About this file
This document contains a solicitation for base operations support services at March Air Reserve Base. The Air Force Reserve Command seeks to award a new firm fixed price contract with some cost reimbursement line items for mission essential support services at March Air Reserve Base from January 1, 2020 through December 31, 2020. Due to extenuating circumstances that could leave the base without necessary contract support after December 31, 2019, the Air Force will conduct an expedited procurement and limited competition among five incumbent vendors to secure interim base operations services on an urgent basis. The solicitation requests proposals in response to the requirements for base operations support at March Air Reserve Base for a 12-month period beginning on January 1, 2020.

Q&A #1: 4 Dec 19
1. Ref. Section L, paragraph D) Required Proposal Documentation – the instructions state we are to submit a properly executed and SF33 and Section B.
0. Will you be posting an SF33 or will a cover letter suffice? Due to the time constraints for award, a formal SF33 will not be prepared; only the letter RFP. As such, a cover letter will suffice.
0. Will you be posting a Section B, or will you accept submittal offerors with a CLIN schedule created in our own format? Due to the time constraints for award, a formal SF33 will not be prepared; only the letter RFP. However, please utilize the specific CLIN structure cited in “Section B” of the letter RFP.
1. Ref. Section M, paragraph 2 Basis for Award: Will the evaluation be LPTA or will other than lowest price be considered for award? The evaluation will be conducted as cited in Sections L&M. This is a price-only competition, not an LPTA.
1. Will the resulting award be an undefinitized contract which will be definitized after award? This effort will result in a definitized contract, not a UCA.
