STATEMENT OF WORK
19 February 2016
The Contractor shall provide all labor, materials, tools, equipment and transportation to maintain, repair, replace and construct pavements on Ellsworth Air Force Base, South Dakota. The contract shall include the asphalt and Portland cement concrete pavements for airfields, streets and parking lots. The work shall be completed in accordance with individual Delivery Orders placed against the contract.

PART 1 - GENERAL
1.1 RELATED DOCUMENTS
A. General provisions of the Contract, including other Division 1 Specification Sections, apply to this Section.
1.2 WORK COVERED BY CONTRACT DOCUMENTS
A. The work locations are Ellsworth AFB, South Dakota.
B. The Work consists of, but is not limited to, the following: Minor construction, maintenance, repair, and replacement of Asphalt-Cement Concrete (ACC) and Portland Cement Concrete (PCC) pavements, including base streets, parking lots, and airfield. Specific work includes demolition, excavation, embankment, grading, sawcutting, milling, patching, paving, sealing, marking and utility adjustments. The contractor shall provide all management, tools, supplies, equipment, labor and applicable licenses and permits necessary to ensure that the above work is performed in a manner that will restore a neat and professional appearance.
C. The contract is an Indefinite Delivery Indefinite Quantity (IDIQ) contract wherein work is directed by specific Delivery Orders consisting of a Statement of Work (SOW) and groupings of Contract Line Items (CLINs) and quantities. The CLINs are described as follows:
X001 – Excavate Confined Areas: Work includes removal and disposal of excess or unsuitable base course, topsoil and soil material as required by the Delivery Order. Confined areas include driveways, pavement patching, curb & gutter, slab replacement and other areas not suitable for operation of conventional linear grading and excavating equipment. Payment will be made for the measured volume of the excavation unless another method of determining pay quantity is approved. Material removed shall be separated and stored for re-use as topsoil, base, fill, or waste as required by the Delivery Order.
Waste material not identified for re-use shall be disposed on Ellsworth AFB at a location determined by the Contracting Officer.
X002 – Excavate General Areas: Work includes removal and disposal of excess or unsuitable base course, topsoil and soil material as required by the Delivery Order. Payment will be made for the measured volume of the excavation unless another method of determining pay quantity is approved.
Material removed shall be separated and stored for re-use as topsoil, base or fill, as required by the Delivery Order. Waste material not identified to be re-used shall be disposed on Ellsworth AFB at a location determined by the Contracting Officer.
X003 – Fill and Compact: Work includes construction, compaction and testing of fill utilizing material available on the project site. Does not include procuring and hauling fill material to the project site.
Payment will be made for the in-place measured volume of the fill unless another method of determining pay quantity is approved.
X004 – Finish Grade and Compact: Work includes the following: Shaping, grading, compaction and testing of the subgrade as required by the Delivery Order, or as directed by the Contracting Officer. Does not include borrow or waste and disposal of excess material.
X005 – Construct Aggregate Base Course: Work includes the following: Furnish granular base course conforming to the specifications as required by the Delivery Order. Install, compact, finish grade and test base course as required for pavement construction.
X006 – Place Topsoil: Work includes placing and spreading available topsoil to a uniform depth as required by the Delivery Order. Does not include providing topsoil or hauling to the project site. Payment

will be based on the measured volume of stockpiles before placing, unless another method of determining pay is approved.
X007 – Seed: Work includes preparing seedbed, furnishing seed and applying seed at the specified rate.
Does not include topsoil, fertilizing or mulching.
X008 – Fertilize: Work includes furnishing and applying fertilizer at the specified rate. Does not include topsoil, seed or mulch.
X009 – Mulch: Work includes furnishing and applying mulch at the specified rate. Does not include topsoil,seed or fertilizer.
X010 – Install Silt Fence: Work includes installation and removal of Low-Flow Silt Fence per SD DOT standard specifications and details.
X011 – Construct 5” Asphalt Patch: Work includes full-depth removal of existing asphalt – 5” depth or match to existing, repair of subgrade, tack, asphalt placement, and compaction. Does not include undercutting, new base course or sawcutting.
X012 – Sawcut 5” Asphalt: Work includes sawcutting of asphalt pavement 5” thick or match to existing, as required by the Delivery Order for patching, isolating areas for removal, or joint sealing. Does not include removal of asphalt, or joint sealant.
X013 – Remove Asphalt Pavement: Work includes removal of asphalt pavement as required by the Delivery Order, loading, hauling and stockpiling at a location on EAFB as directed by the Contracting Officer. The asphalt shall become the property of the Government. Does not include processing of removed asphalt for re-use. Payment shall be made based upon volume determined from documented area and thickness measurements, unless otherwise approved.
X014 – Mill Asphalt Pavement: Work includes cold milling 0-4” deep, cleanup, loading, hauling and stockpiling at an approved location on EAFB. Does not include re-use of millings unless otherwise authorized by the Delivery Order. The asphalt millings shall become the property of the Government.
Payment shall be made based upon documented measurements of the milled surface unless otherwise approved.
X015 – Apply Asphalt Seal Coat: Work includes asphalt surface preparation, seal coat material, and placement. Payment shall be based upon the undiluted volume of seal coat.
X016 – Apply Asphalt Tack Coat: Work includes asphalt surface preparation, tack coat material, and placement. Payment shall be based upon documented measurements of coated pavement.
X017 – Construct Asphalt Leveling Course: Work includes surface preparation, asphalt material, and placement. Asphalt shall be SD DOT Class G, Type 1 or 2, as required by the Delivery Order.
X018 – Construct G-1 Asphalt Pavement: Work includes mix design, furnishing, placing, compacting and testing SD DOT Class G, Type 1 asphalt concrete mix. Does not include subgrade, granular base course, fine grading, leveling or tack coat. Payment shall be made based upon the actual tons placed in accordance with the Delivery Order.
X019 – Construct G-2 Asphalt Pavement: Work includes mix design, furnishing, placing, compacting and testing SD DOT Class G, Type 2 asphalt concrete mix. Does not include subgrade, granular base course, fine grading, leveling or tack coat. Payment shall be made based upon the actual tons placed in accordance with the Delivery Order.

X020 – Adjust Manhole Grade: Work includes raising or lowering the grade of the manhole ring and cover where possible by adding or removing rings either above the frame or below the frame. Does not include changing, adding or removing sections of the manhole structure.
X021 – Adjust Valve Box Grade: Work includes raising or lowering the grade of the valve box where possible by excavating and adjusting the existing box structure. Does not include modifying, repairing or replacing the existing box or valve.
X022 – Remove 4" PCC Sidewalk: Work includes demolition, removal and disposal of existing nonreinforced PCC off of Ellsworth AFB. Includes dowel bars, tie bars or welded wire mesh, if encountered. Does not include reinforcing steel, sawcutting to isolate from PCC to remain, regrading or replacement.

X029 – Remove Additional PCC Pavement: Work includes removal of additional volume of nonreinforced PCC not included in above Line Items.
X030 – Sawcut 4" PCC Sidewalk: Work includes full-depth sawcut of PCC to isolate pavement to be removed. Does not include demolition or removal.

X039 – Construct 20-22" Nonreinforced PCC Pavement: Work includes mix design, furnishing, placing, finishing, curing and testing of new AIRFIELD MIX PCC, as required by the Delivery Order.

X040 – Construct PCC Curb & Gutter 6"x32": Work includes mix design, furnishing, placing, finishing, curing and testing of new PCC, as required by the Delivery Order. Curb & gutter to be constructed equivalent to SD DOT standard B66 details.
X041 – Construct PCC Fillet Section and Pan Gutter 6": Work includes mix design, furnishing, reinforcing, placing, finishing, curing and testing of new PCC, as required by the Delivery Order. Fillet Section shall be constructed equivalent to SD DOT standard details.
X042 – Construct Additional Nonreinforced PCC Pavement: Work includes constructing additional volume of PCC pavement not included in above CLINS such as thickened edges, integral curbs, non-standard pavement thicknesses, etc.
X043 – Drill/Install Dowel Bars in PCC Pavement: Work includes furnishing, drilling, grouting and inserting load transfer dowel bars between PCC pavement slabs as required by the Delivery Order.
Provide 1-1/4” epoxy-coated steel bars, drilled and installed with epoxy resin grout.
X044 – Install Reinforcing Steel in PCC Pavement: Work includes furnishing and installing reinforcing steel, supports and ties as required by the Delivery Order.
X045 – Repair 4” PCC spalls: Work includes mix design, removal of existing concrete, placement, finishing and curing of new 4” deep partial-depth PCC patch. Does not include sawcutting or joint sealing.
X046 – Repair 6” PCC spalls: Work includes mix design, removal of existing concrete, placement, finishing and curing of new 6” deep partial-depth PCC patch. Does not include sawcutting or joint sealing.
X047 – Install Jet Fuel Resistant PCC Joint & Crack Sealant: Work includes removal of existing sealant and backer material, cleaning, preparing and priming edges, placing backer material and installing sealant meeting the requirements of Fed Spec SS-S-200 .
X048 – Install Silicon PCC Joint & Crack Sealant: Work includes removal of any existing sealant and backer material, preparing edges, placing backer material and installing silicon sealant, Dow 888, or approved equivalent.
X049 – Install Asphalt Pavement Joint & Crack Sealant: Work includes cleaning and preparing cracks and joints, furnishing sealant material, and placing sealant.
X050 – Apply Pavement Marking 4": Work includes cleaning and preparation of pavement surface, furnishing and installing paint in accordance with the Delivery Order. Does not include removal of existing paint markings or installation of glass beads.
X051 – Apply Pavement Marking 6": Work includes cleaning and preparation of pavement surface, furnishing and installing paint in accordance with the Delivery Order. Does not include removal of existing paint markings or installation of glass beads.
X052 – Apply Pavement Marking other: Work includes cleaning and preparation of pavement surface, furnishing and installing paint in accordance with the Delivery Order for miscellaneous markings not included in CLINs X050 and X051.
X053 – Add Glass Beads for Pavement Marking: Work includes installation of retroreflective glass beads where required, in conjunction with CLINS X050, X051 or X052.
X054 – Remove Pavement Markings: Work includes 85% minimum removal of existing pavement markings by ultra-high pressure water blasting, or other approved methods.

1.3 CONTINUITY OF WORK
A. The contractor shall not begin work until he is certain the work will continue uninterrupted through completion except for weekends, holidays, or prohibitively adverse weather. There shall be no extended periods of delay in on-site work after work has begun.
1.4 CONTRACTOR USE OF PREMISES
A. General: Where practical the Contractor shall have full use of the premises for construction operations, including use of the site. Where directed by the CO, the Contractor must maintain traffic and vehicle access on all roads and parking lots. If parking lots or roadways cannot be fully closed, lane closures or phasing plans shall be developed and coordinated with the CO.
All contractor operations must be closely coordinated with the using agency of the facility.
B. Use of the Site: Limit use of the premises to work in areas indicated. Confine operations to areas within contract limits indicated. Do not disturb portions of the site beyond the areas in which the Work is indicated. Areas not identified to be removed or worked on under this contract that are disturbed or damaged during construction shall be removed and replaced at no additional cost to the Government.
1.5 WORK IN HOUSING AREAS
A. Work under this contract may be performed in housing areas. Once a delivery order is placed for such work, the contractor will provide written notification to the contracting officer at least three weeks in advance of the expected start date. The Air Force will then notify residents of the upcoming work and their responsibilities concerning same. If the anticipated work will require total road closures or blocking driveways, the contractor will hand deliver notices to the affected residents at least seven working days in advance of the work. The notices shall clearly state the address, on what day the work is to begin, how long the work will take, and a description of the work to be accomplished. The notice shall also contain the name and phone number for the contractor’s point of contact and the Air Force point of contact.
1.6 MISCELLANEOUS PROVISIONS
A. DAILY CLEAN-UP: The Contractor shall at all times keep the premises free from accumulations of waste materials or rubbish caused by his employees or work. At completion of each work day, he shall remove all rubbish from the construction site. All his tools, equipment, and surplus materials, etc., shall be stored in the storage area or temporary staging area.
B. DISPOSAL OF MATERIALS: All materials removed under this contract, except those noted, shall be disposed of off base in such a manner that meets federal, state, and local environmental codes. Reference also disposal requirements in Section 01800 - Environmental Provisions. All debris hauled by the contractor shall be contained, tied, or enclosed to prevent leaking, spilling, or blowing. The contractor shall ensure all debris or dirt is promptly removed from any transportation route if such debris is spilled, blown, or leaked from hauling equipment and vehicles. Recycling is encouraged for both waste reduction and cost reduction purposes.
C. UTILITIES: Water and electricity will be furnished to the Contractor at no cost.

SECTION 01020 - ELLSWORTH AIR FORCE BASE SPECIAL PROVISIONS
A. General provisions of the Contract, including other Division 1 Specification Sections, apply to this Section.
1.2 SUMMARY
A. This section includes the special provisions required to operate on Ellsworth AFB, SD.
1. Entry Authority Lists for Ellsworth Air Force Base, SD (EAFB, SD).
2. Visitor’s Pass.
3. Contractor’s Haul Route.
4. Work Schedule.
5. Accident Prevention.
6. Mobile Phone.
7. Flightline Entry Authorization Letter (EAL).
8. Flightline Driving.
9. Foreign Object Damage (FOD) Prevention.
10. Base Civil Engineering (BCE) Work Clearance Request (AF Form 103).
11. Welding permit.
1.3 ENTRY AUTHORITY LISTS FOR ELLSWORTH AIR FORCE BASE, SD (EAFB, SD).
A. The list is kept at the gates to verify employment. The following guidelines apply:
1. Original EAL and two (2) copies to the Contracting Office are required.
2. The EAL must be in alphabetical order, on company letterhead, containing the complete address and phone number of the company, signed by an authorized company representative, and in the following format:
Request the following personnel be allowed access to the base (include contract number, project number, location of project) in performance of our contractual requirements:

3. DO NOT combine prime contractor EAL with subcontractor EALs. Each company or subcontractor must have a separate EAL.
4. Additions/Deletions of Personnel: Submit, immediately, any additions or deletions to the Contracting Officer. Include only changes to the current EAL.
5. Escorts: An asterisk (*) on the EAL by key personnel such as a foreman or supervisor will allow for these key personnel to escort for temporary entry of delivery/pickup/repair personnel. The escort must accompany these personnel while on the Base. A maximum of three (3) key personnel per prime contractor is allowed. Phone numbers for escorts shall be included on the EAL.
6. Approximately seven (7) calendar days are required for processing of EALs.

1.4 VISITOR’S PASS (Air Force Form 75):
A. The visitor’s pass is required for all employees and vehicles. It has two parts, one for placement on the driver’s side of the dashboard (must be visible at all times), the other part is issued to the individual and must be on his/her person at all times. Each employee must obtain this pass by presenting his/her drivers license, vehicle registration and proof of insurance at the Visitor Control Center located outside of the Main Gate. If any of the above identification is not on the employees person, he/she will be escorted off of the base. It is recommended that a magnetic sign be placed on the left door of the vehicles that do not have a company logo. Periodic spot checks of drivers licenses and AF 75’s will be conducted on a random basis. It is the responsibility of each employee to turn in the pass at the depository (on driver’s side of the gate as you depart the base) after completion of the contract(s).
1.5 CONTRACTOR’S HAUL ROUTES:
A. Access to Ellsworth AFB will be by the Commercial (Bismark) Gate on Monday thru
Friday and the Main Gate on Saturday, Sunday, and holidays. The designated routes shall be used by both loaded and unloaded vehicles. Contractors must immediately clean roads of any debris (mud, rocks, etc.) originating from their vehicles as.
Contractors shall tarp their trucks if necessary to prevent blowing debris.
1.6 WORK SCHEDULE:
A. Working hours for the contractor will normally be between the hours of 6:30 a.m. (7:30 a.m. in housing areas) and 5:00 p.m. excluding Saturdays, Sundays and Federal holidays.
B. If the Contractor desires to work during periods other than above, additional government inspection forces may be required. The Contractor must make his/her request to the Contracting Officer three days in advance of his/her intention to work during other periods to allow assignment of additional inspection forces. The Contracting Officer shall determine, in his/her discretion, whether such inspection forces are available and whether work will be allowed on non-scheduled days. The Contracting Officer may authorize the Contractor to work periods other than normal duty hours/days; however, if inspectors are required to perform in excess of normal duty times solely for the Contractor’s benefit, the cost of inspection at overtime rates will be charged to the contractor. These adjustments to the contract price may be made periodically as directed by the Contracting Officer.
1.7 ACCIDENT PREVENTION PLAN:
A. In performing this contract, the Contractor shall provide for protecting the lives and health of employees and other persons; preventing damage to property, materials, supplies, and equipment; and avoiding work interruptions. For these purposes, the Contractor shall --
1. Provide appropriate safety barricades, signs and signal lights.
2. Comply with the standards issued by the Secretary of Labor at 29 CFR Part 1926 and 29 CFR Part 1910.
3. Ensure that any additional measures the Contracting Officer determines to be reasonably necessary are taken. Failure of the Contracting Officer to notify the Contractor of additional safety measures does not relieve the Contractor of liability and duty to prevent accidents by reasonable actions. The Contracting Officer shall notify the

Contractor of any noncompliance with these requirements and of the corrective action required. This notice, when delivered to the Contractor or the Contractor’s representative, shall be deemed sufficient notice of the noncompliance and corrective action required.
After receiving the notice, the Contractor shall immediately take corrective action. If the Contractor fails or refuses to take corrective action promptly, the Contracting Officer may issue an order stopping all or part of the work until satisfactory corrective action has been taken. The Contractor shall not base any claim or request for equitable adjustment for additional time or money on any stop order issued under these circumstances.
B. The Contractor shall comply with all pertinent provisions of the current U.S. Army Corps of Engineers Safety and Health Requirements Manual, EM 385-1-1.
C. The Contractor shall maintain an accurate record of exposure data on all accidents incident to work performed under this contract resulting in death, traumatic injury, occupational disease, or damage to property, materials, supplies, or equipment. The Contractor shall report this data in the manner prescribed by the Contracting Officer.
D. The Contractor shall be responsible for subcontractor compliance with these paragraphs.
E. Before commencing the work, the Contractor shall:
1. Submit a written Accident Prevention Plan for implementing these paragraphs.
2. Meet with representatives of the Contracting Officer to discuss and develop a mutual understanding relative to administration of the overall safety program.
1.8 MOBILE PHONE:
A. The contractor shall maintain a mobile telephone at the job site at all times. The number of the mobile phone shall be provided to the Contracting Officer prior to start of work.
The phone number shall be a local number, not long distance to Ellsworth.
1.9 FLIGHT LINE ENTRY AUTHORIZATION LETTER (EAL):
A. The Contractor shall submit the original and two copies to the Contracting Officer.
B. The personnel listed must be in alphabetical order, on company letterhead, and in the following format:

1.10 FLIGHTLINE DRIVING:
A. Drivers of all vehicles operated on the flightline are required to attend flightline drivers training in accordance with Air Force Instruction (AFI) 13-213, Ellsworth AFB Supplement 1, paragraph A1.8.5. Training sessions can be scheduled by contacting the Airfield Manager at 385-1052.
B. Contractors shall place signs bearing the company logo on all vehicles used on the flightline. Magnetic signs are not allowed on the flightline.
1.11 FOREIGN OBJECT DAMAGE (FOD) PREVENTION:
A. Foreign Objects are any items (rocks, tools, construction debris) on the flight line that could possibly enter an aircraft engine and cause engine damage.
B. Prior to entering the flight line area, the Contractor shall stop and check vehicle tires and other areas of the vehicle for FOD. All FOD shall be placed in appropriate containers prior to proceeding. All work areas shall be kept free of FOD at all times.
1.12 BASE CIVIL ENGINEER WORK CLEARANCE REQUEST (AF FORM 103), “DIGGING
PERMIT”
A. Digging Permits: The contractor will be responsible for coordinating a government supplied, Base Civil Engineer Work Clearance Request (AF Form 103) prior to performing digging of any type. The contractor shall process the digging permit by coordinating with and obtaining signatures from responsible representatives of the organizations listed on the AF Form 103 prior to obtaining final approval from the Air Force Base Civil Engineer or his approved representative. The area requested for clearance for each individual permit shall be limited to a maximum of two (2) weeks production for an individual permit. The contractor will be given assistance, by the government, in the execution of the initial two (2) Work Clearance Requests. Thereafter, government assistance will be limited to an as-needed basis in the event of unusual circumstances. It will be the contractor’s responsibility to coordinate the completion of the necessary AF Form 103 and arrange to have existing utilities located as indicated on the completed form, prior to the beginning of digging operations in the individual areas.
This coordination is anticipated to take approximately three (3) working days to complete per request, and may require coordination with as many as twenty (20) individuals located on or near the base.
1.13 WELDING PERMIT:
A. Contractor shall obtain a welding permit from base Fire Department Technical Services prior to any work utilizing an open flame. The Contractor shall comply with all provisions of the permit.
1.14 WARRANTY OF CONSTRUCTION:
A. Listing of Warranty Items: The Contractor shall prepare a listing of all items subject to a manufacturer’s warranty or extended warranty or as required by the RFP. The listing shall include a description of the item, the expiration date of the warranty, and the point of contact for warranty service. Three (3) copies of this information shall be submitted in hard copy and one (1) copy in electronic format (CD ROM) as a project submittal.
B. Scope of Coverage: In addition to any other warranties in this contract, the contractor warrants that work performed under this contract conforms to the contract requirements and is free of any defect in equipment, material or design furnished, or workmanship performed by the contractor or any subcontractor or supplier at any tier. This warranty shall not limit the Government’s rights under the Inspection and Acceptance clause of this contract with respect to latent defects, gross mistakes or fraud.
C. Period Of Coverage: This warranty shall continue for a period of one (1) year from the date of final acceptance of the work, unless otherwise specified in the RFP or manufacturer’s standard warranty. If the Government takes possession of any part of the work before final acceptance, this warranty shall continue for a period of one year from the date of beneficial occupancy. In the event the contractor’s warranty of this clause has expired, the Government may bring suit, at its expense, to enforce a subcontractor’s, manufacturer’s or supplier’s warranty.
D. Remedies of Defects: The Contractor shall remedy, at the Contractor’s expense, any failure to conform or any defect. In addition, the Contractor shall remedy, at the Contractor’s expense, any damage to Government-owned or controlled real or personal property when that damage is the result of:
1. The Contractor’s failure to conform to contract requirements or
2. Any defect of equipment, material, workmanship, or design furnished.
The Contractor shall restore any work damaged in fulfilling the terms and conditions of this clause. The Contractor’s warranty with respect to work repaired or replaced will run for one year from the date of repair or replacement.
E. Notification to Contractor: The Contracting Officer shall notify the Contractor, in writing, within a reasonable time after the discovery of any failure, defect, or damage. If the Contractor fails to remedy any failure, defect or damage within a reasonable time after receipt of notice, the Government shall have the right to replace, repair, or otherwise remedy the failure, defect, or damage at the Contractor’s expense.
F. Subcontractor and Supplier Warranties: With respect to all warranties, express or implied, from subcontractors, manufacturers or suppliers for work performed and materials furnished under this contract, the Contractor shall:
1. Obtain all warranties that would be given in normal commercial practice.
2. Require all warranties to be executed, in writing, for the benefit of the Government if directed by the Contracting Officer, and
3. Enforce all warranties for the benefit of the Government if directed by the Contracting Officer. Emergency warranty calls shall not exceed a 4-hour response time, while routine warranty calls shall not exceed 3 workdays. The warranty enumerated herein does not preclude any manufacturer warranties in excess of one year as noted in the individual specifications sections. The Contractor should read each section carefully to ensure that he/she is aware of all warranties called for in each project.
G. Unless a defect is caused by the negligence of the Contractor, subcontractor, or supplier at any tier, the Contractor shall not be liable for the repair of any defects of material or design furnished by the Government or the repair of any damage that results from any defect in Government-furnished material or design.

SECTION 01095 - REFERENCE STANDARDS AND DEFINITIONS
A. Drawings and general provisions of the Contract, including other Division 1 Specification
Sections, apply to this Section.
1.2 DEFINITIONS
A. General: Basic contract definitions are included in the Conditions of the Contract.
B. "Indicated": The term "indicated" refers to graphic representations, notes, or schedules on the
Drawings; or to other paragraphs or schedules in the Specifications and similar requirements in the Contract Documents. Terms such as "shown," "noted," "scheduled," and "specified" are used to help the user locate the reference. Location is not limited.
C. "Directed": Terms such as "directed," "requested," "authorized," "selected," "approved,"
"required," and "permitted" mean directed by the Contracting Officer, requested by the Contracting Officer, and similar phrases.
D. "Approved": The term "approved," is used in conjunction with the Contracting Officer's action on the Contractor's submittals, applications, and requests.
E. "Regulations": The term "regulations" includes laws, ordinances, statutes, and lawful orders issued by authorities having jurisdiction, as well as rules, conventions, and agreements within the construction industry that control performance of the Work.
F. "Furnish": The term "furnish" means to supply and deliver to the Project site, ready for unloading, unpacking, assembly, installation, and similar operations.
G. "Install": The term "install" describes operations at the Project site including the actual unloading, temporary storage, unpacking, assembling, erecting, placing, anchoring, applying, working to dimension, finishing, curing, protecting, cleaning, and similar operations.
H. "Provide": The term "provide" means to furnish and install, complete and ready for the intended use.
I. "Installer": An installer is the Contractor or another entity engaged by the Contractor, either as an employee, subcontractor, or contractor of lower tier, who performs a particular construction activity including installation, erection, application, or similar operations. Installers are required to be experienced in the operations they are engaged to perform.
1. The term "experienced," when used with the term "installer," means having successfully completed previeos projects similar in size and scope to this Project; being familiar with the special requirements indicated; and having complied with requirements of authorities having jurisdiction.
2. Trades: Using terms such as "carpentry" does not imply that certain construction activities must be performed by accredited or unionized individuals of a corresponding generic name, such as "carpenter." It also does not imply that requirements specified apply exclusively to tradespeople of the corresponding generic name.
3. Assigning Specialists: Certain Sections of the Specifications require that specific construction activities shall be performed by specialists who are recognized experts in those operations. The specialists must be engaged for those activities, and their assignments are requirements over which the Contractor has no option. However, the ultimate responsibility for fulfilling contract requirements remains with the Contractor.
a. This requirement shall not be interpreted to conflict with enforcing building codes and similar regulations governing the Work. It is also not intended to interfere with local trade-union jurisdictional settlements and similar conventions.
J. "Project site" is the space available to the Contractor for performing construction activities, either exclusively or in conjunction with others performing work as part of the Project. The extent of the Project site is shown on the Drawings and may or may not be identical with the description of the land on which the Project is to be built.
K. "Testing Agencies": A testing agency is an independent entity engaged to perform specific inspections or tests, either at the Project site or elsewhere, and to report on and, if required, to interpret results of those inspections or tests.
1.3 SPECIFICATION FORMAT AND CONTENT EXPLANATION
A. Specification Format: These Specifications are organized into Divisions and Sections based on the Construction Specifications Institute's 16-division format and "MasterFormat" numbering system.
B. Specification Content: These Specifications use certain conventions for the style of language and the intended meaning of certain terms, words, and phrases when used in particular situations.
These conventions are as follows:
1. Abbreviated Language: Language used in the Specifications and other Contract
Documents is abbreviated. Words and meanings shall be interpreted as appropriate.
Words implied, but not stated, shall be interpolated as the sense requires. Singular words shall be interpreted as plural and plural words interpreted as singular where applicable as the context of the Contract Documents indicates.
2. Imperative mood and streamlined language are generally used in the Specifications.
Requirements expressed in the imperative mood are to be performed by the Contractor.
At certain locations in the Text, subjective language is used for clarity to describe responsibilities that must be fulfilled indirectly by the Contractor or by others when so noted.
a. The words "shall," "shall be," or "shall comply with," depending on the context, are implied where a colon (:) is used within a sentence or phrase.
1.4 INDUSTRY STANDARDS
A. Applicability of Standards: Unless the Contract Documents include more stringent requirements, applicable construction industry standards have the same force and effect as if bound or copied directly into the Contract Documents to the extent referenced. Such standards are made a part of the Contract Documents by reference.
B. Publication Dates: Comply with the standards in effect as of the date of the Contract Documents.
C. Conflicting Requirements: Where compliance with 2 or more standards is specified and the standards establish different or conflicting requirements for minimum quantities or quality levels, comply with the most stringent requirement. Refer uncertainties and requirements that are different but apparently equal to the Contracting Officer for a decision before proceeding.
1. Minimum Quantity or Quality Levels: The quantity or quality level shown or specified shall be the minimum provided or performed. The actual installation may comply exactly with the minimum quantity or quality specified, or it may exceed the minimum within reasonable limits. To comply with these requirements, indicated numeric values are minimum or maximum, as appropriate, for the context of the requirements. Refer uncertainties to the Contracting Officer for a decision before proceeding.
D. Copies of Standards: Each entity engaged in construction on the Project must be familiar with industry standards applicable to its construction activity. Copies of applicable standards are not bound with the Contract Documents.
1. Where copies of standards are needed to perform a required construction activity, the
Contractor shall obtain copies directly from the publication source and make them available on request.
E. Abbreviations and Names: Trade association names and titles of general standards are frequently abbreviated. Where abbreviations and acronyms are used in the Specifications or other Contract Documents, they mean the recognized name of the trade association, standards-generating organization, authorities having jurisdiction, or other entity applicable to the context of the text provision. Refer to Gale Research Inc.'s "Encyclopedia of Associations," which is available in most libraries.
F. Abbreviations and Names: Trade association names and titles of general standards are frequently abbreviated. The following abbreviations and acronyms, as referenced in the Contract Documents, mean the associated names. Names and addresses are subject to change and are believed, but are not assured, to be accurate and up-to-date as of the date of the Contract Documents.

SECTION 01400 - QUALITY CONTROL
A. General provisions of the Contract, including other Division 1 Specification Sections, apply to this Section.
A. This Section includes administrative and procedural requirements for quality-control services.
B. Quality-control services include inspections, tests, and related actions, including reports performed by Contractor, by independent agencies, and by governing authorities. They do not include contract enforcement activities performed by Government.
C. Inspection and testing services are required to verify compliance with requirements specified or indicated. These services do not relieve Contractor of responsibility for compliance with Contract Document requirements.
D. Requirements of this Section relate to customized fabrication and installation procedures, not production of standard products.
1. Specific quality-control requirements for individual construction activities are specified in the Sections that specify those activities. Requirements in those Sections may also cover production of standard products.
2. Specified inspections, tests, and related actions do not limit Contractor's quality-control procedures that facilitate compliance with Contract Document requirements.
3. Requirements for Contractor to provide quality-control services required by the Government or authorities having jurisdiction are not limited by provisions of this Section.
1.3 RESPONSIBILITIES
A. Contractor Responsibilities: Unless otherwise indicated as the responsibility of another identified entity, the Contractor shall provide inspections, tests, and other quality-control services specified elsewhere in the Contract Documents and required by authorities having jurisdiction.
Costs for these services are included in the Contract Sum.
1. Where individual Sections specifically indicate that certain inspections, tests, and other quality-control services are the Contractor's responsibility, the Contractor shall employ and pay a qualified independent testing agency to perform quality-control services. Costs for these services are included in the CLIN prices.
2. Where individual Sections specifically indicate that certain inspections, tests, and other quality-control services are the Government's responsibility, the Government will employ and pay a qualified independent testing agency to perform those services.
B. Retesting: The Contractor is responsible for retesting where results of inspections, tests, or other quality-control services prove unsatisfactory and indicate noncompliance with Contract Document requirements, regardless of whether the original test was Contractor's responsibility.
1. The cost of retesting construction, revised or replaced by the Contractor, is the Contractor's responsibility where required tests performed on original construction indicated noncompliance with Contract Document requirements.
C. Associated Services: Cooperate with agencies performing required inspections, tests, and similar services, and provide reasonable auxiliary services as requested. Notify the agency sufficiently in advance of operations to permit assignment of personnel. Auxiliary services required include, but are not limited to, the following:
1. Provide access to the Work.
2. Furnish incidental labor and facilities necessary to facilitate inspections and tests.
3. Take adequate quantities of representative samples of materials that require testing or assist the agency in taking samples.
4. Provide facilities for storage and curing of test samples.
5. Deliver samples to testing laboratories.
6. Provide the agency with a preliminary design mix proposed for use for materials mixes that require control by the testing agency.
7. Provide security and protection of samples and test equipment at the Project Site.
D. Duties of the Testing Agency: The independent agency engaged to perform inspections, sampling, and testing of materials and construction specified in individual Sections shall cooperate with the Government and the Contractor in performance of the agency's duties. The testing agency shall provide qualified personnel to perform required inspections and tests.
1. The agency shall notify the Contracting Officer and the Contractor promptly of irregularities or deficiencies observed in the Work during performance of its services.
2. The agency is not authorized to release, revoke, alter, or enlarge requirements of the
Contract Documents or approve or accept any portion of the Work.
3. The agency shall not perform any duties of the Contractor.
E. Coordination: Coordinate the sequence of activities to accommodate required services with a minimum of delay. Coordinate activities to avoid the necessity of removing and replacing construction to accommodate inspections and tests.
1. The Contractor is responsible for scheduling times for inspections, tests, taking samples, and similar activities.
1.4 SUBMITTALS
A. A certified written report of each inspection, test, or similar service shall be submitted with an AF Form 3000 to the Contracting Officer.
1. Report Data: Written reports of each inspection, test, or similar service include, but are not limited to, the following:
a. Date of issue.
b. Project title and number.
c. Name, address, and telephone number of testing agency.
d. Dates and locations of samples and tests or inspections.
e. Names of individuals making the inspection or test.
f. Designation of the Work and test method.
g. Identification of product and Specification Section.
h. Complete inspection or test data.
i. Test results and an interpretation of test results.
j. Ambient conditions at the time of sample taking and testing.
k. Comments or professional opinion on whether inspected or tested Work complies with Contract Document requirements.
l. Name and signature of laboratory inspector.
m. Recommendations on retesting.
1.5 QUALITY ASSURANCE
A. Qualifications for Service Agencies: Engage inspection and testing service agencies, including independent testing laboratories, that are prequalified as complying with the American Council of Independent Laboratories' "Recommended Requirements for Independent Laboratory Qualification" and that specialize in the types of inspections and tests to be performed.
1. Each independent inspection and testing agency engaged on the Project shall be authorized by authorities having jurisdiction to operate in the state where the Project is located.
PART 3 - EXECUTION
3.1 REPAIR AND PROTECTION
A. General: Upon completion of inspection, testing, sample taking and similar services, repair damaged construction and restore substrates and finishes. Comply with Contract Document requirements for Division 1 Section "Cutting and Patching."
B. Protect construction exposed by or for quality-control service activities, and protect repaired construction.
C. Repair and protection is Contractor's responsibility, regardless of the assignment of responsibility for inspection, testing, or similar services.

Requirements for traffic control on airfield pavement shall be as per the requirements of the Airfield Manager.
1.3 FLAGPERSONS: Provide trained and equipped flagpersons to regulate traffic when construction operations or traffic encroach on public traffic lanes.
1.4 FLARES AND LIGHTS: Use flares and lights during hours of low visibility to delineate traffic lanes and to guide traffic.
1.5 HAUL ROUTES:
A. Confine construction traffic to designated haul routes.
B. Provide traffic control at critical areas of haul routes to regulate traffic, to minimize interference with public traffic.
1.6 TRAFFIC SIGNS AND SIGNALS:
A. At approaches to site and on site, install at crossroads, detours, parking areas, and elsewhere as needed to direct construction and affected public traffic.
