TASK ORDER PROPOSAL REQUEST (TOPR)
Joint Base Langley-Eustis Multiple Award Construction Contract (MACC)

PROJECT TITLE: Repair Restroom Fixtures/Interiors, Doors, FAMCAMP, Facility 50060, JBLE-Langley, VA
STATEMENT OF WORK: Furnish all plant, labor, equipment, materials, tools and other items required to complete this project in accordance with the Statement of Work (SOW), attached documents, General Provisions, Wage Determination VA170170VA170022, Modification 2, dated 27 January 2017 and all other the terms and conditions of the basic contract. This Design/Bid/Build project is to Repair Restroom Fixtures/Interiors/Doors, FAMCAMP, in Facility 50060.
SITE VISIT/PRE-PROPOSAL MEETING: The site visit is scheduled for 27 March 2016 at 10:00 a.m.

Questions following the site visit are due to the Contracting Office not later than 3 April 2017.
SUBMISSION OF 35% DESIGN PROPOSALS: A 35% design propsoal will be due to the Contracting Officer on 13 April 2017. The contractor shall use the provided drawings, and the information included in the SOW.
DESIGN PERFORMANCE PERIOD: The Government is proposing the following timetable fo rthe Design/Construction requirement:
Design: N/A calendar days. The performance time to take the design to the 100% level following issuance of the Design Notice to Proceed (NTP).
Construction: 365 calendar days following the issuance of the Construction Notice to Proceed.
SUBMISSION OF PRICE PROPOSALS: Price proposals for this project are due to the Contracting Office on 2013 April 2017.
PERFORMANCE PERIOD: 365 Days from NTP
CONSTRUCTION The Construction period for this project shall be Ninety (90) calendar days following issuance of the Notice to Proceed.
MAGNITUDE OF CONSTRUCTION PROJECT: Estimated between $250,000 and $500,000.
PROPOSAL ACCEPTANCE PERIOD: Government acceptance will occur on or before 30 September 2017.
PROPOSAL PREPARATION INSTRUCTIONS: Reference contract Section H, paragraph 3.2. Also reference contract, attachment 1, General Provisions paragraphs 4 for design and cost estimate requirement.
BASIS OF AWARD: In accordance with Section H, paragraph 3.1, award will be made to the Best Value. Only one task order will be awarded for this project.
TERMS AND CONDITIONS SPECIFIC TO THIS PROJECT:
NOTICE TO PROCEED: Other than submittal of payment and performance bonds, the Contractor shall not proceed with performance of this project until the Contractor receives a Notice to Proceed from the Contracting Officer. Notice to Proceed will be issued within thirty (30) days of award and work will begin within ten (10) calendar days after issuance of the Notice to Proceed.
PERFORMANCE AND PAYMENT BONDS: Payment and Performance Bonds will be required for this project. Bonds are due no later than 10 calendar days after award.
WAGE RATES – The attached Davis Bacon wage decision applicable to this procurement is General Decision Number VA170170, Modification 2, dated 27 January 2017 – Building.
LIQUIDATED DAMAGES: In accordance with FAR Clause 52.211-12, the contractor shall pay liquidated damages to the Government at the minimum amount of $446.86 for the first and last day and $171.50 for all other days in between for each calendar day of delay until the work is completed or accepted.
INVOICES: Invoices may be submitted for progress payments based on a percentage of work completed. Invoices will be submitted electronically using Wide Area Flow (WAWF) procedures.
COMMENCEMENT, PROSECUTION AND COMPLETION OF WORK:
The Contractor shall be required to commence work under this contract within 10 calendar days after the date the Contractor receives the Construction Notice to Proceed, prosecute the work diligently, and complete the entire work ready for use within the stated days after issuance of the Notice to Proceed.
