I. Direct Digital Control System

1. General Requirements

1.1. A DDC system is required for any building that

has 10 tons of cooling or more whether in a single system or multiple systems combined.

1.2. Cannon AFB has received Air Force Special

Operations Command (AFSOC) authority to operate (ATO) Alerton hardware and Envision 2.0 software on existing base VLAN. These are the only systems that are currently authorized to connect to the base VLAN. All other proposed equipment and software shall receive ATO approval through AFSOC prior to installation.

1.3. The Installing Contractor shall complete and

submit an IP Address Request Form to Mr. Howard Blake 27 SOCES prior to installation of DDC system unless other arrangements are made with the Cannon AFB EMCS Technicians. The form shall be submitted utilizing an AF Form 3000.

1.4. All equipment (to include dampers) in the ceiling

space shall be labeled on the T-bars of the drop ceiling.

1.5. All T-stats shall be labeled with the equipment tag

of the unit it controls.

1.6. All navigation buttons shall be security level 5.

1.7. All data entry buttons and tickers shall be security

level 10.

2. Technician Workstation

2.1. Located in building 371.

2.2. The existing Base EMCS system front end software

and tools shall be able to fully customize device programming and be capable of sending changes to existing device programming and/or new programming for added devices to the DDC controllers located in the project building.

Microsoft Visio is currently used to create and send programs to building controllers. The proposed system shall utilize the graphical block programming offered by Visio to create and send new programs.

2.3. Communication with the Technician Workstation

and server (B355) shall be through existing Base VLAN using BACnet protocols in accordance with ASHRAE 135 BACnet Communication without the use of gateways or additional software.

2.4. MS/TP network settings shall be configured and/or

modified utilizing the existing software and tools installed to include device instances, network numbers, mac addresses and baud rate.

2.5. Automatic weekly updates shall be saved to the

existing server (B355).

2.6. Installing Contractor shall identify a Site Manager

for Cannon AFB. The Site Manager shall be the only one who has permission to upload new programs and graphics with supervision by the Cannon AFB EMCS Technicians.

2.7. All modifications to the existing Base EMCS system

software and hardware shall be done by technicians who are currently certified and trained.

The Contractor shall upload the current program and graphics being used prior to any work being done on existing building programs.

2.8. New programs shall be proofed by the Base EMCS

Technicians before being uploaded.

2.9. New programs shall be uploaded at least one week

prior to the final inspection of the project.

2.10. The Installing contractor shall meet with Cannon

AFB EMCS technicians prior to the building final to verify that there is connectivity to the Technician Workstation.

3. Programming

3.1. All systems shall be programmed with an

occupancy schedule. The installing contractor shall work with the user to determine and test an actual occupancy schedule before the final inspection.

3.2. The MS/TP Network # shall be the same as the

building number.

3.3. Each equipment item shall be described in the

device manager in the following format: Building #_Device #_Room #.

4. EMCS Panel

4.1. All demoed DDC controller of any manufacturer

shall be turned over the base EMCS Technicians.

4.2. All controllers shall be located in the mechanical

room of the building in a dedicated enclosure. The Building Control Module (BCM) shall be installed in a lockable panel that is keyed to match the current EMCS panel key used by the Base EMCS Technicians.

4.3. Each main piece of equipment shall have its own

dedicated controller(s) (AHU, Boiler, Chiller, etc.).

Each controller shall have 25% of inputs/outputs open (IN, AO, BO).

4.4. Ensure wire raceways are used inside the

enclosure and covers are in place to provide a neat and tidy organization of wires.

4.5. Install a standard electrical outlet if one does not

exist.

4.6. Provide controller termination diagram to depict

the controller and connected peripherals for easy trouble shooting. One copy shall be submitted with the O&M manuals and a second copy shall be mounted on the interior door of the panel.

4.7. Utilize wire labels to physically identify the wire

used for each peripheral.

4.8. CAT-6 cable shall be pulled from the patch panel

located in the communications room of the project building to the BCM in the mechanical room mounted in a dedicated enclosure.

2. General Requirements

2.1. As a minimum, the following systems shall be

provided with the indicated control points for monitoring and control of the HVAC systems installed.

2.2. Outside Air Temperature - Display air

temperature in °F. Sensor shall be mounted to the north facing exterior wall of the building at least 4” away from the wall surface and include shielding from direct sunlight.

2.3. Building pressure - Display building pressure in

iwc. Building pressure shall be used to control the relief damper.

2.4. A VFD is required for any motor greater than or

equal to 5 hp. If supply fan motor is large enough to have a VFD, the return fan (if equipped) shall also have a VFD regardless of size.

2.5. All penetrations through the exterior of the

building shall include a motorized actuator to close the opening in the event of an emergency shutdown.

2.6. The system shall be programed to default to heat

mode in the event of a power outage.

2.7. ATFP - Each facility shall have at least one

centrally located emergency HVAC shutdown button within 200 feet from any point in the building. When pressed, all fans in the building will disable and all exterior penetrations shall close. The EMCS front end software must also be capable of activating this feature remotely.

3. Exhaust/Supply Fans

3.1. On/Off - Fan shall be on or off as shown in design.

3.2. Fan Status (< 5HP) - Measure current through the

motor in amps.

3.3. Fan Status (≥ 5HP) - Detect current through the

motor with a switch.

3.4. Fan Speed (≥ 5HP) - Fan speed signal sent to the

VFD.

4. Air Handling Units – VAV Box System

4.1. Supply fan on/off: Fan shall be on unless disabled

due to alarm status of occupancy schedule.

4.2. Supply fan status (< 5HP) - Measure current

through the motor in amps.

10.12.4. Return air CO2 - Measure the CO2 level

in ppm.

10.12.5. Outside air damper position - Link

damper control with return air damper to open/close opposite of each other. Outside air and return air damper positions shall modulate to maintain the supply air set-point in cooling mode only. Two modes shall be available as described below.

10.12.5.1. Auto mode: 100% outside air

shall be enabled when the outside air temperature is less than the return air temperature. During unfavorable outside air conditions the outside air shall modulate to maintain a set CO2 differential (Adj) between the return and outside air.

10.12.5.2. Manual mode: 100% outside air

shall be enabled when the outside air temperature is less than OAT Manual High SP (Adj). During unfavorable outside air conditions the outside air damper shall open to the set minimum position (Adj).

10.12.6. Outside air flow - Measure flow rate in

units of CFM.

10.12.7. Outside air CO2 - Measure the CO2 level

in ppm.

10.12.8. Relief air damper position - Damper shall

modulate to maintain the specified building pressure set-point (Adj).

10.12.9. Mixed air temperature - Measure air

temperature in °F.

10.13. Humidity control (add)

10.13.1. Space relative humidity - Measure space

humidity percentage.

10.13.2. Supply air relative humidity - Measure

supply air humidity percentage.

10.13.3. Humidifier signal - Humidifier shall

modulate to maintain space humidity setpoint (Adj).

11. Terminal Units – Fan Powered Variable Air Volume

11.1. Space temperature - Thermostat shall be installed

on an interior wall in the most central location. If a central location is not available, install thermostat near the return air diffuser for the space. Temperature set-points shall follow a facility specific occupancy schedule. Temperature set-points for occupied and unoccupied modes shall follow the most recent AFSOC Energy Policy.

11.2. Discharge air temperature - Measure air

temperature in °F.

11.3. Discharge air flow - Measure air flow in CFM.

11.4. Damper position- Modulate between the

minimum set-point and 100% open to maintain space temperature. During heat mode, damper shall be 100% closed.

11.5. Reheat valve position - Valve shall open upon a

call for heating.

11.6. Fan on/off - Fan shall be enabled with a call for

heating.

11.7. Fan status - Detect current through the motor

with a current switch.

12. Terminal Units – Variable Air Volume

12.1. Space temperature - Thermostat shall be installed

minimum set-point and 100% open to maintain space temperature.

12.5. Reheat valve position - Valve shall open upon a

call for heating.

13. Boiler

13.1. Boiler on/off - The boiler shall be enabled at 60°F

(Adj) and below.

13.2. Supply water temperature - Measure water

temperature supplying the heating coils in °F. A hot water reset schedule shall be programmed to provide 180°F (Adj) water when outside air temperatures are 32°F (Adj) and below. When outside air temperatures are between 32°F (Adj) and 60°F (Adj) the hot water supply temperature shall be reset to 90°F (Adj).

13.3. Differential pressure across pump - Measure the

differential pressure between supply and return.

13.4. Return water temperature - Measure water

temperature in °F going into the pump.

13.5. Water mixing valve position - Valve shall

modulate to maintain the supply water temperature as required by the reset schedule.

13.6. Pump on/off - Pump shall enable when boiler is

operating to circulate hot water through either the heating coils or the bypass.

13.7. Pump status (< 5HP) - Measure current through

the motor in amps.

13.8. Pump status - (≥ 5HP) - Detect current through

the motor with a current switch.

13.9. Pump speed (≥ 5HP) - Modulate pump speed to

maintain the design pressure differential between the supply side and return side of the pump. If a VFD is used, no balancing valve is required.

13.10. Water flow - Measure water flow rate in GPM.

13.11. Boiler inlet temperature - Measure water

temperature in °F going into the boiler.

13.12. Boiler discharge temperature - Measure water

temperature in °F going out the boiler.

13.13. Boiler water level - Measure water level of the

boiler if equipped with a water holding chamber.

13.14. Flame indicator - Detect presence of a flame.

14. Chiller

14.1. Chiller on/off - The chiller shall be enabled when

the outside air temperature is above 60°F (Adj).

14.2. Compressor status - Measure current through

each compressor.

14.3. Isolation valve position - If multiple chillers are

used, open/close isolation valve for the active/inactive chiller.

14.4. Supply water temperature - Measure water

temperature supplying the cooling coils in °F.

14.5. Differential pressure across pump - Measure the

differential pressure between supply and return.

14.6. Return water temperature - Display water

temperature in °F.

14.7. Water mixing valve position - Valve shall

modulate to maintain the supply water temperature as required by the reset schedule.

14.8. Pump on/off - Pump shall enable when chiller is

operating to circulate chilled water through either the cooling coils or the bypass. The system shall monitor the temperature sensors for the chiller discharge, chiller return, CHWS (in mechanical room), and CHWR (in mechanical room) and if any one temperature sensor reads 33°F or below, the system shall cycle the chilled water pumps.

14.9. Pump status (< 5HP) - Measure current through

the motor in amps.

14.10. Pump status - (≥ 5HP) - Detect current through

the motor with a current switch.

14.11. Pump speed (≥ 5HP) - Modulate pump speed to

maintain the design pressure differential between the supply side and return side of the pump. If a VFD is used, no balancing valve is required.

14.12. Water flow - Measure water flow rate in GPM.

14.13. Chiller inlet temperature - Measure water

temperature in °F going into the chiller.

14.14. Chiller discharge temperature - Measure water

temperature in °F going out the chiller.

14.15. Chiller interface - Display available information

gathered from the onboard controller.

15. Condensing Unit

15.1. Compressor on/off - Monitor on/off condition of

each compressor.

15.2. Compressor status - Measure current through

each compressor in amps.

16. Domestic HW System and Recirculating Pump Unit (monitor only)

16.1. Pump on/off - Display bright green/red button if

pump motor is on/off.

16.2. Pump status - Display bright green/red button if

the current sensor does/does not detect current running through the pump motor.
