Solicitation Questions:

1. There is not a response date on notice posted on Feb 15. What is the process to meet the requested solicitation?

a. The offer due date/time (response date) is identified on the most recently issued Amendment in Block

8 page 1 of the Amendment. Amendment 0004 has extended the offer due date/time and identifies the offer due date/time to 06 Mar 2017, 4:00 P.M. EST.

2. Do you have a consolidated / updated RFP package I can use for inputting numbers for the final submission, or do I need to do the edits to the original package, based on the amendments?

a. To provide pricing information please use Attachment 10 (posted with Amendment 0002) on FBO in accordance with MDY ADM-1 and MDY ADM-2 of the solicitation. Per your request a conformed copy (a copy that consolidates all changes to the RFP to include Amendment 0004) will be posted with Amendment 0004.

3. Attachment 5 Paragraph 1.1.3 states the following: “Note: The Standardization Evaluation Administrative Program Assistant (SEAA) position is listed in the Wage Determination attached to this solicitation/contract as the “Stand/Eval Assistant” (SEA). The SEA and the SEAA positions are synonymous, therefore, are to be treated as one and the same.

-So, what is being noted is - the provided Wage Determination from the original RFP (originally Attachment 13 and now Attachment 9) does not list the SEA position nor its DoL Determined Salary.

-It also appears that Question #3(b) under Solicitation Questions in Q&A #2 conflicts with this Note and states the following: “The Rigger and the SEAA positions will not be covered by WD 2012-0040, Rev 8.” Can you please deconflict these two statements and, if the new RFP Mod is correct, provide an update to Attachment 13 that includes the SEA position?

a. Thank you for providing this information. The SEAA and the Rigger position are not covered/listed by WD 2012-0040, Rev 8. The Note in Attachment 5 at Para 1.1.3 has been deleted and a new Attachment 5 will be uploaded with Amendment 0004 to deconflict this information.

4. Are you able to send out to bidders, or publish on FBO.GOV, a consolidated RFP, incorporating all the changes from Amendment 2 and 3 into the text of the original RFP? Or, are you expecting the bidders to modify the original RFP to incorporate those changes when completing the solicitation package for submission?

a. Per your request a conformed copy (a copy that consolidates all changes to the RFP to include

Amendment 0004) will be posted with Amendment 0004.

5. We have been reviewing the Amendment 0002 and need some clarifications on the PoP for each CLIN. CLIN 0XXX appears ok…. 1 Apr 2017 – 28 Feb 2018, However, CLIN 1XXX, 2XXX, 3XXX and 4XXX list the PoP as 1 Apr 20XX – 28 Feb 20yy. Should this be 1 Mar 20xx – 28 Feb 20yy?

a. Thank you for providing this information. The Period of Performance (PoP) was inaccurate in the CLIN Description Block of the following CLINs:

-Option Year 1 - 1010, 1060, 1080, 1100, 1140, -Option Year 2 - 2010, 2060, 2080, 2100, 2140, -Option Year 3 - 3010, 3060, 3080, 3100, 3140, -Option Year 4 - 4010, 4060, 4080, 4100, 4140, This has been corrected via Amendment 0004.

The PoP data below is for your information.

Base Year PoP:

1 Apr 2017 thru 28 Feb 2018

Option Year 1 PoP:

1 Mar 2018 – 28 Feb 2019

Option Year 2 PoP:

1 Mar 2019 -29 Feb 2020

Option Year 3 PoP:

1 Mar 2020 – 28 Feb 21

Option Year 4 PoP:

1 Mar 2021 – 28 Feb 2022

6. Why is a Facility Clearance (FCL) required for proposal submission instead of after award?

a. The Government has an immediate need for these services effective 01 Apr 2017. Performance of the services is crucial because it directly impacts combat readiness and mission effectiveness. In accordance with DoD 5220.22-M, Section 2-100, Contractors will not be afforded access to classified information until the FCL has been granted. Access to classified information is required for all (14) positions of this requirement. The Defense Security Service has identified that an FCL can take a few weeks to several years to process. In a response from the Defense Security Services it stated that “A company must hold a valid FCL at the appropriate level in order to provide cleared employees to support a classified contract.” Services are needed effective 01 Apr 2017 and cannot be delayed to allow a contractor to obtain the required FCL.

7. Why does it take a long period of time for the Government to answer questions received during the presolicitation phase of the solicitation?

a. Due to the vast changes that take place with an acquisition between the synopsis and solicitation phase (for example Wage Determination information, development of the evaluation criteria, PWS development, CLIN structure development, etc.) questions during the presolicitation phase are held until the solicitation is posted. Once the solicitation is posted the questions received during the presolicitation phase are added to the questions asked during the solicitation phase and the answers are posted. If the Q&A's are answered prior to the solicitation, while the requirement is still being developed, it is very likely that the answers would change multiple times and add confusion to the process. Also, most answers are not available until the solicitation is complete. Our solicitation has a very extensive review process that must be completed prior to posting, at which time much of the solicitation changes.
