DESIGN – BUILD STATEMENT OF WORK

For MUHJ 17-4005 Design and Remodel FAM Camp Restrooms, F.50060

JBLE-Langley 7 April 2017

STATEMENT OF WORK

PART I – STATEMENT OF WORK (SOW)

1.1. SCOPE OF WORK: The work associated with this project consists of design and construct. The principal items for each project requirement are listed below.

GENERAL SCOPE OF WORK: Design services shall also include means for online project review. The A-E shall utilize the U. S. Army Safe Access File Exchange (SAFE) system at https://safe.amrdec.army.mil/safe/ to post and transfer access to design documents. This internet access does not negate the requirement for the normal submittal and of the 35% Design. The site shall at all times contain the most recent version of all documents that are being developed for the particular design task order. Documents to which reviewers shall have access are (but not limited to) the following: drawings, specifications, submittal register, performance time breakout, Basis of Design, and any data for equipment that is associated with the project. The A-E shall at no time post the project cost estimate or any document(s) that contains costs associated with the project on the internet site. The A-E shall provide means for instant internet access to all active project designs that have been assigned.

1.2. DESIGN SCOPE OF WORK: The Contractor shall perform field investigations and prepare design documents, including drawings, specifications, cost estimates, schedules, design analysis, bidding schedule, material submittal, and performance time breakout for the project. Electronic examples of the Government standard documents [e.g., cost estimate (AF Form 3052), performance time breakout (construction schedule), and submittal register (AF Form 66)] will be provided upon request. The Contractor shall take the appropriate measurements of the current conditions and develop accurate construction drawings. All contract drawings shall be field verified prior to submitting the final contract documents.

1.3. CONSTRUCTION SCOPE OF WORK:

1.Design and renovate interior of both male and female restrooms of the RV Park at Langley AFB FAM Camp. Renovation of restroom interiors is to include new finishes, sinks, toilets, showers, lighting, stall partitions, accessories, handicap grab bars, mirrors, floors, exhaust, and heating systems.
2.Prep and paint restroom doors, and main exterior entry door on the right (north) side.
3.Make one of the two exterior doors ADA compliant, and install on it a keyless combination lock. Install keyless combination locks on both restroom doors also.
4.In hallway and in laundry room, floors are to be epoxy coated, and lighting is to be replaced.
5.In hallway, laundry room, and both restrooms, prep and paint walls and ceilings. Color/s and finish to be chosen by 633d CES.
6.Satisfy current American with Disabilities Act (ADA) requirements in shower rooms, and one exterior entrance. Eliminating one toilet or shower (shower preferred) is permitted.
7.Finished interior is to be resistant to damage caused by flooding, and vandalism.
8.Upgrade facility to meet current fire safety requirements.
9 A.Prep and paint exterior of entire facility. Replace T-111 sheets if any area on it is deteriorated or experiencing rot. Color/s and finish to be decided by 633d CES.
9 B.Replace all gutters and downspouts.
10.Abate all hazardous materials, i.e. mold, lead based paint, and asbestos.
11.Replace facility exterior lighting and signage.
12.Provide 2 porta potties, at least one of which is handicap accessible, while permanent toilets are inoperative.

1.4. DESIGN FOR USE OF RECYCLED-CONTENT PRODUCTS (Green Procurement): During the design of the project, the A-E shall incorporate in this project, as a substitute to non-recycled content products, recycled-content products that are listed and identified in the Environmental Protection Agency (EPA) Comprehensive Procurement Guidelines (CPG) for recycled-content products. See also SECTION 01 12 00 ENVIRONMENTAL MANAGEMENT SPECIAL CONDITIONS. The Contractor shall use recycled-content products as required by EPA and other Governmental agencies and Federal Acquisition Regulation (FAR) clauses.

Executive Order 13423, (Strengthening Federal Environmental, Energy and Transportation Management) and Section 6002 of the Resource Conservation and Recovery Act (RCRA) requires that the Federal Government use recycled-content products in the construction and/or renovation of facilities. The A-E shall consider this a standard requirement for all aspects of the project design.

The recycled-content products listed in the CPG can be found in the EPA website at www.epa.gov/cpg/products.htm. This list is subject to change at any time so it is the Contractor’s responsibility to be aware of any updates or additions.

Such products shall also comply with the requirements of the EPA Recovered Materials Advisory Notice (RMAN). The RMANs recommend recycled-content ranges for CPG products based on current information on commercially available recycled-content products. The recommended recovered materials content percentage can be obtained by clicking on the product on the website.

Any exemption from the Green Procurement Program for Recovered Materials requires approval in writing from the Contracting Officer. Exemptions can only be taken if;

(1) The item is not available within a reasonable period of time.

(2) The item fails to meet a performance standard in the specifications.

(3) The item is only available at an unreasonable price i.e., the recycled-content product costs more than the non-recycled content product.

(4) The item is not available from two or more sources.

Specific reasons why an exemption is taken will be specified and documentation supporting this reason will be provided and attached. These forms will be kept in the project folder indefinitely.

1.5. A-E PROPOSAL AND DESIGN DOCUMENTS / MEETINGS / REPORTS / STANDARDS REQUIREMENTS: A Proposal shall be submitted with a design cost summary for each of the items described in the individual work orders. The construction design drawings, design analysis, cost estimates, specifications, AF Form 66, construction schedule, bid schedule, and warranty schedule shall be developed as separate contract documents.

1. DESIGN SUBMITTAL (35%): With each design submittal subsequent to the initial (35%) submittal and for all Government comments provided to the A-E, the A-E shall provide a record that includes a written response which explains how each respective design comment was resolved. This record of comment resolution shall be submitted with each set of design submittal documents.

2. 35% SUBMITTAL: The A-E shall prepare and submit for approval basis of design, concept drawings, outline specifications, design analysis, concept cost estimate, and other related and supporting documents as are more fully specified herein. The A-E shall incorporate information provided by the Air Force as part of completing the 35% design submittal. The design may not proceed beyond 35% without written authorization from the 633rd Civil Engineer Squadron Project Manager (633 CES/CENMP). The 35% design submittal shall include documentation noted in Part III and be provided per the Submittal Matrix. If this submittal is not complete, it shall be rejected and the A-E shall resubmit at no cost to the Government.

3. 35% DESIGN REVIEW MEETING: The A-E shall coordinate and schedule for a 1-day review conference with the design team. The purpose is to examine each design team comment and determine an appropriate resolution to each functional, technical, cost, and other comments. The 633 CES/CENMP may provide comments in advance of the meeting to familiarize the A-E with the comments. Copies of minutes and annotated responses to the review comments shall be distributed to the design team as part of the next design submittal.

4. DESIGN STANDARDS: Design shall be in accordance with current Engineering Technical Letters (ETLs) and ACC Standards. All designs and specifications shall comply with the latest International Building Code (IBC), National Fire Codes and all applicable Federal, State and local regulations/codes. All exterior civil designs that involve parking lots and/or paved surfaces shall comply with Virginia DEQ Storm water Design Specification No. 7, Permeable Pavement, Version 1.8 March 1, 2011 requirements.
