SECTION 01 00 00

GENERAL REQUIREMENTS

PART 1 GENERAL

1.1 DEFINITION OF INSTALLATION

1.1.1 Installation will be defined as the property and facilities located within the jurisdiction of the Tyndall Air Force Base (AFB), Florida. Work performed under this contract shall be bound by rules, laws, and regulations of each particular installation as well as local, state, federal, and Air Force regulations. This contract covers construction efforts at within the airfield environment of Tyndall AFB.

1.2 PROJECT DESCRIPTION

1.2.1 The Contractor shall furnish all management, supervision, labor, materials, equipment and incidentals required for a broad range of pavement maintenance, repair and minor construction, including but not limited to grading of subgrade and base course; resurfacing, full depth reconstruction, new full depth construction of bituminous concrete and portland cement concrete pavements; milling of bituminous concrete pavement; crack repair in bituminous concrete pavement; adjustment and/or modification of utility structures within and outside of pavements; painting new and/or removal of existing pavement markings; rubber removal from pavement; installation of new and/or repair of existing storm sewer systems that includes inlets, manholes, mitered end sections, and pipe; earthwork and vegetative stabilization on various real property facilities under this contract, including design and engineering services incidental to construction. The Contracting Officer (CO) will conduct negotiations with the Contractor and issue individual task orders for maintenance, repair and minor construction projects identified by the Base Civil Engineer (BCE) as part of this Airfield Civil Works Indefinite Delivery Indefinite Quantity Contract (IDIQ). Individual task order projects will vary in size.

1.2.2 The above general description of work does not in any way limit the responsibility of the contractor to perform all work and furnish all labor, materials, and equipment complete in accordance with the plans and specifications. Commencement of the contract will be upon award and the duration will be a twelve (12) month base period with four (4) one year option periods.

1.2.3 The Government is not obligated to issue any particular type of work related to the items described in Section 1.2.1, Project Descriptions under this contract and reserves the right to accomplish work using government workforces or other contracting methods, as the government deems necessary or desirable, and to do so will not breach or otherwise violate this contract.

1.3 CONTRACTORING OFFICER’S AUTHORITY

1.3.1 No person other than a Contracting Officer shall have authority to modify the terms of this agreement. The Contracting Officer is the only person authorized to approve changes in any of the requirements under this agreement and not withstanding any provisions contained elsewhere in this agreement, the said authority remains solely with the Contracting Officer. The Contractor will not take direction from anyone other than the Contracting Officer or his/her designated representative. In the event the contractor affects any such changes at the direction of any person other than the Contracting Officer, the change will be considered to have been made without authority and no adjustment will be made in the contract price to cover any change in costs incurred as a result thereof.

1.3.2 It is the responsibility of the contractor to ensure all personnel, prime and sub-contractors, 01 00 00 - 1 of 23 employed under this contract are informed of the Contracting Officer’s authority as indicated in Section 1.3.1.

1.4 GOVERNMENT LIABILITY

1.4.1 The government will not be liable for any loss or damage to the contractor's property, including stock or for expense incidental to such loss or damage.

1.5 WAGE RATE DECISION

1.5.1 In addition to the wage rates in the solicitation, the complete decision of the Secretary of Labor contains wage rates for other classes of laborers and mechanics. Because it does not appear that the work called for by this solicitation will require the use of such other clauses, the wage rates applicable to them have not been reprinted herein. However, if any such classes of laborers or mechanics actually are employed to perform work under the contract resulting from this solicitation, payment will be required as specified in the clause entitled "Davis Bacon Act" at wage rates contained in the complete decision of the Secretary of Labor. Offerors desiring the complete decision may request it from the Contracting Officer

1.6 SUBCONTRACTORS

1.6.1 Within seven (7) days after the award of any subcontract either by himself or a subcontractor, the contractor shall deliver to the contracting officer a completed SF 1413, STATEMENT OF ACKNOWLEDGEMENT. The form shall include the subcontractor’s acknowledgment of the inclusion in his subcontract of the clauses of this contract entitled: 52.222-6 Davis-Bacon Act, 52.222-4 Contract Work Hours and Safety Standards Act-Overtime Compensation, 52.222-9 Apprentices and Trainees, 52.222-8 Payrolls and Basic Records, 52.222-10 Compliance With Copeland Act Requirements, 52.222-7 Withholding of Funds, 52.222-11 Subcontracts, 52.222- 12 Contract Termination-Debarment, 52.222-14 Disputes Concerning Labor Standards, and Compliance with Davis-Bacon and Related Act Regulations, and Certification of Eligibility.

1.6.2 Nothing contained in this contract shall create any contractual relation between the subcontractor and the Government.

1.7 CONTRACT DOCUMENTS, REFERENCE STANDARDS, AND PUBLICATIONS

1.7.1 General Requirements

1.7.1.1 The following documents are a part of the solicitation and any resultant contract. The Contractor shall utilize the referenced documents in the accomplishment of tasks prescribed in task orders. The standards and publications listed in each section of these specifications form part of these specifications to the extent referenced. The Contractor shall conform to the provisions of the most recent issue of the listed standard or publication.

1.7.2 Specifications

1.7.2.1 This specification is numbered and organized in accordance with the Construction Specification Institute's (CSI) Master Format. The specifications have been edited for this specific contract and will remain unchanged throughout the contract unless officially modified through the Contracting Officer. Contactor shall adhere to the requirements and meet performance criteria contained in the specifications. Deviation from specifications or failure to meet performance criteria may result in removal and replacement of installed and/or constructed item at no cost to the Government.

1.7.3 Standards

1.7.3.1 The specification furnishes concise industrial and/or commercial standards for maintenance, repair, and minor construction of government facilities.

1.7.4 Price Schedule

1.7.4.1 Items required for the execution and completion of the individual task orders under this contract will be based on the negotiated Pre-Priced Schedule, which consists of line items for the intended work of the contract.

1.7.5 Non-Price Line Items (NPIs)

1.7.5.1 Any item of work not found in the Pre-Priced Schedule but required for an individual Task Order shall be negotiated by the Contracting Officer as a NPI. The negotiated price of NPIs will be the "in-place" price to include material, equipment, and labor (exclusive of the Contractor's or sub-contractor's indirect expenses such as overhead, profit, labor burden, etc) in effect at the time of submission.

1.7.5.2 NPIs once negotiated and used in a Task Order will be added to Price Schedule only by supplemental modification.

1.7.5.3 The contractor shall track the total non-priced dollar percentage for each Task Order and shall clearly indicate the percentage on each Task Order or modification proposal.

1.7.5.4 If the contractor's Task Order proposal includes any non-priced items, those items shall be separately identified and priced. Proposed NPI prices must be documented by support information as specified below:

a) A minimum of three (3) competitive contractor quotes which shall include;

material(s) description with unit price and installation cost showing labor classification, hourly rate, and number of hours anticipated for each workman or;

b) A complete breakout of material, labor, and other direct cost required to complete the specified work items shall be submitted in a format specified by the Contracting Officer.

1.7.5.5 NPIs of work will be negotiated; however, this shall not be construed to include elements of work which are not separately priced but which are incidental to or are customarily required for performance of a priced item of work.

1.7.6 Unified Facilities Criteria

1.7.6.1 The UFC shall be used as the standard building code for all construction under this contract.

Any and all changes to the UFC will immediately become requirements of this contract. The UFC references the International Building Code (IBC) as the basic requirement. However, the current adopted version of the IBC shall be used as the minimum standard. The UFC modifies those basic requirements in UFC 01-200-01.

1.7.7 Building Codes

1.7.7.1 As a minimum, the following Building Codes shall be used for all construction under this contract. The most current editions and supplements of these standards shall apply. The contractor shall have a copy of each of these documents available for use during the term of this contract. If there is a conflict between these codes and regulations, the most stringent requirements apply at all times.

a) Florida Building Code

b) Florida Accessibility Code

c) Life Safety Code

d) Nation Fire Code

1.7.8 Florida Administrative Code (F.A.C.)

1.7.8.1 As a minimum, the applicable section of the F.A.C. related to environmental, storm water, and utility permitting and construction shall be used for all construction under this contract.

The most current editions and supplements of these standards shall apply. The contractor shall have a copy of each of these documents available for use during the term of this contract. If there is a conflict between these codes and regulations, the most stringent requirements apply at all times.

1.7.9 Installation Design Standards

1.7.9.1 Facilities Excellence Plan & Standards for Tyndall AFB shall be adhered to on all construction projects. Any possible deviations from these standards shall be brought to the Contracting Officer (CO) before implementation.

1.7.10 Licensing/Certification

1.7.10.1 Some task orders will require proof of Florida State licensing/certification prior to commencing work on Tyndall AFB, including but not limited to work on electrical systems, communications systems, fire alarm and suppression systems, hazardous material abatement, and professional (surveying and engineering) services, etc.

1.8 EXECUTION

1.8.1 Pre-Performance Construction Meeting

1.8.1.1 Before work begins on this contract, the Contracting Officer will arrange for a meeting with the Contractor to discuss the contract in general, including administrative matters, performance requirements, submittal procedures, approval and payment schedule, quality control expectations, request for proposal and task order procedures, traffic control, construction access requirements, as-built criteria, performance requirements, security procedures, accident prevention, safety, and fire prevention briefing.

1.8.2 Business Telephone

1.8.2.1 At the beginning of this contract, the contractor shall provide and maintain a cellular telephone system for all key personnel throughout the period of this contract. The contractor shall ensure each project manager and superintendent is able to communicate via cellular telephone at all times during normal duty hours and when required to work other than normal duty hours.

1.8.3 Work Hours

1.8.3.1 Normal work hours shall be Monday through Friday from 7:00 A.M. to 4:00 P.M. excepting days observed as Federal holidays as listed below

Holidays falling on Saturday are observed on the preceding Friday. Holidays falling on Sunday are observed on the succeeding Monday.

a) The Contractor may be required to temporarily stop work for operational requirements, special events, installation exercises, or while Distinguished Visitor (DV) familiarization visits/tours are conducted. The Contractor must make allowances for these events and resulting lost time will not be reimbursable.

Notification to the Contractor shall be provided by the applicable Contracting Officer.

b) The Contractor may request to work on a weekend, after hours, or on a holiday. All such requests must be submitted in writing to the Contracting Officer with a description of the type of work to be accomplished on that date. Any request to work a weekend shall be submitted a minimum of 72 hours prior to the requested date.

The government reserves the right to approve or deny the request. Contractor’s request to work outside standard work hours shall not justify non-standard rates.

c) The Contracting Officer may require the contractor to work hours and days not considered normal business hours to repair infrastructure due to mechanical mishaps or natural disasters such as hurricanes. The contractor shall reflect his work schedule pricing as night work/weekend for such emergency work. Past emergency work due to mechanical mishaps or named hurricanes required mission critical sites and the infrastructure to be repaired in a timely manner. Contractor shall have the capacity in the work schedule, materials, personnel, and equipment to support such a need occur.

1.8.4 Safety Requirements

1.8.4.1 See Section 01 35 29, Safety and Health Requirements.

1.8.5 Fire Protection

1.8.5.1 The Contractor shall be responsible for furnishing adequate and proper fire protection for all phases of the contract work in accordance with UFC and National Fire Protection Agency (NFPA) standards. See Section 01 35 29, Safety and Health Requirements.

1.8.6 Task Order Notification

1.8.6.1 As the need exists for performance under the terms of this contract, the Contracting Officer or his/her authorized representative will notify the contractor of an existing performance requirement and provide the contractor with the Government estimated Task Order Magnitude Level of the project and a statement of the general scope of work required. The project Task Order Magnitude Levels are as follows:

a) Task Order Magnitude 1 - $25,000 or Less

b) Task Order Magnitude 2 - $25,001 through $100,000

c) Task Order Magnitude 3 - $100,001 through $250,000

d) Task Order Magnitude 4 - $250,001 and $500,000

e) Task Order Magnitude 5 - $500,001 and $1,000,000

f) Task Order Magnitude 6 - $1,000,001 and $5,000,000

1.8.7 Request for Proposal (RFP)

1.8.7.1 Upon receipt of this notification, the contractor shall respond to the needs of the Government within three (3) working days by visiting the proposed work site in the company of the Contracting Officer or his/her authorized representative, the project manager/inspector, and a representative of the using agency for the purposes of conducting a scope validation site visit at which time the following will be discussed:

a) Definition and refinement of requirements

b) Methods and alternatives for accomplishing work

c) Detailed scope of work

d) Assumptions, information required, etc

1.8.7.1.1 Upon establishment of the scope of the individual requirement, the contractor shall prepare and submit three (3) copies each of the site visit memorandum and detailed scope of work for the project within three (3) working days unless otherwise directed by the Contracting Officer. Upon approval of the detailed scope of work the contractor shall prepare a proposal for accomplishment of the work for submission to the Contracting Officer for Government review within five (5) working days and any revised design proposals and cost proposal incorporating government comments within one (1) working day of receipt of government comments or as agreed upon by the Contracting Officer and contractor. The project magnitude as stated in section 1.8.6.1 shall be stated in each Government request for proposal. The contractor shall immediately notify the Contracting Officer if it appears the project proposal will differ from the project magnitude. The Contracting Officer will take action to ensure the project stays within the magnitude or ensure the magnitude is validated and adjusted for the reasons specified. It is the contractor’s responsibility to ensure the proposal includes all costs associated with meeting the requirements of federal, state and local laws or enforcing codes, as well as the requirements of the Technical Specifications. It shall be the responsibility of the contractor to ensure that all the requirements of the statement of work have been included in their proposal. No equitable adjustment will be made after issuance of a task order to account for items left out of the contractor’s proposal.

1.8.7.1.2 Initial, Revised Proposals, and Modifications: Upon establishment of the scope of the task, the contractor shall prepare a proposal for accomplishment of the work. The contractor’s initial task proposal shall include, but not be limited to:

a) A detailed SOW, in which the contractor develops after the site visit, must summarize the task scope. See Paragraph 1.8.7.1.1

b) Necessary drawings with details. The contractor shall send two (2) full size copies of the drawings to the Base Contracting Office with all of their task proposals.

c) Calculations.

d) Catalog cut sheets.

e) Specification Division and Section number applicable to delivery order.

1.8.7.1.3 The Contractor may be provided with one set of drawings and specifications. The level of the design provided to the Contractor shall vary from a basic concept to intermediate design to a complete design package. The Contractor may reproduce the drawings and specifications at the contractor’s own expense if additional copies are needed. The Contractor shall check all drawings and specifications immediately upon receipt for discrepancies and notify the CO immediately of any/all discrepancies found in the form of a Request for Information (RFI).

Contractor shall compare all drawings and verify the installation before laying out the work and shall be responsible for any errors which might have been avoided thereby. Where

01 00 00 - 6 of 23 drawings are not provided as part of the request for proposal, the contractor shall provide the field investigation, historical record research, design including construction drawings, engineering and constructability review necessary to ensure the drawings are complete.

1.8.7.1.4 The design and engineering required for this contract is at the level normally expected of a general construction contractor and considered incidental to the accomplishment of the scope of work provided by the government. Examples of services required from the contractor include grading of subgrade and base course; resurfacing, full depth reconstruction, new full depth construction of bituminous concrete and portland cement concrete pavements; milling of bituminous concrete pavement; crack repair in bituminous concrete pavement; adjustment and/or modification of utility structures within and outside of pavements; painting new and/or removal of existing pavement markings; rubber removal from pavement; installation of new and/or repair of existing storm sewer systems that includes inlets, manholes, mitered end sections, and pipe; earthwork and vegetative stabilization on various real property facilities under this contract, including design and engineering services incidental to construction.

1.8.7.1.5 Final proposal package should cointain at a minimum:

a) necessary drawings with details. Upon NTP to begin work on a Task Order, contractor shall provide three (3) full size copies of the negotiated proposal drawings.

b) Calculations.

c) Final negotiated cost proposal.

d) Submittals for all items listed on AF Form 66 within 10 days following issuance of

NTP.

e) One CD-ROM disk with the following information:

1.8.8 Site Visit

1.8.8.1 Contractor shall verify all conditions, locations, and dimensions contained in the SOW and the associated plan. In the event a discrepancy exists, contractor shall immediately file notice to the CO. The Contractor shall deliver detailed site visit minutes to the Contracting Officer within three (3) working days following the site visit. The Contractor shall comply with the requirements of FAR Clause 52.236-3, Site Investigation and Conditions Affecting the Work. As part of meeting the requirements of this clause, the Contractor shall research all historical drawings related to the project site or facility.

1.8.9 Historical Record Drawings

1.8.9.1 Historical records and drawings are located in the 325th Civil Engineer Squadron, Building

421. Advanced notice to the Project Manager is required to schedule an appointment to review the government record drawings. Upon request, the contractor will be provided one

(1) copy of any record drawing, at no cost, that is relevant to the work required.

1.8.9.2 The integrity of these drawings is not guaranteed and the contractor must field verify all items on the drawings prior to preparing a cost proposal.

1.8.9.3 The existing dimensions and locations shown on the applicable drawings are for approximation purposes only. Failure to verify the dimensions, conditions, and locations will be at the contractor's risk and shall not relieve the Contractor from accomplishing the work required by the contract at the price awarded by the Government. THE

GOVERNMENT DOES NOT GUARANTEE THE ACCURACY OR ADEQUACY

OF EXISTING AS-BUILT DRAWINGS. It is the Contractor's responsibility to verify all as-built conditions prior to submission of a cost proposal and/or issuance of each Task Order. Failure to do so shall not relieve the Contractor of responsibility for his design, and shall not constitute a basis for reimbursement for cost increases resulting from inaccuracies of government provided drawings.

1.8.10 On-Site Conditions

1.8.10.1 Drawings showing the location of structures, piping, ducts, conduit, utility lines, and etc. are graphical in nature and may not show every detail and precise location. Drawings showing structures, piping, ducts, conduit, utility lines and etc. to be removed, altered, or installed requires field verification prior to construction, which may require deviation from the configuration of the demolition or installation drawings due to site constraints that requires notification to the CO and approval prior to such deviations. All such minor details of work which are not shown on the drawings, as well as such items not specifically mentioned in the specifications, but which are essential and necessary for the completion of the work, and to make all systems or equipment operational, shall be considered as incidental and shall be included as part of the work. The Contractor shall be responsible for inspecting to his satisfaction all areas/items of possible conflict. Failure to verify the dimensions and locations will be at the contractor's risk and shall not relieve the Contractor from accomplishing the work required by the task order.

1.8.11 Project Proposal

1.8.11.1 For every Request for Proposal (RFP) associated with a new task order (TO), the Contractor shall provide a written proposal to the Government within ten (10) working days. If the requirement is determined by the Contracting Officer to be a quick response a written proposal to the Government will be required within five (5) working days.

1.8.11.2 The project magnitude as stated in Section 1.8.6 Task Order Notification shall be stated in each Government request for proposal. The contractor shall immediately notify the Contracting Officer if it appears the project proposal will differ from the project magnitude. The Contracting Officer will take action to ensure the project stays within the magnitude or ensure the magnitude is validated and adjusted for the reasons specified.

1.8.11.3 Contractor’s responsibility to ensure the proposal includes all costs associated with meeting the requirements of federal, state and local laws or enforcing codes, as well as the requirements of the Technical Specifications. It shall be the responsibility of the contractor to ensure that all the requirements of the statement of work have been included in their proposal. No equitable adjustment will be made after issuance of a task order to account for items left out of the contractor’s proposal.

1.8.11.4 The proposal shall include at a minimum: a cover page, a narrative describing their approach and assumptions for the proposed project work described in the government’s Statement of Work to include all major components of the project; a detailed cost estimate for all work to be performed and all major components of the project; a Schedule of Material Submittals; a detailed project on AF Form 3064 Progress Schedule, that includes all major components of the project, their associated costs and percentage of effort; and an AF Form 3065 Progress Report detailing the major components and the associated percentage of the construction effort; and any other information as needed to demonstrate a complete and thorough understanding of construction effort.

1.8.11.5 Subsequent to the Government review, the Contractor shall revise, as required, design and/or cost proposals to incorporate government comments within one (1) working day of receipt of

01 00 00 - 8 of 23 comments or as agreed upon by the Contracting Officer and contractor.

1.8.12 Cover Page

1.8.12.1 The cover page or pages shall include project title, total project cost, list of assumptions, list of requirements, performance period, material lead times, and any special considerations such as phasing of construction. The contractor’s proposals shall be complete and concise.

1.8.13 Project Narrative

1.8.13.1 The contractor shall provide, as part of the proposal, a narrative including their basic design solution showing a complete understanding of the requirement. The contractor shall not simply restate the goals of the Statement of Work, but provide sufficient information to demonstrate to the Government a thorough understanding of the requirement and all applicable codes and regulations. Where required, drawings included with the proposal must be thorough enough to allow the Government and contractor to estimate pre-priced and non-priced items. Design incidental to accomplishing the required tasks outlined in each task order may be required; the extent of these designs will depend on the complexity of the task. Under the scope of this contract, the complexity varies and may require the services of a Florida registered engineer and/or surveyor. The contractor shall provide sufficient documentation to substantiate the proposed approach for the task. Also, the narrative shall clearly illustrate compliance with local, state, and federal building and construction codes. Where required in the SOW or otherwise needed to demonstrate a thorough understanding of the requirements, the contractor shall include the following documentation in the task order proposal. This documentation includes, but is not limited to;

a) Design drawings showing basic layout and planning of work

b) Design Calculations

1) The contractor shall provide, as part of the proposal, design calculations to substantiate appropriate equipment or material selection/ sizing, component assembly, and proposed layout and sizing of utilities and structural elements.

The contractor shall at a minimum supply the following calculations:

a. Structural: Structural system and foundation sizing

b. Pavement/Site Work: Pavement section, longitudinal and cross slope, grading, and storm sewer system and hydraulic capacity analyses.

c) Certified Shop Drawings. Shop drawings shall show in detail the proposed fabrication and assembly of structural elements and/or the installation (i.e., form, fit, and attachment details) of materials or equipment.

1.8.14 Cost Estimates

1.8.14.1 All task orders shall be estimated, negotiated, and awarded based upon negotiated prices in the Price Schedule. The cost estimate portion of the contractor’s proposals shall be prepared and produced using the Price Schedule. This applies to all work done on task orders under this contract, even when work is done by a subcontractor.

1.8.14.2 Items not in the Price Schedule, known as Non Priced Items (NPI), may be proposed in accordance with the policy outlined Section 1.7.5. The use of NPIs will be kept to a minimum. The cost estimate portion of the Contractor’s proposals shall be in CSI format and logical, demonstrating a reasonable approach in construction methodology in both line items and quantities proposed. The elements of the cost estimate should correlate to the construction elements identified in the Statement of Work.

1.8.15 Schedule of Materials Submittals

1.8.16 The contractor shall prepare and provide as part of the proposal package AF Form 66 Schedule of Material Submittals. Schedule of Material Submittals shall include all reports, construction material specifications and any documentation that may have an effect on the construction effort. These may also include, but not be limited to, plans, shop-drawings, product descriptions, lead time items and as-built drawings as outlined herein. Additional information regarding the submittal requirements are identified in Section 01 33 00.

1.8.17 Submitted AF Form 66 to be reviewed the Government for completeness and accuracy related to the SOW. Subsequent to Government review, the Contractor shall incorporate, as required, government comments within one (1) working day of receipt or as agreed by the Contracting Officer and contractor.

1.8.18 Construction Schedule

1.8.19 A construction schedule is required for all task order projects with a period of performance of 60 days or more. The contractor shall submit a construction schedule within five (5) working days from issuance of the Notice to Proceed. The construction schedule shall be submitted on AF Form 3064 Contract Progress Schedule. The work elements list of the AF Form 3064 shall be list in accordance with CSI format and identify all tasks of construction effort, their associated cost, and associated percentage of the work effort. The construction schedule should demonstrate a logical progression of the work effort from award to closeout. The statement of work may require a project to have critical path or milestone type schedules.

1.8.20 Construction Progress Reports

1.8.21 Weekly construction progress reports are required for all task order projects with a period of performance of 60 days or more. The contractor shall submit a weekly construction progress report no later than the close of business (COB) of the subsequent Tuesday. When the Monday prior to the date of submission for the progress report is a Federal holiday, as listed in Section 1.6.3, the report may be submitted by the COB on Wednesday. The work elements listed on the AF Form 3065 shall match the approved AF Form 3064 for the applicable task order.

1.8.22 Daily construction reports are required for all task order projects with a period of performance of 60 days or more. The contractor shall submit a daily construction report concurrently with the AF Form 3065. The report shall be general in nature and at a minimum contain the following information; Date of Work, Weather Conditions, Equipment Used, Number of Workers, Work Hours, and Work Description.

1.8.23 Pre-Construction Meeting

1.8.24 The contractor shall be expected to attend a coordination meeting prior to the commencement of construction for each task order with the applicable stakeholders.

1.8.25 Progress Meetings

1.8.25.1 Progress meetings with the contractor will be conducted as necessary with the Contracting Officer, CO designated representative and/or Project Manager. If requested by the Contracting Officer, a representative from the contractor’s corporate management may be required to attend.

1.8.26 Adequate Design

1.8.26.1 Contractor is responsible to ensure each task complies with the latest version of Air Combat Command Base Architectural Standards for Excellence, Tyndall AFB Supplemental

Specifications and the latest appropriate codes and regulations described in Sections 1.7.6 through 1.7.9. If a discrepancy exists between these documents, a Contracting Officer determination will be issued as to which document will be followed. Note: Any work performed not meeting the criteria will be corrected solely at the contractor’s expense.

1.8.26.2 Contractor shall use computer-aided-drafting (CAD), Autodesk AutoCAD 2009 or newer, to prepare required design drawings. For new construction, building additions, road construction, utility work or as contained in the SOW the contractor shall also be responsible for preparing geo-referenced three-dimensional drawings in AutoCAD 2009 or newer (i.e.

data terrain model points), utilizing ESRIs Geodatabases with feature classes that contain SDFIE Compliant shape, electronic digital format.

1.8.26.3 All drawings shall be on Standard D (24” X 36”) drawing format paper. Drawings shall be sized to clearly and accurately convey information to easily determine and construct the task.

1.8.27 Proposal Review and Acceptance

1.8.27.1 Upon receipt of the contractor's proposal, the Government will review the proposal for completeness. The Government will negotiate with the contractor all items, quantities, for all pre-priced and non-priced items, and performance times.

1.8.27.2 A Task Order will then be issued by the Contracting Officer using a DD 1155. Each Task Order will include the following information;

a) Date of the task order.

b) Contract number and task order number.

c) Scope of work and task order lump sum price, inclusive of pre-priced and non-priced items.

d) Delivery or performance data.

e) Accounting and appropriation data.

f) Liquidated Damages.

g) Any other pertinent data (e.g. requirement for certified drawings).

1.8.27.3 In accordance with FAR clause 52.216-19, Order Limitations, the contractor may not wish to provide the services requested on a task order. Cause may be that the order amount is below the minimum or above the maximum amount. As specified herein contractor must submit in writing within 3 days of receipt of notification an explanation of non-intent. The contractor’s attention is directed to paragraph (a), 52.216-19, wherein an order above the maximum shall be honored unless the order is returned within 3 days to the ordering officer with a written notice.

1.8.27.4 If differing site conditions are encountered, the contractor shall follow the procedures outlined in FAR clause 52.236-2, Differing Site Conditions.

1.8.27.5 Modifications to Task Orders can only be issued by the Contracting Officer. Modifications to a task order will be subject to the same coefficient as the original task order, regardless of the contract year in which the modification is issued.

1.8.27.6 For each Task Order issued, a weekly payroll report must be submitted, in accordance with FAR clause 52.222-8, Payrolls and Basic Records, to the Contracting Officer in order to ensure compliance with the Davis Bacon wage rate.

1.9 SCHEDULING WORK

1.9.1 Prior to the commencement of work under an individual Task Order, the Contractor shall confer with the Contracting Officer or his representative and agree on a sequence of procedure; means of access to premises and building; space for storage of materials and equipment; delivery of materials and use of approaches, corridors, stairways, and elevators, communications, the location of partitions, eating spaces and restrooms for contractor and subcontractors .employees.

1.9.2 Prior to the commencement of work under an individual Task Order, the Contractor shall coordinate with 325 CES Project manager for equipment, vehicles, and other items within immediate area required for construction shall be coordinated removal and replaced to original position upon completion of the work.

1.9.3 Delivery of materials and equipment shall be made with a minimum of interference to government operations and personnel.

1.9.4 The work shall be done in definite sections or divisions and confined to limited areas, which shall be completed before work in other sections, or divisions are begun. The work areas may be occupied or unoccupied.

1.9.5 The contractor shall obtain and complete an AF Form 103, Base Civil Engineer (BCE) Work Clearance Request in accordance with Section 1.10, Work Clearance Requests. A copy of the signed Work Clearance Request shall be given to the civil engineering representative no later than four (4) working days prior to the commencement of subject work.

1.9.6 The contractor shall obtain a welding permit from the base fire chief each time prior to performing any welding or other actions requiring open flames and/or create sparks such as torch cutting or grinding metal.

1.9.7 The contractor shall maintain, on all construction sites with work in progress, approved and applicable copies of the following: statements of work, BCE work clearance requests, permits and working record drawings.

1.9.8 .All temporary outages of any utility services required for the performance of work shall be scheduled in accordance with Section 1.15 Utility Outages.

1.9.9 All spills & fires are to be reported immediately to Base Fire Chief.

1.10 COMMENCEMENT, PROSECUTION, COMPLETION, AND PAYMENT

1.10.1 The Contractor shall be required to commence work required by a Task Order at the time specified on the Task Order, prosecute the work, and complete the entire work not later than the completion time specified on the Task Order. The time stated for completion shall include final cleanup of the premises, submission and approval of all reports and as-built drawings.

1.10.2 Provisions for Liquidated Damages will be determined on each Task Order by the Contracting Officer.

1.10.3 Payments will be made in accordance with FAR Clause 52.232-5 Payments Under Fixed-Price Construction Contracts for each Task Order.

1.10.4 Release of Claims. Upon completion of the work and prior to final payment of each task order, the contractor shall be required to furnish to the Contracting Officer a “Release of Claims” as specified in FAR clause 52.232-5, Payments Under Fixed Price Construction Contracts, for each Task Order written against this contract.

1.11 WORK CLEARANCE REQUEST

1.11.1 The Contractor shall obtain a coordinated and approved AF Form 103, Base Civil Engineer Work

Clearance Request prior to commencing any work for all task orders. The Contractor shall go to the work order service desk (Customer Service, Building 421) to begin the coordination process for the AF Form 103. The contractor shall provide a site map or engineering plans that clearly depict the location and proposed construction activities. The contractor shall hand carry the AF Form 103 to the coordinating offices and obtain the appropriate signature from each office indicated. Once all coordination is completed, the Contractor shall return the AF Form 103 to the work order service desk to receive approval. Government agencies will annotate the form with special instructions or requirements. The AF Form 103 with sketches, all in triplicate, shall be submitted a minimum of 15 working days prior to construction start date. Work shall not begin until the AF Form 103 is fully approved.

1.11.2 Environmental monitors may be required from 325 CES/CEIEC. A minimum of 72 hours advance notice for environmental monitors is required. Work shall not begin until the monitors are present.

1.11.3 When any digging is performed in the vicinity of utilities or communication cables, Civil Engineer Squadron (325 CES), Communications Squadron (325 CS), and/or Gulf Coast Electric Cooperative (GCEC) monitors will be present, as required. No mechanical digging shall be performed within 10 feet of utilities or communication cables until they are physically exposed by hand digging. Any utilities discovered during excavations that are not shown on the drawings or flag/marked by utilities government/utility locators shall be marked on the contract drawings and identified on the Contractor’s as-built drawings. If a utility or communication cable is damaged, notify the Contracting Officer immediately. A minimum of 72 hours advance notice for CES monitors and SCS monitors as indicated on AF Form 103 is required. Work shall not begin until the monitors are present.

1.11.4 Any welding or torching on Tyndall AFB requires a welding permit. The Contractor shall obtain a welding permit from the Fire Protection Flight, 325 CES/CEF. A permit will be issued within 5 workdays with instructions for welding fire prevention. Refer to Section 01 35 29 Safety and Occupational Health Requirements for additional information.

1.11.5 In all cases the Contractor shall have contingency plans for continuing work during utility outages caused by the Contractor or outside forces. The plan must also include procedures for promptly repairing utility breaks/interruptions made or caused by the Contractor.

1.11.6 Contractor shall be responsible for contacting utility owners to coordinate work, identify, locate, and mark all utility lines in the vicinity of the project work site (commercial and military utility lines). The Contractor will be required to mark the limits of site work/excavation to indicate location, direction, length, and depth of site work/excavation in order to facilitate the utility owner’s field marking of existing utilities.

The Contractor shall provide, as attachment to the AF Form 103, drawings showing exact location and description of the work to be accomplished. Should any of the coordination points indicate additional utility lines or structures to those already shown the contract drawing, either by sketch on the contractor's drawing, by field pointing, or by flagging, the Contractor shall be responsible for the protection of each of the indicated items. It is the responsibility of the Contractor to verify the exact location of all indicated utility lines and structures, and for the protection of the same, in the project work area. Should damage occur to any utility line or structure, the Contractor shall be responsible for the prompt repair of the damage to return the item to its original or better than original working condition.

The contractor shall insure that the locations of all underground utilities, once located and marked by the government, are adequately maintained to preclude remarking by government personnel. Flagging and/or paint markings placed to locate underground utilities shall be

01 00 00 - 13 of 23 removed prior to the final inspection. The Contractor shall be responsible for any damage associated with the flag and/or paint removal.

1.11.7 Special care and coordination shall be taken in any high-visibility area, which shall be indicated in the SOW and/or associated drawings, so as not to unnecessarily damage surfaces. The Contractor shall consult with the CE representative before any markings are placed in these areas.

1.12 REMOVAL AND REPLACEMENT RESPONSIBILITY

1.12.1 The contractor shall be responsible for the replacement or repair of all existing finished surfaces, utilities, equipment, landscape and grounds, and structures or parts thereof that he/she has damaged, removed, or cut into in order to perform work specified.

1.13 SUPERINTENDENCE BY THE CONTRACTOR

1.13.1 At all times during performance of this contract and until the work is completed and accepted, the Contractor shall directly superintend the work or assign and have on the worksite a competent superintendent who is satisfactory to the Contracting Officer and has authority to act for the Contractor. The superintendent is responsible for the proper coordination and timeliness of the work, and for the proper workmanship of all trades; therefore, his absence from the project site without a suitable substitute representative of the contractor shall be considered as damaging to the government. The ability of the superintendent, based on his knowledge and experience, is essential to the proper execution of the work, as is his ability to communicate and direct the efforts of those performing the work.

1.13.2 The superintendent shall be available on the project site within 15 minutes during all working hours, except for such incidental errands as required by his/her duties. If specifically required by the Contracting Officer due to the size or complexity of a particular Task Order, a full time superintendent will be assigned and onsite during performance of all work related to the Task Order. One week prior to the start of work, the contractor shall submit in writing to the Contracting Officer, or designated representative, the name of the individual to serve as project superintendent.

1.14 DAMAGE TO UTILITIES

1.14.1 In the event of a contractor caused utility failure/disruption, the contractor will first make the area safe, then immediately contact the Base Civil Engineer Service Call Desk (283-4948) and contracting officer or his/her designated representative.

1.14.2 If the damaged utilities are the fault of the contractor, the contractor will repair the utilities in a timely manner at no cost to the Government. If the damaged utilities are not the fault of the contractor, repairs will be accomplished by the Government or at Government expense.

1.15 COORDINATION WITH GOVERNMENT ACTIVITIES

1.15.1 The Contractor shall adhere to the requirements of each individual user organization. Any infringement on the normal working conditions (i.e. closing a hallway) shall be coordinated with the user at least 24 hours in advance.

1.15.2 If it becomes necessary to interrupt the using agency's work activities in buildings and/or areas for construction purposes, permission to do so must be requested in writing to the Contracting Officer five (5) working days in advance. Written requests for street closings will be submitted to the Contracting Officer for approval ten (10) working days prior to closing of the street.

Written requests for airfield environment (runway, taxiway, aprons) will be submitted to the

Contracting Officer in accordance with Section 01 35 00 Special Provisions for Working On or Near Airfield or Airfield Hangar. The Contracting Officer shall coordinate requests with the Base Civil Engineer.

1.15.3 Work in connection with this contract which requires a temporary outage of any utility service (electrical, water, gas, Fire Detection, etc) which will close down or limit (as determined by the Contracting Officer) normal activities in the building, construction area, or other affected areas, shall be performed by the Contractor at a time other than regular work requires Utility Outage coordination in accordance with Section 1.16 Utility Outages.

1.16 UTILITY OUTAGES

1.16.1 The Contractor shall request, in writing, any utility outage necessitated by the project work a minimum of ten (10) working days prior to the proposed outage. The Contractor shall not operate any valve, circuit breaker, or other utility shut-off device unless approved by the CO.

The Contractor shall verify that there are no conflicts with the scheduled outage immediately before shutting off the utility. The Contractor will be responsible to implement lockout/tag out procedures, as needed.

1.16.2 The request shall be directed to the Contracting Officer. It shall reference the specific task order;

stipulate the specific utility system and/or circuits to be affected; the location of the work; the time, date, and duration of the requested outage for each system; and describe the contingency plans for restoring the utility to service.

1.16.3 Shut down of existing utility systems will be accomplished by government personnel IF and ONLY IF contractor personnel are available at the time.

1.16.4 Outages shall be kept to a minimum both in number and in duration. Where multiple outages are required, as many outages as can be accurately scheduled shall be submitted as a group.
