - For this project, the contractor shall prepare and submit a DRAFT DD Form 1354 (preliminary form attached), Transfer and Acceptance of Military Real Property, Current Version. This DRAFT establishes the level of detail and the different components of a project for all work accomplished under the project. This 1354 includes installed property, by building/facility number, and shall be submitted to the Contracting Office. The DRAFT DD Form 1354 shall be submitted no later than thirty (30) calendar days after the Notice to Proceed (NTP). This DRAFT DD Form 1354 will be reviewed by Real Property Office (RPO) to resolve any issues and provide clarity to the Contractor for the inclusion in the INTERIM DD Form 1354.
K. PHASING PLAN - Contractor shall provide a Phasing Plan to be approved by the Contracting Officer. The phasing plan shall minimize the number and duration of outages resulting from the project. Outages shall be clearly identifiable and shall be coordinated with the AF IAW guidelines stated in paragraph M (see below).
Construction haul routes and traffic control for this project shall be pre-approved before the start of construction. Additionally the contractor shall identify all potential impacts to infrastructure supporting external agencies and coordinate with them accordingly.
L. UTILITY COORDINATION - Base Notification (Dig Permit) – Contractor must obtain an excavation permit AF Form 103, from base Civil Engineer (Bldg 355, 7:30 am every Thursday morning in Conference Room 1) prior to any work beginning on base. Any excavation or drilling shall be clearly identified for this meeting. Follow all local rules and coordination requirements necessary to obtain this permit including coordination within the Civil Engineer organization.
Additionally the contractor must receive a hot work permit no later than two business days prior to conducting hot work.
A significant portion of this project falls outside of CAFB’s jurisdiction; CAFB does not track utilities outside of the installation perimeter. For work falling outside of CAFB jurisdiction, the contractor shall contact all local entities affected to coordinate work and identify and mark all utilities. Affected external entities include but may not be limited to: blue stake/NM811, BSNF, Xcel, and ENMWUA. When working in these areas, the contractor shall research and comply with all licensing, permitting, insurance, bonding, work coordination, etc.
requirements of the governing agency. Coordinate with these agencies upon award and incorporate into your schedule.
M. OUTAGES - Requests for all scheduled interruptions of electricity, airfield lighting, airfield NAVAID's, or other utility services shall be made by completing and submitting a CAFB IMT 3624, Utility Outage Request Log V5, to the Contracting Officer at least 21 calendar days in advance of the planned outage.
All outages are subject to written approval by the Contracting Officer and will be authorized only at the convenience of the Government. The contractor shall minimize outages in number and duration as necessary to accomplish the required work.
N. GUIDES & REGULATIONS - The project shall conform to all applicable Federal, State and local laws, regulations and base-specific standards and applicable Unified Facilities Criteria (UFC). Where there is a conflict between the referenced standards, the most stringent shall take precedence. All work accomplished by the Contractor shall comply with these criteria unless a waiver is obtained from the Air Force when conditions warrant such consideration.
O. POST CONSTRUCTION STORM WATER MANAGEMENT – Refer to CAFB Specification Section 01 57 19 Temporary Environmental Controls for requirements.
P. WASTE DISPOSAL – Refer to CAFB & MAFR Civilian Contractor Environmental Guide 2018. At least three (3) weeks prior to the start of construction, submit a completed CAFB/MAFR Contractor Solid Waste Disposal, Diversion and Recycling Plan. Equipment removed from CAFB shall be disposed of and/or recycled by the Contractor in accordance with Federal, State, and local laws. All waste and recyclable materials shall be logged and submitted, via CAFB & MAFR Solid Waste Disposal, Diversion and Recycling Worksheet, to the Contracting Officer at the end of each month.
Q. HAZARDOUS MATERIALS - Refer to CAFB & MAFR Civilian Contractor Environmental Guide 2018. At least three (3) weeks prior to the start of on-installation activities, the contractor must provide to the Contracting Office:
HAZMAT information noted in Chapter 7, Table A, of the CAFB & MAFR Civilian Contractor Environmental Guide 2018.
For all HAZMAT to be used the contractor shall adhere to all requirements and procedures outlined in CAFB & MAFR Civilian Contractor Environmental Guide 2018, to include submission of the HAZMAT Usage Worksheet to the Contracting Office on the 5th of each month.
When removal of HAZMAT/HAZWASTE is required, the contractor shall comply with requirements in CAFB & MAFR Civilian Contractor Environmental Guide 2018. Transformers and other equipment removed from CAFB shall be disposed of and/or recycled by the Contractor in accordance with Federal, State, and local laws. Units labeled NON PCB do not require special handling or disposal. No equipment containing PCB’s shall be installed during this contract.
4. SPECIFIC REQUIREMENTS / OBJECTIVES:
A. General Requirements
1. Daily work schedule will be submitted at least seven (7) calendar days in advance. Workdays shall be between 0700-1600 hours, Monday through Friday. Weekend and Federal Holiday work is not permitted unless otherwise approved by the Contracting Officer. The Contractor shall provide written notification to the Contracting Officer ten (10) working days lead time for proposed work schedule changes. The Prime Contractor Superintendent shall remain on-site at all times during construction when workers are present.
2. The Project Superintendent, Project Manager, Quality Control Manager, Site Safety and Health Officer, and Master Electrician shall be designated as Key Personnel.
a. Project Superintendent shall meet the requirements outlined in UFGS 01 30 00 paragraph 1.7.2
b. Project Manager shall meet the requirements outlined in UFGS 01 30 00 paragraph 1.7.3
c. Quality Control Manager shall meet the requirements outlined in UFGS 01 45 00.00 10 paragraphs 3.4.2, 3.4.4
d. Site Safety Health Officer shall meet the requirements outlined in EM 385-1-1: 01.A.17 a-d, f-g
e. Master electrician shall oversee electrical work as required by the design drawings sheet E-0.1
3. Safety plan (accident prevention plan) will be submitted IAW SOMS.
4. Contractor Quality Control (CQC) IAW SOMS 15 days after NTP and must be approved prior to work start IAW UFGS 01 45 00.00 10 para 3.2-3.2.4.
5. O&M and warranties will be submitted at closeout before final payment is made.
6. Provide O&M training to the appropriate shop(s) from 27 SOCES on infrastructure installed by this project.
7. Contractor shall provide a detailed traffic control plan to NMDOT for approval prior to any work on, under or around NM Highway 311 or U.S.
Highway 60-84 IAW SOMS.
8. Contractor is responsible for disposing of all wastes generated as a result of this work effort as required by Federal and State regulations.
9. Any hazardous materials required to support this work effort must be coordinated through 27 SOCES/CEIE prior to their mobilization to CAFB.
Refer to CAFB Environmental Guide 2018.
10. Contractor’s organization chart shall be submitted with the contractor’s proposal.
B. Installation
The contractor shall refer to the drawings when submitting their proposal but at a minimum shall include:
1. Concrete
a. Install cast-in-place reinforced concrete foundation for two (2) proposed sectionalizing cabinets.
b. Place 3,000 psi concrete for the encasement of proposed 5” Schedule 20 PVC conduit.
2. Electrical
a. Furnish and install new underground feeder consisting of 500 kcmil
MV105.
b. Furnish and install a ground of 500 MCM XHHW.
c. Provide horizontal directional boring under U.S. Highway 60-84 to run the new conduit.
d. Provide horizontal directional boring under the BNSF railroad tracks to run the new conduit.
e. Encase conduit with 5”, HDPE Schedule 80 PVC casing when directional boring is used.
f. Encase conduit with 5”, Schedule 20 PVC in 3,000 psi concrete encased duct bank when trenching is used.
g. Furnish and install a new bolted and lockable manhole in accordance with the Request for Proposal (RFP) and UFC standards.
h. Furnish and install two new 4-way sectionalizing cabinets in accordance with the RFP and UFC standards.
i. Provide cable puling tension calculations for voltage cables, which must be stamped by a Professional Engineer licensed in the state of New Mexico.
j. Where trenching is used, install red plastic, detectable tape with metal core that reads “Caution: Electrical Line Below” 12” above the conduit. The tape shall be attached to the risers.
k. Appropriately label electrical equipment (with arc flash warning, high voltage warning, etc.) as required by UFC 3-560-01 and NFPA 70E
3. Earthwork
a. Clear proposed alignment (open cut portion) as necessary.
b. Where poles are removed, restore open hole(s) to match surrounding area.
4. Utilities
a. Install 5” HDPE Schedule 80 carrier pipe by horizontal directional drilling approximately 256 linear feet under U.S. Highway 60-84 as shown in sheets 3.1 and 3.2.
b. Install 5” HDPE Schedule 80 carrier pipe by horizontal directional drilling approximately 205 linear feet under railroad tracks as shown in sheet 3.1.
c. Install 5” Schedule 20 PVC in minimum 3”, 3,000 psi concrete encasement by open cut approximately 354’ as shown in sheets 3.1 & 3.2.
d. Install a bolted and lockable manhole between railroad and U.S.
Highway 60-84 as shown in sheets 3.1 & 3.2. Coordinate with CO and CE regarding lock requirements.
e. Install two (2) sectionalizing cabinets as shown on sheets 3.1 & 3.2.
C. DEMOLITION
The contractor shall refer to the drawings when submitting their proposal but at a minimum shall include:
1. Where required, remove two (2) existing power poles and associated appurtenances to include but not limited to, feeder, cross bars, masts, transformer, guy wires, etc.
2. Where required, remove associated appurtenances including feeder, transformers, cross bars, etc.
3. Remove existing trees as shown on sheet C2 in the design drawings.
4. Remove overhead power distribution system being replaced by the underground system.
5. Remove existing 25KVA pole mounted transformer.
6. Remove all waste and debris resulting from this project off-site to landfill and/or recycling center.
D. REQUIRMENTS FROM EXTERNAL AGENCIES
Where work falls outside of the CAFB/Chavez MFH perimeter(s), it is the responsibility of the contractor to communicate and coordinate with external agencies and comply with their requirements; this includes covering associated fees. External agencies may have their own requirements when work is conducted under their jurisdiction, including but not limited to: fees, insurance, permitting, work coordination and approval, agency specific construction standards/parameters, submittals, supervision and inspection. It is the responsibility of the contractor to comply with the requirements of each governing agency and cover the costs to meet these requirements. Any anticipated delays resulting from work coordination with external agencies shall be accounted for in the contractor’s schedule.
The known external agencies affected are Blue Stake/NM811, BNSF Railroad, ENMWUA, NMDOT/New Mexico Department of Public Safety and Xcel Energy.
Other unknown external agencies may be affected. Known requirements are listed below (this is not a comprehensive list, it merely serves as information for the contractor and external agencies could have additional requirements):
1. Blue Stake/NM811
a. Call before you dig to have utilities detected and marked.
2. Burlington Northern Santa Fe Railroad (BNSF)/Jones Lang LaSalle (JLL)
a. For this project JLL will act as a liaison between the Air Force/Contractor and BNSF. Costs associated with work in the BNSF right of way are listed below.
b. License for electrical supply line across or along a railway.
i. Comply with licensing requirements outlined by BNSF/JLL.
ii. Reimburse costs (supervision, inspection, flagman, etc.)
incurred by the licensor (BNSF) resulting from the project.
c. Provide Certificate of Insurance meeting BNSF/JLL requirements.
d. Railroad Protective Liability Insurance (separate policy IAW BNSF/JLL requirements).
i. In lieu of this, the contractor may elect to be included in BNSF’s policy.
e. Safety orientation for each employee, contractor, agent, invitee entering the work premises.
f. Coordinate flagman during installation to monitor ballast and roadbed.
i. Required during boring and installation of underground electrical primary.
ii. May also be required during removal of overhead electrical primary due to clearance requirements.
g. Submit planned travel path of cutting head prior to boring.
h. Utility detection:
i. Coordinate with State utility location service for third party detection and marking.
ii. Perform exploratory hand tool dig to 3 feet prior to excavation, boring or similar work.
iii. Request locations of BNSF utilities from BNSF a minimum of ten (10) business days prior to installation.
3. Eastern New Mexico Water Use Authority (ENMWUA)
a. Consult ENMWUA administrator prior to crossing the 33” water main.
4. New Mexico Department of Transportation (NMDOT)/New Mexico Department of Public Safety
a. Provide a copy of liability insurance.
b. Submit traffic control plan to NMDOT.
i. Use appropriate signage, warning devices and traffic control measures according to local standards.
ii. Ensure traffic control plan outlines plan for boring under road and removal of overhead electrical primary.
c. Obtain necessary permit.
i. Comply with NMDOT standards for boring, trenching and utility installation.
d. Road damage resulting from the project shall be replaced at the expense of the contractor.
5. Xcel Energy
a. Coordinate removal of overhead electrical primary, power poles, masts, cross arms, appurtenances, etc. and ensure an Xcel representative is on site when required.
5. PROJECT MEETINGS:
A. PRE-CONSTRUCTION MEETING - A pre-construction meeting will be held at the Contracting conference room two (2) weeks prior to work start.
B. WEEKLY MEETINGS - Weekly planning meetings will be held at the contractor’s jobsite trailer. The date and time will be the same each week, and will be set by the construction manager at the pre-construction meeting.
C. PROJECT CLOSEOUT MEETING - Within 45 days of project completion or 80% complete.
6. SUBMITTALS:
A. Provide submittals for all equipment and material as outlined in the project submittal register.
B. CAFB PM and CM must review and approve all submittals before commencement of relevant work. The Government has fourteen (14) calendar days to review and approve. This shall be accounted for on the Contractor’s schedule.
C. Coordinate work schedules with the CAFB CM at least seven (7) calendar days in advance.
D. Any exceptions to this Statement of Work must be detailed in the Contractor proposal.
E. The estimated Period of Performance (PoP) for this project, from award to contract closeout, shall be 210 calendar days.
7. PROJECT CLOSEOUT:
PROJECT CLOSEOUT DELIVERABLES – Prior to final payment the contractor shall provide the following project closeout deliverables:
a. IAW UFGS 01 78 00 Closeout Submittals:
i. As- built drawings (paragraph 2.5, 3.1.2) – [two (2) hard copies in a 3 ring binder on 8.5”x11” paper and two (2) copies on CD]
ii. Geo-database files (paragraph 2.7)
iii. Final approved shop drawings (paragraph 3.4)
iv. O&M Manuals (paragraph 3.7) - [two (2) hard copies in a 3 ring binder on 8.5”x11” paper and two (2) copies on CD]
v. Warranty Management (paragraph 1.8)
vi. Interim DD Form 1354 (paragraph 3.9.1) at 80% project completion or within 60 days of placed in service date – any punch list items identified during the pre-final/final inspection must be placed in box #27
vii. Final DD Form 1354 (paragraph 3.9.2)
b. Additional requirements
i. BUILDER Report
ii. Cable pulling tensions stamped by a Professional Engineer licensed in the state of New Mexico (drawings sheet E-0.1)
