The contractor must provide and deliver 16,410 tons of GCA as the base requirement (CLIN 0001), with an optional additional purchase of up to 1,000 tons (CLIN 0002). The material will be used for taxiway Hotel and the C-17 Assault strip, which must support Modified Heavy Aircraft operations. Deliveries must begin within 15 days after receipt of order and be completed no later than July 10, 2026, to 45 South Boulevard, Avon Park, FL 33825. The contractor must submit two items with its offer: Material Specifications Sheets with certified laboratory test results (LA Abrasion per ASTM C131/C121M, Gradation per ASTM C117, Compaction per ASTM D1557 Method C, Atterberg Limits per ASTM D4318, Clay Lumps per ASTM C142, and Flat/Elongated Particles per ASTM D4791) and a Logistics Plan confirming delivery by July 10, 2026. Pricing shall be provided on a per-ton basis for both CLINs.
Material must conform to UFGS 32.11.23 and consist of clean, sound, durable crushed stone or angular sand, free of silt and clay per ASTM D2487. Recycled Concrete Aggregate (RCA) is permitted if previously handled portland cement concrete with no reinforcing steel, bituminous surfacing, or foreign materials. The GCA must meet strict gradation limits with zero tolerance (1 inch: 100%, ½ inch: 40–70%, No. 4: 20–50%, No. 10: 15–40%, No. 40: 5–25%, No. 200: 0–8%), maximum Liquid Limit of 25 and Plasticity Index of 5 for material passing No. 40 sieve. The contractor is solely responsible for quality control testing every 2,500 tons delivered, with results submitted to the Contracting Officer and Contracting Officer's Representative within 24 hours. Field placement tolerances include grade within +¼ inch to -½ inch, smoothness within ±3/8 inches, total thickness within ±½ inches, average job thickness within ±¼ inches, and minimum 100% compaction of laboratory maximum density. Non-compliant materials will be rejected at no cost to the Government, and the contractor must remove and replace deficient material at its own expense. Additional performance requirements include submitting a Safety Plan, producing minimum 500-ton sub-lots in eight-hour periods, providing delivery/weight tickets and certified weight receipts for each vehicle, employing properly licensed English-speaking drivers with military installation access, and cleaning all debris or spills same-day. Final payment is processed upon Government acceptance of all tonnage, reconciliation of delivery tickets, and satisfactory work completion.

The Contractor shall provide all plant, labor, material, design, and supervision to provide and deliver a base quantity of 16,410 tons of Graded Crushed Aggregate Base Course (GCA) (Crushed Concrete), with an optional quantity for up to 1,000 additional tons. The GCA will be used for taxiway Hotel and the C-17 Assault strip at Avon Park Florida Air Force Range, Avon Park, Florida. The Taxiway is Type A traffic area and will be required to support C-17 Operations. The C-17 Assault strip must support a Modified Heavy Aircraft as per UFC 3-206-02. The Contractor shall not commence work without prior coordination with the Contracting Officer, Project Inspector and Using Agency. GCA will conform to the Uniform Guide Specifications (UFGS) 32.11.23.
Material Composition Specifications:
• Base Composition: The material must consist of clean, sound, durable particles of crushed stone, angular sand, or other such approved materials.
• Silt/Clay Limit: The aggregate stock must be free of silt and clay as defined by ASTM D2487.
• Recycled Concrete Aggregate (RCA): Crushed Recycled Concrete Aggregate (RCA) is permitted for use.
• RCA must consist of previously handled portland cement concrete or other concrete containing pozzolanic binder material.
