APPENDIX ‘E’
ARCHITECTURAL DESIGN DOCUMENT REQUIREMENTS
NVZR12-0210
RPR (SUS) COROSSION CONTROL DEFICIENCIES, PHASE 1
1. The 65% drawings will be included with the proposal and are expected to depict the following as a minimum: (The 30% drawings provided with the solicitation package do show some of the following items. However, they do not show all of the elements/documentation/design research & evaluation that will be required for the project. Extensive design & detailing is required throughout as well as a number of additional drawings in order to fully explain/represent the construction effort)
a. Cover sheet with title, vicinity map, AMC insignia, drawing index, design team member list.
b. Haul route on base.
c. Magnetic as well as ‘plan’ north arrows.
d. List of primary codes used for design, Code analysis, primary applicable code sections, occupancy classifications. See specific requirements herein for design elements/features that the Design Build team must determine based on certain referenced codes/criteria.
e. Extensive descriptive general notes.
f. Graphic symbols, detail symbols, abbreviations.
g. Contractor fenced construction area, trash dumpster location, portable toilet location.
h. Graphic representation of the phasing requirements. (Hangar 3 work must be completed & accepted before Hangar 1 work begins)
i. All the photo sheets that are part of the 30% solicitation documents.
j. Extensive additional photos of each area which clearly show all pertinent elements in order that any discovered conflicts/issues can be fully discussed at the 65% DRM.
k. All plans, including enlarged plans have magnetic as well as plan north arrows.
l. Appropriate ‘key’ plans when facility size and/or drawing scale/size dictates for ease of cross reference.
m. Specifications for all work in current CSI format.
n. Drawings clearly depicting the various work areas interior wall elevations and proposed major wall located elements at ¼ inch equals
1 foot minimum.
o. Full sections, ½ inch equals one foot minimum, through the existing
CMU walls (between spaces in general and between the work area and the Hangar Bay) as well as the exterior poured concrete wall, in order
Project No.: NVZR 12-0210 to clearly depict the new rigid thermal insulation, steel furring and finish gypsum board required.
p. All details regarding the new interior partition types and exact locations for each partition.
q. Reflected ceiling plans indicating all ceiling elements, ¼ inch per foot minimum scale.
r. Comprehensive material and color board with all intended primary materials clearly identified by location.
s. Finish schedules indicating materials and customary classification attributes such as flame spread, fuel contributed, smoke developed, thicknesses, sizes, composition.
t. Door schedules, including sizes, hardware, ratings.
u. Indicate the appropriate fire rating, as determined by the Design Build team, for the existing wall between the hangar bay and the area which is being renovated in Hangar 3. Base this determination on the most stringent requirements from the following reference sources: UFC4-
211-01N, 25 Oct 2004, Change 3, 16 Dec 2009, NFPA 409; IBC 2012;
UFC3-600-01 26 Sep 2006 Change 3, 1 March 2013..
v. Indicate the appropriate fire rating, as determined by the Design Build team, for the existing wall between the new battery room in Hangar 3 and the adjacent office area which is being renovated in Hangar 3.
Base this determination on the most stringent requirements from the following reference sources: NFPA 101; IBC 2012; UFC3-520-05
April 14, 2008; UFC3-600-01 26 Sep 2006 Change 3, 1 March 2013.
w. Indicate the appropriate fire rating, as determined by the Design Build team, for the opening protective doors/devices in items u & v above.
Base this determination on the most stringent requirements from the referenced sources above.
x. Indicate the appropriate installation and protective measures regarding the rigid perimeter thermal barrier specified for Hangar 3. Base this determination on the most stringent requirements from the following reference sources: NFPA 101; IBC 2012; UFC3-600-01, 26 September
2006, Change 3, 1 March 2013.

f. Appropriate ‘key’ plans when facility size and/or drawing scale/size dictates for ease of cross reference.
g. Extensive Specifications for all work in current CSI format including all new proposed electrical equipment, controls, and so forth.
h. All wall/roof penetration details for any penetrations of the electrical system through existing partitions/roofs. This includes but is not limited to the following:
Fire rated walls, SCIF rated walls, and so forth.
i. All photometric calculations in a plan view. These shall include the fixture types represented, including distribution type, and all UFC 3-530-01 statistics, i.e.
max/min, average FC, ave/max, etc.
j. All design aspects of the electrical systems required for the project. Examples include power distribution system, including equipment and device placement and circuiting, lighting, fire alarm/mass communications, low voltage systems, communication systems, lightning protection systems, grounding systems, etc.
k. All schedules for all proposed equipment, panels, conductors, fixtures, etc.
l. All design considerations (per UFC 3-501-01) including, but not limited to, Chapter 3 – Design analysis and documentation. All applicable UFC design requirements shall be incorporated into the plans at this stage.
m. Generally, every proposed new detail that depicts equipment installation, placement, wind load calculations, structural support, FBC elevation requirements, etc shall be provided.
n. All shop drawings and surveying shall be incorporated into the provided drawing set and shall be held to the same standard as the rest of the 65% design requirements.

MECHANICAL DESIGN DOCUMENT REQUIREMENTS
A. General Criteria
1. The design shall be in accordance with the 2012 INTERNATIONAL
MECHANICAL CODE, the latest ASHRAE standards, applicable UFC’s including
UFC 3-410-04N, and NEBB.
2. Specific requirements stated in the MacDill Design Guide take precedence over the drawing specifications. The MacDill Design Guide includes incomplete references to Special MacDill Base requirements, ETLs UFCs, etc.
3. Applicable environmental regulations that regulate asbestos and lead base paint material demolition.
4. Applicable local, state and federal regulations.
NOTE: THE CONTRACTOR SHALL ASSUME THAT THE INFORMATION
PROVIDED PER THE 30% DRAWINGS IS PRELIMINARY EVEN IF THERE IS
INDICATION THAT DETAILED DRAWINGS WERE PREPARED BY OTHERS.
THE CONTRACTOR SHALL BE RESPONSIBLE FOR VERIFYING THE
ACCURACY OF THE INFORMATION PROVIDED AND UPDATE INFORMATION
THAT MAY BE DEFICIENT.

i. Extensive Specifications for all work in current CSI format including the proposed new Chiller, AHU’s, boilers, controls, piping, ducting, dampers, sealant classifications, and so forth.

j. All aspects of the Air Conditioning system including size, duct runs, and so forth.
k. All wall/roof penetration details for any penetrations of the mechanical system through existing partitions/roofs.
l. All equipment and component details including isometric details of mechanical rooms with ductwork and piping connections.
m. Provide section details to verify the elimination of equipment and component clearance conflicts.
n. All controls details including all proposed control points matrix, equipment control schedule, logic diagrams, and so forth.
o. All sequences of operations for all modes (cooling, heating, occupied, unoccupied, etc.)
p. All schedules for proposed equipment including AHU, equipment, Diffusers, and so forth.
q. All design considerations (per UFC 3-401-01) including outside air calculations with personnel counts, heating/cooling load calculations identifying all equipment within the space, and supporting documentation per UFC (i.e.: Psychometric plots, etc.)
r. Generally, every proposed new detail that depicts connections, flashings, transition details, tie-in details and so forth in order to allow the inspectors to adequately monitor jobsite construction
A. Installation, Service, Maintenance, Repair and/or Disposal of any Appliance containing a
Refrigerant (for reference see 40 CFR 82 Subpart F)
1. Provide the name, address, and phone number of any contractor contracted by
MacDill AFB to service, maintain, repair and/or dispose of any appliance containing a refrigerant.
2. Provide the name of each technician, including supervisors and managers, performing any service, maintenance, repair and/or disposal of any appliance containing a refrigerant.
3. Provide a copy of each technician's certification indicating training in refrigerant recycling by an EPA approved training program, including the date of certification for each technician and the level of certification.
4. If the appliance contains a class I, class II, or substitute refrigerant in amounts greater than 50 pounds, report the following information.
a. Provide a description of the facility name, building number, make, model number, and serial number.
b. Identify whether it is a commercial refrigeration appliance, industrial process refrigeration appliance, comfort cooling appliance, or other type of refrigeration appliance in accordance with the definitions found in 40 CFR 82.152.
c. State the amount of the full charge of refrigerant, method used for determining full charge, the type of refrigerant used, and the date full charge was determined.
(See 40 CFR 82.152 for definition of "Full Charge")
d. Provide copies of any and all work logs, service tickets, invoices and any other documents relating to the following:
The date any and all service was performed
The date any leak was discovered
A complete detailed description of all repair work done (if repairs were not conducted, state the reasons)
The date each repair was conducted
The amount of refrigerant added at the completion of each repair
The name of the technician who performed the work; and
Any documentation associated with leak rate calculations, and the calculated leak rate.
5. Describe all methods utilized by the contractor on MacDill AFB to remove refrigerants or substitutes from appliances. Provide the amount and type of all refrigerant recovered and/or recycled from all appliances.
6. Provide the records showing the transfer of all recovered refrigerant from the MacDill
AFB to another party (e.g., an EPA-certified refrigerant reclaimer or destruction facility). Include the name and complete business address of the refrigerant reclamation facility or destruction facility used by the contractor to process recovered or used refrigerant.
7. If the contractor or subcontractor does not own recovery or recycling equipment, describe any other method used by the contractor to prevent the release of refrigerants into the atmosphere during the servicing, maintenance, repair and/or disposal of any appliances containing refrigerants.
8. Provide either written certification that no contractor or subcontractor has released any refrigerant or substitute from any MacDill AFB appliance into the atmosphere, or provide a contractor signed memorandum stating the date, the amount released, and the cause of the release.
9. All new appliances installed on MacDill AFB shall use a substitute refrigerant unless approved by the government prior to installation. A signed written justification for using a class II shall be submitted to the government for review and approval. No class I refrigerants shall be used on MacDill AFB.
