2.
Discussion
In response to questions concerning the barracks, the Government directed attention to TE 5-004. TE 5-004 addresses fixed staffing at the FMO and TRADOC buildings. We understand staffing in a fixed price requirement, however the reference to TE 5-004 confuses us.
3.
Question/Comment
Please clarify the relationship between TE 5-004 and the Barracks Maintenance and Support requirement.
4.
Government Response
ANSWER: The relationship is that the administrative assistant, under furnishing management, is in direct support of the barrack/FMO function. The TRADOC HQ fixed staffing requirement is as stated.

CBA-2008-2501, Revision 2
4.
Discussion
The CBA that has been incorporated into the contract is set to expire on November 30, 2013; however, it does include a clause that states that the CBA will remain in effect for each year thereafter unless either part shall notify the other in writing at least 60 days prior to November 30, 2013 of its desire or intention to open the agreement for negotiations or terminate in its entirety.
5.
Question/Comment
Since the CBA is slated to expire during the base year of the contract, will the Government please confirm that Offerors should use the current CBA as a based to price all contract years?
6.
Government Response
The CBA is due to expire Nov 30, 2013. Using projected CBA rates is a business decision offerors have to make when submitting projected labor rates for future years however there are a couple of options that can be used. NOTE: ONLY ONE OPTION CAN BE USED
-Option 1 - The offeror can price future year including current CBA labor rates with inflation in their proposal. This will enable the contractor to submit an “Actual Wage Determination Increase Adjustment” at the end of each contract year if there were any increases beyond the inflated rate used.
-Option 2 - The offeror, knowing the CBA will continue, can incorporate a projected CBA rate for all future years in the proposal, however with this option you cannot request an “Actual Wage Determination Increase adjustment” if the CBA rates increase higher than what was projected.

8.
Discussion
Q&A #8 states that Wage Determination 2005-2543 is the applicable wage determination for this effort; however, wage determination 2005-2544 was incorporated into the RFQ.
9.
Question/Comment
Will the government please clarify if WD 2005-2543 or WD 2005-2544 is the correct wage determination for this effort?
10.
Government Response
2005-2543 is the latest updated SCA and should be used in this solicitation.

and
Q&A Posted to FBO on 4/24/13; Page 39, Question 19 Question 13 and the related answer state the following:
Reference: RFP page 22 – a. Part I – Price Proposal “The offeror shall provide a staffing plan to accurately reflect key personnel with the required experience.”
Reference: PWS 1.2.7.1 Key Personnel. “These are defined as “Key Personnel” and are those persons whose resumes should be submitted for evaluation of the proposal.”
Question #1: Is this the section where resumes shall be placed? Or should they be placed in the Personnel section in the technical response? Resumes are not required in the proposal, once awarded resumes will be reviewed. (Highlight added) Question #2: Are resumes included in the page count? See above
And Question 19 and the related answer state the following:
Reference: Proposal Preparation Instructions, PWS Section 1.2.7.1 Key Personnel Question:
1) Are resumes of key personnel required to be furnished with the proposal submission? If so, in which section should they be located?
ANSWER: Yes, previous response. (Highlight added)
Question 13 and the related answer state that resumes are not required as a part of the proposal and not required until after award. However, in contrast, the answer to Question 19 seems to indicate that resumes are required. Based on the input from the Government on the 19th of April, actions associated with pursuit and preparation of resumes for submission were halted and proposals were adjusted based on the fact that resumes were not to be included. However, on the 24th of April the Government appears to indicate that resumes are now required and the response references us back to the previous response which actually indicates that resumes are not required.
In addition to the above, Question 5 on Page 13 of the Q&A also states that resumes are not required.
Will the Government please clarify if resumes are required with the proposal? And if they are required, will the Government consider an extension to the submission date given the impact to proposal efforts that would occur by introducing the resumes into the limited page count?
Answer: The last response was incorrect - Resume WILL NOT required in the proposal, once awarded resumes will be reviewed.
1. Reference: Past Performance Instructions (Page 26)
“The purpose of the past performance evaluation is to allow the Government to make an evaluation of the offeror’s ability to perform the effort described in the RFP, based on the offeror’s demonstrated present and past performance. Past performance information regarding predecessor companies, key personnel who have relevant experience, or subcontractors that will perform major or critical aspects of the requirement will be taken into account when such information is relevant to this acquisition. Past performance information may include data on efforts performed by other divisions, critical subcontractors, or teaming contractors, if such resources will be brought to bear or significantly influence the performance of the proposed effort.”
Question: Since the Govt. will allow and evaluate the experience/past performance of proposed subcontractors, will the Govt. be providing a “Subcontract Consent Letter” or something similar (e.g., Form) to allow evaluators to inquire and verify as to a proposed subcontractor’s experience/past performance?
ANSWER: The government will evaluate subcontractors past performance if submitted as it would a prime contractor.
2. Reference: Technical Exhibit 1-004.
Question: TE 1-004 provides a list of the solicitation CDRLs. Will the Government please provide the actual CDRLs so the Offerers can better understand when the initial and subsequent data is due and what content and format the report should include?
ANSWER: This is the actual list of CDRLs for the contractor to provide.
3. Reference: PWS paragraphs 1.2.2 & 1.2.2.1; Transition, Phase-In, and Phase-Out Periods
Question: Paragraph 1.2.2 requires the Contractor to submit a completed Transition Plan within 30 days of the Contract award date. Paragraph 1.2.2.1 states the phase-in period will be approximately 30 calendar days between the Contract award date and the Contract start date. This indicates that the Transition Plan could be turned-in at the end of the phase-in period. Will the Government please verify that these two paragraphs accurately state the requirement?
ANSWER: Yes, the two paragraphs accurately state the requirement.
4. Reference: PWS 1.2.7.1 "These are defined as “Key Personnel” and are those persons whose resumes should be submitted for evaluation of the proposal."
Question 1: What part of our proposal should we put key personnel resumes? ANSWER: Resumes WILL NOT required in the proposal, once awarded resumes will be reviewed.
Question 2: Are key personnel resumes part of the page limits for the assigned section? ANSWER: Resumes WILL NOT required in the proposal, once awarded resumes will be reviewed.
