L-1 GENERAL PROPOSAL PREPARATION INSTRUCTIONS
Offerors are required to meet all solicitation requirements, such as terms and conditions, representations and certifications, and technical requirements, in addition to those identified as evaluation factors or subfactors. Failure to meet a requirement may result in an offer being ineligible for award. Offerors must clearly identify any exception to the solicitation terms and conditions and provide complete accompanying rationale.
L-1.1 Submission of Proposal: Proposals shall only be accepted if they are delivered by mail or hand carried.
All other means of delivery will not be accepted. Proposals can be mailed or hand delivered to:

The sealed envelope or package used to submit your proposal must show the time and date specified for receipt, Solicitation Number and name and address of the offeror. Offerors are cautioned that MacDill AFB, FL has visitor control procedures requiring individuals not affiliated with the installation to obtain a visitor pass prior to entrance.
SOME DELAY SHOULD BE ANTICIPATED WHEN HAND CARRYING PROPOSALS. Offerors should allow sufficient time to obtain a visitor pass and to deliver the proposal PRIOR to the time specified for receipt. This includes delivery carriers. To obtain a visitor pass, the offeror shall contact the office in block 7 of the Standard
Form 1442, at least 2 days PRIOR to the date and time specified for receipt.
L-1.2 This is an all-electronic solicitation release. Hard copies of the solicitation are not available. The
Government will post amendments to the solicitation to Electronic Posting System (EPS), https://www.fbo.gov/. It is the responsibility of each offeror to review the web page for notice of amendments, updates or changes to current information.
L-1.3 Pre-Proposal Conference: A pre-proposal conference will be held on 25 June 2014. Contractors will meet at the 6th Contracting Squadron Joint Conference Center (JCC) attached to building 147 on MacDill AFB. All prospective offerors are highly encouraged to attend this conference. In order to make the conference as productive as possible, offerors should submit, no later than one week before the conference, any questions they may have in writing to 6cons.lgcm@us.af.mil. The submission of written questions will not preclude anyone from posing questions during the conference. All questions regarding this RFP must be submitted by 1000 hours (EST) on 2 July
2014. Questions received after 2 July 2014 shall not accepted.
Information provided at this conference shall not qualify the terms and conditions of the solicitation and specifications. Failure of a prospective offeror to submit any questions or attend the conference will be construed to mean that the prospective offeror fully understands all requirements of the solicitation. Prospective offerors are advised that the pre-proposal conference will be held solely for the purpose of explaining the concepts involved in the project and the specifications, terms, and conditions of this solicitation.

All prospective offerors are advised that this solicitation will remain unchanged unless it is specifically amended in writing. If an amendment is issued, normal procedures relating to the acknowledgment and receipt of any such amendment as described in contract clause 52.215-1, Instructions to Offerors-Competitive Acquisition, of this RFP shall apply.
L-1.4 Joint Venture Offerors: If the offeror is a joint venture, the offeror shall provide all required solicitation information for all parties including a copy of the signed joint venture agreement with proposal. The agreement shall include information, which identifies the responsibilities for each entity under this contract. The agreement shall demonstrate the relationship between firms and identify contractual relationships and authorities to bind each entity of the joint venture. If the joint venture is comprised of 8(a) firms, the Small Business Administration (SBA), prior to award, must approve the joint venture agreement.
Joint venture agreements must be received by the Small Business Administration (SBA) prior to proposal due date and approved no later than 60 days after the proposal close date of 19 September 2014. If a joint venture is contemplated, then the assigned SBA Business Opportunity Specialist (BOS) must be advised as soon as possible.
Ensure the agreement is submitted in sufficient advance to the BOS to permit adequate time for a regulatory compliance review. Any corrections and/or changes requested must permit adequate review time by the BOS before the proposal due date. No corrections and/or changes are permitted after the time for submission of offers.
L-1.5 Teaming/Partnering Offerors: If the offer is based on a teaming/partnering relationship, the offeror shall provide all required solicitation information for all parties including a copy of the teaming/partnership agreement.
The agreement shall include information which identifies the responsibilities for each entity under this contract. The agreement shall demonstrate the relationship between firms and identify contractual relationships and authorities to bind each entity of the teaming/partnering relationship.

L-1.7 Incurred Expenses: The Government is not responsible for any costs incurred or associated with preparation and submission of a proposal in response to this solicitation.
L-1.8 The sample project (initial task order) price proposal plus contract forms and past performance references and offeror information shall include the documentation listed below. The price proposal must be based on the offeror's proposal for the sample project as set forth in the task order solicitation documents (see attachment 2). The

L-1.9 In compliance with FAR Subpart 4.8, the Government will retain one copy of all unsuccessful proposals and will destroy all extra copies. No destruction certificate will be provided.
L-1.10 All proposals must be complete, self-sufficient, and respond directly to the requirements of this solicitation.
Any commitments made in the proposal shall become a part of the resultant contract. In no case shall words like "we will comply with the requirements of the contract," or equivalent statements, be acceptable to meet the requirements of this RFP. Failure to comply with these instructions may result in the Government summarily rejecting the offeror's proposal.

L-2. PROPOSAL PREPARATION INSTRUCTIONS
L-2.1 To assure timely and equitable evaluation of proposals, offerors must follow the instructions contained herein.
Offerors are required to meet all solicitation requirements, including terms and conditions, representations and certifications, and technical requirements. Offerors must clearly identify any exception to the solicitation terms and conditions and provide complete accompanying rationale. The response shall consist of three (3) parts, Part I – Price
Proposal (Sample Project) and contract documents, Part II-Technical Proposal and Part III - Past Performance
References and company information. (Ref. Attachment 2, MACC Sample Project; Attachment 3, Past
Performance References; and Attachment 4, Performance Survey)
L-2.2 The contracting officer has determined there is a high probability of price competition in this acquisition.
Upon examination of the initial offers, the contracting officer will review this determination and if, in the contracting officer's opinion, adequate price competition exists, no additional cost information will be requested and certification under FAR 15.406-2 will not be required. However, if at any time during this competition the contracting officer determines that adequate price competition no longer exists; offerors may be required to submit information to the extent necessary for the contracting officer to determine the reasonableness and affordability of the price.
L-2.3 Specific Instructions:
PART I - PRICE PROPOSAL/CONTRACT DOCUMENTS
- Submit 4 hard copies (one original/three copies) plus 1 electronic copy (CD)
(a) The offer must complete the following sections within the RFP:
i. Part I, Section A (SF 1442, Blocks 19-20C).
ii. Part I, Section B – Sample Bid Schedule – Use Appendix B.
iii. Part I, Section G – Persons Authorized to Negotiate or Conduct Discussions
iv. Part IV, Section K, Representations, Certifications, and other Statements of Offeror. Provision 52.204-
8 will need to be submitted. (See directions for Online Representations and Certifications Application
(ORCA) in section K)
(b) The Government is not requesting certified cost or pricing information. Price will be evaluated in terms using techniques established in FAR 15.404-1 to ensure the Government receives a fair and reasonable, balanced price. The contractor shall include in the prices for the items listed in the Bid Schedule all costs for work in the specifications, whether or not specifically listed in the Bid Schedule.
PART II - TECHNICAL PROPOSAL
- Limited to no more than 40 pages. Submit 4 hard copies (one original/three copies) plus 1 electronic copy (CD).
The technical proposal shall be prepared in accordance with these instructions and shall be evaluated in accordance with the evaluation criteria and evaluation standards in Section M, Evaluation Factors for Award. Technical proposals shall include necessary information to enable the evaluators to form a definitive conclusion concerning the offeror's ability to perform the required construction and design-build services.
Non-Price Factor 1- Sample Project Proposal Accuracy:

1. Project Content 48 Division Construction Specification Institute (C.S.I.) evaluation
(subfactor 1): Offeror shall use the 48 Divisions of the C.S.I. format, broken down to the component level, for the sample project proposal. The breakdown shall include all the necessary materials, labor, and equipment required to perform the contract successfully in the Hillsborough County labor market. The C.S.I. shall not include pricing.
2. Specifications for a 65% design drawing (subfactor 2): Will include major items in the following disciplines:
a. Architectural
b. Mechanical/HVAC
c. Plumbing
d. Electrical
3. Plans for a 65% design drawing IAW the requirements outlined in Appendix E of the Sample Project SOW (subfactor 3):
a. Architectural
b. Mechanical/HVAC
c. Plumbing
d. Electrical
4. Applicable Guidance/criteria and how it applies to each design element (subfactor
4): MacDill Design Guide and all applicable DoD, Federal, state and local codes and guidance
5. Design Calculations (subfactor 5): HVAC load, exhaust fan volumes, electrical loads, easy power, riser calculations, panel load calculations
6. Gant Chart (subfactor 6): Outlining all major work elements.
7. Materials/Equipment (subfactor 7): Listings/cut sheet of Key Materials/Equipment
Items over $3,000 that will be used and location. (Materials/Listing cut sheets and information will not be counted against the 40 page limit)
PART III - PAST PERFORMANCE INFORMATION
-Limited to no more than 5 pages per contract listed. Submit 4 hard copies (one original/three copies) plus 1 electronic copy (CD). (Past Performance information will not be counted against the 40 page Technical proposal limit)
(a) Relevant Performance Experience:
1. Provide a project summary for each construction project IAW the format at
Attachment 3.
2. Projects shall only be considered once in each of the design and/or construction categories (i.e. the offeror can’t list a project to meet the electrical criteria then relist it to meet other criteria or as DoD experience.)
3. The offeror will not get credit for submitting more than the requested number of projects in each criteria. (i.e. if the offeror submits three renovation projects, only the first two will count.)
4. Description of applicable work must be detailed and include enough data in order for the Government to verify it was in the criteria and of sufficient quantity to meet or exceed the dollar threshold.
a. An example of work description that will not meet the standard is “repaired
200 car parking lot”.
b. An example of work description that will meet the standard is “constructed
½ mile two lane access road with type F curbs and gutter system. Access road lot included over 5000 SYs of pavements. Scope included clearing and grubbing existing site, and bring in suitable fill material to leveling the road bed. Construction was base 8” lime rock base, 2” S1 structural course, and 1” surface course.
5. The submitted projects must have sufficient scope of the criteria to meet the minimum threshold and clearly define that work ($500K for general projects and
$200K for DoD projects). (i.e. if the offeror submits a $10M renovation project to meet the general project electrical criteria, he/she must break out the specific description of electrical work that met that requirement.)
i. General Project Construction Experience: Based on past experience, we expect the majority of the projects executed with this MACC contract will be in excess of $1M and be accomplished as design/build projects. To meet this requirement, the offeror must have (1) Design/build project experience in the size/disciplines listed below or (2) Have a formal joint venture between a construction firm and design firm that has the experience in each, or (3) a combination thereof.
The contractor must meet the requirements of one of the three paragraphs (a-c) below.
a. General Project Design/Build Experience: Experience in design/build execution of no less than eight (8) construction projects in the 12 project types identified below. Offer must have acted as the Prime Contractor, and managed both the design and construction efforts. Projects must be equal to or greater than $500,000, similar scope and magnitude of effort, and completed within 5 years of release of this solicitation.
1. Three projects in renovation or new facility construction:
a. Renovation projects must be multi-discipline and include Civil, HVAC, plumbing, and electrical modifications
b. New construction must be on facilities multi-discipline and include Civil, HVAC, plumbing, and electrical modifications
2. Two Airfield Projects:
a. Must be work on the flight line infrastructure including lighting, runway pavements, taxiway pavements, apron pavements, airfield markings, and electrical distribution system for the airfield lighting.
b. It does not include terminals, parking structures, and pavement/electrical work not used or traversed by aircraft.
3. Two HVAC/Energy Projects
4. One Electrical Project: Must be construction, repair, or modification of the high voltage infrastructure (i.e. distribution, switches, transformers)
5. Two Pavement Projects
6. Two Roofing Projects
Provide a past performance reference, see attachment 3, for each of the projects listed above. Submit original plus three (3) copies.
b. General Project Separate Design and Construction Experience. Execution as designer of no less than eight (8), projects in the 12 project types identified below. Projects must be equal to or greater than $500,000, similar scope and magnitude of effort and complexity this solicitation requires, and completed within 5 years of release of this solicitation. And, execution as Prime
Contractor in construction of no less than eight (8), in the 12 project types identified below.

The offeror must provide a minimum of 16 projects, (8) design and (8) construction that meet the project size/scope requirements. However, the design and construction does not have to be of the same project. For instance the offeror may submit a qualifying design on a roof project and a qualifying construction effort on a completely different roof project, and get full credit for both.
a. Renovation projects must be multi-discipline and include Civil, HVAC, plumbing, and electrical modifications
b. New construction must be on facilities multi-discipline and include
Civil, HVAC, plumbing, and electrical modifications

4. One Electrical Project: Must be construction, repair, or modification of the high voltage infrastructure (i.e. distribution, switches, transformers)

c. Combined General Project Design /Build and Separate Design and Construction Experience.
The contractor may submit a combination of design/build and separate design and construction projects to meet the requirement. For design build projects, offer must have acted as the Prime
Contractor, and managed both the design and construction efforts. For design efforts, he or his joint venture teammate must have acted as the designer. For construction efforts, he or his joint venture teammate must have acted as the Prime Contractor. All projects must be equal to or greater than $500,000, similar scope and magnitude of effort and complexity this solicitation requires, and completed within 5 years of release of this solicitation. The offeror must provide a minimum of projects that meet the requirements of (8) design and (8) construction in the 12 project types listed below. Each qualifying design/build project will count as (1) design and (1) construction credit. For instance the offer could submit (4) design/build projects and (4) separate design and (4) separate construction projects and meet this requirements as long as each of the projects met the size/scope/recentness criteria and they covered the full range of disciplines requested.
a. Renovation projects must be multi-discipline and include Civil, HVAC, plumbing, and electrical modifications
b. New construction must be on facilities multi-discipline and include
Civil, HVAC, plumbing, and electrical modifications
a. Must be work on the flight line infrastructure including lighting, runway pavements, taxiway pavements, apron pavements, airfield markings, and electrical distribution system for the airfield lighting.
b. It does not include terminals, parking structures, and pavement/electrical work not used or traversed by aircraft
4. One Electrical Project: Must be construction, repair, or modification of the high voltage infrastructure (i.e. distribution, switches, transformers)

ii. DoD Project Construction Experience: Experience in construction as the Prime Contractor for up to five (5) but no less than three ( 3) construction projects of varying disciplines equal to or greater than $200,000 in scope on DoD military installations within 5 years of release of this solicitation. The Department of Defense includes U.S. Department of the Army, the U.S.
Department of the Navy, the U.S. Department of the Air Force, and U.S. Marine Corps (does not include the VA, Homeland Security, or any other Non-DoD Federal agencies).
Provide a past performance reference, see attachment 3, for each of the projects listed above. Submit original plus three (3) copies.
(b) Performance Surveys: : Using questionnaires, the Government will conduct a survey of the offeror's performance references. The Government will use information submitted by the offeror and other sources such as other Federal Government offices and commercial sources, to assess overall performance. Using Attachment 4, performance survey, provide a performance reference for each of the relevant projects listed above
L-2.4 All information and documents submitted in response to this RFP must be responsive to and consistent with the following:
1. Requirements of the RFP (Contract Line Items Numbers (CLINs) & Statement of Objective (SOO), and
Government standards and regulations pertaining to the MACC program and sample project solicitation package.
2. Evaluation Factors for Award in Section M of this RFP.
3. Format for proposal submission shall be as follows:
(a) A page is defined as one face of an 8 ½” x 11” sheet of paper containing information.
(b) Typing shall not be less than 12 pitch, Times New Roman.
(c) Two columns of text per page are acceptable. Elaborate format, color representations, and bindings are not desirable. Three ring binders or soft covers with screw type aluminum binding posts are preferred.
4. Technical proposals shall be limited to 40 pages excluding the Executive Summary and the Sample project drawings and specifications. The Government will remove pages in excess of 40 and will not evaluate them.
5. The price proposal is not limited as to the number of pages.
6. Page limit does not include: All appendices, charts, graphs, diagrams, tables, photographs, drawings, etc. The covers for each volume, tables of contents, indices, title pages, cross reference indices, and section dividers/tales will not be included in the page count if they are inserted solely to provide ease to the reader in locating parts/sections of the proposal. They will be counted if they contain any other information, i.e., diagrams, extraneous data, etc. Pages marked “This page intentionally left blank” will not be counted.
7. A page shall be an 8 ½ x11” sheet of paper (minimum of ½” margins). Foldouts will be counted as the appropriate number of pages based on an 8 ½ x 11” sheet of paper. The Offerors shall number each page in order to eliminate any confusion. In the event an offeror creates an ambiguity, the Government may exercise its own discretion in counting pages. Two pages may be printed on one sheet of paper, but will count as 2 pages.
The contractor shall determine the size of hard copy drawings submitted in support of the Statement of Work.
Drawings are not included as part of the page limit.
8. Offerors are encouraged to number proposal paragraphs consistent with the instructions contained in Section M.
9. Additionally, electronic copies of the required proposal information for each volume shall be submitted on CD
ROM using Microsoft Word. Electronic copies for the cost information must be submitted on CD ROM using either Microsoft Word and/or Excel. “Read Only” files are acceptable. Electronic copies of drawings shall be submitted in a format readable by PDF. All disks shall be virus checked before submission. Replacement CD
ROM will be required to update the final proposal resulting from any discussions. Cross-references should be utilized to preclude unnecessary duplication of data between sections.
L.3 ON/OFF RAMP PROVISION:
(a) This provision prescribes the process by which the Government will ensure an adequate number of contractors are available at all times to achieve effective competition on all task orders. The Government intends to maintain a pool of up to eight (8) small business contractors with proven track records for competing and delivering quality construction projects.
(b) Contract holders are expected, in good faith, to participate in the task order competitions, and if successful, to deliver quality projects on time and on cost, to include management and supervision of subcontractors. If for any reason, a contractor cannot participate in a competition, the contractor shall provide written notice to the
Government of the reason(s) for non-participation prior to proposal due date. Before the exercise of any option period(s), the Government will evaluate all contractors’ participation rates, reason(s) for non-participation, and performance evaluations for task orders completed or in effect. A Contractor rated as Satisfactory* will be renewed for the next option year. Failure to participate in good faith and/or an overall annual performance assessment rating of Marginal** or Unsatisfactory*** may result in the contractor being off-ramped from the multiple award program. An off-ramp decision results in contract expiration on the anniversary date of the basic contract and no remaining option period(s) being exercised.
(c) In the event contractor(s) are off-ramped within 30 months of initial contract award, the Government will reserve the right to on-ramp contractor(s) to maintain a pool of up to 8 small business contractors. On-ramp contractors will be selected based on initial evaluation results from the basic multiple award solicitation in order of ranking. Selected on-ramp contractors will be subject to a performance validation review. Contractor(s) must be active in SAM and otherwise in compliance with the original multiple award solicitation. If found in compliance, on-ramp contractors may be offered a bi-lateral IDIQ contract with original guaranteed minimum and allowed to compete on future task order projects.
(d) The Government will not use on-ramp procedures beyond the 30 month mark from initial awards. The original performance period for contract holders is 1 base year plus 4 option years; no contract will extend beyond this limitation regardless of when a basic contract is awarded.
* Satisfactory: To receive a Satisfactory (S) rating, 50% or more of awarded task orders were rated “Met Standard”
(MS), no more than 50% of awarded task orders were rated “Met Standard with Comment” (MSC); and no awarded task orders were rated “Did Not Meet Standard” (DNM).
**Marginal: A Marginal (M) rating will be given if more than 50% of the awarded task orders were rated “Met
Standard with Comment” (MSC) OR One (1) or more task orders were ranked “Did Not Meet Standards” (DNM).
The Contracting Officer shall make a determination regarding the continuance of any Contractor receiving a
Marginal (M) rating. The Contractor may provide written documentation that identifies extenuating circumstances or a performance improvement plan for consideration by the Contracting Officer.
*** Unsatisfactory: A Contractor receiving an Unsatisfactory (U) rating may not be renewed for the next option year. The Contracting Officer shall make a determination regarding the continuance of any Contractor receiving an
UNSATISFACTORY (U) rating. The Contractor may not provide written documentation that identifies extenuating circumstances or a performance improvement plan for consideration by the Contracting Officer. An Unsatisfactory
(U) rating will be given if one of the following conditions are met:
i. Overall Task Order Deficiencies
1. Two or more overall task order ratings of “DID NOT MEET STANDARDS” in the first ten task orders during an ordering period
2. Three or more overall task order ratings of “DID NOT MEET STANDARDS” in the first twenty task orders during an ordering period
3. Four or more overall task order ratings of “DID NOT MEET STANDARDS” in more than twenty task
ii. Aggregate Level Recurring Deficiencies In The Same Task
1. Three or more criteria task order ratings of “DID NOT MEET STANDARDS” in the first ten task orders on the same criteria during an ordering period
2. Four or more criteria task order ratings of “DID NOT MEET STANDARDS” in the first twenty task orders on the same criteria during an ordering period
3. Five or more criteria task order ratings of “DID NOT MEET STANDARDS” in more than twenty task
