SOLICITATION NO.: FA4800-16-R-0004

QUESTIONS & ANSWERS

1. Is this solicitation set aside for 8(a) contractor or is this set aside for Small Businesses?

A. This Solicitation is open to all Small Businesses to include 8(a)s, Joint Ventures, and Mentor/Protégé.

2. Paragraph B.16. of Section L indicates that proposal is to be submitted in Microsoft programs. Can some of the proposal information be submitted in Acrobat Reader program?

A. I believe you’re reference is Paragraph C. 16. Yes, Acrobat Reader or pdf will be accepted

3. The bid date is not reflected on the SF 1442? Is correct bid date supposed to be April 13, 2017.

A. Correct the closing date for the solicitation is 13 April 2017 at 1500 (3:00 pm)

4. Paragraph F.5.a. of Section L indicates that PPQs are to be submitted by 27 April 2017. Is this correct?

A. Yes, this is the latest PPQs will be accepted.

5. Paragraph F.1. of Section L indicates that the Past Performance information is to be submitted seven (7) calendar days before the closing date. This is confusing and will require the volumes of the proposal to be separated. Is this really necessary?

A. Please disregard the 7 day early past performance turn in. The intent was to have the questionnaires sent to the respective POC. This will allow the questionnaire POC to answer questions and send the questionnaires to delores.powell@us.af.mil at 633 CONS.

6. Please provide a fax number for Ms. Delores Powell as some attachments indicate the forms to be faxed to Ms. Powell.

A. Please have the documents provide via email delores.powell@us.af.mil

7. Factor 1, Technical, is this factor based only on our technical approach for the Seed project.

A. Correct.

8. Factor 3, Past Performance, we do not see a define size, range or complexity of the projects to be submitted, please advise.

A. Past Performance should be relevant to construction and recent within the past three years.

Page 50 of 60 of the Solicitation, paragraph 16 states: “For electronic copies, indicate on each CD ROM the volume number and title.” Further down in D Offers - Paragraph 1 it states: “Separate CDs are not required for each volume.” Please clarify if we are to submit a CD for each volume (total of 3) or one CD containing 3 files (one for each volume).

A. To clarify only one (1) CD containing the three (3) files.

10. Page 50 of 60 of the Solicitation, paragraph 16 states: “The electronic copies of the proposal shall be submitted in a format readable by Microsoft (MS) Word 2007, MS Excell 2007, MS-Project 2007, and MS-Power Point 2007 as applicable”. Can the proposal be submitted in pdf format?

A. Yes, we will accept document in pdf and Acrobat format.

11. Attachment 16 AF 3064 Contract Progress Report is a XFD file. Can you tell us what application to use to open this file? Or can you supply it in another format?

A. I can provide another doc, but it is not a fillable, however, you can google the form number and download.

12. Page 50 of 60 of the Solicitation, D Offers, Paragraph 2 states: “A list of the offeror’s primary Points of Contact shall be submitted as part of the Technical proposal using the format shown in Attachment #20 of the Past Performance Information Sheet.” We assume this means to list title, name, office, address, telephone, fax, and email. We are curious if we should also complete Attachment 25 Points of Contact. Are both required?

A. Both are required

13. Attachment 15 - Task Order Proposal Request Form is not mentioned as a requirement for Volume 3 Price Proposal. Please confirm that it should be submitted with Attachment #17 under Proposed Price.

A. Correct, Attachment 15 – Task Order Proposal and Attachment 17 are to be submitted together.

14. If submitting as a Joint Venture, is a joint venture agreement required? If so, in which volume should it be placed?

A. This information is a part Volume 3 – Price Proposals

Page 57 of 60 Factor 3, Paragraph 3 states: “(3) clearly identifies members of the design-build team by their title, to include major subcontractors, and describe the roles of each in the execution of the project;”. As pricing generally goes down to the last minute to provide the Government with the most competitive pricing, major subcontractors may not be known until just before submission time. Will an offeror be rated lower if subcontractors are not listed in the proposal?

A. No.

Page 57 of 60 Factor 3, Paragraph 5 states: “provides an AF Form 3052, Construction Cost Estimate Breakdown, and Schedule of values that assigns percentages to work performed in all divisions required in the execution of the project.” Please confirm that this pricing information is to be included in Volume 1 Technical. (Normally, no pricing is allowed in any proposal section/binder except for price documents.)

A. Factor 1 – indicates this requirement and is to be a part of Volume 1.

17. After contracts are awarded and TOPRs are issued, will contractor’s TOPR proposals be accepted via email? (hand delivery is a disadvantage to those not local) A. Yes, we will be accepting proposals via email.

18. Attachment 15 TOPR under the Statement of Work (last sentence) states that the seed project is design/bid/build. All other places say design build, and the requirements reflect design-build. Please confirm that the design/bid/build is a typo.

A. This is a typo. This project design/build.

19. Please confirm that the Pre-Proposal Conference / Site Visit attendees should meet at the 633d Contracting Squadron building at 14 Burrell Street.

A. The Pre-proposal Conference / Site Visit attendees will meet on the site a Bethel Park. This is to avoid the long wait to get visitor passes to get on Langley proper. The address to the entrance 123 Saunder Road, Hampton, VA

20. While there is no direct statement regarding the type of contract (small business or 8-a set aside) in the RFP, the Proposal Instructions for the Price volume states that “8(a) verification from the cognizant Small Business Administration office…. Is a prerequisite for award…” Please confirm that the MACC in its entirety will be set aside for 8(a) certified companies. Also please advise whether you would like us to include a copy of our SBA Approval Letter with other contract documents.

A. This solicitation is a total small business set aside to include 8(a)s, joint ventures, and mentor protégé.

21. Reference: TOPR, Attachment 15 – states: “Construction: 365 calendar days following the issuance of the Construction Notice to Proceed.” It also states, “PERFORMANCE PERIOD: 90 Days from NTP.” Please clarify.

A. The performance period will be 365 days form NTP

22. Does the Government allow time for submission and approval of technical submittals prior to construction Notice to Proceed?

A. The Government will evaluate this on a case by case, depending on the project and complexity.

23. Does 35% design submission need a DOR prepared estimate, or will the contractor’s bid estimate serve this purpose for the RFP response?

A. The Contractor’s bid estimate will serve as the DOR estimate.

24. How are task orders competed? Will they be solicited to all of the MACC holders each time?

A. All task order will be competed among all MACC contract awardees.

25. For proposal purposes, should the project schedule incorporate the full amount of time specified, or can the contractor propose shorter design durations? Does submitting a more aggressive design schedule affect the rating of this element?

A. The proposal should be for the full amount of time to take the design to 100% and the cost to do the construction.

26. Reference: Solicitation (Page 50 of 60), Section D. Offers, Item 2, states: “A list of the offeror’s primary Points of Contact shall be submitted as part of the Technical proposal using the format shown in Attachment #20 of the Past Performance Information Sheet.”

Please clarify whether the list is for the purpose identifying our company’s Authorized Representatives for Negotiations, or whether the list should contain the list of our clients (POCs) who received our Past Performance Questionnaires. Also, please advise as to where it should be presented in the Technical Volume, as this requirement is not listed in the instructions under “VOLUME 1 – TECHNICAL,” – but Attachment 20 is requested in VOLUME 2 – PAST PERFORMANCE (paragraph #3).

A. This information is to be a part of the Volume 2 – Past performance.

27. Reference: Attachment 23, Subcontractor/Teaming Partner Consent Form and RFP page 51, Section F, Volume 2 – Past Performance, Item #4.

The Attachment 23 refers to subcontractors and/or teaming partners, but the Instructions in Item #4 indicate that this attachment should be executed by joint venture partners. Please clarify – is it for any type of teaming partner or subcontractor?

A. Yes, this is for Joint Ventures and Mentor Protégé

28. Reference: Attachment 15 (TOPR) and Attachment 17, Form 3052, Construction Cost Breakdown.

Attachment 17 appears to be for the MACC program overall, while Attachment 15 is for the Seed Project Task Order. Please confirm or explain.

A. The Attachment 17, Form 3052 is to be completed with the Seed Project

29. Please confirm the Proposal Due Date and Time for delivery.

A. The date is 13 April 2017, time is 1500 (3:00pm)

30. Paragraph E.3.a. of Section L on Page 50 of 60 of the RFP requires that a 35% construction design be provided with the proposal. On future task orders that are design-build, will a 35% design be required to be submitted with the proposal for the task order?

A. Yes, unless otherwise specified in the TOPR. Currently for Design/Builds the TOPR will be competed among all MACC awardees, requiring a 35% design, which will be use as the Technical Review on Pass/Fail and pricing will be requested. For this, the Seed project we’re requesting 35% and Pricing to be provided together.

31. Paragraph F.5.a. of Section L on Page 51 of 60 of the RFP requires that the Past Performance Questionnaire (Attachment #19) be send to all the points of contact (POCs) listed in the Past Performance Information Sheet (Attachment #20). The PPQs are to be returned directly to the 633 CONS/LGCB. Should the proposal submitted by the Offeror include a copy of the PPQ since some of these are not going to be returned by some of the POCs.

A. That will be fine, the government can call to verify if need be.

32. Paragraph F.1. of Section L on Page 51 of 60 states that Volume 2 – Past Performance be submitted seven (7) calendar days prior to the solicitation closing date. With a closing date of 13 April 2017, this means that Volume 2 must be submitted by 6 April. If Volume 2 is submitted early, does it have to be resubmitted again on the closing date?

A. No. Just the one time.

33. Can you please confirm if the offeror’s 3-6 most recent and relevant past performance project examples are to be within the task order range of $2,000 to $15M?

A. Correct

34. Volume 3: Price Proposal Can you please confirm if Item #3 Bank Reference has to be completed by the bank prior to award of the solicitation? On Attachment #21 it states it needs to be filled out for possible award. Also for the forms do you require a copy to be placed in the books?

A. Correct, this is to be include in the proposal.

35. Reference PPIS, page 51/60; and evaluation factors, page 58/60. Please confirm that Joint Venture offerors may submit projects from either JV partner.

A. Correct

36. Reference PPIS, page 51/60; and evaluation factors, page 58/60. Please confirm that Mentor/Protégé offerors may submit projects from either Mentor/Protégé partner.

A. Correct

37. Attachment 15, Task Order Proposal Request (TOPR) states that Price Proposals and 35% design proposals are due to the Contracting Office by 13 April 2017.

A. Correct. All documents are due on 13 April 2017 by 1500 (3:00pm)

38. The FedBizOpps synopsis page lists April 14, 2017 as the due date.

A. The correct date is as stated in the Solicitation Amendment 01, 13 April 2017 at 1500 (3:00pm)

39. The SF1442, Block 13, says an original and 2 copies of the proposal are required. This conflicts with the requirements in Section L which states that 1 hardcopy and 1 electronic copy are required. We assume only 1 original hardcopy and 1 electronic copy are required, as stated in section L. Please confirm that we should follow section L requirements, not the existing Block 13 requirements, for the number of proposal copies required.

A. SF1442, Block 13 is changed from 2 copies to 1. Therefore, comply with Section L 1 hard copy and 1 electronic copy.

41. Page 55 and 60 of 60, Section M, Paragraph B states… “The Government also intends to award three (3) contracts with an effective date of To Be Determined (TBD) to allow the use of on boarding specified in section H:”… however, no Section H is included in the RFP. Please advise.

A. Section H is Attachment 01 – Special Contract Requirements.

43. The Performance Periods listed in the Task Order Proposal Request (TOPR) are unclear. The Design Performance Period is listed as N/A. The Construction Performance Period is listed as 365 calendar days from Construction NTP and 90 days from NTP. Please clarify.

A. The TOPR has been changed to 365
