An optional quantity of up to 1,000 additional tons may be ordered by the Government at a later date under a separately priced line item (CLIN 0002). Deliveries shall be made to the vicinity of Avon Park, Florida (45 South BLVD, Avon Park, FL 33825) in pre-coordinated intervals with a minimum of 72 hours advance notice to the Project Inspector. Contractors must provide pricing on a per-ton basis for both the base requirement (CLIN 0001) and optional requirement (CLIN 0002).
All required submittals for the GCA design mix must be provided to the Contracting Officer within 15 days of contract award and include laboratory testing per ASTM standards: L.A. Abrasion, Gradation Analysis, Degree of Compaction, Liquid Limit and Plasticity Index, Clay Lumps and Friable Particles, and Flat and Elongated Particles. Quality Assurance testing is required every 2,500 tons of delivered material. Final payment is contingent upon Government acceptance of all 16,410 tons, reconciliation of delivery tickets and waybills, and satisfactory work completion. The Contractor must produce a minimum of 1,500 tons in an eight-hour period and submit a comprehensive Safety Plan prior to work commencement, including driver licensing requirements and military installation access authorization. One (1) Design:
The Contractor shall provide all, plant, labor, material, design, and supervision to provide and deliver a base quantity of 16,410 tons of Graded Crushed Aggregate Base Course (GCA), with an optional quantity for up to 1,000 additional tons. The GCA will be used for taxiway Hotel and the C-17 Assault strip at Avon Park Florida Air Force Range, Avon Park, Florida. The Taxiway is Type A traffic area and will be required to support C-17 Operations. The C-17 Assault strip must support a Modified Heavy Aircraft as per UFC
3-206-02. The Contractor shall not commence work without prior coordination with the Contracting Officer, Project Inspector and Using Agency.
GCA will conform to the Uniform Guide Specifications (UFGS) 32.11.23 and the equivalent American Association of State Highway Transportation Officials (AASHTO) #57.
General Design Notes:
o Design shall be in strict accordance with Unified Facilities Criteria (UFC) and the Avon Park Air Force Range Design Standards. The information provided in this SOW, the specifications provided and the requirements of the AVPAFR Design Standards shall be determined to be the minimum standards required in this project. Where the information provided and/or AVPAFR Design Standards conflict, then the most stringent shall be used. This includes all standards, codes, regulations and requirements provided by reference. The Contractor shall notify the Contracting Officer in writing of any identified conflicts between design standards for resolution.
o If any submittal doesn’t, in the opinion of the Contracting Officer, meet or exceed the requirements contained within this SOW, in the AVPAFR Design Standards or in any referenced design guidance or nationally recognized code, then it shall be unacceptable and returned to the Contractor for correction and resubmission. The Contracting Officer has the option, in lieu of disapproval, to provide acceptance of a submittal with required corrections identified if it is determined the submittal is substantially complete.
Two (2) Submittals:
Contractor shall submit the following information to the Contracting Officer, for approval. All required submittals for the GCA design mix must be provided to the Contracting Officer for approval no later than 15 days after date of contract award. If the contractor cannot provide such tests, they can provide equivalent engineering tests that display similar geotechnical properties of the GCA stock. All proposed alternative tests, along with technical justification for their equivalency, must be submitted for Contracting Officer approval prior to use.
o L.A Abrasion Test: ASTM C131/C121M (Toughness and Hardness of Rock) o Gradation Analysis: ASTM C117 (Size of aggregates by weight) o Degree of Compaction: ASTM D1557 (Optimum Moisture Content, Method C) o Liquid Limit and Plasticity Index: ASTM D4318 (Soil Classification) o Clay Lumps and Friable Particles: ASTM C142 (Cleanliness) o Flat and Elongated Particles: ASTM D4791 (remove undesirable rocks)
Three (3) Work Requirements:
The Contractor shall provide all plant, labor, material, design and supervision to provide and deliver GCA. Contractors shall also provide field and laboratory quality control testing, as required by the Government. Work will consist of the following:
3.1 Base Requirement (CLIN 0001)
The contractor shall provide a firm-fixed quantity of 16,410 Tons of GCA conforming to UFGS 32.11.23 and AASHTO #57. This quantity is required and will be ordered upon award of the contract.
3.2 Optional Requirement (CLIN 0002)
The Government holds the option to purchase additional GCA up to a maximum of 1,000 additional tons. The exact amount needed by the Government, if any, will be specified via written notice from the Contracting Officer at a later date. The exercise of this option is governed by FAR 52.217-7, "Option for Increased Quantity—Separately Priced Line Item."
3.3 Delivery
The Contractor shall deliver all GCA specified under CLIN 0001 in pre-coordinated intervals agreed upon by the customer on or before the delivery date specified in the contract and any quantities ordered under CLIN 0002 in pre-coordinated intervals agreed upon by the customer on or before the delivery date specified in the contract.
Deliveries shall be made to the vicinity of APR, FL 33825, 45 South BLVD, Avon Park, FL 33825. The Contractor shall coordinate specific delivery dates and times with the Project Inspector at least 72 hours in advance. The project plans will dictate the location of the stockpile area on the jobsite. The Contractor is responsible for maintaining the stockpile in a manner that prevents segregation of materials and contamination from foreign debris.
3.4 Quality Control & Testing
Test every 2,500 tons of GCA delivered, provide a Quality Assurance test consisting of a Gradation Analysis, Liquid Limit and Plasticity Index, Moisture Density Relationship, Wear, Flat and Elongated Pieces. As stated in section two (2) submittals, if the contractor cannot provide this information, they will provide the corresponding engineering tests describing similar geotechnical properties of the GCA stock. The Government reserves the right to test material upon delivery. Any material found to be non-compliant with the approved submittals shall be rejected and removed from the site at the Contractor's expense.
3.5 Pricing Instructions for Solicitation
In response to the solicitation, offerors shall provide pricing on a per-unit (i.e., per ton) basis for both the Base Requirement (CLIN 0001) and the Optional Requirement (CLIN 0002).
Four (4) Performance:
Before Final payment is allowed, all waybills and certified delivery tickets must be complied by the customer and contractor.
