INTRODUCTION
ONVOI Global Services (OGS) provides consistently successful performance that is on-cost, on-time, and defect free. OGS works as a close-knit team using analytical tools, techniques, and processes that enable predictable, repeatable performance. The internal structure of team work, processes, and procedures are very well-defined and visible, allowing for continuous internal process improvement. Quality is an essential element of all work assignments for OGS and will be maintained throughout any contract phase-out/transitional period.
Our Phase Out Plan ensures continuity of high-quality services and low risk to our customers by providing a structured, methodical process to transfer contract requirements from OGS to a successor contractor.
OGS has determined at a minimum a 30-day Phase Out Period is required to accomplish a successful, disruption free transition of contract responsibility to a successor contract team
BACKGROUND
March ARB Base Operations and Support PWS requires the contractor to develop and submit to the Government a Phase Out Plan. This plan details the overall approach to maintaining quality performance throughout the duration of contract performance from OGS to a successor contractor.
This plan documents how the OGS intends to transition service delivery requirements in a timely, responsible manner that will preclude disruption of services to the customer. This plan is a communication vehicle for the entire March BOS Team (Contract/Project Manager, Supervisors, Workforce).
AUTHORITY
This is a dynamic document to be used by the employees of OGS supporting this contract and updated as required. This document shall be reviewed by OGS Management at least annually.
SCOPE
This plan includes processes and procedures to follow for identifying areas to be addressed during the phase-out period. Included in our plan is a robust list of key items that will be thoroughly addressed with the successor contractor and guidance for our employees and any applicable subcontractors to follow. The key elements of this plan include:
• Management responsibilities
• Inventories and inspections
• Deficiency identification and reporting
• Record keeping systems
• Periodic reports
PHASE OUT OBJECTIVE
The objective of our Phase Out Plan is to provide a seamless transition of contract responsibilities from OGS to a successor contractor and to eliminate service disruption during the transition period.
Our goal is to fully comply with and exceed the quality requirements of the PWS during the transition period. To accomplish this objective, we will ensure that we continue to measure the performance of our employees to verify that we are meeting PWS requirements while we simultaneously indoctrinate, train and transition the new contracting firm. We pledge to communicate to all of our personnel the meaning of the objectives and how each person helps to
November 2018 2 achieve them. We will evaluate the need for changes to our Phase Out Plan as the situation requires.
OGS will designate an on-site Phase Out Plan Coordinator who will direct our Phase-Out effort.
Our Phase-Out Plan coordinator will be supported by OGS’ VP of operations.

OGS MANAGEMENT PHASE OUT RESPONSIBILITIES
OGS management will monitor, track and assist if required during Phase Out Plan execution.
When each Tab area turnover objectives, appendix 1, have been completed they will be checked off the master Phase-Out check list and signed by the OGS Phase-Out Coordinator, On-site Project
Manager and successor contractor representative to signify that the new contract holder acknowledges they are ready to assume responsibility for that Tab’s functions on the agreed upon contract start date.

2) Phase Out Plan Roles and Responsibilities
PHASE OUT MEETINGS
The Phase Out Coordinator will meet daily with the phase out team to update transition status and address/resolve any questions or concerns. This meeting will be used to update the master schedule and brief OGS Executive Leadership on transition progress.
SUMMARY
This Phase Out Plan is a dynamic document that sets the basic standards to ensure an orderly, disruption free transition of services from OGS to a successor contractor within a prescribed time period. OGS’s Transition Team, Tab Managers, Supervisors, and workforce at March ARB will work diligently with all Government and successor contractor personnel to ensure full compliance
November 2018 5 and continuity of all contract requirements is maintained during the contract transition period. This
Phase Out Plan will be revised as needed.
