| 1 | Drawing C-3.1 shows the ductbank starting off as a directional bore dropping 5ft at a right angle, after 5 ft it levels out at near another right angle, travels 205lf before moving up 4ft at another 90 degree angle and switches at another angle greater than 100 degrees for about 115ft before turning another 45 degree angle up and then leveling off at Station 3+56.00. From Station 0+24.00 to the sectional cabinet at STA 6+12.00 there is approximately over 580lf of directional bore and over 360 degrees of bends. Due to the angles and length of the area between the stations there is no good way to pull the cable without damaging it, and we are also concerned that the manufacturer of the cable would not warranty it. |
Since we can’t splice the cable in the manhole until we get to sectionalizing cabinet 2 we recommend putting a small manhole will Bilco doors under the sectionalizing cabinets and to put a sectionalizing cabinet above the manhole for splicing. From the design drawings, the largest angular change is 18.004 degrees.
Splicing in the manhole is not allowed per the UFC/specifications.
We will not approve a sectionalzing cabinet in lieu of or in conjunction with the manhole. Additionally, we will not approve a sectionalizing cabinet off Air Force property.
If required, the cable can be pulled from the middle in opposite directions.

| 3 | For directional boring can we substitute the SCH 80 5" HDPE pipe for SCH 80 6" SDR11 pipe? | For Air Force requirements, drawings (5" Sch 80 HDPE) must be followed unless the specifications explicitly allow this change. Conduit used must meet requirements of the Air Force and the Authority Having Jurisdiction (AHJ) as indicated by the drawings. The wall thickness of 5" Sch 80 meets requirements of the railroad, changing the conduit will require re-approval by BNSF. | Specifications | |
| 4 | The specifications state the manhole must be rated for H20 wheel loading at the minimum, unless the unit will be placed where 100 KIP loading is necessary. Which load rating is required for this scenario? Also, the Electrical Manhole Detail references Fed Spec A-A-60005 Figure 4 & 12 (size 28) for the ring and cover, but these units are specified for nontraffic loading. I would like to proceed with a 28” clear opening cast iron ring and cover that meets the design loading required from above. In short, please let me know if this unit will require H20 or 100 KIP loading. | H20 is the requirement. | ||

Per the specifications: 01 35 26 para 1.5.1.1.1 The SSHO may also serve as the quality control manager. The SSHO may also serve as the superintendent.
01 30 00 para 1.6.2 The superintendent can NOT be the quality control manager (CQC) unless written approval is requested and approval is obtained from the contracting officer.
Breaking this down: dual hatting is ok as long as the specifications are followed; however one individual fulfilling more than two roles is NOT permissable (i.e. we will NOT approve the superintendent to fill the roles of both the SSHO and CQC Manager)

| 9 | In some of the locations identified for boring machines it was noted the possibility of utilities under said locations. Will there be leniency in relocating or adjusting the placement of the bore or boring machine? | Yes there is flexibility in the location of the boring pits to avoid existing utilities. The specifications must be followed. This will need to be coordinated with the appropriate AHJ as well. | ||

| 11 | In Volume II- STEP ONE – Technical Proposal Submission, Section 2. Instructions to Offerors on Page 53 or 65 it talks about the Divided Sections. The example says “SECTION 4: Offeror’s Experience”, but then we only get instructions for SECTION 1: Staffing and SECTION 2: Project Execution Plan. | This is a typo. There are only two Sections. The Divided Sections are SECTION 1: Staffing and SECTION 2: Project Execution Plan | ||
| 12 | SOW lists five personnel to make up the Key Personnel: Superintendent, Quality Control Manager, Site Safety and Health Officer, Project Manager and Master Electrician. The SOW further identifies several paragraphs within the specifications that should enumerate the qualifications and responsibilities (Superintendent, UFGS 01 30 00 paragraph 1.7.2 and Project Manager, UFGS 01 30 00 paragraph 1.7.3). There are no paragraphs 1.7.2 and 1.7.3. Furthermore, in the specification, it appears that the responsibilities of the Superintendent and the Project Manager have been merged. | It is acceptable for the Superintendent to dual hat and fulfill the role of the project manager as long as experience requirements are met for both positions.
