Section B: SCHEDULE:
Note: The subject effort is exempt from synopsis, IAW FAR 5.202(a)(2).
March ARB proposes to award a new Firm Fixed Price (FFP) contract, with incidental Cost Plus Fixed Fee (CPFF) and Cost Reimbursable No Fee (CRNF) Contract Line Item Numbers (CLINs) for work that cannot be accurately predicted. The contract will be for a period of 12 months, 1 Jan 20 - 31 Dec 20. An immediate, short-term contract is necessary due to extenuating circumstances projected to leave March ARB without mission essential contract support by 31 Dec 19. Therefore, the Government intends to procure interim BOS services immediately through a short-term, limited competition, IAW 6.302-2 – 10 USC 2304(c)(2), Unusual and Compelling Urgency. A redacted copy of the approved J&A is attached.
The selection criteria used to select the limited competition vendors listed below stems from their extensive technical capabilities and experience associated with AFRC BOS services, demonstrated through previously awarded AFRC BOS source selections (within the last 5-10 years) and through their participation in the Service-Disabled Veteran-Owned Small Business (SDVOSB) program. The selected vendors have successfully demonstrated the ability to provide BOS Services critical to keeping an AFRC installation operational to support AFRC mission requirements. The vendors for the limited competition were determined capable to provide immediate proposals and perform these mission essential services for March ARB by 31 Dec 19.
The five vendors (in alphabetical order) are as follows:
Criterion Corporation Data Monitor Systems, Inc. (DMS) Onvoi Global Services (OGS) Pegasus Support Services LLC Phoenix Management Inc.
This will be a price-only competition. Additional items will be required with the proposals to help determine contractor responsibility and responsiveness: Evidence of adequate accounting system, evidence of adequate financial resources, phase-in plan, and phase-out plan; see Sections L&M for details.

Section M: EVALUATION FACTORS FOR AWARD
1. INTRODUCTION. This section outlines the basis for evaluation of the offeror’s capabilities and proposals submitted in response to the solicitation, after evaluation of offeror’s minimum requirements is completed. The evaluation criteria describe the scope of the evaluation to be performed on each proposal. Section L of the RFP describes the proposal content and format requirements.
2. BASIS FOR CONTRACT AWARD:
a. Solicitation Requirements, Terms and Conditions: Offerors are required to meet all solicitation requirements, such as terms and conditions, representations and certifications, and technical requirements, in addition to those identified as factors or sub factors. Failure to comply with the terms and conditions of the solicitation may result in the offeror being ineligible for award. Offerors must clearly identify any exception to the solicitation terms and conditions and must provide complete supporting rationale. The Government reserves the right to determine any such exceptions unacceptable.
b. This will be a price-only competition. The Government reserves the right to:
(1) Award a contract or make no award depending upon the quality and/or affordability of proposals received in response to the solicitation;
(2) Reject proposals which, upon initial review, are deemed substantially noncompliant with the proposal requirements of the RFP;
(3) Consider throughout the evaluation process, the correction potential of a proposal when a deficiency is identified;
(4) Conduct discussions – if the offeror’s proposal has been evaluated as acceptable at the time discussions are closed, any changes or exceptions in the Final Proposal Revision are subject to evaluation, and may introduce risk that the offeror’s proposal be determined unacceptable and ineligible for award.; and/or
(5) Award without conducting discussions.
3. EVALUATION FACTORS:
Evaluation Factors and Sub factors: The following evaluation factors will be used to evaluate proposals.
Factor 1: Price
4. PRICE EVALUATION:
The offeror’s Price proposal will be evaluated for reasonableness, balance, and realism. See paragraphs (a), (b), and (d) below. Total Evaluated Price (TEP) will be calculated in accordance with paragraph (c) below.
(a) Reasonableness: The existence of adequate price competition is expected to support a determination of reasonableness. Price analysis techniques may be used to further validate price reasonableness. If adequate price competition is not obtained or if price reasonableness cannot be determined using price analysis of Government obtained information, additional information in accordance with FAR 15.4 may be required to support the proposed price.
(b) Balance: Offerors are cautioned against submitting an offer that contains unbalanced pricing. Unbalanced pricing exists when, despite an acceptable total evaluated price, the price of one or more contract line items is significantly overstated or understated as indicated by the application of proposal analysis techniques. The Government shall analyze offers to determine whether there are unbalanced separately priced line items or sub-line items. Prices submitted will be compared and evaluated to assure that a logical progression exists as related to price and quantity changes within each offeror’s response to the pricing structure in Section B. Offers that are determined to be unbalanced may be rejected if the lack of balance poses an unacceptable risk to the Government.
(c) Total Evaluated Price: A Total Evaluated Price (TEP) will be used for evaluation purposes only and will be calculated as follows:
(1) CLINs 0008, 0010, 0011, 0016, 0023, and 0024 are “Reserved” and have no bearing on the TEP. Estimates for CRNF CLINs 0025-0027 will be determined/populated by the Government and also have no bearing on the TEP.
(2) The pricing proposed for FFP CLINs 0001-0007 and 0009 will be added together to determine the total proposed FFP pricing.
(3) The proposed CPFF fixed fee for CLINs 0012-0022 and 0029-0030 will be added to the Government estimate for each CPFF CLIN, and these values will be added together to determine the total proposed CPFF pricing.
(4) If a cost is proposed for CRNF Data CLIN 0028, it will be included in the TEP. If a cost is not proposed, it will be identified as “Not Separately Priced” (NSP) and will not be included in the TEP.
(5) The sums derived from Paragraphs (2), (3), and (4) above will be added together to develop each offeror’s “total evaluated price.”
(d) Realism: The agency will review prices to determine whether they are so low that they reflect a lack of technical understanding, and a proposal can be rejected for offering prices that are too low.
Again, this competition will be limited IAW 6.302-2. The five vendors cited in this letter RFP are advised to continuously monitor Beta.SAM.gov for updates.
Evaluation Factors and Sub factors: The following evaluation factors will be used to evaluate proposals.
