DEPARTMENT OF THE AIR FORCE
28TH CONTRACTING SQUADRON (AFGSC)
ELLSWORTH AIR FORCE BASE, SOUTH DAKOTA
Deter…Assure…Strike!
19 December 2016
Question 1: Will the sample project be awarded?
Answer 1: No. The sample project is intended to create a baseline of work. This project was already completed at another base. We have not purchased the software yet because we have given the Contractor the opportunity to determine the software they would like to utilze for this Contract.
Question 2: Does the Government want design services & costs included for the sample project?
Answer 2: Yes. The intent behind the project is to replicate the exact procedures to ensure everyone knows what the SABER contract will entail.
Question 3: The sample project SOW, Section 5: Drawings, requests that the drawings shall not exceed minimum design of 35% but also states the drawings shall conform to the standard specified in the SOW and EAFB design compatibility standards.
Minimum design would be exceeded if a typical general construction contractor would need to hire additional expertise in order to accomplish the design. Is the contractor able to provide a one line pdf drawing for the sample project to aid in the Government’s evaluation of the contractor’s proposal or will AutoCAD drawings be required?
Answer 3: Yes, a single line PDF, shop drawings, and standard designs available from internet sources would be adequate for the design. Please note that this can vary throughout the contract. There might be often situations where the government provides the designs or more detailed designs will be required from the contractor
(but not exceeding 35%).
Question 4: If AutoCAD is required can you provide both the AutoCAD and PDF’s as builds for the sample project?
Answer 4: It is not necessary for this sample project. However, if another project is more detailed, we would provide AutoCAD and PDF’s for the project.

Question 5: Will the contractor be responsible for the classroom setup, projector, whiteboard and computers for the onsite training or with the Government have this available for use?
Answer 5: No. The contractor will just have to coordinate with the SABER Chief or any CE
SABER representatives to ensure the classroom setup, projector, whiteboard and computers for the onsite training.
Question 6: SOW, 3.4.2, states that “The QCM under this contract cannot provide and execute the services of the CM or Project Superintendent.” Due to the duration and smaller scope of this SABER contract can the CM or Superintendent act as the
QCM?
Answer 6: Upon further review, we agree that the duration and smaller scope of this SABER contract does not require the QCM to be a different person. The CM or Project
Superintendent can act as the QCM.
