HTRO Methodology

This acquisition will be conducted in accordance with the procedures outlined in FAR Part 15, Source Selection Processes and Techniques. In accordance with FAR Part 15, the acquisition will utilize the Highest Technically Rated Offeror (HTRO) method to select offerors based on their self-scored points, with a minimum score requirement.

The HTRO option-1, which excludes price and other non-technical factors, will be employed for the evaluation methodology. This option is particularly suitable for multiple award Indefinite Delivery/Indefinite Quantity (ID/IQ) contracts when awarding to all offerors who score above a threshold technical score; i.e. A&AS. The Government will evaluate all offerors' self-score above the threshold to validate their submitted scores. Cost/Price and, if necessary, past performance will be evaluated at the task order level.
