FA4690-16-R-0010, Paving IDIQ Attach 8, Questions and Answers
1) Per Section L (Instructions), Part III, b, it states to complete the “Contractor Information”, where can I find this form? I could not locate this in the solicitation package The “Contractor Information” is not a separate form, but included at the bottom of Attach 6, Past Performance Questionnaire and asks for “Individual’s Name”, “Company’s Name” and “Contractor’s Name”.
2) Do you require bid bonds and if so, do you have a separate bid bond form?
Do not require bid bonds
3) What is the bid bond amount?
4) What is the payment bond amount?
5) What is your percentage of retention?
IAW FAR Clause 52.232-5, “the Contracting Officer may retain a maximum of 10 percent of the amount of the payment until satisfactory progress is achieved”
6) Liquidated Damage/Penalty Amount?
Added clause 52.211-12 in full text with Liquidated Damage/Penalty Amount.
7) Can you provide us a copy of the award documents and prices for the last iteration of the bid?
FOIA currently being researched with Base JA
8) What is the average delay time for delivery trucks in the inspection barn at the Commercial gate? On paving days or concrete pour days, do trucks get through quicker when delivering material?
On paving days or concrete pour days, do trucks get through quicker when delivering material?
Average delay time is unknown. Minimum delay for inspection when there is no waiting line is about five minutes. Wait times occasionally can be as long as two hours with morning deliveries and construction mobilization. With proper coordination, asphalt and concrete delivery trucks can usually be brought to the front of the line for shorter delays.
9) Can you clarify which items of concrete removal will likely encounter rebar and what kind of reinforcing would you anticipate?
The bid item descriptions in the specifications identify that concrete removal is considered to be non-reinforced except for the fillet/pan gutter item. Other than this item, reinforced concrete removal would be considered as a NPI.
10) Would the Concrete Pavement removal items be changed to SY instead of SF?
The concrete pavement items will remain in Square Feet units.
11) Can you clarify what item 0029 and item 0042 are used for?
These two items (0031 and 0044 on the revised Bid Schedule) are intended to be used to compensate for additional concrete for such items as thickened-edge slabs and integral curbs on slabs.
12) Would like to confirm that there is no airfield pavement in this solicitation?
IAW Attach 2- SOW, “The contract shall include the asphalt and Portland cement concrete pavements for airfields, streets and parking lots.”
13) Can the G1 Asphalt line item be split into two or more line items to accommodate different quantities of paving? Possibly 0-500 Ton, 500-1000 T and 1000 T plus?
The G1 Asphalt has been divided into two line items as reflected on the revised Bid Schedule.
14) Can a mobilization line item be added to the bid schedule?
Mobilization costs must be absorbed into other line item costs.
15) Can a traffic control line item be added to the bid schedule per 1000 T of asphalt mix placed? Or for water-filled barricades specifically?
Traffic control line items for Flagging and Low-Profile Barricades (airfield use) have been added to the revised Bid Schedule. General traffic control items such as SD DOT Category I device costs must be absorbed into other line item costs. Pilot car and unique traffic control expenses will be considered as non-priced items (NPIs).
16) Can a flagging line item be added to the bid schedule along with a separate pilot car item by the HR?
See answer 15 above.
17) Can the remove asphalt pavement line item unit be changed from CY to SY?
Remove asphalt pavement line item has been changed to Square Yards on the revised Bid Schedule.
18) Will our 2016 SDDOT Prequalification packet be suitable as qualifying documents?
There is no requirement for specific qualification documents at this time.
