FUELS MANAGEMENT

DESCRIPTION OF SERVICES

G1 Overview. Overview. The KTR shall provide fuels management services to wing, tenant, and transient organizations. The Fuels Management Flight manages aviation (AV) and ground fuels owned by the Defense Logistics Agency-Energy (DLA-E). AV fuel levels are requisitioned, received, and stored IAW DLA-E's Inventory Management Plan (IMP) and DoD 4 140.25M, Management of Bulk Petroleum Products, Storage, and Distribution Facilities. AV fuel is issued to aircraft using R-12 Hydrant Servicing Vehicles and R-11 refueling units. The base service station is an automated station that dispenses mogas and diesel. Other services include the transport of diesel fuel to on-base customers such as generators and K-Loaders. Other fuels management services include the transport of diesel fuel to organizational tanks, light-alls, generators, or special purpose vehicles and equipment. Additionally, the KTR ensures Liquid Oxygen (LOX) is available for issue to customers. Fuels Management uses DLA's Business Systems Modernization Energy (BSM-E), to manage and document all product movements, from requisition to sale. The KTR ensures all products are within specifications. Fuels Management includes Requisition, Receipt, Storage, Handling, Distribution, Accounting, Quality Control and Analyses, Operator's Preventive Maintenance, Compliance and Environmental, Planning, and Training. The KTR shall use DoD 4140.25M, AFI 23-201, Fuels Management, AFI 91-203, AFI 23-502, and applicable fuels Technical Orders (T.O.) as guidance unless references are specified elsewhere in this PWS. Workload estimates are located in G-TE-2.

G1.1 The KTR shall perform all duties associated with the Management Internal Control Toolset (MICT) or current annual self-inspection program, to include Self-Assessment Checklists (SAC) and updates within current program. The COR will validate all inputs and observations identified by the KTR.

G2 Personnel Qualifications.

G2.1 The Fuels Manager shall have at least three (3) years’ experience working in an Air Force Fuels Management function, military service or civilian equivalent, within the last ten (1 0) years; one (1) year in base level fuels operations, two (2) years in a managerial capacity, and have successfully completed the Petroleum Logistics Managers Course (PLMC).

G2.1.1 The Fuels Manager shall not be the primary technician for duties listed in paragraph G.2.3.

G2.1.2 KTR will provide a fully qualified single point of contact for coordinating, controlling and directing fuel servicing operations to ensure all customer requirements are fulfilled in a timely manner and off specification or wrong grade of product is not issued to aircraft, equipment or vehicles. (See G-TE-12) G2.2 Fuels Operators must have at least two years’ experience in receipt, storage and issue of petroleum products and liquid propellants and the operation of aviation and ground fuels storage and dispensing systems; mobile and fixed fuel systems used in the servicing of military or civilian aircraft. Operators, to include part-time personnel, must have at least a Class B CDL with HAZMAT, Tanker, and Air brake endorsements.

G2.2.1 The KTR will provide an organizational chart to illustrate how communications of all fuel support requirements are funneled to the Fuels Service Center. (See G-TE-4) G2.3 One (1) person must be formally trained in Fuels Accounting, Fuels Quality Control (Fuels Laboratory), and Cryotainer Maintenance. The Accountant and the Quality Control technician shall not be the same individual.

G2.4 The KTR shall ensure all fuels employees, receive training and qualification IAW AFSC 2F0X1 requirements. The Training Business Area (TBA) or electronic equivalent will be used to document training IAW the 2F0X1 CFETP and applicable AFIs. The KTR shall provide access to facilities and government furnished equipment to all 2F0 reservists.

G3 Core Hours. The SP shall provide fuels services 24 hours a day, 7 days a week.

G4 Requisition, Receipt, Storage and Handling Products. The KTR shall ensure stock levels are maintained IAW the DLA-E Inventory Management Plan (IMP) and MAJCOM established levels. The KTR shall notify the COR when inventory levels fall below requirements and submit waiver request to DLA regional office and Air Force Petroleum Agency when levels cannot be obtained within 72 hours. When requested by the Accountable Officer (AO), the service provider shall immediately measure and report the quantity of any/all products in the presence of the COR or government representative. (See G-TE-1, SSG01) G4.1 Requisition.

G4.1.1 AV Fuel. The KTR shall utilize BSM-E and coordinate with DLA-E designated supplier to schedule AV fuel receipts.

G4.1.2 Mogas and Diesel Fuels. The KTR shall use the DLA Enterprise External Business Portal (EEBP) to requisition mogas and diesel fuels.

G4.1.3 Cryogenics. The KTR shall order from DLA-E approved contract(s).

G4.2 Receipt, Handling, and Storage. The KTR shall receive, store, and handle products IAW AF T.O. 37 and 42 series, AFI 23-201, and DLA-E Policy and Procedures.

G5 Distribution. The KTR shall respond to product servicing requests within locally established response times (Attachment 11) as directed by the installation’s Maintenance Operations Center (MOC) and Aircraft Priority Listing. The KTR will log service requests as received on individual Fuels Manager Defense (FMD) entries and dispatch resources individually unless MOC approves multi-dispatch operations.

G5.1 Response times are calculated from the time of request to time of arrival at the servicing location or arrival at the first servicing location in a multi-dispatch series. When established response timeframes are not met, circumstances leading to delay will be annotated in the remarks section of the FMD control log using approved FMD 20-Codes to aid in allocating flighline resources and quickly documenting events/actions affecting operations. The KTR/GOV officials may utilize locally developed 20-Codes to support local requirements.

G5.2 If necessary to expedite fueling support, the KTR may preposition fueling assets in close proximity to aircraft or fillstands. The KTR shall support the installation’s Efficient Use of Hydrant Systems and Fuel Distribution Resources policy, including locally developed hydrant utilization practices (Attachment 12).

G5.3 When the automated fuel service station (AFSS) is not operational, the KTR shall issue ground fuel by ground products truck at locally designated times and locations. The KTR shall input off-base fuel servicing receipts into FMD. (See G-TE-1, SSG02 and SSG07) G5.4 Cryogenics. The KTR shall provide routine product servicing as outlined in the locally established Cryogenic Conservation and Control Program (Attachment 13). Additionally, the KTR shall responds to product servicing requests (outside established servicing periods) within locally established response times (Attachment 11) as directed by the installation’s Maintenance Operations Center. The KTR shall comply with cryogenic servicing standards and conservation efforts enacted to minimize the loss of cryogenic product.

G6 Quality Control and Analysis. The KTR shall perform laboratory analyses and sampling IAW T.O. 42B-1-1 and 42B6-1-1. The KTR shall maintain a schedule of analyses and results in Fuels Manager Defense (FMD), to include the Air Force Test and Analysis Tool (AFTAT). When products are contaminated or off specification, the KTR shall take corrective action and notify appropriate POCs, including the COR, IAW AFI 23-201 and T.O. 42B-1-1. Laboratory Housekeeping and glassware requirements will follow T.O. 42B-1-1 guidance. The KTR shall procure and maintain an Aircraft Crash Sampling Kit IAW T.O. 42B-1-1 and dispatch personnel to retrieve samples when requested. (See G-TE- 1, SSG03) G7 Accounting. The KTR shall process all requisitions, receipts, issues, transfers, shipments, and inventories daily and perform system administrator duties IAW DoD 4 l 40.25M, AFI 23-201, and DLA-E policy and procedures. Perform back-up of the BSM-E system(s) IAW DLA Energy P-3, Document/Data Control and Retention. The KTR shall request aircraft Air Cards IAW DLA-E Policy P-8 (Fuel Card Program) and vehicle identification link (VIL) keys IAW DLA-E Policy P-5 (Vehicle Identification Link (VIL) Key Encoding, Accountability and Control) and locally developed VIL control procedures. The KTR shall assist the Wing Refueling Document Control Officer (WRDCO) in researching home station aircraft fuel issues and assist customers in researching organizational ground fuel issues. (See G-TE-1, SSG04) G7.1 Gains and Losses. The KTR shall investigate, document, report and correct any gains or losses in inventories that are not within DLA tolerances IAW AFI 23-201, DoD 4 140.25M, and DLA-E policy P-7. The KTR shall maintain a completed hard copy DD Form 1348-8 IAW DLA Energy P-1, Recording and Processing Inventory Transactions. (See G-TE-1, SSG05) G8 Operator’s Preventive Maintenance, Inspection, and Reporting. The KTR shall inspect, perform operator maintenance, document, and report discrepancies IAW AFI 23-201, AFI 24-301, Vehicle Operations, AF Technical Order series 35, 36 and 37, and work cards/checklists for LOX tanks and associated equipment. The KTR shall requisition all government centrally managed and Due-in-From-Maintenance (DIFM) coded LOX tanks and associated equipment replacement parts utilizing the SBSS upon approval of the AO. The KTR shall inspect and maintain fuel hoses and couplings IAW T.O.s 37A-1-101 and 42B-1-1. (See G-TE-1, SSG06) G8.1 Immediately following a rain, the KTR shall drain all water from the interior of dike basins. The drains shall not be left unattended while draining, IAW AFMAN 91-203, para 18.4.2.12.

G9 Environmental and Plans. The KTR shall serve as the Subject Matter Expert for fuel related matters. The KTR shall review, update, provide fuels input to base plans, and submit input to the AO for approval. The KTR shall report fuel mishaps IAW AFI 23-201 and appoint an Environmental Coordinator in writing.

G10 Fuel Tank Custodian Training. The KTR shall conduct tank custodian training for organizational tank custodians. The KTR shall perform initial and biennial tank inspections. Inspection reports shall be forwarded to the COR and the LRS QA IAW AFI 23-204, para. 12, Organizational Fuel Tanks.

G11 Reserve and Personnel Support. The KTR shall develop and submit operating procedures, lesson plans, and checklists IAW AFI 23-201. (See G-TE-3, G01) G12 Reporting. The KTR shall compile, format, and submit required reports. All reports submitted shall be in the required format cited in the applicable directive. In the event no format is prescribed, the KTR format shall be acceptable. (See G-TE-3, G02 thru G07) G13 Classified information. The KTR shall establish procedures with the Accountable Officer (AO) to review classified information (i.e. IMP, completing/reviewing/submitting REPOL reports, and communicating to higher headquarter via Secure Internet Protocol Router). The AO will determine if KTR representatives require access to systems IAW Tab A, or the KTR accesses/submits classified information through an escort (i.e. Logistics Plans Office, as an example).

BUSINESS SYSTEMS MODERNIZATION-ENERGY (BSM-E). Formerly referred to as the Fuels Automated System, BSM-E is the overarching system of processing applications used to record and process fuel accounting transactions to include fuel shipments and receipts. BSM-E subsystems include; the Defense Fuels Automated Management System (DFAMS), the DESC legacy system of record, Oil Enterprise Downstream (OED), the new DESC system of record, the Fuels Enterprise Server (FES), Base Level Support Application (BLSA), and Paperless Ordering and Receiving Transaction System (PORTS), etc.

DLA-E POLICY AND PROCEDURES. Generally speaking, this refers to DODM 4140.25M and DLA-E interim Policy and Procedures. Contact HQ AFRC/A4RF for assistance in obtaining this guidance.

FUELS MANAGER DEFENSE (FMD). A BSM-E system used to manage fuels equipment, facilities, personnel, quality control, inventories, and transactions. FMD is the system used to process transactions to EBS, daily.

INVENTORY MANAGEMENT PLAN (IMP). A DOD integrated plan of bulk fuel inventory levels and storage requirements designed to utilize DOD resources more efficiently and provide financial management data.

PETROLEUM LOGISTICS MANAGEM ENT COURSE (PLMC). Formal Air Education & Training Command course. Prepares senior fuels management personnel for greater responsibility.

PAPERLESS ORDERING AND RECEIVING TRANSACTION SYSTEM (PORTS). A BSM-E system used to process ground fuel orders and receipts.

BULK PETROLEUM CONTINGENCY REPORT (REPOL). Report used to transmit mission critical information to higher headquarters. Submitted during contingency or natural disasters to higher headquarters on a daily basis, after changes in capabilities occur, or IAW AFI 23-201.
