MEMORANDUM FOR RECORD

FROM: 325 CONS/LGCC, TSgt Brian E. Swanson

SUBJECT: Airfield Civil Works IDIQ Site Visit – Questions & Answers

1. The following are a list of questions and answers submitted at the site visit. Additionally, this memo includes questions received through 26 June 2015 via e-mail and their subsequent answers:

Q1. Is there a storage or laydown area available to the prospective contractor?

A – The current laydown yard is located in the 6000 area of Tyndall AFB and will be available.

Q2. Can you provide an example of an adequate number of escort vehicles when driving on the airfield?

A – One escort should be limited to between 3 to 5 vehicles, provided they are entering/exiting the airfield at the same time/place.

Q3. Is there a location on Tyndall AFB to drop off fill dirt and is fill available on-site?

A – There is a limited supply of on-site fill dirt located in the 6000 area of Tyndall AFB and depending on the quality (as ascertained by the 325th Civil Engineering Squadron) drop off in the 6000 area may be available as well.

Q4. Is there an available Batch Plant on Tyndall AFB?

A – There is a Batch Plant located on the North West side of the airfield; however, it is not owned by the Government. Space is available in that location for a contractor to rent their own.

Q5. Are there specific, designated haul routes on and off of the airfield?

A – No, haul routes will be determined by the easiest course on/off the airfield for any given task order, with an emphasis placed on Foreign Object Disposal.

Q6. Will there be phasing associated with the task order attached to the solicitation?

A – Phasing is expected, but the plan of action will be subject to individualized plans negotiated after award of the basic IDIQ.

Q7. Clause 52.236-1 on pdf page 27 of this RFP for NAICS 237310 requires the Total Small Business offeror to self-perform at least twenty-five percent (25%) of the total amount of work. This percentage is usually associated with a small business set aside involving Special Trade contractors NAICS Subsector 238. Pursuant to 13 CFR 125.6 in the case of a contract for general construction (that includes NAICS 237310) the small businesses self performance requirement is at least fifteen percent (15%). May the agency change the small business self performance percentages associated with NAICS subsectors for set aside procurements? Please clarify.

A – According to the United States Department of Labor, Major Group 16 & 17 identify the definition of special trade contractors that was utilized in this solicitation. “Specialized activities that are covered here include grading for highways and airport runways.” While there is some general construction associated with

DEPARTMENT OF THE AIR FORCE

TYNDALL AIR FORCE BASE FLORIDA

FOR OFFICIAL USE ONLY

this solicitation, the majority includes heavy construction that is deemed worthy of a special trade contractor.

The agency will not change the small business self performance percentage associated in clause 52.236-1.

Q8. Are separate attachment 2 spreadsheets to be submitted in support of the Base year and each Option year total price entered in section B? Are offerors to adapt the base year attachment 2 for each option year or will separate attachments be provided by the government?

A – Please reference section L of the subject solicitation Instruction For Bidders. Attachment 2 already includes headings for the Base Year and each subsequent Option Year period.

Q9. In Attachment 1, pages 8-10, it outlines items to include with each Project Proposal (starting at item 1.8.11).

Are we to include all these attachments with our Task Order Pricing submission (Attachment 7)?

A – Please reference Section L of the subject solicitation, Instruction For Bidders. Attachment 7 calls for quantities only. If a successful bidder receives the award and the Government utilizes the IDIQ for that potential requirement, the additional items/timeline required for a Project Proposal will be accomplished in accordance with the Statement of Work.

2. No other questions have been received by the Government at this time. The final date for communications has been established in amendment 1 of the solicitation (2 July 2015, 4:00 PM CST).

BRIAN E. SWANSON, TSgt, USAF Contracting Officer
