About this file

This document is a justification and approval for other than full and open competition regarding a federal contract opportunity for base operations support services at March Air Reserve Base. The contract will be for a 12-month period from January 1, 2020 through December 31, 2020 and will be awarded on a limited competition basis to five incumbent vendors with experience providing similar services to other Air Force Reserve Command bases. The services required include materiel management, ground transportation, real property maintenance, and fuels management. The justification cites an unusual and compelling urgency to avoid a lapse in critical mission services by the end-of-year deadline. A new competitive solicitation incorporating revised requirements will be posted by March 31, 2020 for a long-term follow-on contract.

Justification and Approval (J&A) for Other Than Full and Open Competition

Security Marking (select from the drop-down list)

I. Contracting Activity.

HQ AFRC/PKA

255 Richard Ray Blvd Robins AFB, GA 31098

II. Nature and/or description of the action being processed.

March ARB proposes to award a new Firm Fixed Price (FFP) contract, with incidental Cost Plus Fixed Fee (CPFF) and Cost Reimbursable (CR) Contract Line Item Numbers (CLINs) for work that cannot be accurately predicted. The contract will be for a period of 12 months (1 Jan 2020 - 31 Dec 2020). An immediate, short-term contract is necessary due to extenuating circumstances projected to leave March ARB without mission essential contract support by 31 Dec 2019.

Therefore, the Government requires a short-term contract to fulfill mission-critical support services for March ARB until the Government can solicit and award a long-term contract, which cannot be done before 31 Dec 2019.

Currently, the command's entire Base Operations Support (BOS) requirements acquisition strategy is in a strategic pause, making material strategy changes such as transitioning from non-commercial to commercial model contract structure. As a result, the Government is rewriting Performance Work Statement (PWS) language and updating technical workload data for current mission requirements and commercial contract type suitability. The resulting, competitive follow-on, long-term solicitation is anticipated to be made available by 31 Mar 2020.

Therefore, the Government intends to procure BOS immediately through a short-term, limited competition. Please see section V below for information for the short-term, limited competition criteria.

III. Description of supplies/services required to meet agency needs.

This contract is for Base Operations Support (BOS) Services including Materiel Management, Ground Transportation and Vehicle Management, Traffic Management Operations, Real Property Maintenance, and Fuels Management. Period of performance will be 1 January 2020 - 31 December 2020. Appropriated funds for this action are 3740.

IV. Statutory authority permitting other than full and open competition.

10 U.S.C. 2304(c)(2), as implemented by FAR 6.302-2. Use of this authority is appropriate because any lapse in service or a loss of mission support services would shut down operations at March ARB, CA.

V. Demonstration that the contractor's unique qualifications or nature of the acquisition requires the use of the authority cited above (applicability of authority).

The selection criteria used to select the limited competition vendors (see Section VI) stems from their extensive technical capabilities and experience associated with AFRC BOS services, demonstrated through previously awarded AFRC BOS source selections (within the last 5-10 years) and participating in the Service-Disabled Veteran-Owned Small Business (SDVOSB) program.

The selected vendors have successfully demonstrated the ability to provide BOS Services critical to keeping an AFRC installation operational to support AFRC mission requirements. The vendors (see Section VI) have successful past performance at several AFRC locations and have intimate knowledge of the AFRC mission. They are also presumed to be capable of delivering these mission essential services by the contract need date to support mission requirements and avoid critical mission delays or installation shut downs.

The impact of not having these mission essential requirements is March ARB will shut down. Thus reducing the ability of the warfighter to accomplish specific missions. Soliciting and awarding the contract to vendors outside the limited competition pool would result in unacceptable delays in fulfilling the Air Force's requirements. Therefore, the execution of a limited competition to one of the pre-qualified vendors (see Section VI) would reduce risks and unacceptable delays associated with normal contract start up, which is in the best interest of the Government. This will eliminate the need for a prolonged phase-in period and any other associated delays.

March 2018 Security Marking (select from the drop-down list) Page 3 of 5

Accordingly, the vendors are capable of providing the supplies and services described in Section III above without March ARB experiencing unacceptable delays in fulfilling its requirements.

VI. Description of efforts made to ensure that offers are solicited from as many potential sources as practicable.

The award of this short-term limited competition contract to a responsible vendor is necessary to prevent a lapse of critical services, to afford the Government adequate time to implement the new acquisition strategy, rewrite the current BOS PWS language and update technical workload data, and to, ultimately, support the successful solicitation and award of a source selection for future services. The vendors identified have the performance continuity and operational knowledge required to support the installation's mission. A follow-on solicitation will be competed.

For the five vendors listed below:

1) All are “active” in SAM and have no exclusions, as of 13 November 2019.

2) There are no adverse reports listed in the FAPIIS top-level summary for any of the vendors, as of 13 November 2019.

3) All have self-certified as SDVOSBs under NAICS 561210 in their representations and certifications available in SAM, as of 13 November 2019.

VII. Determination by the Contracting Officer that the anticipated cost to the Government will be fair and reasonable.

The cost/price of this contract will be considered fair and reasonable to the government based on adequate price competition.

VIII. Description of the market research conducted and the results, or a statement of the reasons market research was not conducted.

Market research was conducted prior to and during the strategic pause, most recently the BOS Industry Day held 16 - 17 Oct 2019. It is determined that this requirement be set-aside for SDVOSB. Further, due to the urgency of the requirement, a limited competition based on rationale (market research) explained in Section VI above, a short-term bridge will be awarded to provide the required coverage until the competition can be accomplished.

IX. Any other facts supporting the use of Other Than Full and Open Competition.

Based on the information described in Section VI, the five vendors for the limited competition were determined capable to provide immediate proposal and perform these mission essential services for March ARB by 31 Dec 2019.

X. List of any sources that expressed, in writing, an interest in the acquisition.

See Section VI above.

XI. A statement of the actions, if any, the agency may take to remove or overcome any barriers to competition before making subsequent acquisitions for the supplies or services required.

To prevent a lapse of critical services and to afford the Government adequate time to rewrite the current Base Operating Support (BOS) Performance Work Statement (PWS) language and update technical workload data, a twelve

(12) month (1 January 2020 - 31 December 2020) short-term limited competition is needed. A follow-on competition is in development and the resulting award will remove any barriers to competition. The current target date to post the follow-on competitive solicitation to FedBizOpps is 31 March 2020.
