About this file
This document is a self-scoring worksheet for a Request for Proposal (RFP) for a General Construction Multiple Award Task Order Contract (GC-MATOC) at Beale Air Force Base. The key details are:
The GC-MATOC is a competitive indefinite-delivery indefinite quantity (IDIQ) construction contract with a 10-year period of performance and an estimated contract value of $500 million. It is a total small business set-aside, with eligible small businesses required to have offices located within the San Francisco, Fresno, or Sacramento SBA regional office territories. The contract scope covers the full range of construction services and supporting activities at Beale AFB and other locations under Beale's responsibility.
The self-scoring worksheet outlines the evaluation criteria, with offerors able to earn points for relevant experience, design-build and bid-build project history, environmental permitting experience, and industry certifications. A minimum score of 12,500 points is required, with bonus points available for certain certifications. The Government will evaluate offerors' self-scores to validate the submitted information.

HTRO Methodology
This acquisition will be conducted in accordance with the procedures outlined in FAR Part 15, Source Selection Processes and Techniques. In accordance with FAR Part 15, the acquisition will utilize the Highest Technically Rated Offeror (HTRO) method to select offerors based on their self-scored points, with a minimum score requirement.
The HTRO option-1, which excludes price and other non-technical factors, will be employed for the evaluation methodology. This option is particularly suitable for multiple award Indefinite Delivery/Indefinite Quantity (ID/IQ) contracts when awarding to all offerors who score above a threshold technical score; i.e. A&AS. The Government will evaluate all offerors' self-score above the threshold to validate their submitted scores. Cost/Price and, if necessary, past performance will be evaluated at the task order level.
